Tasks accomplished under the supervision of the Steering Committee « Alpes vaudoises 2020 » • From July 4th 2011 until July 11th 2013 : analysis and consolidation of 15 experts' reports produced between 2003 for the oldest and early 2013 for the most recents • Methodology : • 9 working teams, • • • • • • 4-seasons Cable transport facilities Mobility Accommodation(Hosting) Environmental issues Regional Governance • One team in charge of writing 70 people Final Report 4 2 10/01/2014 1. Where are we coming from ? July 11th 2013 The mayors of the 9 municipalities of the Alpes vaudoises have signed the final report « Alpes vaudoises 2020 » 5 2. The Key Features of the Final Report Synthesis A report to go forward with a strong consensus • Dialog and strong commitment from all parties • The report is a reference for the municipalities and project leaders. It has been transmitted to the government (Conseil d’État) of Canton de Vaud • A shared Vision for the future and an answer to the major challenges within a reinforced regional organisation 6 3 10/01/2014 2. The Key Features of the Final Report Facts and major challenges • • • Socioeconomic indicators relatively worrisome Uncertainties as for the snow coverage at middle elevations on the horizon 2035 Acceleration towards a 4-saisons tourism and a mobility which still need to be organised efficiently • Necessity to restructure the skiing domains to match the evolution of customers expectations • Adaptation and development of accommodation and hosting facilities 7 2. The Key Features of the Final Report The Vision Vaud Alps : • Flagship attractions associated to a comprehensive and very diverse offer of activities • Efficient connexions via public transport linking the major attractions and the resorts • An attractive area of freedom and mobility 9 2. The Key Features of the Final Report The strategy Six strategic objectives are derived from the vision : Operation 1. Deploy a strategy of coordinated actions within a strong regional frame. Falgship attraction 2. Aim to realize a direct cable link from the village of Les Diablerets and the glacier Coordinated offer 3. 4. Encourage and accelerate the transition towards a tourism for all seasons and thereby reduce the dependency on snow Increase the competitiveness of cable transport installations and valorise them in all seasons, taking care of the climatic and environmental issues 5. Optimise the mobility offer for the local population as well as the tourists 6. Reinforce the attractiveness and the profitability of the accommodation and hosting facilities 10 5 10/01/2014 2. The Key Features of the Final Report Vision for touristic promotion A revitalized offer and a new life in the main markets Develop loyalty and attract the next generations of our traditional proximity customers Attract new categories of closely targeted customers in Switzerland, Europe and beyond, from the rest of the world « Alpes vaudoises » a «mountain» destination through its 4 key brands «Villars», «Les Diablerets», «Leysin», «Château-d’Oex» associated to its flagship products 2. The Key Features of the Final Report Measures, investments, financing and implementation The objectives of the strategy will be categorised in priority axis and in nearly one hundred concrete actions and measures corresponding to an investment policy of about 600 millions Swiss francs on a 10 years period, for 4 main strategic themes : • • • • Tourism 4-saisons incl. Glacier 3000 Mobility Cable transport facilities accommodation and hosting 42 mesures – 120 Mio. 12 mesures – 160 Mio. 18 mesures – 120 Mio. 16 mesures – 174 Mio. This major effort will be made possible thanks to public financing from the municipalities, the Canton of Vaud, the Swiss Confederation as well as from private investors participating in a new era of growth for the region of Alpes vaudoises 12 6 10/01/2014 Example of concrete measures in Villars, Gryon and les Mosses • Villars – revamping of the swimming pool and creation of a fitness and a wellness areas • Villars/Gryon - diversification summer/winter with new recreational areas for families and teenagers • Gryon - extension et reorganization of Gryon-parc (fun activities park in summer) Les Mosses • New emphasis on the product "Plateau des Mosses" for summer & winter 13 Example of concrete measures: Leysin - around the new train terminal «La Berneuse/Kuklos» Project draft of coordinated measures in Leysin aiming at : • facilitating the access to the Kuklos from Aigle as well as from the other resorts in the Alpes vaudoises • improve mobility within Leysin resort 14 7 10/01/2014 Example of concrete measures in Château-d’Oex - around the new Trans-Goldenpass train station • Develop the full potential of the new Trans-Goldenpass train to be inaugurated in 2016 • Valorise the cultural heritage of the Pays-d'Enhaut • Extension of the Museum of the old Pays-d'Enhaut with emphasis on the art of cut paper • Develop “Le Chalet” cheese making and the hot air balloon exhibition 15 Example of concrete measures in Les Diablerets - around the new train terminal “Plat des Iles” Project draft of coordinated measures aiming at : • facilitating the access to Glacier 3000, to Isenau and le Meilleret from Aigle as well as from the other resorts in the Alpes vaudoises • improve mobility within Les Diablerets resort 16 8 10/01/2014 3. The next steps Canton • • • Consultation within the offices of the canton – 3rd quarter 2013 Proposal for official endorsement by the cantonal government « Conseil d’Etat » at the beginning of 2014 Elaboration of one or several projects of financial decrees to be submitted to the cantonal parliament during the first semester of 2014 Region • • Reinforcement of CITAV as main monitoring entity for implementing the final report Definition of a first series of measures to be realized between 2014 and 2016 17 4.
