Procedures
In order to invest in Kobuleti Free Tourism Zone an investor must go through following
procedures:
1) Apply to the Ministry of Finance and Economy of Ajara or Free Tourism Zone
Development Committee. Application should include:

Date of starting construction
Zero point construction timeframe
Black frame construction timeframe
Hotel exploiting date
2) Committee will discuss the application and in case of positive decision Government of
Ajara will be obliged to process privatization of the land plot.
3) After abovementioned procedures Government of Ajara and investor will sign
purchase agreement.
Investor Liabilities
Investor must:
1) Register separate entrepreneurial entity according to the Georgian Legislation, which will carry
out activities foreseen by the law of Kobuleti Free Industrial Zone (Construction and operation
of hotels)
2) Apply to the ministry and provide information about amount of investment for constructing
hotel;
3) Invest at least 1,000,000 GEL per hotel;
4) Construct middle or/and high class hotel according to terms and conditions;
5) Ensure functioning of hotel according to criterias set by the ministry;
6) On the territory of the hotel, must be carried out activities compatible with the hotel’s profile
(Renting hotel rooms and related services);
7) In case of project approval, must provide not less than 10% of investment amount as a bank
guarantee to the committee created by Georgian government, validity of which must exceed
construction timeframe by not less than 2 months.
Current Projects
Currently 3 hotels are being built: LTD “Aieti” is constructing 2 hotels (Type N1 and N2; 5
floors), and LTD “Esco Georgia” is constructing Type N2 hotel (6 floors).
Projects will be completed in 2013.
