This is in line with the defence white paper, National Security through Technology, published in February 2012. Our core mission is to be a trusted partner in the delivery of assembly, maintenance, repair, overhaul, upgrade and support services for the UK Armed Forces including current and future MOD equipment acquisition and support strategies. Who we are Our vision is to excel in supporting Defence. Key to this aspiration is our aim to deliver a fleet management solution for the UK Armed Forces’ A and B vehicles and associated mission systems, the ‘green fleet’. DSG pursues a strategic goal of achieving best value for defence through focusing on and delivering, where appropriate, cost reduction, efficiency and productivity improvements, and improved delivery to the customer across all areas of the business. We are annually set demanding internal business measures to ensure we deliver year-on-year performance improvements to our customers. At the heart of DSG are our people; they are pivotal to our reputation and success. Their skills and expertise make DSG a lean, forward thinking business with an impressive range of capabilities. We are currently a UK Government Trading Fund owned by MOD. However, the Strategic Defence and Security Review October 2010 announced the government’s intention to sell DSG within the period of the current Spending Review, 2014/15. 1 OUR TRADING FUND BOARD 2 The DSG Trading Fund Board comprises an independent non-executive Chairman, nonexecutive Directors, the Chief Executive of DSG and DSG Directors who act on behalf of the Owner in scrutinising the business plans and performance of the organisation. DSG’s Executive Management Board is responsible for leading, directing and managing the Trading Fund effectively in order to ensure delivery of the objectives and targets set for it by the Owner and in particular the successful implementation of an approved Corporate Strategic Plan. DSG is at the forefront in providing engineering support services, helping MOD and the UK Armed Forces deliver their operational outputs. We are able to meet the constant challenges of the ever-changing defence environment and have the full spectrum of capabilities required to deliver end to end in-service support. Today, in our workshops, we continue to conduct the traditional maintenance, repair, overhaul and upgrade activities of which we are renowned. We work on military equipment ranging from optronics and small arms through to aircraft components, light protected patrol and military fighting vehicles. However, since our formation, we have expanded our portfolio of capabilities by taking on Defence Equipment and Support activities that have synergies with our business. Capitalising on our traditional skills we have achieved vertical growth with the inclusion of assembly, integration and test and horizontal growth with the acquisition of vehicle support activities; from receipt, inspection, integration, storage and disposal, to embrace the end to end support of Land vehicle equipment. We now handle spares provisioning, procurement and inventory management and have a dedicated business unit responsible for transactional activities. Our support extends to the front line where MOD contracts DSG to manage the Equipment Sustainability System Regeneration Capability facility in Camp Bastion. The programme significantly reduces the need to return equipment to the UK by conducting forward regeneration and base repair at the front line, saving time and money as well as delivering better value for defence. The transfer of vehicle receipt, inspection, integration, storage and disposal activities to DSG, greatly enhances our capability offering to customers. As well as providing engineering and support services to vehicles already in-service, we invested to transform our workshop facilities to carry out vehicle assembly for the new range of combat vehicles. Our ability to provide support solutions continues to develop and now includes a successful partnering agreement with Army HQ for the management of its training fleets. We are responsible for ensuring that the Field Army has equipment for collective training when its needed, in the right place, at the right time and in the right configuration. WHAT WE DO Our Head Office provides strategic direction to our network of main sites, smaller support sites and our teams embedded in military locations throughout the UK. Our extensive coverage is enhanced with our mobile support teams and deployed operational support. We offer our customers the ability to call on our unique services at home, abroad, on operations or wherever they may need us. 3 MAINTENANCE, REPAIR, OVERHAUL & UPGRADE 4 As an established engineering support provider, DSG is renowned for our key capability of Maintenance, Repair, Overhaul (MRO) and Upgrade. We have decades of expertise in understanding and managing the structural integrity of the UK Armed Forces’ platform and equipment fleet with a proven track record in our ability to reset, repair and re-generate battle damaged or operationally time-expired vehicles to as good as new standard from our workshops. We can carry out economic depth repair, tailored to match the customer’s needs to extend in-service life. The vast range of equipment we repair includes small arms, electronics, electrooptics, weapon systems and components, through to platforms including armoured fighting vehicles, protected patrol vehicles and light, medium and heavy trucks. DSG’s role in up-grading and up-armouring battle-ready vehicles and equipment to theatre entry standard so that they can fulfil critical combat roles is a vital one and plays a key part in the provision of cost-effective through-life capability management. Our highly skilled workforce operates from excellent facilities. We have a dedicated classified cryptographic unit with top secret classification for the repair of secure electronics, custom built electromagnetic compatibility chamber and test facilities for military engines and transmissions. 5 CALIBRATION 6 With over 20 years experience in test and development, DSG’s Calibration Centre of Excellence is a UKAS accredited laboratory that provides mechanical and electrical calibration services to over 8000 different item types and an annual volume in excess of 70,000 assets. Mechanical calibration consists of dimensional, pressure, force and torque parameters ranging from armament gauges and callipers to torque wrenches, whilst the electrical calibration includes oscilloscopes, meters and analysers. An important aspect of the Calibration laboratory is our guaranteed fast turnaround time of less than 14 days and a dedicated customer helpdesk. To ensure that we can meet end user requirements and maintain operational capability, the laboratory provides several bespoke services including mobile support. Our pool of dedicated technicians can calibrate larger items of test equipment, which are not practical to transport to the laboratory, at a location to suit the customer. In exceptional circumstances, for urgent requirements, the laboratory also provides a ‘While U Wait Service’ allowing the end user to bring test equipment and leave the same day with a fully calibrated item, meaning no potential delays with transport. DSG offers a wide range of engineering support capability for aircraft components from manufacture repair and modification, maintenance and repair of aircraft ground support equipment, cryogenic services through to engineering support solutions for Land and Aircraft ground equipment for tri-service customer applications. The total synergy between our diverse workshops, ranging from fabric and cryogenics specialists through to carpenters and mechanical technicians, ensures we provide effective and efficient project teams with the capability to deliver turnkey projects in response to our customers’ requirements with delivery on time and to the highest standards. AIR ENGINEERING SUPPORT Our unique ability to provide support for cryogenics and gas services, including the maintenance and repair of all types of cylinders and equipment, is further enhanced with our on-site cryogenics school of excellence where we provide training for Royal Air Force personnel in the use of gaseous substances. Working in partnership with our customers, we pride ourselves on being responsive and able to tackle any challenge. By harnessing our very diverse expertise and skills to resolve technical issues with our solid commitment to the customer we are able to deliver best value solutions. 7 8 As one of the largest in-service electronic and component support facilities in Europe, DSG offers a comprehensive solution to all of our customers in the test, repair and calibration of tri-service avionic and electronics equipment. To deliver competitive services, we work closely and in partnership with industry, adopting lean processes from our centre of excellence facilities, which has purpose-built electronic workshops, Class 7 clean rooms and secure Class 4 facilities. Our capabilities support a diverse range of electronic, avionic and mechanical equipment ranging from cables, communications equipment, microwave technologies and power systems to module and component levels. We conduct maintenance; modification; test and repair; medical and dental services; design and manufacture; automated test solutions and calibration. TEST, ELECTRONICs & COMPONENTS With a team of experienced Development Software technicians, our core activities are the creation of test software for Automatic Test Equipment (ATE) and the migration of test software from legacy ATE systems as part of obsolescence management programs. Our teams are highly skilled and conduct high and low speed digital, functional, analogue and databus testing. We are also established and highly knowledgeable in developing test program sets and turn-key solutions for the Royal Air Force General Purpose ATE, low cost deployable solutions and we understand fully the critical importance of risk reduction management. In addition to our in-house test solution development team, DSG, as an IPR neutral organisation, utilises our MOD IPR user rights status when required and has the added advantage of being able to develop bespoke test packages to meet specific customer requirements. DSG’s reputation is built on supporting the operational capability of the UK’s defence network, we provide specialised capabilities to enhance the reliability of products, extend the life of legacy systems and deliver added value to our customers. 9 ON DEMAND SERVICE FOR FRONT LINE COMMANDS DSG conducts repairs and maintenance requirements on demand for the tri-services’ land based equipment ranging from heavy armour to light weapons; communications to logistic and support platforms. Maintenance and repair services available on demand include a while you wait brake test service, planned and scheduled repair and major interval service or accident damage. These are delivered from our extensive workshops, located around the UK. We supplement this by embedding our skilled employees to work alongside military unit personnel through In-Barracks Equipment Support (IBES) and also through our dedicated network of Mobile Support Teams. We understand the need for close customer liaison and pivotal to the successful delivery of our Front Line Command activities are the ongoing development of relationships with the Military Contracts Monitoring Officers located within our workshops. With their assistance and guidance we prioritise demand to meet operational tempo and customer needs. With procurement and provisioning also a key DSG capability, we take advantage of our efficient supply chain to meet any just-intime requirements to support critical training or Urgent Operational Requirements. The on demand capability we provide to Front Line Commands is a key contributor to our overall portfolio and as such we adopt lean processes and procedures to improve our service and deliver best value. 10 11 12 DSG has a number of workshops strategically located to support military garrisons. As part of our support solution and to meet increasing customer demand, we extend our geographic coverage by providing mobile support and embedding our skilled employees to work alongside military personnel through In-Barracks Equipment Support (IBES). DSG employees working on IBES programmes are the vanguards of the business and help sustain and enhance our reputation amongst our customer community. This arrangement enables military resources to concentrate on operational commitments and training, secure in the knowledge that equipment they require is readily available and well maintained. MOBILE & IN-BARRACKS EQUIPMENT SUPPORT Our responsive network of mobile support teams help foster better relations in their willingness to travel the extra mile to customer locations to carry out repairs in-situ, saving valuable equipment downtime and manpower. DSG’s ability to offer our services to any location throughout the UK and to the highest quality standards demonstrates our commitment to meeting customer demands. 13 SPARES PROCUREMENT & PROVISIONING DSG’s Land Supply Business Unit (LSBU) based in Telford is a dedicated business unit responsible for provisioning and procurement services for the supply of future spares and repairables for a diverse range of equipment including armoured and wheeled platforms, small arms and consumables. The team is fully committed to activities in procurement and provisioning using the latest available commercial and forecasting tools, they provide around £300m of vital equipment and spares each year not only in the UK but also to operational theatres. Its unique position allows LSBU to provide advice on changes to support practices, introduction of new equipment, disposal of obsolete equipment and many other material management and procurement solutions using innovation and industry best practice to deliver operational excellence and high customer service levels. The team has diversified into other areas, broadening its capabilities by identifying areas of activities, which not only have synergies with existing capabilities but also provide opportunity for growth as well as fitting in with DSG’s continuous aim of delivering intelligent provider support solutions to defence. Additional capabilities now include the undertaking of repair management traditionally carried out by MOD Project Teams and contracting arrangements to manage activities including introduction into service and through-life support. LSBU continually assesses and evaluates its practices to ensure it is at the forefront in its role and continually delivers improvements across all areas of its activities. Its ability to remain impartial demonstrates its commitment to protecting the legitimate interests of MOD, industry and taxpayers in the pursuit of best value for defence. 14 15 16 From introduction into service, DSG underpins the through-life capability management of vehicles by acting as the single end to end service provider for the UK Armed Forces. Fielding and Storage is a key capability within the process. From our various sites we field vehicles coming into service straight from the Original Equipment Manufacturers as well as vehicles bound for operational theatres. Our fielding service encompasses inspection, integration of complex protection, communications and mission sub-systems. To ensure equipment is at theatre entry standard, safety is of paramount importance. Therefore, our team ensures that the equipment is in fully functioning order by carrying out detailed tests and checks on the complete equipment schedule, prior to sign-off and preparation for despatch by air, land or sea. FIELDING & STORAGE OF VEHICLES Some of our sites also have the crucial role of managing the inventory of vehicles deploying to and returning from operational theatres, provision of vehicles for training and acting as the main storage hub for equipment requiring Controlled Humidity Environment storage, thereby minimising degradation. 17 DEPLOYED OPERATIONS SUPPORT DSG is intimately involved in the development of the Equipment Sustainability System (ESS) Regeneration Capability (RC) facility in Camp Bastion and we are now the Lead Support Provider. The original concept was to regenerate vehicle platforms in theatre. However, timely delivery of DSG’s expertise has allowed ESS to broaden its mandate to include activities such as up-armouring, depth repair, forward logistic planning and intricate technology based work including electronics, calibration and modification programmes. The work provided by DSG at the front line maximises equipment availability to the operational commander, minimising the time vital equipment is away from critical operations. In this way we are providing better value for defence by removing the high cost of transporting equipment back to the UK. Despite operating in an austere and hostile environment under constant threat of indirect fire, DSG is never short of volunteers committing to and deploying for long periods away from their home and loved ones to provide vital service to the front line troops. 18 19 20 By working intimately with our customers to understand their needs, DSG successfully delivers focussed support solutions in the controlled delivery of fleet availability. Our success in delivering fleet availability includes our work with Army Headquarters (Army HQ) in developing support solutions to their training fleets by providing availability based fleet management arrangements for the Reinforcing Fleets. This builds on our support to the Operational Training Equipment Pack fleet in which we improved fleet availability by more than 50% within six months. The Reinforcing Fleet initiative aims to provide the Field Army with equipment for collective training when they need it, in the right place, at the right time and in the right configuration. The UK training fleets remain under the ownership of MOD, with DSG acting as the fleet custodian, responsible for receipt, rectification, repair, maintenance, storage, integration and issue of platforms and platform systems including weapons and communications. Our pivotal role is to ensure that the fleet is as free of scheduled maintenance as possible during the training period to enable the field force units to focus on core and mission specific level training rather than worry about maintenance. During equipment hand back, we also provide assistance with a team embedded to support the unit, by easing some of the maintenance burden or sharing our equipment knowledge to the junior military tradesmen. DELIVERING FLEET AVAILABILITY With our knowledge and access to the MOD’s Joint Asset Management and Engineering Solutions (JAMES) management information system, we meticulously keep data up to date as part of our management process to ensure Army HQ maintains a global view of the assets and fleet availability. Our success in the delivery of various training fleets and the established working relationships we built demonstrates we have the necessary skill sets and commitment to support and work alongside our customers to take ownership for the delivery of fleet availability. 21 ASSEMBLY, INTEGRATION & TEST The conditions and threats encountered in current battlefields favours highly technologically advanced wheeled vehicles, rather than heavy tracked vehicles, which has been part of the British Military inventory for many years. By embracing the opportunities to support the new range of vehicle fleets, DSG has moved with the advances in technology and adapted our skills base and our extensive workshop facilities to actively support Urgent Operational Equipment that are necessary for success on front line operations. As well as actively supporting present requirements, we are also key in future developments, including working with the Original Equipment Manufacturers (OEMs), in providing onshore assembly for the Scout Specialist Vehicle, the Army’s next generation of reconnaissance vehicle. We are involved in the development and delivery of the Warrior Capability Sustainment Programme (WCSP). As a preferred sub-contractor, we are now in the planning cycle for the downstream production of WCSP. As part of our mission to be integral in future MOD equipment acquisition and support strategies, we have forged close links with OEMs and Design Authorities to ensure we are intimately involved in projects from the delivery of rapid upgrades to meet new and challenging threats to vehicle assembly and systems integration. 22 DSG has a proven track record and the capability and capacity to deliver comprehensive management solutions to improve fleet operation whilst helping reduce costs and improve efficiency. Our expertise enables us to provide focussed intelligent support solutions in the complex end to end management process of the vehicle life cycle, from introduction into service, through-life support and ultimate disposal. Our aim is to carry out the provider function role, taking full responsibility for transactional support activities including the management of fleet, repair management and spares procurement and provisioning. With DSG accepting the role of provider enables the customer community from defence procurement staff to the front line user to focus on the decider role. This ranges from initial procurement of new capabilities to the fleet usage decisions of individual units. PROVIDER OF SUPPORT SERVICES 23 KEY PROJECTS CVR(T) rehulling Camp Bastion Under contract, DSG Donnington completed upgrades to the Combat Vehicle Reconnaissance (Tracked) (CVR(T)) Mark 2 (MK2) variants, which are actively operating in theatre and saving the lives of British soldiers who walked away unharmed from an improvised explosive device explosion. Officially opened in 2011, the Equipment Sustainability System Regeneration Capability facility in Camp Bastion operated by DSG has grown from strength to strength. The facility is the biggest deployed UK workshop built since the Korean war and DSG’s capability offering at the front line has grown from the initial concept of platform regeneration to now include intimate support to the REME Battalion and repair of electronic and mechanical subsystems. Donnington’s key role in the MK2 programme included stripping down a donor CVR(T) and refurbishing and modifying the items. Using the new vehicle installation kits, a newly supplied hull was re-built and the refurbished kits from the harvested donor vehicle re-utilised to complete the upgrade. Platform manager, Defence Equipment and Support Combat Tracks Group said, “CVR(T) MK2 is the result of a coherent and complex mix of Urgent Operational Requirements and Equipment Programme-funded activity carried out over the last years to enhance the platform’s capability and to significantly improve the protection afforded to the crews.” Foxhound DSG’s pursuit of complementary opportunities resulted in the signing of a contract to undertake pod assembly and integration of the new Foxhound vehicle, the Armed Forces’ next generation of Light Protected Patrol Vehicle (LPPV) as a subcontractor in the programme. DSG Bovington is responsible for completely fitting out and painting each pod as well as installation of sub-assemblies and components. 24 In recognition of the front line support DSG employees provided while on deployment at Camp Bastion, General Sir Peter Wall KCB CBE ADC, Chief of the General Staff, presented campaign medals and said, “It is clear that the offer of service, adventure and life-long friendships continues to attract Britain’s best. These medals not only represent the dedication to duty of those individuals receiving them; also the essential contribution to operational success made by civilian employees. A wholly integrated force that draws on the talents of regulars, reserves, civilians and contractors will be the heart of the future Army.” Reinforcing fleet Small arms In 2009, the Commander Field Army Headquarters Land Forces (HQLF) identified issues with the way the Army was managing its vehicle fleets. There were too many time consuming equipment handovers to and from different sources at variable standards, a lack of oversight, assurance and forward planning. This encouraged multiple unofficial handovers, led to a lack of confidence in the quality of vehicles received and encouraged units to retain equipment when they did not need it for training. To address this, HQLF devised a better solution – the use of Reinforcing Fleets. The initiative aims to provide the Field Army with equipment for collective training when they need it, in the right place, at the right time and in the right configuration. It has developed into a significant partnering agreement between Army HQ and DSG, demonstrating what is achievable through the controlled management of a dedicated training fleet. DSG Donnington’s Light Weapons workshop already had an established reputation with its customers for delivery and quality. However, to ensure it continued delivering efficiencies and savings, the team reassessed their processes to improve the SA80 strip for modification programme. The success of the Reinforcing Fleet is an example of DSG’s ability to deliver customer focused support solutions and demonstrates the importance of DSG in the service delivery of wider fleet management support to the Land Environment Fleet. “DSG has definitely kept its part of the bargain.They have been quick to make up deficiencies and have fixed every problem.They have been proactive and helpful and know their stuff.” SO2 G3 Eqpt ES Branch, HQ 3 Div Key PROJECTS With the management and workshop teams sharing the same visions, goals and commitment to achieving excellence, the team looked at ways of reducing the non-value adding steps and eliminating the waste, resulting in the introduction of a single piece flow line. Since the introduction of the flow line, the team saw significant improvements with throughput time for each weapon dropping from ten days to four days and the available capacity more than doubling. “The flexibility of DSG’s Small Arms workshop has improved with the introduction of the flow line. For DSG to prosper as a Trading Fund, we must develop innovative support solutions and establish new working partnerships and alliances with our industry peers. We focus on delivering what the customers want and strive for the optimum delivery of service from ensuring we have the right capacity and capability to match their requirements to enhancing our existing capabilities to provide support and developments in the complete vehicle life cycle. Our integral involvement in training fleet support initiatives has led to successful delivery of various projects with demonstrable savings for defence and wider government. Our commitment to further improve our customer relationships and performance is evident by our annual customer review programme. We actively seek feedback on a one to one basis from a sample cross section of our customer base, identifying areas of excellence and areas for improvement. The results from the survey are processed and analysed, then any remedial actions are championed by our Executive Management Board to keep us at the forefront of our industry. 26 We embrace commercial initiatives, competing for work when required but also acting as a partner, subcontractor or supplier in order to meet customer needs. We work closely with others to deliver support solutions that are in the best interest of defence. This makes our business uniquely placed to exceed customers’ complex and time-critical requirements from a single source. 27 TRANSFORMATION The DSG transformation programme enabled the business to demonstrate significant benefits to defence and our customers either through reduced costs or improved efficiency, while also creating improved operating facilities. This track record of success underpins the DSG Capability Growth Programme (CGP), which aims to create an enduring DSG business and provide MOD and industry with the confidence that we can continue delivering. Using CGP as the platform for our strategy, we are working on developing and growing our traditional capabilities of MRO and upgrade, as well as identifying synergies to provide coherency that ultimately delivers a fleet management solution for A and B vehicles and associated mission systems, the ‘green fleet’. Our fleet management aspiration aligns with the Army’s future vision for DSG. The MOD not only wants to maintain DSG’s capabilities but it also supports our growth to ensure they have enduring access to critical assured onshore capabilities during peacetime and most critically supporting deployed operations and Urgent Operational Requirements in times of conflict. The CGP endorsed by the DSG Trading Fund Board forms a key part of the Customer’s Land Support Change Portfolio. As for the transformation of our operating facilities, these are due largely to our greatest asset; our people. We gave greater transparency, accountability and autonomy to our business units by empowering them with the opportunities and freedom to make important day-to-day decisions. This has lead to to the successful delivery of key initiatives including Operational Excellence; introduction and optimisation of Enterprise Resource Planning; and Business Optimisation. 28 DSG believes in establishing excellence in our business practice by providing our customers with the very best service to the highest standards. We work with equipment used in battle critical operations, therefore maintaining and delivering high quality standards is of paramount importance and vital to our reputation. We are committed to continuous improvement and regularly conduct internal audit programmes that help us retain and achieve the appropriate accreditation awards, such as ISO 9001, 14001, 18001 and Investors in People, necessary for our various business interests. CONTINUOUS IMPROVEMENT We believe that by investing in our people we improve the quality of our business processes. Recruitment and training are key for us to maintain a skilled and motivated workforce. We have an excellent apprentice scheme with an enviable record of turning-out qualified and skilled technicians of the highest calibre.
