For my first article as Rear Commodore I would like to wish everyone a Happy New Year. I am excited and looking forward to another great year. With Glen Abrams as the Commodore, the club continued to move forward in a positive direction and I am sure it will continue in this direction with the new Commodore Ken Esse and the PYC board. I also look forward to working with the PYC Enterprise board. I know the task of Rear Commodore is very challenging even though Doris, who did a great job, made it look easy and simple, set the bar high for the next Rear Commodore. I look forward to serving as your Port Captain in 2014. We begin with the Club largely in good shape, however, there are a few repairs inside and outside of the club that need to be tackled. The issues are being addressed as to how to proceed with the repairs. I also have begun gathering a great crew of PYC members to help me with my duties as Rear Commodore. I hope to plan a house cleaning the club in March, so I hope we can get some volunteers for the event (donuts and treats on me). There will be more information to follow, along with a signup sheet. on the committee, please call or email me. It’s traditional that host clubs have a welcoming committee to greet visiting Yacht Clubs and help get their boats tied up on arrival day. I’d like to ask for your support/volunteerism in those efforts. If you’d like to be time commitment, a way to give back to PYC, and it’s fun! I encourage you to bring your boat to our guest docks to enjoy the club and our events. Please take a look at the calendar to check if there is a cruise in scheduled. Of that group, 84 percent were not wearing a life jacket. Don't become a statistic, wear a life jacket. Life jackets are the proven number one way to save a life in the event of a sudden, unexpected capsizing or fall overboard. Wear a life jacket. Please use this page as a resource for life jacket information. Life Jackets and the Law For a boat less than 16 feet long, or a canoe or a kayak of any length, you are required to: · Everyone on board a personal watercraft (popularly known as “jet skis”) and anyone being towed behind a vessel must wear a Coast Guard-approved life jacket. · A Coast Guard-approved life jacket must be carried for each person on board. If stored, these life jackets must be readily available (easy to get to), and you must show passengers the location of life jackets and other safety equipment. · Anyone using an underwater maneuvering device is exempt from wearing a life jacket. An underwater maneuvering device is any towed or self-powered device designed for underwater use that a person can pilot through diving, turning and surfacing moves. For a boat 16 feet or longer, you must carry for each passenger: · The same requirements as above and one immediately accessible (easy-to-reach) Type IV device designed for throwing – such as a ring, cushion or horseshoe buoy for each boat. What type of life jacket should you wear? Unlike the traditional orange horse collar of yesteryears, today’s life jackets are technologically advanced, making them more convenient, less restrictive - and sometimes - even unnoticeable to the boater who is wearing one. An additional advantage to boaters is that life jackets are now custom designed for their specific water activities, i.e. fishing, cruising, water-skiing, etc How to Choose the Right Life Jacket Looking for a life jacket? Today’s jackets come in a variety of shapes, sizes, colors, and materials. No matter which life jacket you choose, be sure it’s right for YOU, your planned activities, and the water conditions you expect to encounter. Try It On · Check the manufacturer’s ratings for your size and weight. · Make sure the jacket is properly zipped or buckled. · Raise your arms straight up over your head while wearing your life jacket and ask a friend to grasp the tops of the arm openings, gently pulling up. · If there is excess room above the openings and the jacket rides up over your chin or face, it does NOT fit properly. A snug fit in these areas signals a properly fitting life jacket. Fit Facts · It is extremely important that you choose a properly fitting life jacket. · Jackets that are too big will cause the flotation device to push up around your face, which could be dangerous. · Jackets that are too small will not be able to keep your body afloat. Important Reminders · Make sure your life jacket is U.S. Coast Guard-approved. · Double check that your jacket is appropriate for your favorite boating activities. · Take the time to ensure a proper fit. · Life jackets meant for adults do not work for children. If you are boating with children, make sure they are wearing properly fitted, child-sized life jackets. Again this month I have some sad news: Wanda Dillon's sister passed away this past month and her family paid their respects in Arizona. Also, Butch Crivello passed away this Thanksgiving and a service was held at the Elks Club in Pittsburg on December 14th. We send these members and their families our thoughts and prayers during this difficult time. It was also reported that Ken Esse had shoulder surgery and is at home recovering, we hope he heals quickly and is back on his feet soon. Frank Teiche was in the hospital for an overnight stay for a pacemaker assessment but is now back home and feeling well again. Some exciting news is that my youngest daughter, Nicole, will be marrying Chris Walsh at the Brentwood Wedgewood golf club on April 27, 2014. We are very happy for these two wonderful young people and the new life that lies ahead for them. Let’s Celebrate! Recreational Boaters of California "Recreational Boaters of California [RBOC] is a nonprofit advocacy organization that works protect and enhance the interests of the state's recreational boaters before the legislative and executive branches of state and local government. RBDC was formed as a statewide organization in and from that date forward has continued its commitment promoting the enjoyment, protection, and responsible use of our waterways. President It will be another very busy year for Recreational Boaters of California (RBOC). We are in the middle of two major issues and will also be pushing for legislation, which will require operators of vessels under power to have a form of vessel operator certification. This would be some proof that an operator has passed an online test, of which there are several, regarding rules of the road and boater safety. BoatU.S. and others have online courses. California is still one of few boating states that does not have such a requirement. The two major issues are the impact on boating in the Delta due to the Governor’s proposed Delta Twin Tunnel project and new efforts by the California Regional Water Quality Control Boards in Southern California to blame boaters for copper toxicity in Marina del Rey as they have in San Diego’s Shelter Island Yacht Harbor, with Newport Harbor expected next! As I have explained on many occasions, new science demonstrates that copper bottom paint is not generally toxic in seawater, but it is taking a tremendous effort to convince the Regional Boards and getting USEPA to adopt the new science. I am also providing you with an annual reminder of what RBOC is all about so you may better understand the reminder on your Dues Statement to include a $10 donation to RBOC with your annual dues. Recreational Boaters of California celebrated its 45th year of protecting boater’s interests this year. Over the years, RBOC’s efforts have saved individual boaters thousands of dollars at the rate of several hundred dollars each year! RBOC is funded by voluntary member donations of PICYA member clubs and a donation from Boat U.S. generally based on the number of Boat U.S. members in California. There are eighteen RBOC Directors who serve voluntarily. Nine directors are appointed by PICYA, and nine by SCYA (Southern CaIifornia Yachting Association). I serve as one of those Directors and served as President for 2013. I have been appointed to an additional three-year RBOC term and will serve on the RBOC Executive Committee as Immediate Past President in 2014. A Sacramento lobbying firm, Desmond & Desmond, is retained to carry out the necessary lobbying efforts in Sacramento, with the assistance of Directors. They also provide the necessary administrative functions of RBOC. This combined effort is the major expenditure in RBOC’s budget. The Board meets four times each year with one meeting being a Legislative Day in Sacramento to meet with Legislators and staff. These meetings alternate between Northern and Southern California. The Presidency of RBOC also alternates between North and South each year. The Director’s transportation to these meetings is reimbursed from the RBOC budget, if requested, but all other expenses are donated by individual Directors. Recently, two of the four meetings each year have been conducted as teleconferences to save money. The 2014 President is Karen Ryhne of the Balboa Yacht Club in Newport Harbor. Karen is an attorney and also serves as a Commissioner on the Newport Harbor Commission. The VP-North is Greg Gibeson; a Staff Commodore of Aeolian YC, part time resident at Lake Tahoe, and a retired contract attorney with the Alameda County District Attorney. Greg also represents PICYA on the Board of the Bay Planning Coalition which addresses primarily dredging issues in the Bay and Delta. We may want to consider increasing the suggested $10 annual RBOC donation to $20 considering the great value RBOC is to boaters. You can be assured that supporting RBOC is the most cost effective boating expense you have!
