ITY OF SAN FERNANDO –
The government is pursuing
plans for a P271.19-billion
railways system called North-South
Commuter Rail Line (NS-CRL) that
would link Malolos, Bulacan and
Calamba, Laguna.
It will be the initial
project to be done under the government’s Integrated Luzon Railway
Project (ILRP), the Department of Transportation and Communications (DOTC) has bared.

CSFWD gets new water truck, sanitation study
CITY OF SAN FERNANDO—
The City of San Fernando
Water District (CSFWD) has
inaugurated on Thursday a
new water truck that it would
use to deliver supplies to more
than 40,000 concessionaires
during emergency situations
such as floods, drought and
breakdown of any of the 33
pump stations in this Pampanga capital.
Rep. Oscar Rodriguez and
Mayor Edwin Santiago graced
the blessing of the water truck
by Fr. Dixie Paras in front of
the city hall.
The truck, worth P1.95
million, carries a six-wheeler stainless steel tanker with
a capacity of 3,400 liters, according to Jorge Gumba, general manager of CSFWD, a
government-owned and controlled corporation. It would
also be used for regular operations.

said.
“With our responsible employees and this new water
truck, CSFWD can supply water during emergency situations,” he added.
Gumba said the water truck
adds to the equipment that
can be mobilized by the disaster risk reduction and management councils of the Pampanga provincial government and
City of San Fernando government.

chairperson, thanked the Department of Budget and Management for approving the
purchase of the water truck.
Orejas and her fellow directors Teresita Tablante, Angelo David, Ferdinand Caylao
and Benerito Aldana thanked
also the National Economic and Development Authority
and Local Water Utilities Administration for including the
CSFWD in a feasibility study
for a conceptual design for
sanitation.
The study is in support of
the cleanup and rehabilitation
ordered by the Supreme Court
in 2011 in Manila Bay.

Perez was charged with illegal possession of firearms
and grave threats after he reportedly confronted Nicomedez in the house of one Wilfrido Bondoc, 52, also married,
in Barangay San Jose Matulid. Nicomedez was reportedly with her step child named
Marvin Dela Cruz, 33, at that
time.
The police did not give details on the relationships of the
persons named in their report,
except that Perez and Nicomedez were live-in partners
who were married to other
persons.
The report said an apparently drunken Perez arrived
on board a tricycle at the residence of Bondoc and threatened to kill his live-in partner
and the others in the house.
Alerted barangay security
men sought the help of the police who later arrested Perez.

Gov completes over 1.6-B Infra Projects in 4 years
CITY OF SAN FERNANDO— Pampanga Assistant
Provincial Engineer Olimpio “Noli” Pangan revealed
yesterday that a total of
P1,637,749,396.65 infrastructure projects have been completed in less than four years
of the administration of Governor Lilia G. Pineda in Pampanga.
Pangan said that in the
first term of Governor Pineda
alone, some P1.03-billion major infrastructure projects had
been implemented and completed by the provincial government.
Capitol had funded major infrastructure projects like
construction and renovation of
district hospitals, construction
of classroom buildings in different public schools and provincial, municipal and barangay farm-to-market roads.
More than 400 classrooms
in 148 public schools had been
constructed in the whole province since the lady governor
assumed office. This is aside
from the six covered courts
also constructed in various
public schools.
The Provincial Engineering
Office (PEO) headed by Engineer Andy Austria had also
facilitated the construction of
boys and girls comfort rooms

through the PEO had completed the general renovation

The governor had also initiated the establishment of dialysis centers in selected district hospitals; These were the

Hospital, Lubao; Pampanga
Diagnostic Center in Diosdado
P. Macapagal Memorial Hospital (DPMMH) Guagua and St.
Theresa Dialysis Center in Dr.

These
were
realized
through a public-private partnership with individuals and
companies who are helping
the governor through the pro-
vision of dialysis machines under a co-management agreement.
Through the PEO, the provincial government had facilitated the reconstruction
of several provincial roads in
flood-hit municipalities that
were damaged by previous
calamities.
Other infrastructure projects finished were the improvement of dikes particularly in Mandili, Candaba, and in
San Sebastian, San Luis town.

‘Badong’ art exhibit opens in Angeles City
ANGELES CITY – In line with the celebration of the National Arts Month in
this city, the Angeles City of Tourism
Office (ACTO) is currently hosting “Badong: Salvador Bernal Designs the
Stage” exhibit at the Angeles City Library and Information Center.
“We wanted to bring arts, culture
and tourism closer to the Angeleños
and it is such an honor that Cultural
Center of the Philippines (CCP) and
National Council for Curriculum and
Assessment (NCCA) granted us this
rare opportunity to host this exhibit.”
said Dr. Richard Daenos, City Tourism
Officer.
“Through this exhibit, we are able to
dig into a deeper context of who we are
as Filipinos and as artists.” he added.
For his part, Mayor Edgardo Pamintuan also extended his thanks to
the CCP and the NCCA for allowing the
city to host the exhibit.

people’s appreciation with our country’s rich and colorful heritage found in

He is named as the Father of Theater
Design in the Philippines for successfully elevating it as an art form.
Eric Cruz from CCP, a former student of Salvador Bernal, said that Angeles is known for its rich culture in
heritage and visual arts that is why they
chose it as one of its hosts for the exhibit. They are also hoping that through
this exhibit, they will be able to discover new and young talents in designing
for theater.
Featured in the exhibit are costumes used from actual plays, various
diorama, scale models of stage designs, and a timeline describing the life
of Bernal.
The exhibit will run its course from
February 10 to March 9, 2015, 9:00am5:00pm. Admission to the exhibit is free.

Pamintuan to victory in 2013.

off.
I have absolutely no pretension to influence
the mayor’s choice. My wish is to present this
piece, published here on May 15, 2013 – in the
wake of his triumph, as some sort of an aide
memoir.
Be careful with history
EDGARDO D. Pamintuan has earned the
distinction of having bested the dynasties
that ruled and reigned over Pampanga for so
long, commencing in the immediate post-WWII
period as a matter of record.
Last Monday, EdPam put an end to the
political glory of Cong. Carmelo “Tarzan”
Lazatin that began in his congressional win in
1987 and all through three terms in the House,
onto three terms at the Angeles City hall and
another term in Congress. A formidable feat
there, Tarzan’s winning streak. No mean feat,
EdPam’s breaking it.
In 2010, EdPam made incumbent city
Mayor Francis “Blueboy” Nepomuceno blacker
than blue, burying him in an avalanche of over
20,000 votes.
History

EdPam’s
myrmidons, beholding in their champion St.
George slaying not one but two dragons. History re-written, more aptly.
The Lazatin and Nepomuceno dynasties –
with the patriarchs themselves at the head –
got their first beating in the local elections of
1988.
It was the last battle between Don Francisco
G. Nepomuceno, incumbent city mayor, and
Don Rafael Lazatin, member of the interim
Batasang Pambansa dissolved in the aftermath
of the 1986 EDSA Revolt.
Don Paquito had the distinction of unseating
Apung Feleng as Pampanga governor at the
close of the ‘50s.
It was Antonio “Bubusuk” Abad Santos –
himself of the prominent clan that produced
the martyr of WWII, the father of Philippine
socialism, and a city mayor – that put a definitive
end to all political aspirations of the aged lion
Lazatin, and the outwitted fox Nepomuceno.
In 1988, the Nepomucenos were already
a spent force, with Don Paquito losing the
mayorship and his son Robin trounced in the
gubernatorial race by Bren Z. Guiao. The Lazatins though still had Cong Tarzan,
then just starting to develop his political
muscles. The all-too-brief Abad Santos interregnum
– all but one term – passed into the “triumph
of the masa” in Pamintuan – yes, EdPam – in
the election of 1992 and in his unprecedented –
and still unmatched – victory in 1995, where a
combination of the votes of all his five rivals still
fell short of that he got.
It was to EdPam’s eternal chagrin that
– against better political judgment – he
resuscitated the Nepomuceno dynasty,
taking in the then-apolitical Blueboy as
running mate.
“Mete no ren. Oba’t bibiyayan mo
pa. Datang ing panaun ila pa ren deng
makamate keka (They are (politically)
dead. Why are you reviving them? Time will
come when they themselves will slay you
(politically).” So did Tarzan warn EdPam
then.
True enough, in 1998 Blueboy beat
EdPam for the first congressional district
seat. The favour the latter returned in the 2010
city mayoralty contest.
It was Tarzan’s turn to revive the beaten
Blueboy with their tacit, if not outwardly tactical,
alliance in the elections just past.
Santayana materializing here: “Those who
do not learn from history are doomed to repeat
it.”
Someone re-phrasing it: “Those who learned
from history are privileged to watch those who
did not learn repeating it.” Here lies the more historical sense of
EdPam’s victory.
Bubusuk Abad Santos won against a
Nepomuceno and a Lazatin engaged in
a vicious war between them. EdPam won
against a Nepomuceno and a Lazatin sharing
a common front against him. So Tarzan lost. And Blueboy too. So that’s
finis to their dynasties?
Not quite, to me.
There is city councilor Atty. Bryan Matthew
Nepomuceno, Blueboy’s nephew, getting reelected, a very strong Number 2.
There is Tarzan’s namesake, Carmelo “Pogi”
Lazatin II getting elected to the city council too,
albeit at Number 9.
There’s the next generation of dynasts for
you.
Yeah, a headline in our last issue says:
“EdPam, Guiao shatter Lazatin, Nepo
dynasties.” Shatter, yes. But it takes no time to
pick up the pieces. As they say in merrie olde England, “The
king is dead. Long live the king!” q q q
IN MATTERS of choice, we Kapampangans
have a fool-proof standard: “Mipandayu mang
puling, masanting ne ing makasiping.”

Lamberto Vera Avellana is born
in Bontoc, Mountain Province
On February 12, 1915,
Lamberto Vera Avellana, first
Filipino National Artist in Theater and Film, was born in
Bontoc, Mountain Province.
Avellana, the so-called Boy
Wonder of the Philippine Movies and a prominent film and
stage director, made his film
debut in 1939 with “Sakay,” a
biopic on the early 20th century Filipino revolutionary
Macario Sakay.
Directing more than 70
films in a career that spanned
six decades, Avellana’s films
-- “Anak Dalita” (1956) and
“Badjao” (1957), attained international acclaim and stood
as his most prominent works
despite budgetary limitations
that hampered the post-war
Filipino film industry.
“Anak Dalita,” which was
named Best Film at the 1956
Asia-Pacific Film Festival, was
a realistic portrayal of poverty-stricken Filipinos coping
with the aftermath of World
War II.
“Badjao” was a love-story
among the sea-dwelling Bad-
jaos, an indigeneous Filipino
people hailing from Mindanao.
Rolf Bayer was the screenwriter for both films.
Avellana was also known
as the first Filipino filmmaker who directed “Kandelerong Pilak” -- the first Philippine film ever shown at the
Cannes International Film
Festival -- as well as founder
of the first Philippine theater
group, the Barangay Theater
Guild (1939).
He died on April 25, 1991
at the age of 76.

Newbie archers as young
as 7 years old, accompanied by an adult, or young at
heart with senior cards, are
welcome to experience Outdoor Archery at SandBox. The

one-hour session or P250 for
a 30-minute session include
basic coaching, bow & arrows,
quiver, chest and arm guards
plus one balloon target. There
are also various novelty targets available such as famous
cartoon villains to make the
activity more fun and interesting especially for kids.

notion that archery is an elite

of workers in various factories and call centers at
the Freeport, resulting
often to traffic standstill.

festival times. Missed
flights have been a constant complaints in festivals past.
Unfit for balloons
The inconvenience of
workers and travellers,
the man-hours wasted
and the opportunities
lost due to the traffic gridlocks comprised but “minor” arguments against
the holding of the hot air
balloon festival at Clark.
The Pinoy Gumising
Ka Movement (PGKM)
has branded the hot air
balloon festival as part
of a “conspiracy to sabotage” the development of
the Clark airport as premier international gateway, an advocacy it has
embraced since the immediate
post-Pinaubo
years.
PGKM argues that
hot air balloons are “a
curse to international airports.”
“So what international airport in the world
can you find one hosting hot air balloon festivals?” PGKM Chair Ruperto Cruz asked. “What
airlines in their right mind
would ever cohabit with
balloons in an airport?”
Calling COA
The PGKM has likewise sounded alarms
over allegations of “probable graft and corrup-
tion” arising from the hot
air balloon festival.
The Clark Development Corp. and the
Clark International Airport Corp. are reported, through the years,
of granting annual subsidy for the holding of the
festival amounting up to
P3.5 million.
“The public has never been appraised how
those public funds were
used, liquidated or audited,” the PGKM said.
Another
“questionable deal” comprises
the gate receipts, parking fees, stall rental fees,
and commercial sponsorships which are collected reportedly by the
Philippine
International Hot Air Balloon Fiesta Foundation, Inc. (PIHABFFI), which organizes the event, through
its president Capt. Jose
Mari “Joi” Roa.
“The hot air balloon
festival is fertile ground
for the Commission on
Audit to rake as it may
just find a mother lode
of corruption here,” the
PGKM said.
A Facebook upload
yesterday said “Hot air
balloon the festival of
corruption starts today”
which gained over a dozen “likes” in seconds.
Revive road
Meanwhile,
the
PGKM said the traffic
gridlock caused by the
hot air balloon should
serve as “eye-opener” to
the Angeles City government to “revive the hidden road” connected to
the Friendship-Circumferential Road.
At the time of the
road expansion in the
area prior to the hosting
last week of the Asia-Pacific Economic Cooperation meeting at Clark,
the PGKM called for the
re-opening of the Clark
Avenue that links directly to the Friendship
Bridge.
The road is currently blocked by a wall and
giant billboards some 50
meters from the northern
end of the bridge.
“This will ease greatly ease traffic around Korea town and the Friendship Gate of Clark,” the
PGKM said.

Woolworth” na ginawa sa Amerika at kamakailan lamang ipinalabas sa Pilipinas.
Dumating sa bansa ang cast ng naturang pelikula para mag-promote at dito naging malinaw ang intention
ni Lee kay Pokwang na sa simula pa lamang ng kanilang shooting ay attracted na pala sa kanya.
Hindi naman magiging sagabal sa pagmamahalan nina Pokwang at Lee ang kaisa-isang anak ng

performers -- sina Lovi Poe, Solenn Heussaff at Verni Varga.
Pumunta na si Ogie sa Philippine Arena para tingnan ang
venue at kahit siya, nalula sa laki at ganda nito.
Hindi
lang daw ang concert ang ipagmamalaki ng mga Pinoy, pati ang
venue na may 55,000 capacity.
Isa lang ang MuSIKATin sa magpapa-busy kay Ogie this
year dahil sa March 14, matutuloy na ang 12-hour concert
featuring OPM artists.
Sa mid-June, magaganap ang Lakas OPM, isa pang
concert, at sa last week ng July, isi-celebrate ang Linggo ng
Musikang Pilipino.
Masaya si Ogie dahil for one week, Pinoy music ang
maririnig sa radio at mga establishment. Dala ito ng pagpirma
ni President Noynoy Aquino sa Proclamation No. 933.
Isinusulong din ng OPM ang OMP Bill at kailangan nila ang
tulong ng media rito.
“Inaayos na rin namin, we’re in consultation and we’re
in the lines of creating our own Grammy Awards and we’re
planning to do that if not this year, next year. Tatawagin
naming Filipino Music Award o OPM Music Award,” sabi ni
Ogie.
Kabilang pala si Ogie sa mga may gusto na tumakbong
president o vice president ng bansa sa 2016 si Sen. Grace Poe.
“Kahit anong posisyon basta tumakbo lang siya. I know she’s young
at bago lang siya at sasabihing housewife. Pero advantage niya ang
pagiging bata at nakikita natin ang maganda niyang trabaho sa Senado,”
pahayag ni Ogie.

Bago ang launch ng kanyang new single, “Bigkas”, and its music video,
nakipagkita muna si Lovi Poe sa kanyang boyfriend na si Rocco Nacino.
She did the album, with Brisom Sommer.
The songs will also be formally launched in “Sunday All Stars” this coming
Sunday.
How did she get to collaborate with Brisom? “A common friend introduced
me to Brian and nag-jamming kami,” says Lovi. “He told me he has written a
song that’s perfect for me, ‘Bigkas’ nga. I listened to it and I liked it. After this, I
intend to come up with a new album. I realized na-miss ko rin ang singing and
I’m glad to be part of the big OPM concert at Philippine Arena, ‘MuSIKATin’, on
February 20.”
Rocco has not yet given his birthday gift for her when we got to talk on the
eve of her natal day. “Pero maganda siya magregalo. Last year, he installed a
couch sa car ko na nagiging bed so I can rest during out of town tapings. Hindi
ko pa alam what he’ll give me for this year.”
How about his Valentine gift for her last year? “Hindi pa kami on that time.
Bale this coming Valentine will be our first together. But I’m leaving for Balesin
Island on the morning of Valentine’s Day kasi I’ll be a bridesmaid sa kasal ng
good friend kong si Heart Evangelista the next day, Sunday. Saturday, February
14, is also the birthday of Heart (who’s turning 30), and kami ng aming friends
have prepared something for her.”
So what’s next for her at GMA7 after she was a guest in “Magpakailanman”
last Saturday? “My manager, Leo Dominguez, said may offer na for a new
soap after ‘Dalawang Mrs. Real’, but hindi ko pa alam kung ano. In the
meantime, I’m doing the movie on Gregoria de Jesus, ‘Lakambini’, directed
by Jeffrey Jeturian. I’m so excited with this project but kinakabahan din, kasi
it’s something so new and different for me.”

network CLTV 36 has announced that starting this
February, they’ll begin airing a new show called “Living in Style with Michelle
Jhoie Ferraris”.
This new local lifestyle
show will have its primetime debut on February

14, Saturday from 5-6PM
and will have replays on
Friday 8-9PM and Sunday 7-8PM.
The show will be hosted by Michelle Jhoie
Ferraris, a staunch LGBT (Lesbians, Gays, Bisexuals, Transgenders) rights advocate and a
well known expert in fashion, beauty and styling.
Ferraris revealed that she is excited about the
show and this is something that she really wanted to do.
“If there is anything close to a dream job, Living in Style just might be it for me,” Ferraris expressed.
“It gives me the ability to combine all of the
things I love, not only in terms of fashion and styling but also other aspects of living which we do
and those we wanted to learn,” Ferraris added.
“Living in Style with Michelle Jhoie Ferraris”
will have something for everyone. The content of
the show will range from features and live studio
interviews on latest fashion and styling trends,
segments on local personalities, achievers,
home, food, events and what’s happening in the
region and more.
“We’ve been wanting to launch a new local
lifestyle show for some time and the only person
we have in mind and who is best suited to handle the program was Ms. Ferraris,” said CLTV 36
General Manager, Sonia Soto.
“The time is right and we are fortunate that
she finally accepted our offer and made the right
decision in joining the CLTV roster of hosts,”
Soto added.
