Description 1.1. The Miller Coors RALLY COLORADO 2009 presented by Fireside Catering will be held in Steamboat Springs, Colorado over the weekend of September 18-20, 2009. The two day event is Round #8 of the Rally America National Rally Championship. The first of two Regional Rallies included in this event, the Middle Cog-1 Rally, will be a Coefficient 3 (C3) event run on Saturday, September 19th and the second Regional Rally, the Middle Cog-2 Rally, will be a Coefficient 2 (C2) event run on Sunday, September 20th. 1.2. Competitors who enter the Rally Colorado National Championship Rally 2009 will earn points toward the 2009 Rally America National Championship. 1.2.1. Competitors who enter either of the Regional Rallies may earn points toward the Rally America Regional Championships in either the Central or Southwest Regions. 1.2.2. The Regional Rallies will be points events for the Colorado Rally Cup Series. As such, decals promoting this regional series must be displayed on all competition vehicles if an entered team is competing for points in this regional series. 1.2.3. The Regional Rallies will be points events for the Southwest Rallycup Series. As such, decals promoting this regional series must be displayed on all competition vehicles if an entered team is competing for points in this regional series. 1.2.3. a. Southwest RallyCup Series Event Contingency Prize and Out of Area Tow Funds The Southwest Rally Cup Series will provide a prize and tow fund for each of the Middle Cog regional events. A $400 cash award will be available for each event and will be distributed to the first and second place teams in each Rally America class. Third place finishers will be recognized. For teams entering from California, Nevada or Arizona, a $50 tow fund will be available to the first three teams entering the event based on paid entries received by Rally America. The tow fund money will be distributed at the Event Registration. Southwest RallyCup Series funds are contingent on competitors displaying SWRC decals on each side of their vehicle prior to and during both events per the Rally America rule Article 3.1 Car Identification (A.2). Visa numbers are not applicable to any of these events. 1.4. The official Rally Headquarters will be upstairs in the Howelsen Hill Lodge (Olympian Hall) located at the base of the Howelsen Hill Ski Area in Steamboat Springs, Colorado, through the close of Registration on Friday, September 18th. Beginning at 7:00AM on Saturday, September 19th, the Rally Headquarters will move to the Exhibit Hall at the Routt County Fairgrounds in Hayden, Colorado and will remain at this location during all hours of competition until the end of the event. The Rally Headquarters will move back to the Howelsen Hill Lodge (Olympian Hall) location following the end of competition on Sunday, September 20th and will remain at this location until the completion of the Awards Party. (See APPENDIX 4 for local maps with event site locations highlighted.) 1.5. The first MTC-OUT on both Saturday and Sunday will be at the entrance to the Steamboat Springs Rodeo Grounds at the intersection of Howelsen Hill Parkway and 5th Street. 1.5.1. The final MTC-IN on both Saturday and Sunday will be at the south end of the Steamboat Springs Rodeo Grounds. A Parc Expose’ will be held from 5:30PM-7:30PM on Friday, September 18th on Sixth Street between Lincoln Avenue (Colorado State Highway 40) and Oak Street in downtown Steamboat Springs. PROMPT ATTENDANCE BY ALL COMPETITORS IN DRIVER SUITS IS MANDATORY. The Parc Expose will be open to competitors at 5:00PM. All arrival times will be recorded and fines and penalties will be assessed for failure to arrive on time at the rate of one (1) minute penalty for each minute, or any portion of a minute, of late arrival. (See APPENDIX 4 for local maps with event site locations highlighted.) 1.6.1. It is recommended that all teams (driver and co-driver) remain in their driving suits during this period and all teams are recommended to assure that at least one credentialed member of each team (driver, co-driver, service crew member, etc.) is present and nearby their competing vehicle in order to discuss our sport and show their vehicle to spectators and/or media personnel who may be present. 1.6.2. All teams will be publicly introduced by driver/co-driver name at the Parc Expose and will receive competitor stage schedules at that time. 1.6.3. All competition vehicles must remain in the Parc Expose’ area until 7:30PM on Friday or until the Event Chairman releases all vehicles at some earlier time. 1.6.4. Cars may remain in the Parc Expose’ area after the completion of the Parc Expose’ at 7:30PM, or earlier if determined by the Event Chairman, until no later than 10:00PM at which time all competition vehicles must be removed from this location. A Parc Ferme with transit service limitations will be held from 6:00PM-6:59PM on Saturday, September 19th on Sixth Street between Lincoln Avenue (Colorado State Highway 40) and Oak Street in Downtown Steamboat Springs. PROMPT ATTENDANCE BY ALL COMPETITORS IN DRIVER SUITS IS MANDATORY. This location will be open to competitors at 5:45PM. All arrival times will be recorded and fines and penalties will be assessed for failure to arrive on time or to appear at the rate of one (1) minute penalty for each minute of late arrival. 1.7.1. The Parc Ferme with transit service limitations will become a Parc Expose from 7:00PM-9:00PM on Saturday, September 19th, which will then allow teams to make repairs to their vehicles. For safety reasons, parking for service vehicles WILL NOT be allowed within the Parc Expose boundaries (6th Street from Lincoln to Oak Streets). Parking for service vehicles will be allowed on Lincoln Avenue and Oak Street and in a limited number of designated parking spaces in the the Routt County Courthouse parking lot. 1.7.2. All competitors will be allowed at least 20 minutes from their actual arrival time at the final MTC-IN at the Steamboat Rodeo Grounds to arrive at the Parc Ferme location. During this period, servicing may occur anywhere in the Steamboat Springs area except at the Parc Ferme location. Teams are encouraged to use the Steamboat Service Area and/or the carwash located approximately 1.4 miles north of the courthouse on Highway 40 (Lincoln Avenue). This is the same location where we provided free car washes to all competitors in 2006. Car washes will NOT be free in 2009…a supply of quarters will be required. 1.7.3. There will be no penalty for early arrival at the Parc Ferme but there will be a penalty assigned for late arrival or for failure to appear as described in Section 1.7. Scorecards will be issued at the MTC-IN at the Steamboat Springs Rodeo Grounds Service Area. 1.7.4. Any team that DNFs during the Saturday competition and expects to re-start on Sunday is not required to appear at the Parc Ferme/Parc Expose. 1.7.5. Any team that is only entered in the Middle Cog-2 Regional Rally on Sunday MUST appear at the Parc Ferme and Parc Expose. Failure to appear on time will result in a 10 minute penalty. 1.7.6. All teams (driver and co-driver) are encouraged to remain in their driving suits during both the Parc Ferme and Parc Expose and all teams are encouraged to assure that at least one credentialed member of each team (driver, co-driver, service crew member, etc.) is present and Miller Coors RALLY COLORADO 2009 presented by Fireside Catering Supplemental Regulations September 1, 2009 Page 3 nearby their competing vehicle during these events in order to discuss our sport and show their vehicle to spectators and/or media personnel who may be present. 1.8. 1.9. 1.7.7. All competition vehicles must remain in the Parc Expose until 9:00PM on Saturday, September 19th, or until the Event Chairman releases all vehicles at some earlier time. 1.7.8. Cars may remain in the Parc Expose location after 9:00PM, or earlier if determined by the Event Chairman, until no later than 10:00PM at which time all competition vehicles must be removed from this location. The Media Room will be located in the lower level of the Howelsen Hill Lodge (Fireplace Room) and will be opened on Friday, September 18th, from 9:00AM-10:30AM and again on the same day from 3:30PM4:30PM. (See APPENDIX 4 for local maps with event site locations highlighted.) 1.8.1. The Media Room will be staffed by Chad James, the Volunteer Coordinator for the Miller Coors RALLY COLORADO 2009 presented by Fireside Catering. 1.8.2. Applications for media credentials should be downloaded from the Rally America website and sent to Rally America at their Minneapolis, MN office for processing. 1.8.3. Media personnel who show up at the Press Registration site without the proper Rally America media credentials COULD be denied any press access to all elements of this event. All stage roads are owned by Routt County with the exception of Special Stages #6 and #7 (see 1.9.2 below) and are designated as “minimum maintenance” roads by the Routt County Road and Bridge Department. Most of these roads are only one lane wide ranging from 8’-10’ average width. The remaining roads approach a more typical surface width of 12’-14’. Most of these roads have a clay/loam surface with minimal provision for drainage, little or no gravel in place and few if any super elevations in the corners. When wet, roads become very slippery and some are described by the county as “impassable when wet”. Precipitation within one week before the event followed by local traffic on these roads will produce very deep ruts that will be difficult to traverse if still wet or very hard if dried out. There are a few miles of loose rock but this is not common. The organizers will attempt to identify the locations of exposed bedrock that could cause undercarriage damage in the routebooks but provide no guarantee that all of these locations will be so sited. 1.9.1. The Routt County Board of County Commissioners signed a resolution on August 25, 2009 @ 9:50AM allowing our use of all of their roads for this event. 1.9.2. Special Stages #6 and #7 will be run on Saturday only at the Hayden Speedway facility which is owned by the Town of Hayden and leased to the Western Colorado Racing Association. A letter of understanding has been signed by all necessary parties allowing our use of this facility. 1.9.3. Signed letters of agreement regarding our road closures will be secured by the two property owners who reside on property adjoining two stage roads: Cross Mountain Ranch on Routt County Road 29 and Dick Williams on Routt CR 37B, both roads used as portions of Stages #13 and #14. 1.9.4. In the event of significant precipitation, the organizers reserve the right to cancel and/or reschedule stages that could cause significant delays in the overall operation of the event. 1.9.5. GPS coordinates and elevations above sea level for all control locations and for the highest elevation point on each stage will be available on the event website no later than two weeks prior to the event. The Miller Coors RALLY COLORADO 2009 presented by Fireside Catering includes the Rally Colorado National Championship Rally and the Middle Cog-1 & Middle Cog-2 Regional Rallies and is organized and conducted by High Country Rally Group LLC, a Colorado Not for Profit Organization. 2.2. Entries 3.1. The opening date for acceptance of entries via the Rally America website or via US mail will be 8:00AM MDT on Monday, August 17th, 2009. All entries can be made via this website through the close of Competitor Registration on Friday, September 18th, 2009 at 4:30PM. The closing date for acceptance of entries via US mail will be postmarks no later than 5:00PM MDT on September 11th, 2009. 3.2. The maximum number of entrants allowed in all events that are part of the Miller Coors RALLY COLORADO 2009 presented by Fireside Catering will be 60 with entry limits for each event listed below in Section 3.3.1. Alternate entries above the 60 car limit and/or above the limit for each event will be accepted with the time/date of payment of the entry fees dictating the priority of each alternate entry. These entrants will only be allowed to start any/all of the events that are part of the Miller Coors RALLY COLORADO 2009 presented by Fireside Catering if another entrant already included on the entry list is unable to present the entered vehicle and team at the mandatory Parc Expose on Friday, September 18th, 2009 for competition on Saturday, September 19th. Alternate entrants for the Middle Cog-2 rally on Sunday, September 20th, 2009, will only be allowed to start this event if another entrant already included on the entry list is unable to present the entered vehicle and team prepared for competition at the MTC-OUT #7 at the start of this event. Entry fee refunds to alternate entrants who were unable to compete in the event for which they had already paid will be distributed as described in Section 3.6 below. 3.3.1. All items included in these entry fees are detailed in Section 11.4 of this document. ** This entry is ONLY available to teams who have competed in a minimum of two Colorado Rally Cup Series events in 2009. This entry does not include the same complement/number of meals, event shirts and hospitality access as do all of the other entry categories listed above. 3.5. All payments must be made in US$ and all payments made prior to arrival at the event must be paid directly to Rally America on their website or by cashiers check, personal check, cash or credit card with entries submitted via US mail. All entry fee payments made in Steamboat Springs must be made in cash. 3.6. All refunds as may be due will be made no later than October 15th, 2009. 3.7. The organizers reserve the right to cancel any or all of the events that are a part of the Miller Coors RALLY COLORADO 2009 presented by Fireside Catering at their sole discretion if an insufficient number of paid entries have been received by the close of entry at 5:00PM MDT on Friday, September 11th, 2009. In the event of the cancellation of one or more of the events that are a part of the Miller Coors RALLY COLORADO 2009 presented by Fireside Catering, all entries that have been paid in full will be refunded less a $25.00 administrative fee. 4. Insurance 4.1. General Liability and Participant Accident Insurance is provided by policies secured by Rally America, Inc. 4.2. Competitors, service crew members and all event participants including officials, marshals, staff stewards and all other volunteers who have signed a Rally America waiver form and have been issued and are in possession of an event wristband confirming the signature of the waiver form will be covered by a secondary Rally America medical insurance policy. All event wristbands must be worn on one’s wrist for the duration of the event unless some medical condition precludes this location. In this case, another location needs to be approved by the Event Chairman. Miller Coors RALLY COLORADO 2009 presented by Fireside Catering Supplemental Regulations September 1, 2009 Page 8 5. Advertising 5.1. Rules for vehicle advertising will be as prescribed in the Rally America Performance Rally Rules 2009 Edition plus applicable bulletins and these Supplemental Regulations. 5.2. LOCAL ADVERTISING: There will be no advertising nor promotional material nor stickers of any type allowed on any competing vehicle or service vehicle entered in any of the events that are part of the Miller Coors RALLY COLORADO 2009 presented by Fireside Catering that, in the opinion of the Event Chairman, promote the sale of any local goods or services that are in direct competition with any of the the local official event sponsors. 5.3 Any competing vehicle that carries advertising that competes with any of the local event sponsors may be assessed an additional fee equal to or greater than the original entry paid by that team. The Event Chairman’s decision on these issues will be final. 6. Identification Numbers 6.1. Rules for vehicle identification will be as prescribed in the Rally America Performance Rally Rules 2009 Edition plus applicable bulletins and these Supplemental Regulations. 7. Tires 7.1. Rules for tires allowed will be as prescribed in the Rally America Performance Rally Rules 2009 Edition plus applicable bulletins and these Supplemental Regulations. 8. Fuel 8.1. Rules for fuel allowed will be as prescribed in the Rally America Performance Rally Rules 2009 Edition plus applicable bulletins and these Supplemental Regulations. 8.2. There will be no race fuel available at this event. Pump fuel will be available 24 hours per day in both Steamboat Springs and Hayden. Competitors who require race fuel of a specific octane rating or want to be certain of fuel quality should plan to bring their own supply. 8.3. Fuel testing during this event will be at the discretion and direction of Mike Hurst, Rally America Technical Director. 8.4. All fueling during the competition portions of this event shall occur at either the designated fueling area located at the Hayden Service Area or at the designated “fuel only” locations on the transits between Special Stages #1 and #2, Special Stages #5 and #6 and Special Stages #13 and #14. 9. Testing 9.1. The only practice or testing allowed at this event will be at the official Shakedown Stage on Friday, September 18th, 2009. Complete details of this segment of this event are available in Section 13 of this document. 9.2 The penalty for any testing within 30 days prior to the event date anywhere in Routt County will be disqualification from any event that is a part of the Miller Coors RALLY COLORADO 2009 presented by Fireside Catering if an individual or team is already entered or denial of entry if an individual or team attempts to enter any event that is part of the Miller Coors RALLY COLORADO 2009 presented by Fireside Catering at a later date. There will be a single day of reconnaissance (recce) on Thursday, September 17th, 2009. 10.2. Only competitors who have completed their entry registration for the Miller Coors RALLY COLORADO 2009 and paid the appropriate entry fee in full at the Rally America website or have submitted a hard document registration and entry fee payment in full via US mail that has already been received at the Rally America office in Minneapolis will be allowed to make a reservation for this recce. 10.3. Registration for recce is REQUIRED and should be made on the Rally America website following registration for one or more events that are a part of the Miller Coors RALLY COLORADO 2009 presented by Fireside Catering. 10.4. Only teams which have purchased stage notes from Jemba Notes will be allowed to participate in the recce. 10.5. There will be a recce fee assessed of $25.00 per vehicle that must be paid on the Rally America website at the same time as recce registration. 10.6. No prepared rally vehicles will be allowed to participate in this event. All vehicles must be capable of traveling on typical stage roads. 10.7. Organizers will provide event officials in lead/trail vehicles to monitor all movement on all stage roads. Unless required and/or dictated by event officials, there will be no stopping nor reverse travel allowed on any stage roads. 10.8. All speeds on both the stage and transit portions of this recce MUST be at or below the posted or state statue speed limits, whichever applies. Any documented violations of this requirement by a team member could result in disqualification of that team from any/all events that are part of the Miller Coors RALLY COLORADO 2009 presented by Fireside Catering without any refund of entry fee(s). 10.9. Stage roads WILL NOT be closed to the public for this recce so all of the traffic rules and regulations included in the State of Colorado Revised Statutes will apply to all recce traffic. 10.10. The penalty for any reconnaissance for any event included in the Miller Coors RALLY COLORADO 2009 presented by Fireside Catering outside of this official recce will be as prescribed in the Rally America Performance Rally Rules 2009 Edition plus applicable bulletins and these Supplemental Regulations. 10.11. The organizers reserve the right to cancel or shorten this recce based on local conditions that may exist at the time ie. rain, snow, forest fires, etc. Refunds of the recce fees will only occur if this recce is cancelled in its entirety. 11. Administrative Check 11.1. All Competitor and Service Crew registration will be in upper level (Olympian Hall) of the Howelsen Hill Lodge at the base of the Howelsen Hill Ski Area in Steamboat Springs. (See APPENDIX 4 for local maps with event site locations highlighted.) 11.2. The dates/times for all Competitor and Service Crew registration follows; • Friday, September 18th, 2009, 9:00AM-4:30PM Because of the required attendance by all competitors at the Parc Expose on Friday, September 18th, 2009 from 5:30PM-7:30PM and the early event starting time on Saturday, September 19th, 2009, there will be NO scheduled Competitor NOR Service Crew registration available after the close of registration on Friday, September 18th, 2009 at 4:30PM. Access to the Sunday awards party provided at this event can be purchased for $10.00 per person by anybody who is not already in possession of an event credential discussed in 11.6 above that already includes access to this event. 12. Scrutineering, Sealing and Marking 12.1. All scrutineering will be held in the Service Department of Cook Subaru at 1955 Curve Court in Steamboat Springs. (See APPENDIX 4 for local maps with event site locations highlighted.) 12.2. The dates/times for all scrutineering follows: • Friday, September 18th, 2009, 10:00AM-4:00PM ANY SCRUTINEERING THAT MAY BE REQUIRED OUTSIDE OF THESE SCHEDULED TIMES/PLACES MUST BE ARRANGED THROUGH THE EVENT CHAIRMAN 12.3. All competitors must present a Vehicle Log Book for the entered vehicle at scrutineering. 12.4. Compliance with all contingency rules will be assessed at scrutineering and any forms related to contingency programs will be signed by the Technical Inspector and the entrant. The Technical Inspector will be responsible for collecting these completed forms at scrutineering and retaining them for the duration of the event. 13. Shakedown 13.1. The Shakedown Stage for this event is scheduled for Friday, September 18th, 2009 from 8:00AM to 3:30PM. Time on this stage will be available for sale in 90 minute segments at the rate of $150.00 per time segment on a first-come, first-served basis. The organizers will use the 90 minute segment from 12:30AM-2:00PM for a Media/Sponsor function. 13.1.1. All competitors on the Shakedown Stage must sign a waiver form that will be available at the Shakedown Stage location and install the wristbands provided. Competition vehicles may, but do not need to, go through scrutineering prior to running on the Shakedown Stage. 13.1.2. All competition vehicles participating in the Shakedown Stage will be subject to a safety check prior to being allowed on this stage. 13.1.3. Driver suits, helmets and H&N restraints must be worn by all Drivers and Co-drivers while on the Shakedown Stage. 13.2. Only competitors who have completed their Miller Coors RALLY COLORADO 2009 presented by Fireside Catering entry registration and paid the appropriate entry fee in full at the Rally America website or have submitted a hard document registration and entry fee payment in full via US mail that has already been received at the Rally America office in Minneapolis will be allowed to purchase a time segment at the Shakedown Stage. 13.3. On-line registration for the Shakedown Stage is REQUIRED and will only be available on our event website at www.rallycolorado.org beginning no later than Friday, September 4th, 2009 at 5:00PM MDT. ALL teams planning to purchase time at this Shakedown Stage must complete the on-line registration. 13.4. Current Shakedown Stage space available information and the schedule for reserved and paid-for segments will be posted on our event website beginning Monday, September 7TH, 2009 @ 5:00PM MDT. Directions to the Shakedown Stage and a competitor schedule will be provided to all teams who have purchased time on our website no later than Tuesday, September 15th, 2009 @ 5:00PM MDT. 13.6. All media, event sponsor and any other authorized personnel who may ride in a competition vehicle during the Media/Sponsor function MUST wear helmets that meet or exceed the helmet requirements detailed in Article 5.5.1 of the Rally America Performance Rally Rules 2009 Edition and an SFI 38.1 H&N restraint. All harness systems must be securely fastened. Driver suits will not be required for these passengers while participating in the Media/Sponsor Stage. 13.7. The organizers reserve the right to commit space on the Shakedown Stage schedule to those teams who have volunteered to provide rides to media and sponsor personnel at this function. 14. Start of the Rally 14.1. A starting list for each day of competition will be posted on the OFFICIAL NOTICE BOARD that will be placed at the following times/locations: • For competition on Saturday, September 19TH, 2009 o • Friday, September 18TH, 2009: 6:59PM @ Parc Expose location For competition Sunday, September 20TH, 2009 o Saturday, September 19TH, 2009: 7:15PM @ the Car Display location 14.2. There will be NO Ceremonial Start for this event. 14.3. The official start of each day of this event will be at the following times/places; 15. • Saturday, September 19TH, 2009: Entrance to Steamboat Springs Rodeo Grounds @ 8:01AM • Sunday, September 20TH, 2009: Entrance to Steamboat Springs Rodeo Grounds @ 8:31AM Running of the Rally 15.1. Time cards will be distributed to all competitors at the driver meetings immediately prior to the starts of Leg #1 on Saturday, September 19TH, and Leg #4 on Sunday, September 20TH. All other time cards will be distributed to all competitors at each MTC-OUT at the start of each leg. Time cards will be collected by the organizers at each MTC-IN at the end of each leg of this event. 15.2. The starting system for all special stages will be Tag-Heuer clocks supplied by Rally America. 15.2.1. In the event of a malfunction of a Tag-Heuer clock, competitors will be started by the ATC control crew using the protocol detailed in Section 7.4.D of the Rally America Performance Rally Rules 2009 Edition plus applicable bulletins and these Supplemental Regulations. 15.3. Competitors may arrive earlier than their scheduled arrival minute at each MTC-IN as long as they request their correct arrival minute and their actual arrival time is not later than the time requested. 15.4. All event officials will be identified by an event credential that will include their name and title. 15.5. The Superspecials for this event will be run on Saturday, September 19th, 2009 as Special Stage #6 at the end of Leg #1 and as Special Stage #7 at the start of Leg #2. There will be one official Service Area for this event and a second service location that will be treated as an Unofficial Service Area. Service sites, both standard and oversize, at both of these locations will be assigned at Service Crew registration. There will be three sections of the “Unofficial” Service Area for the Miller Coors RALLY COLORADO 2009 presented by Fireside Catering. 16.2.1 Section A will be located at the paved Howlesen Hill Lodge surface parking lot located at the north end of Howelsen Hill Parkway between the softball fields to the west and the skateboard ramps to the east. 16.2.2 Section B will be located along the paved diagonal parking sites on the west side of Howelsen Hill Parkway where this parkway runs in a north-south direction and along the paved diagonal parking sites on the south side of this same parkway where it runs in an east-west direction. 16.2.3 Section C will be located along the paved diagonal parking sites on the north side of the beach volleyball site. 16.2.4 Though this location is not an official Service Area of the event and any service work performed at this site will be treated the same as service work that may be performed at any other site that is unrelated to the rally (motels, hotels, etc.), the organizers expect that all competitors observe all of the safety rules applicable to a standard service area be applied to all service work performed in this area. Ground tarps ARE required for all work and all tents must be set up without any stakes placed in any asphalt surfaces. All fueling must be done at the designated Fuel Depot 16.2.5 All vehicles/equipment can be left overnight at these locations but there will be no dedicated security provided by the organizers. The organizers assume no responsibility for anything of value left at these locations during this event. 16.2.6 The Steamboat Springs Rodeo Grounds in Steamboat Springs can be used by all competitors throughout the event weekend for service work and/or parking of rally cars, service vehicles and trailers. This site will be available to competitors beginning Wednesday, September 16th, 2009 at 8:00AM and all vehicles must vacate this site no later than Monday, September 21st, 2009 at 10:00AM. 16.3 Oversize service sites will be available at the Hayden Service Area and at one of the three sections of 16.4 the Steamboat Service Area for a single fee of $150.00. These sites MUST be reserved and paid for in advance on the Rally America website. 16.5 The Tennis Meadows surface parking lot owned by the Steamboat Ski & Resort Corporation which we have used in past years as our Steamboat Springs unofficial Service Area and as a parking area for trailers and other miscellaneous vehicles WILL NOT be available to us this year for any use. Nearby construction activity has precluded our use of this parking lot since 2006. NO VEHICLES RELATED TO THE MILLER COORS RALLY COLORADO 2009 PRESENTED BY FIRESIDE CATERING SHOULD BE PARKED AT THIS LOCATION FOR ANY REASON. 16.6 There will be two optional “fuel only” stops on Saturday, September 19th, and one optional “fuel only” stop on Sunday, September 20th. The exact locations of each of these stops and the scheduled Miller Coors RALLY COLORADO 2009 presented by Fireside Catering Supplemental Regulations September 1, 2009 Page 14 arrival times of the first car on the road at each location will be provided to all competitors and service crews in documents provided at registration. 16.7 There will be a charge of $100.00 for any team with more than a single service vehicle per entered team at the Hayden Service Area. This fee must be paid in Steamboat during registration. 16.8 There will be no limit to the number of service vehicles at any of the Steamboat Springs Service Area sections but some parking restrictions will be provided and detailed in documents provided to competitors and service crews during registration. 16.9 All service vehicles must display an event identification card in the upper left corner of the front windshield that includes the number of the competition vehicle they are supporting. These cards will be provided to service crews at registration. 16.10 All service vehicles must remain on the service route that will be included in documents provided to service crews during registration. 16.11 There will be no spectating available for any members of any service crew during the event other than at the Hayden Speedway for the running of Special Stages #6 and #7 on Saturday. 16.12 Ground tarps must be used for all service work at all locations including at all of the Steamboat Springs Service Area sections, the Steamboat Springs Rodeo Grounds and the Routt County Fairgrounds in Hayden. Service crews must report any spill immediately to event officials in the following order as individuals may be available: • Service Area Coordinator: Sam Boyer • Director of Emergency Services: Bryan Rickman • Rally America Technical Director: Mike Hurst • Event Chairman: Jim Gill Failure to make this report in a timely manner could result in exclusion from the event. 16.13 By signing the entry form and/or paying any of the entry fees for any of the events that are part of the Miller Coors RALLY COLORADO 2009 presented by Fireside Catering, competitors confirm that their competition vehicle is equipped with non-ethylene glycol coolant. 17 Gravel Cars 17.1 No gravel cars will be allowed for any use during this event. 18 Prizes 18.2 A champagne-spraying ceremony for this event for the top 3 finishers in each national class plus overall will take place near the Howelsen Hill Lodge following the completion of competition on Sunday, September 20th, 2009 at a time to be determined. 18.3 The Awards Party for all events that are a part of the Miller Coors RALLY COLORADO 2009 presented by Fireside Catering will be held at the Howelsen Hill Lodge at or about 6:30PM on Sunday, September 20th, 2009. 18.4 The prize fund for this event will be posted on the event website at www.rallycolorado.org no later than two weeks prior to the event date. Event sponsorship and/or additional entries that may occur after this date could cause an increase in the prize fund before the start of the event. Miller Coors RALLY COLORADO 2009 presented by Fireside Catering Supplemental Regulations September 1, 2009 Page 15 19 Final Checks 19.2 Any inspections and/or teardowns of any competing vehicles following the competition will be at the sole discretion of the Rally America Technical Director. The location of where this work will occur will be posted on the OFFICIAL NOTICE BOARD. 20 Results 20.2 Informational scores will be provided inside the Exhibit Hall at the Routt County Fairgrounds complex in Hayden throughout both days of this event and at the Car Display in downtown Steamboat Springs on Saturday night. 20.3 Provisional results for all events included in the Miller Coors RALLY COLORADO 2009 presented by Fireside Catering will be posted on the OFFICIAL NOTICE BOARD in Olympian Hall located upstairs in the Howelsen Hill Lodge on Sunday, September 20th, 2009 at 6:00PM. These scores will become final 30 minutes after they have been posted or after any inquiries or protests have been resolved, whichever is later. 21 Protests 21.2 All inquiries and protests will be administered as defined in the Rally America Performance Rally Rules 2009 Edition. 22 Event Catastrophe Plan 22.1 In the event of some major catastrophe or death during the operation of the Miller Coors RALLY COLORADO 2009 presented by Fireside Catering, the following plan as described under EMERGENCY RESPONSE/CHAIN OF COMMAND in the Miller Coors RALLY COLORADO 2009 presented by Fireside Catering Safety and Operation Plan will prevail: 22.1.1 The Chain of Command shall be; CHIEF OF EMERGENCY SERVICES EVENT CHAIRMAN RALLY AMERICA STEWARDS CHIEF OF CONTROLS 22.1.2 No names of competitors and no description of any injuries shall be used on any radios but only car numbers. Local emergency protocol will be followed and provided by our emergency services provider, the West Routt Fire Protection District. A detailed description of these protocols will be provided by the Chief of Emergency Services to all emergency personnel, to Net Control and to any rally official in need of this information. 22.1.3 Public statements about any emergencies that may occur during this event will only be made by the Event Chairman or by a Rally America Steward.
