Being new in any community, there is always a need for information regarding people, places, and services available within the community. The information contained within this document is designed to provide you with the information that you need to know to establish yourself in Oconee County and the cities of Bishop, Bogart, North High Shoals, and Watkinsville. While this guide will not answer all of the questions that you might have, it is our intent to provide you with some basic information that will ease your transition. This Newcomers Guide will discuss setting up utilities in the community, educational opportunities present within Oconee County, recreational opportunities for individuals of all ages, governmental contact information, and a brief history of Oconee County. We hope that this guide will be useful for you as you get acquainted with your new home. We hope you will find that Oconee County is a friendly community. This can be attributed to both the quality and quantity of available candidates from major universities such as the University of Georgia, University of North Georgia, and Athens Technical College. Additionally, Oconee County has the thirdhighest median household income in the state at $75,532 and the fifth-highest per capita personal income at $57,083. The following list of utility providers (and their general service areas) are listed below: Electricity – Oconee County is served by both Georgia Power and Walton EMC for residential customers, depending upon your location. You may contact the service providers at the following numbers: Georgia Power – (888) 655-5888 Walton EMC – (770) 267-2505 Telephone – AT&T provides telephone service throughout Oconee County. You may contact AT&T by phone at (888) 757-6500 or online at www.att.com Water & Sewer Service – Your water and sewer service in Oconee County is provided in certain portions of the county by the Oconee County Utility Department. You may contact the Utility Department to set up water and sewer service in eligible portions of the county. A deposit for service is required. The contact number for the Utility Department is (706) 769-3960. Television Cable television is available in northern portions of Oconee County by Charter Communications. If you are not in areas served by Charter Communications or would prefer alternative service, you can contact any satellite provider to establish service. Within Oconee County, there are numerous providers through which service can be established. (Burman Printing) Oconee County Courthouse Watkinsville Post Office DID YOU KNOW??? The town of Bogart is actually located in two counties - both Oconee and Athens-Clarke. Originally known as “Osceola,” the community was named for the famed Seminole Indian Chief. Seaboard railroad ran lines through Osceola in 1880, but already had a stop on its route by the same name. The name of the town was changed to Bogart, the name of the railroad’s President at the time. Bogart’s official incorporation came in 1905. Box 145, Watkinsville, GA 30677 OCONEE COUNTY GEORGIA NEWCOMER’S INFORMATION - SANITATION Trash/Recycling The cities of Watkinsville and Bogart offer curbside pickup of trash for residents. Residents in other parts of the county are able to contract with private firms for curbside pickup or you may take your waste to any of the six garbage collection and recycling centers in the county. Individuals moving to subdivisions should contact their Homeowners’ Associations (when applicable) to determine if sanitation service will be covered through their annual dues. Some associations contract with one provider to have service within the entire neighborhood to obtain lower rates and also limit the number of and times that collection trucks drive through the neighborhood. For those without a coordinated effort through a Homeowners’ Association who want curbside collection of waste, they have two options. The first option is to contract with a known provider of waste collection. These contracts may allow for pickup of both trash and recyclable materials. The second option is to utilize any of the county’s sanitation facilities. Each of the facilities operates on a different schedule, so you should contact the Oconee County Sanitation Department at (706) 769-2937 for hours of operation at each facility. All waste at these facilities must be disposed of in an approved “Blue Bag” that can be purchased for $2.00 for each 20-gallon bag or $3.00 for each 32-gallon bag. Recyclable materials accepted at the centers include aluminum cans, plastics, newspapers, cardboard, brown grocery bags, magazines, steel cans, all colors of glass, and aerosol cans. The Macon Highway and Butlers Crossing facilities also accept waste oil. C&D materials should be disposed at one of the C&D landfills along US 78 in Walton County. Burson Ave. (near Bogart Sports Complex) Rankin Rd. (across from Oconee Middle Sch.) DID YOU KNOW??? The William Daniell House is supposedly the oldest surviving structure in Oconee County. It is believed to have been constructed in 1790 for his wife Mary (Polly) Melton. William Daniell served in the Revolutionary War under the command of General Elijah Clarke and served in the Battles of Kettle Creek and King’s Mountain, among others. In 1999, this house was restored by Ray Goff and Stephanie Goff. Presently, the home is owned and maintained by Oconee County. The William Daniell House can be rented for special occasions by coordinating through the Oconee County Civic Center. Box 145, Watkinsville, GA 30677 OCONEE COUNTY GEORGIA NEWCOMER’S INFORMATION - SENIOR CITIZENS Senior Citizen Activities – The Oconee County Senior Center is a placed where retired persons come to interact by taking part in a wide array of activities and services offered by Senior Center employees. The new center located in the Oconee Veterans Park boasts an 11,000 square foot structure that houses a full service commercial kitchen, a dining area capable of serving 250 persons, a billiards room with billiard & shuffleboard tables, a large craft/multi-purpose room, and a foyer where the senior’s display their handcrafts which are for sale. This year, an outdoor terrace and gardens were completed. Activities at the Center include dance & birthday parties, socials, birthday bingo, card & domino games, craft classes, day & overnight trips, shopping trips, community volunteer programs, ceramic and quilting classes, dance classes, movies, billiards, shuffleboard, and walking activities on trails in Oconee Veterans Park. Members can also take advantage of a variety of services at the Oconee County Senior Center ranging from transportation to and from the center, to exercise screenings and informational sessions. Oconee County Senior Center opened in November 2008 The Senior Center is open Monday through Friday to seniors who are 60 and older and reside in Oconee County. Box 145, Watkinsville, GA 30677 OCONEE COUNTY GEORGIA NEWCOMER’S INFORMATION - GOVERNMENT Oconee County is governed by a five-member Board of Commissioners who each serve four-year terms. All Oconee County commissioners are elected at-large from the entire county. The Oconee County Board of Commissioners meets on the first and last Tuesdays of each month at 7:00 in the Oconee County Courthouse. To reach the Board of Commissioners, you may call (706) 769-5120. Bishop had a population of 146 according to Census 2000 data. Residents of Bishop elect members of the council at-large. Town Hall may be reached at (706) 769-7383. Bishop town council meetings are held the second Monday of each month at 7:00 PM at Town Hall. The governing body for the Town of Bishop is as follows: Mayor Johnny Pritchett; John Dekker; Charles Hadden; Nedra Johnson; Aldon Knight; William Stauff The Town of Bogart is located in northwestern Oconee County and lies partially within Athens-Clarke County. Bogart had a population of 1,049 in 2000, is located along U.S. Highway 29 and can be reached by telephone at (770) 725-7386. Bogart’s town council meetings are held the first Monday of each month at 7:00 PM at Town Hall. The town of Bishop was officially chartered as a town in 1890. In the early 1900s, it was a bustling town with a depot, post office, several stores, a bank, cotton gins, hotels, and other businesses. North High Shoals had a population of 439 according to Census 2000 data. North High Shoals residents elect the council at-large. Regularly scheduled meetings of the town council are held on the third Monday of each month at 7:30 PM in Town Hall. Watkinsville is located in the central portion of the county and is located near U.S. Highway 441. The largest municipality within the county, Watkinsville has a population of 2,832 according to the U.S. Census. Town Hall can be reached at (706) 769-5161. The Jeannette Rankin Foundation was established upon the death of Jeannette Rankin on 1973. Seed money for the foundation was dedicated by Jeannette Rankin, the first female elected to Congress. Rankin, a Republican from Montana, served two terms in the House of Representatives beginning in 1916. She became a Founding Vice-President of the ACLU, which was formed in 1920. Elected again to the House of Representatives in 1940, Rankin became known as being the only member of Congress to vote against the US entering WWII. Law Enforcement – Law Enforcement services are provided within the City of Watkinsville by the Watkinsville Police Department. The Department is overseen by Police Chief Lee O’Dillon. The Watkinsville Police Department can be reached at (706) 769-7891 for non-emergency related information. The Oconee County Sheriff’s Office provides primary law enforcement services to all portions of the county outside of the City of Watkinsville. The department is under the supervision of a Sheriff who is elected at-large throughout the county; Scott Berry is Oconee County’s Sheriff. The Oconee County Sheriff’s Office can be reached at (706) 769-3945 for non-emergency related information. Fire Service – Fire suppression and prevention activities are overseen by the Oconee County Fire Department. The department is made up of 7 stations which are staffed with approximately 145 volunteers. Bruce Thaxton serves as the Oconee County Fire Chief. Non-emergency information can be provided by the Fire Department by calling (706) 769-3975. Stations are strategically located throughout the county to provide the maximum fire suppression coverage possible. Oconee County does have standing mutual aid agreements with surrounding jurisdictions for assistance in suppressing fires. Oconee County Firefighters & county commissioners with new Fire Pumper DID YOU KNOW??? Oconee County’s fire protection is provided by some of the state’s finest volunteer firefighters. A network made up of approximately 150 volunteers provides fire and first -responder service to the residents of Oconee County. These volunteers are all trained at or above state mandated training levels for firefighters. Additionally, law enforcement in Oconee County helps keep crime rates low with the county having the sixth lowest crime rate in the state according to the 2010 Georgia County Guide. Box 145, Watkinsville, GA 30677 OCONEE COUNTY GEORGIA NEWCOMER’S INFORMATION - TRANSPORTATION Driving Distances – Living, working, or playing in Oconee County means you have easy access to a number of points within the state. A number of major cities within the state of Georgia and the southeastern United States are easily accessible to Oconee County. Distances to a number of larger cities are: Athens, GA 10 miles Atlanta, GA 70 miles Macon, GA 75 miles Augusta, GA 115 miles Rome, GA 125 miles Columbus, GA 176 miles Columbia, SC 180 miles Charlotte, NC 209 miles Birmingham, AL 216 miles Savannah, GA 248 miles Nashville, TN 306 miles Jacksonville, FL 354 miles Airports – Oconee County has access to Atlanta’s Hartsfield-Jackson International Airport for domestic and international travel; the nation’s busiest airport is located 70 miles from Oconee County. Regional travel can be accommodated from the Athens-Ben Epps Airport located approximately 10 miles away from Watkinsville. Carriers currently fly directly from Athens-Ben Epps Airport to Hartsfield-Jackson in Atlanta. Flying from Athens, you do get to bypass the long security lines in Atlanta. Another commercial airport is located in Winder, 15 miles away. Vehicle Registrations – Vehicles in Oconee County should be registered with the Tax Commissioner’s office, in the Courthouse (706-769-3917), within 30 days of your move. To register a vehicle, you must be able to provide documentation of your residency. Acceptable documentation includes utility bills, bank statements, or mortgage/lease documents. DID YOU KNOW??? The town of North High Shoals is the smallest municipality in Oconee County. Located on the Apalachee River in , it is at the intersection of the county’s boundaries with Walton and Morgan counties. It was originally part of High Shoals, which was in the three counties since 1901. But, in 1966, the charter was changed to only include the Oconee County portion. From the late 1850s until 1928, High Shoals was the site of the High Shoals Manufacturing Company which employed almost 250 persons - roughly the town’s total population today. Box 145, Watkinsville, GA 30677 OCONEE COUNTY GEORGIA NEWCOMER’S INFORMATION - HEALTHCARE Healthcare – Quality healthcare is provided to Oconee County residents at Athens Regional Medical Center and St. Mary’s Hospital, two regional hospitals serving individuals within the surrounding counties. Additionally, hospitals are present in Barrow, Jackson, Morgan and Walton counties to provide less acute medical attention to local residents. Additional medical facilities in Oconee County include Reddy Urgent Care (1061 Dowdy Road) which provides an emergency room alternative with extended hours. Reddy Urgent Care is open from 8:00am8:00pm, Monday through Saturday and from 10:00am-6:00pm on Sunday. Also available is Regional First Care, affiliated with Athens Regional Health System. Regional First Care (1010 Village Drive) is open from 8:00am-7:30pm on Monday through Friday, and from 9:00am-6:00pm on Saturday and Sunday. Other Medical Services are available within Oconee County. Doctors, dentists, laboratories, chiropractors, pharmacies, and fitness centers are available to the northeast Georgia community. St. Mary’s Health Care is now operating an Alzheimer’s and dementia unit along Jennings Mill Road. This facility was constructed adjacent to the Highland Hills Retirement Center that has been in Oconee County for some time. St. Mary’s also has a number of services provided at The Exchange which is located at 2470 Daniells Bridge Road in Oconee County. This facility offers outpatient diagnostic services, outpatient rehabilitation, a wellness center, a sleep disorder center, and an outpatient lab collection center. Athens Regional Medical Center (ARMC) also has property in Oconee County and will determine what use of the property will most appropriate meet their needs. DID YOU KNOW??? St. Mary’s Health Care is now the third largest employer in Oconee County (outside of the Board of Education and the Board of Commissioners). During the past two years, St. Mary’s has relocated its business offices and home health operations to Colony Square Shopping Center on SR 53. They have also opened an Alzheimer’s and Dementia facility on its Highland Hills property. Box 145, Watkinsville, GA 30677 OCONEE COUNTY GEORGIA NEWCOMER’S INFORMATION - PUBLIC SCHOOLS Public Schools – The Oconee County Board of Education provides high-quality educational services to students within the community. This is evidenced by Oconee County’s students exceeding most state and national averages on standardized tests, high graduation rates, as well as significant number of graduates eligible to receive the HOPE scholarship. The Board of Education offices are located on School Street in downtown Watkinsville. Normal business hours for the administrative offices are from 8:00 AM - 5:00 PM on Monday through Thursday and 8:00 AM - 4:00 PM on Friday. DID YOU KNOW??? Oconee County schools continue to be recognized for achievements both in the classroom and out. In the classroom, both NOHS and OCHS were named 2013 AP Honor Schools for 2013. For 10 consecutive years, all Oconee County schools have met Adequate Yearly Progress (AYP). Title I “Highest Performing School” designations have been bestowed upon Oconee County Primary, Colham Ferry Elementary, Oconee County Elementary, Rocky Branch Elementary, and Oconee County Middle. Athens Academy is located on Hwy. 441 approximately 1 mile from the Athens-Clarke County line. Athens Academy is an independent school with rigorous academic requirements that is accredited by the Southern Association of Colleges & Schools (SACS) and the Southern Association of Independent Schools (SAIS). Athens Academy boasts a number of extra-curricular programs for students, including athletics. www.athensacademy.org Athens Academy Prince Avenue Christian School (PACS) relocated from downtown Athens to Oconee County in 2007. There are four athletic complexes within Oconee County, as well as several parks. At present, the majority of programs overseen by the recreation department occur at Oconee Veteran’s Park on Hwy. 53 west of Watkinsville. This new complex consists of baseball/ softball fields, tennis courts, walking track, multi-purpose facility, senior citizens center, and the veterans’ memorial pictured at right. This facility, which consists of 200 acres and is directly across from Oconee County Veterans Memorial this facility, is Herman C. Michael Park houses numerous recreational opportunities in the county. Herman C. Michael Park has a gymnasium, tennis courts, softball fields, baseball fields, and a walking track. Historic Central Schoolhouse Heritage Park is located along U.S. Highway 441 in southern Oconee County. This facility has capability for livestock events and houses the historic Central School (pictured at left). During 2010, a former tenant’s house was donated to Oconee County to further the history village at the park. While Watkinsville is known as the Artland, all of Oconee County benefits from the presence of the nearly 250 artists and artisans located throughout the county. With festivals, open houses, and art sales, Oconee County artists have their work constantly displayed throughout the community. Oconee County has a history steeped in the arts. In the 1970s, Jerry and Kathy Chappelle began operating a haven for aspiring artists on their farm. Located approximately 8 miles south of Watkinsville, and known as Happy Valley Pottery, the farm houses studio space for potters, painters, and glass blowers who rent space. Over the past thirty years, hundreds of artists have been mentored at Happy Valley. Pottery on display at Chappelle Gallery The Oconee Cultural Arts Foundation (OCAF) was founded in March 1994 as an all volunteer and not-for-profit arts center in Oconee County. OCAF develops programs and classes in the performing, visual, and literary arts. Annual cultural festivals, ongoing art exhibits, classes for children and adults, and musical and theatrical performances highlight OCAF’s schedule of events. OCAF supports artists and craft persons in the region by providing a venue for exhibits and sales of artwork and craftwork, and by educating the community to increase interest in the arts. This traditional 4th of July celebration is complete with live music, watermelon, popcorn, barbecue and games for kids of all ages. The event is free and open to the general public. 4th of July Fireworks at Veterans Park First Friday events – Merchants in Watkinsville host family-friendly events on the first Friday of each month. Certain shops have extended hours, bands play along Main Street, inflatables are available for children, and the downtown scene is alive with community residents and guests alike. Southworks – Southworks is an annual Arts Festival hosted by the Oconee Cultural Arts Foundation (OCAF). Relay for Life – Oconee County holds a Relay for Life event at the Oconee Co. High School stadium during spring of each year. Thousands turn out to support efforts to find a cure for cancer. The farm also has an October hayride, pumpkin patch, and a petting zoo. In addition to fall seasonal activities, Washington Farms offers a pick-your-own strawberry experience which typically occurs between April & June, as well as blackberries from June to August. Craft vendors and food vendors make the event fun for the entire family. Perspectives – Perspectives, occurring during September of each year, is Georgia’s largest pottery exhibit and sale. OCAF features 50 potters at Perspectives each year, as well as thousands of pieces of work. With a collective revenue of $180,000 in pottery sales and a consumer draw of over 6,000, this three- week OCAF Gallery event is a direct contributor to the economic growth of the region. Oconee County Fall Festival – The Oconee County Fall Festival is held during mid-October each year at Rocket Field in downtown Watkinsville. The Chamber of Commerce sponsors the event which holds approximately 160 food and craft vendors plus a 5K run and a cash raffle benefitting the Education Foundation. OCAF Fall Wine Fest – OCAF hosts a Fall Wine Fest during October featuring wines from Vintners both locally and abroad. A silent auction of local work also occurs during the event. Jerry & Kathy Chappelle now occupy the historic Haygood House in downtown Watkinsville, the birthplace of Atticus and Laura Askew Haygood. Atticus Haygood was a president of Emory College from 1876-1882 and also a bishop in the Methodist Church. Laura became the principal of a girls’ school in Atlanta, GA as well as one of the first missionaries in China. She was actually buried in Shanghai. Today, the Chappelle Gallery houses the work of over 65 contemporary artists with both local and national artists represented. In July 2007, the Board of Elections office moved to its current location at 10 Court Street in downtown Watkinsville. You may register to vote, participate in early voting, obtain a free Georgia voter identification card, or obtain answers to general elections questions at this location. Election day voting will be at your designated precinct - which will be explained to you by the staff in the election’s office when you register. In order to register to vote, you must fill out an official application for voter registration prior to the deadline for the next election cycle. This form is available at the Board of Elections office and can be completed in the office. You may call the Board of Elections office for answers to any questions at (706) 769-3958. Driver’s License In order to obtain a new Georgia driver’s license, to change the address on your license, or renew your driver’s license you may visit one of Georgia’s Driver Service Centers. The nearest service center is located at 1505 U.S. Highway 29 North in Athens, Georgia. Current office hours at the Athens facility are Tuesday through Friday from 7:30 AM – 6:30 PM and Saturday from 7:30 AM – 12:00 noon. However, you are not required to use this location; you may use any service center within the state of Georgia or the department’s website for certain services. It is advised that you attempt to use the Athens location at “off -peak” hours or utilize other facilities to limit the amount of time spent waiting for your license.
