It is hard to believe that the “lazy days of summer” are over for our students and educators! We know that you have been anything but lazy this summer with all of the changes that have evolved over the last year. And, this fall will bring more changes regarding the GED testing system and the licensure of our educators. We have attempted to provide a “glimpse” of those upcoming changes below. Please know that this is an ongoing process and changes to the process are occurring daily. Our office would like you to know that we are here to assist you in the implementation of the process. Please feel free to contact our office with any questions you may have or any guidance you might need. CHANGES FOR GED TESTING COMING The current series of the GED Test is expiring at the end of 2013. A new GED Test series offered on computer only begins January 1, 2014. GED testers must complete and pass all five subject areas of the current test by December 2013. Partial scores WILL NOT carry-over to 2014. If a GED tester does not pass all tests by the end of this year, she/he must start over in 2014. Please visit our website for more information about GED testing in Sangamon County. If you know someone who may need help paying for the GED Testing fees, the Sangamon County Community Resources may be able to help. Please call our office at 753-6620 for additional information. 2013 Conversion to Illinois Professional Educator Licenses Standard or Master Teaching, School Service personnel, Administrator Educators All current Illinois teaching certificates have been exchanged for a Professional Educator License (PEL) or Educator License with Stipulations (ELS) as of July 1, 2013, and ECS has been replaced by the Educator License Information System (ELIS). Everyone who held a current Illinois teaching certificate automatically received the license. However, paper copies of the license will not be provided. All credentials are listed in your ELIS account. continued on page 2 Superintendent’s Message continued Page 2 Paraprofessionals Paraprofessionals who once held the NCLB approval letters have now been issued an Educator License with Stipulations. Fall 2013 will need to pay the additional registration fee from current expiration year to 2018. Please see the table below: This license is required to be a teacher’s aide/teaching assistant/ Type 39 Expires Payment on ELIS paraprofessional in an Illinois public school. Anyone who held a 2014 2018-2014 = 4 $40 by 6/30/14 TAS-N (Highly Qualified) teacher aide/paraprofessional approval 2015 2018-2015 = 3 $30 by 6/30/15 automatically received the Educator License with Stipulations- 2016 2018-2016 = 2 $20 by 6/30/16 Paraprofessional (ELS- Paraprofessional) on July 1, 2013. The license must be registered in order to be valid. This can be done by going to http://www.isbe.net and signing in to your ELIS account. Substitutes Those teachers who held a Type 39 Illinois Substitute Certificate were automatically issued a renewable Illinois Substitute License with five year validity period. All Type 39 substitute certificates that were valid on July 1, 2013 became Substitute Licenses that expire on June 30, 2018. The Holder For the first renewal of a Substitute License, the holder of the license will have to take and pass the Test of Academic Proficiency #400, Reading, Writing, English, and Mathematics. The first year the test is needed for renewal will be 2018. Lapsed Certificate Holders: If a person holds a lapsed teaching certificate which converted to a lapsed license, she/he will NOT be able to get a sub license after June 30, 2013. Pleasant Plains Historical Society And Clayville Historic Site proudly present Prairie School Located just one mile east of Pleasant Plains, IL, Clayville Historic Site is the home of Prairie School. Prairie School provides an opportunity for students to experience the life of pioneers in early Illinois. Problem solving and engaging activities will allow students to become immersed in the problems and challenges the pioneers faced on a daily basis. The teacher will choose which lessons will be presented to the students and ALL necessary materials will be provided. (Students need only bring lunch.) There is no charge for school visits to Clayville. In most field trips, students come, see, then leave — At Clayville, students come and do. Barron Robinson, Administrators’ Academy [email protected] lacks requirements for professional development for licensure renewal for administrators in FY ’14. Administrators’ Academy and Workshops For the 2013-14 year, Sangamon County Regional Office of Education will be offering an excellent variety of relevant and high interest Administrators’ Academy courses and ROE 51 workshops. Academy courses and workshops are open to all area administrators, as well as teacher leaders and classroom teachers. During the year, we will also inform you of Springfield area workshops/Academies that are offered by IPA/IASA/IASBO. Whatever the resource organization, it is our goal to provide you with the professional development training you need to help you to be an effective administrator operating in an effective educational setting. Menard County Educators On July 1, 2015, Menard County educators will become a part of ROE 51. We welcome our neighboring colleagues to our region and look forward to working with them. Menard County educators (administrators, coordinators, teacher leaders, etc.) are invited to participate in ROE 51 Administrators’ Academy workshops in 2013-14. Starting with this school year, the cost for Academy courses for Menard County educators will be the same as for Sangamon county educators. Administrators Professional Development During this past spring’s legislative session at the State Capitol, the Illinois State Board of Education (ISBE) had a legislative proposal (HB496) to modify professional development requirements for licensure renewal for administrators (Section 21B-45 of the School Code). Due to time constraints, this legislation did not pass both houses of the legislature. Unfortunately, the section of the School Code that deals with professional development for administrators (Section 21-7.1) automatically ended on June 30, 2013. Without the revisions that were going to be made by HB496, the School Code presently The Illinois State Board of Education is actively committed in moving new legislation forward specific to administrators regarding professional development. Proposed legislation in the state legislature for the fall 2013 veto session includes a requirement for one Administrators’ Academy course to be completed by active administrators prior to June 30, 2014. If the legislation is enacted as proposed, any AA courses completed between July 1, 2013 and June 30, 2014 will count toward the renewal requirements. ISBE along with all ROEs, Illinois Principals Association, Illinois Association of School Administrators, Illinois Association of School Business Officials and other professional organizations strongly encourage administrators to continue participating in professional development activities during FY ’14. Administrators are encouraged to take at least one Administrators’ Academy course and complete at least 20 CPDs (Continuing Professional Development) during FY ’14. If you have any questions, please contact Barron Robinson by phone at (217) 585-8090 or email him at [email protected]. – REMINDER – Evaluation of Licensure Educators Only administrators who have successfully completed the Illinois Performance Evaluation – Teacher Evaluation Training (AAC #2001) online course are eligible to evaluate licensure teachers/educators. In addition, administrators who evaluate principals, assistant principals and other administrators must have successfully completed the Illinois Performance Evaluation – Principal Evaluation Training (AAC #2000) online course. If you need to take one or both of the online training courses and you are not already scheduled to do so, please check with your school district’s central office or ROE 51. Registering and Paying for ROE 51 Academy Courses You can pay for Academy courses provided by ROE 51 in advance, online, with a credit card. It is quick and easy. To register and pay online you will need a credit card and your Illinois Educator Identification Number (IEIN). To find out what your IEIN is (if you do not already know it), please read the IEIN article below. To register for an Academy course offered by ROE 51 online, do the following: • Log into the ROE 51 website (www.roe51.org). continued on page 4 Administrators’ Academy continued Page 4 • From the top of the home page, under “workshops” click on “Administrators Academy”. • From the right side of the page click on “Online Payment (AA)” • Fill in the online form and electronically submit it After submitting information you will receive an email confirming your payment has been approved. Illinois Educator Identification Number (IEIN) In order to protect your identity, all licensed educators are assigned an IEIN by the Illinois State Board of Education. ISBE started the process of assigning IEINs four years ago. To locate your assigned IEIN, log into your personal Educators Licensure Information System (ELIS) account. Your personal IEIN will be displayed on every page of your ELIS account. The advantage to having an IEIN is that your personal number can be used in place of your Social Security Number. Fall 2013 administrators whose certificates are up for recertification this fiscal year. Administrators will be notified of the dates for the ELIS workshops. There is no cost for the training. Once the 51 training dates become available, and you are interested in signing up, call Angie or Barron at 585-8090. Administrative Licensure Renewal in FY ‘14 To find out if your educator licensure (administrator and teacher) is up for renewal in FY ‘14, please do the following: • Log into your personal ELIS (Educator Licensure Information System) account • Click on “View Your Credentials” • Click on “Renewals” If you have any questions, regarding your licensure renewal, contact Barron Robinson. Administrator Audits Educator Licensure Information System (ELIS) Workshop/Training The Regional Office of Education will be offering basic workshops for administrators on the Educator Licensure Information System (ELIS) throughout the FY ‘14 at the Staff Development Center. This ELIS Administrators’ Workshop/ Training will help participants to navigate ELIS, better understand licensure requirements, and help participants to be more accurate and confident in maintaining Continuing Professional Development (CPD) records. This is an ideal workshop for In September, annual audits of administrator professional development related to licensure renewal will begin. Administrators who received approval for a Statement of Assurance on September 1, 2012 through August 31, 2013 are in the pool of administrators eligible for audit. Administrators will be chosen by the Illinois State Board of Education using a computerized random selection. ROE 51 will be notified of administrators who will be audited. In early October, ROE 51 will mail Notices of Intent to Audit to these administrators. Your PLN is a social network that can help you connect locally, regionally and globally to other educators. In addition to offering courses for students in middle through high school, the Virtual School also offers professional development opportunities for educators. One of their new, FREE courses is called, “Introduction to Online Learning”. This is a self-paced course that will introduce you to the world of online learning. (3 CPDUs) Schoolyard Habitat Action Grant It’s not too early to start working on your application for the Schoolyard Habitat Action Grant! Teachers and youth-group leaders may apply for up to $1,000 through this competitive grant program to develop or enhance wildlife habitat in the schoolyard or other public place. Sponsored by the Illinois Department of Natural Resources (IDNR) and the Illinois Conservation Foundation, funding for this program is provided by the U.S. Fish and Wildlife Service’s Partners for Fish and Wildlife Program, an Environmental Education Grant from the U.S. Environmental Protection Agency, the Jadel Youth Fund and the Daniel F. and Ada L. Page 6 Fall 2013 Partners in Education Sangamon Auditorium and Springfield Public Schools are working together to offer arts programs for the education of teachers. As a partnership team in the John F. Kennedy Center for the Performing Arts’ Partners in Education program, Sangamon Auditorium and Springfield Public Schools are hoping to effect systemic change in educational priorities and teaching practices so that arts teaching and learning will continue to be valued by local schools and its impact deepened. We are happy to have the continued support of the Regional Office of Education and look forward to offering this year’s workshops at the Toronto Road Staff Development Center. Registration Information: All workshops are $15 per person. If you register for two or more workshops they are only $10 per person. If two or more people from your school register for the same workshop, you will also receive the discounted price of $10 per person. READING ART ACROSS THE CURRICULUM: OBSERVE. INFER. INQUIRE.* Tuesday, October 8, 2013; 4:30-7:30 pm Regional Office of Education Staff Development Center For Teachers of Grades 2-8 (3 CPDUs) Visual art is a text that students of all reading abilities can access. This workshop introduces the language of visual art so that teachers feel confident looking, thinking, and talking about art with their students. Using content designed by arts integration consultant Melanie Layne, participants join Memphis artist and educator Jamin Carter to learn about resources for building a library of images that can be used to efficiently build background knowledge, teach content, generate points of inquiry for research, and assess understandings in social studies, science, and reading. Workshop Leader: Jamin Carter is a visual artist and art educator. He holds a BFA in sculpture and painting and a Masters of Arts in Teaching in visual art education. As an educator, he has experience teaching in K-12 classrooms and currently teaches studio art and AP art history in a public high school. He spent five years working as an art educator in three diverse Title I schools ranging from grades K-8. Additionally, he has worked as a mentor in elementary and middle school art classrooms modeling skills and techniques that utilize arts integration as well as other unique approaches to art education. As an artist, Jamin has worked in various mediums such as oil painting, sculpture and brush with ink. He currently has a studio in Memphis where he has exhibited work and served as a consultant for public art works with the Urban Arts Commission and Vita Brevis. COMPOSITION AND IMPROVISATION IN THE MUSIC CLASSROOM* Tuesday, April 8, 2014; 4:30-7:30 pm Regional Office of Education Staff Development Center For Music Specialists of Grades K-8 (3 CPDUs) Composition, dictation, and improvisation are topics that can be challenging to teach. In this workshop, participants explore innovative strategies for teaching these music skills by learning about the powerful relationship between music and language. Prosody refers to the patterns of stress and intonation in language, and to the way the composers set text in vocal compositions. Using prosody as a starting point, music educators explore a series of activities that teach progressively advanced music skills beginning with rhythmic notation, and moving through musical composition, improvisation, and dictation. Workshop Leader: Marcia Daft is known for creating original instructional methods for teaching music as well as integrating music and movement into other areas of the curriculum. Her work has been used in classrooms throughout the United States for fifteen years. Ms. Daft is a national workshop leader for the John F. Kennedy Center for the Performing Arts, a Master Artist with the Wolf Trap Institute for Early Learning Through the Arts, and a consultant for arts institutions throughout the U.S. She has developed museum exhibitions, broadcast programs, and educational programs for the Smithsonian Institution. She has also written over twenty children’s educational books for both the Smithsonian Institution and the National Symphony Orchestra. Ms. Daft holds a Bachelor’s Degree in engineering from Duke University, a Master’s Degree in music from the University of Chicago, and studied piano performance at the Mozarteum in Salzburg. She holds both a Certificate and License in Dalcroze Eurhythmics, and performs as part of the duo-piano team Le Quattro Mani. *These workshops were developed in association with The John F. Kennedy Center for the Performing Arts and are partially underwritten by the U.S. Department of Education and the National Committee for the Performing Arts. The focus of this course is on improving the participants’ conferencing conversation skills and strategies Administrators’ with teachers. Participants will be able to identify the value of meaningful professional conversations Academy about teaching and learning by helping teachers reflect on their teaching; expand their repertoire of questioning skills under the four phases of teacher’s planning, teaching, reflecting, and analyzing of lessons; expand their repertoire of responding and empowering communication skills and strategies that promote Academy reflective, self-directed learning as well as teacher choice; and learn how to create “conference lesson plans”. In addition, Academy multiple opportunities will be provided throughout the course for participants to practice using various questioning and listening strategies to resolve conflict and to prepare for confrontations. Strategies will be provided to address subordinates who refuse to improve their performance.
