In terms of mains gas, authorities have devised two tariffs – the TUR1 for households that only use this fuel for hot water and cooking, and TUR2 for those which use it for heating. The former will see rises of 4.6 per cent, or an average of 68 cents extra per month, whilst the latter will pay in region of 2.78 euros more a month as their rates rise by 5.95 per cent. A similar division of tariffs has been set up for electricity, with those who have not contracted a special rate for off-peak use – the majority of consumers – seeing a rise of 1.37 per cent, whilst those who have chosen tariffs that involve a lower cost per unit used at certain times of the day looking at hikes of around 3.38 per cent. The price revision came into effect from July 1, despite energy bosses’ promises that January’s 9.8-per-cent increase would be the last this year. This latest price rise takes the cost of electricity up by a further 1.5 per cent on average. And once again, bottled gas has increased, now standing at 14.80 euros. The average broadband connection costs around 35 to 40 euros a month plus IVA at 18 per cent, and a landline standing charge is around 12 to 15 euros. This said, Spain is one of the cheapest countries in the EU in terms of alcohol and tobacco, at 20 per cent below the European average. Overall, according to a recent report by statistics office Eurostat, Spain remains one of the least expensive countries to live in. Food, services and consumer goods as a whole cost 97 per cent of the EU average, although domestic appliances, furniture and shoes cost nine per cent, seven per cent and one per cent more respectively. Clothes cost 90 per cent of the EU average, with services and transport at 92 per cent, food and non-alcoholic drinks at 94, and restaurants and hotels at 95 per cent. Even gas and electricity, which have gone up in price twice so far this year, are still only 95 per cent of the EU average. Greece, Cyprus and Portugal are still cheaper to live than Spain, however, with average prices across the board at 96, 89 and 88 per cent respectively. The UK remains amongst the most expensive countries in Europe, with the cost of living being 104 per cent of the av- erage for member states. Denmark, Finland, Luxembourg, Sweden, Ireland, Belgium and France are the most costly countries to live in, ranging from 143 per cent for Denmark to 112 per cent for France and Belgium. The EU’s cheapest country is Bulgaria, where the cost of living is 51 per cent of the EU average, followed by Romania at 59 per cent and Poland at 63 per cent. The Council of Ministers has approved a new decree to increase this minimum part of a house-owner’s salary. But the PSOE, PP and CiU, who voted in favour of the law, received a hostile response when they campaigned for home repossessions to wipe out the unpaid mortgage debt, as is the case in the UK and USA. At present, when a home is repossessed by the bank and auctioned off, the commission, legal expenses and other costs related to this are added to the amount of the debt still remaining – and the homeowner remains liable to pay it. This means a victim of a repossession is in exactly the same situation as before, but without a home. It also means that a person who has lost their property will never be able to obtain a mortgage in the future, even when their financial situation improves. THE Euribor fell in the last month to 2.144 per cent, but mortgages are still more expensive now than they were a year ago. Last June, the Eurozone’s interest rate – which affects mortgages, loans and savings in countries that use the euro as currency – reached an historic low of 1.281 per cent. This May, the rate was up to 2.147, and has fallen in the past month, but homeowners with variable rate mortgages that are reviewed annually will now see their monthly payments go up based upon last year’s figures. For an average mortgage of 150,000 euros payable over a 25-year term, an increase of 61.72 euros a month will be seen, or 741.12 euros per year. The rate was at its lowest in March 2010, when it plummeted to 1.215 per cent, but the Central European Bank (BCE) has announced plans to increase it again this month. An estimated 45 per cent of children in Spain are too fat, mainly due to an increase in fast food and a more sedentary lifestyle. Among the six- to nine-year-old agegroup, 26 per cent are overweight and 19 per cent are clinically obese, meaning they need medical treatment to prevent serious health problems in later life. The problem is worse in boys than girls, with 22 per cent of lads being too fat compared to 16 per cent of girls. According to a recent study, obese kids are more likely to come from families with a low level of education and a low income, with 48 of children of working class parents being seriously overweight. This is thought to be due to less money being spent on quality food, or childcare and healthy, outdoor activities being substituted by leaving the kids in front of the television. The Commission intends to address the underlying lack of competition in the markets for voice, text and data roaming, thereby solving in a structural way the problem of excessive retail prices for voice, text and data roaming, while foreseeing safeguard retail price caps not only for voice and text roaming but also data roaming. In the Digital Agenda for Europe adopted in May 2010 the European Commission set the objective that differences between roaming and national telecoms tariffs should approach zero by 2015. Today voice roaming prices within Europe are still more than three times the level of domestic charges. For data roaming the consumer often pays less than 5 cents for downloading a megabyte of data at home, but this may turn into €2.60 per MB when downloading abroad. Ministers have reached an agreement on a text that targets traffic offences with a critical impact on road safety, including the four “big killers” causing 75% of road fatilities: 1.Speeding 2.Failing to stop at traffic lights 3.Failing to wear seatbelts 4.Drink driving As well as, 1.Driving under influence of drugs 2.Failing to wear safety helmets 3.Illegal use of an emergency lane 4.Illegal use of mobile phone while driving. The proposals would enable EU drivers to be identified and thus prosecuted for offences committed in a Member State other than then one where their vehicle is registered. In practical terms, the new rules will allow for an electronic data exchange network to be put in place to allow for the exchange of the necessary data between the country in which the offence was committed and the country in which the vehicle is registered. Once the owner’s name and address are known, a letter of information, for which a model is established by the proposed Directive, will be sent to him/her. It will be for the Member State of offence (where the offence was committed) to decide on the follow up for the traffic offence. The Directive does not harmonise either the nature of the offence nor the penalties for the offence. So it is the national rules in the Member State of offence, according to national law, which will continue to apply regarding both the nature of the offence and penalties . The legislative proposals need final approval by Member State Governments before becoming law – this should happen in the coming weeks.There is then a two year period for Member States to transpose EU legislation before it comes into force, possibly by 2013. AFTER just four months of speed limits on motorways being reduced to 110 kilometres per hour at a cost of several million euros to change the signs, the central government has put them back up to 120. They say this was because crude oil prices have dropped and they have saved 450 million euros as a result of the short-lived lower limits. But this is likely to have included money clawed back in fines, and the 230,000 euros it cost to put up stickers on over 6,150 signs would have to be offset against the figure. It will cost the same to cover signs again with 120kilometre stickers, since they have found that the 110-kilometre ones do not peel off. Government vice-president and electoral candidate for next year, Alfredo Pérez Rubalcaba, says the reasons for cutting the speed limit were ‘strict- ly financial’ given the turbulence in North Africa and other oil-producing countries. But in Holland, the speed limit on the motorway is 130 kilometres per hour, because experts say a car is at its most economical on fuel when cruising at this speed. Marta A., 36, was one of the babies stolen from its parents by Franco’s supporters and sold to parents desperate for a child. The birth mothers either had no idea, they were told their child had died or simply had no choice and were left to suffer their loss. Many were already in prison because their values clashed with those of the dictatorial ruler. Now, numerous adults born between 1936 and 1975 – in some cases, even later – are clamouring for the State to help them find the parents they were snatched from at birth. Marta, from Almassora (Castellón province) reveals that she received a recorded delivery letter at the end of June from Amaya Gorostiza, manager of a DNA laboratory in Madrid, telling her that her search for her mother had been successful. Over a thousand miles away to the south, Begoña J., 56, received the very same letter. Mother and daughter spoke on the telephone for the first time ever. The two women had already suspected they may be mother and daughter, hence the DNA testing, and had spent an entire week in each others’ company in Almassora in May. They said they had sat up talking until the early hours of the morning trying to making up for lost time. Marta explains that she found out a long time ago she had been adopted, and discovered a document which gave the name of her birth mother. “But I had the best parents in the world, and did not want to drag up the past,” she confessed. Scientists at Valencia Polytechnic have created a gadget that acts like a ‘guide dog in sunglasses’ to help give blind people back some of their Independence. Dubbed the EYE 21, the electronic tool – which has won its inventors the annual Vodaphone Award – functions via microcameras built into a pair of sun-shades with headphones. It is capable of recognising sound images within the field of ‘vision’ of the sunglasses by identifying shapes, and converts these into sounds so the wearer can ‘hear’ what he or she cannot see. The UK will harmonise its pet movement rules with the rest of the European Union from 1 January 2012, bringing the UK’s Pet Travel Scheme into line with the most recent science. The UK will maintain its high level of protection against animal diseases after the changes, which have the potential to save pet owners around £7 million in fees. Forcing pets to spend six months in quarantine, a practice dating from the 1800s, is no longer necessary because of vastly improved rabies vaccines and treatments. All pets will still need to be vaccinated against rabies. Pets from the EU will no longer need a blood test and will only have to wait 21 days before they travel. The changes will ensure the risk of rabies coming to the UK remains extremely low. It’s estimated that the new rules mean there would be one case of rabies in a pet in the UK once every 211 years, with the possibility of a person dying from rabies obtained from a pet once in every 21,000 years. The Health Protection Agency considers Spain a ‘no risk’ country for rabies. Environment Secretary, Caroline Spelman, said: “The UK’s quarantine system was designed to combat the threat of rabies in the 19th century and has now been left far behind by scientific advances. What is needed is a simpler, evidence-based system for protecting the UK from rabies which recognises the actual risk to pets and pet owners. The EU’s pet movement scheme has been working very well for nearly a decade, and it makes sense for us to have similar rules.” Chief Medical Officer, Professor Dame Sally Davies, said: “Rabies is a very serious human disease and the rabiesfree status of the UK must be protected. The EU pet travel rules have been successful in preventing any cases of rabies occurring in legally moved pets since the scheme started, so harmonising the UK’s rules with those of the EU will make it easier for those who wish to travel with their pets.” The UK will continue to protect the public against the risk of serious exotic tapeworm infections and is pressing to retain tapeworm controls for pets entering the UK. The government has been discussing with the European Commission the most appropriate form of tapeworm controls for dogs, to ensure the UK continues to be protected from Echinococcus multilocularis. The Commission has recently indicated that its proposals, expected shortly, would enable the UK and other tapeworm-free countries to retain tapeworm controls, with a requirement that animals be treated between one and five days before returning to the UK. Dog tapeworm is common in southern Spain. Tick treatment for pet animals returning to the UK will no longer be required. All pet owners travelling abroad with their animals should discuss with their vets the use of treatments, including those designed to control ticks as part of good animal health practice. The Italian Football Club announced weeks back that ATLETICO DE MADRID Argentine forward SERGIO AGUERO was their “Top Priority” for the new upcoming season & they are not taking a NO for an answer. According to Italian Sports paper “La Gazzetta dello Sport” today Juventus will raise their initial offer of 35M€ to 40M€ for the Atletico player. They even go further & insinuate that there is an initial agreement with the player for 7.5M€/season net + bonuses & a 5 year contract. This last piece of news will need to be verified as I am not too sure that it is the case. Atletico de Madrid may accept the offer as they are willing to sell to any Club with a good offer other than Real Madrid. However, the final word is with the player & local press information makes everybody believe that Sergio Aguero wishes to play at Real Madrid. Some observers are speculating that Aguero wrongly anticipated himself in declaring that he wished to leave Atletico &/or was badly advised by his close circle to make the initial move without a firm “in the hand” agreement from Real Madrid. The player is currently perplexed & frustrated in attempting to understand why REAL MADRID has not yet made their move & put forward a genuine offer. It started on a day out with some friends when we drove up the Ebro Valley above Tortosa and almost got lost in the mountains. Some nifty map reading brought us down towards Riba-Roja where I was amazed to find a single railway line running parallel to the road. Further research sparked the great idea for a trip to sample the delights of train travel in Catalunya and beyond. Starting from Tarragona there are a few stopping trains every day from the old station, which nestles between the ancient Roman amphitheatre and the sea. But several kilometres inland is the new Tarragona station where you can take the AVE, the sleek high-speed train that runs almost the length of Spain, from Barcelona to Madrid, Malaga and Seville. It isn’t cheap but the ride to Zaragossa is worth the money. The train calls at Lleida, an interesting city for a stopover. Lleida boasts a wide Ramblas and a labyrinth of pedestrian alleys. There is even an outdoor escalator to help your climb up to the Cathedral which dominates the town. Part of the newly modernised station houses a hotel which is furnished with railway memorabilia – and is well worth a visit. The Ebro valley. From Lleida in the air conditioned comfort of the AVE I don’t know where to look. The television is showing a film, the digital readout alongside the screen reports our speed – topping 300 Kmh (That’s a little under 190 mph and steady as a rock) and out of the windows the countryside outside is changing steadily with the greenery giving way to the barren sandy moonscape. After 40 minutes I emerge at a clean, new station called “Zaragossa Delicias” the name means “Delightful!” – more glamorous sounding than Liverpool Street or Blackfriars! During my visit I discover the Romans first called the city CeaserAugusta but if you say it fast and often enough you’ll get the Zaragossa it is known as today. It also hosted one of the great early Christian Conferences in 380AD where I was amused to find debate about the ordination of women was top of the agenda all those centuries ago. I went into the Cathedral to find a baptism taking place – at 11am on a Saturday! Then for 3 Euros, there’s a heart stopping sensation in a lift which whisks me to the top of the tower, with panoramic views of the city. Back down to earth I walk over a river bridge where the metal railings are decorated with a series of padlocks, each en- graved with the names of lovers. A local woman assures me this was not where each fraught pair plunged into oblivion but was a public token securing their loving. Then it is back at Delicias station to catch the Regional Express train heading remorselessly across the plains, never too far from the River Ebro on which Zaragossa stands. Although it is a single track line, with passing places at every wayside station the train is by no means slow – with a maximum speed of 125 kmh. Considering that the temperature on my trip was 38 degrees and in Winter it can fall below freezing it is a tribute to some clever engineering. During a recent heatwave in Britain trains had to go slow because the tracks were buckling! At Caspe, half way between Zaragossa and Tarragona, the ruined church has been taken over by a flock of storks who look down on the train during its brief stop while we wait for a train in the other direction to pass. From here, with one very long tunnel the line emerges into the Ebro Valley again and winds through Riba Roja, Flix and past the power station at Asco which looks quite out of place in this beautiful setting. Stunning views Cathedral in Zaragossa. At Mora La Nova you can see the original glory of this line. The station is surrounded by two water towers and a turntable, recalling the heyday of steam power, and the disused sidings are now home to life expired coaches which have been shunted there and left to rust away. Mora La Nova (as opposed to Mora Del Ebro – on the other side of the river) owes it “New Town” title to the railway which revitalised this remote country area when it arrived. Mora was once a railway centre and junction with other lines including one which rattled down to Tortosa alongside the river. Before my journey ends the line has one more surprise. It turns its back on the valley and climbs through tunnels and viaducts into the mountains again – with views which would be hard to find by road – before a steady descent into Reus and back to Tarragona. It has been a wonderful experience and an education for me. Where next? The line from Sagunto to Teruel beckons – so watch this space!
