Why ? . . .
That’s the question I get asked the most. Why do you do it?
Do you remember how you felt watching the aftermath of 911? I still do. I wanted to do
whatever I could. Donate blood, donate money, run a military boat with my old USCG license if
they needed me and would have me.
I feel the same way when I lose a friend to a disease, like when we lost Cheryl Roy (Steve Roy’s
wife, the founder of this tournament) to breast cancer, or when I go to a fundraiser for someone
who has been incapacitated in some way. So many people are victims of unfortunate situations
and they need our help.
The way you put your trust in me, I know there is someone putting their trust in all of us.
Someone in a wheelchair that needs help, someone undergoing chemotherapy or left homeless
from a catastrophic disaster. WE CAN HELP. We can donate time, money and knowledge.
For me, there is nothing more rewarding than putting in the time and energy to make this
tournament the successful event it has been.
The sponsors have given us their money and trust. The captains have shown their confidence as
they commit to making this tournament an elite event with their support. The builders attend
and donate their time away from their real passion of building these awesome boats. The owners
and their friends and family pick up a large part of the tab with the entry fee, the fuel and more.
This is what makes our tournament so special! We’re fortunate having such generous individuals
fishing the Custom Shootout. They know there’s only one winner, but many winners with the
money that’s donated when the tournament’s over.
With so many friends who’ve lost the battle of life, may we all count our blessings as we live our
lives to the fullest. We then get to fish the beautiful Bahamas this week knowing we’re thinking of
others who motivate us to do more for them.

2012 TOURNAMENT RULES AND REGULATIONS
Tournament Format: The Custom Shootout is an “HonorSystem” format governed by the rules set forth by the
Tournament Committee. The format is intended to generate
team strategy, sportsmanship, and fun for all.

Each year the Custom Shootout features a custom boat builder and their history. This year, we proudly tell Paul Spencer’s story.

In the same way that
Warren O’Neal took
his inspiration from
Rybovich and Merritt
and revolutionized
Carolina boat building in the late 1950s,
taking the industry from seat of the pants
backyard design and construction to a custom
sportfisherman, Capt. Paul Spencer was at
the vanguard of the faster, sleeker Carolina
hybrids many are now building. In a scant
12 years Spencer has gone from being a
high profile Oregon Inlet charter captain to
recognition as one of the state’s preeminent
builders. Among the 85 boats he’s built are
tournament winners like Capt. Bill Tolson’s
Sea Toy, Sandra MacMillan’s Sandman, Smyth
McKissick’s Chasin among others.
A third generation Carolina waterman, Paul
Spencer was born and raised in Mann’s
Harbor where his grandfather was a well
known commercial fisherman and his father
a ferry boat operator turned restaurateur.
Surrounded by charter fishermen turned
builders, fishing and boats were part of
the fabric of our lives, says the 55-yearold Spencer. “From the time I was a kid, I
was infatuated by boats like some are with
airplanes and trucks. Boats were something
I noticed and commented about.” His first
exposure to boat building was watching
neighbor James Mann rebuild a 35-footer for
inshore charter fishing. “When the Chris Ann
was done,” he said, “I went to work for him
mating. I was 12.” Two years later he took an
offshore job mating weekends and summers
for Capt. Chris Craddock on the Lollypop at the
Oregon Inlet Fishing Center, which led to jobs
working for Capt. Omie Tillet on Sportsman
and his future father in law Sheldon Midgett
on Fish-N-Fool, a boat he ran for 11 years. Like
most charterboatmen on the Outer Banks,
Spencer fished steady from spring to fall and
when charter fishing dried up in the winter, he
commercial fished for his dad and granddad,
catching fish and dragging for scallops for the
family’s Mann’s Harbor restaurant (Spencer’s
Seafood). To pay the bills, he also worked
in the boat sheds of Billy Holton, Tillet and
Midgett, all special mentors of mine, he adds.
Midgett convinced him to build his dream boat
after the Fish-N-Fool (then Sizzler) was sold.
Spencer was in his early 30s, married and a
father. “I was scared about the financial toll
it would take on my family,” he admits, “but
Sheldon and Shelly, god bless her, encouraged
me to take the chance.” By borrowing money
on their house and cashing in favors, the
Spencer’s started building the 57-footer in
a makeshift tin-roof shed Paul built on his
family’s burned out restaurant in Mann’s
Harbor. “There was no electric, no plumbing
and no doors,” adds his son
Daniel, who along with his

project with their father
until dinner time. “We built
our first three boats with
extension cords we ran
from a trailer next door,”
adds Spencer. “Truly, this
was a business built on
luck and blessings from
tournament winnings.”
Every $100,000 or $150,000
I was lucky enough to
win, he explains, went to buy a shed or to pay for engines,” he
said. Today, Spencer Yachts, Inc. is one of the state’s major boat
building concerns with two locations including five bays at the
original Mann’s Harbor site where the hulls are built and cold
molding is done. The boats then are trucked to the newer 5-acre
Wanchese location. With six construction bays, the Wanchese
site operates as a full service boat yard with a 12-slip marina and
custom boat shop for new construction, remodels and marine
fabrication.
In an era when 28- to 30 knots was about as fast as a Carolina
boat got, the first 58-foot Spencer did 36 knots. Another thing
that made it stand out among the stable of shapely tumblehomesided Carolina-built boats with their exaggerated bows was how
sleek and modern it looked. Not quite Jim Smith or Tribute-sleek
but definitely more rakish than any other Carolina hull at the
time, recalls Capt. Jimmy Fields, who mated for Spencer on the
Sizzler and who, along with captains like Billy Baum, contributed
his thoughts on what the boat should look like. Spencer’s criteria
to the designer Mike Lour was straight forward. “I want a boat
that looks extremely good and performs even better,” he told
him. Running 40 miles offshore to fish, it had to be soft riding in
rough seas and maneuverable, he explained. As for hull shape,
“personally I’d always thought Carolina boats had a little too
much flare. My idea was to create a hybrid between the sleeker
Florida styles and Carolina boats, a hullform that would shake
things up here with a lower profile.” The Garlington 60, Monterey
and yes, Jim Smith were inspirations but Spencer also wanted a
boat that hinted at its Carolina roots.
Paul Spencer’s original business model was based on what
Capt. Buddy Cannady had been doing for several years. His
plan was to build a boat, fish it a year or two and then offer it
for sale. “To me, that made pretty good business sense because
it allowed you to have a nice new boat to fish virtually for free
since Buddy always sold his boats for a profit.” Nothing is
ever as it seems. During the winter of 1998, Spencer sold the
boat before it hit the water. “I ended up making a deal with the
buyer to let me fish it for the three months at Oregon Inlet and
Pirate’s Cove that summer,” he said. Just those three months
of exposure generated enough interest for hull number two and
three to be sold almost as fast. Fortunately for Spencer, Billy
Holton, an in law with a background in boat building, helped
him build the first three boats as did builder Irving Forbes, who
has been part of the team since the get go.
During the three months he fished hull #1 (formerly Capt. Bill
Summers’ Foreplaying) “we got great feedback,” said Spencer.

TISFY THE NEED FOR SPEED
“What made it stand out was how fast it was. In the years since
no one has ever said, “I don’t like this boat because it goes too
fast.’ Speed is an advantage,” he explains, “and selling point. It’s
what allows you to cover more ground and fish further in a limited
amount of time,” said the captain and angler whose tournament
wins on his own and with others now exceeds $4 million.
Partnering with former charter client Richard Benn, Ben Moses,
Dave Warren and Jimmy Fields and his
son Daniel, Spencer and his team scored
an unprecedented series of tournament
wins between 1999 and 2003 aboard his
new Spencer boats starting with first and
second place victories in the 1999 White
Marlin Open, where they won $847,000.
The team went on to claim the 2002 White
Marlin Open, the 1999 and 2002 Pirate’s
Cove Tournaments, Cape May Challenge
Cup, Labor Day Ocean City Tournament
and several others. When Benn built
his first of three Spencer yachts in 2003
and hired Fields as his full time captain,
Spencer started fishing with other clients
sometimes as crew and sometimes as
the second or third angler, adding even more victories to his
scrapbook like the 49th Hatteras Blue Marlin Tournament, which
he won with his son Daniel at the helm; the 2011 USVI Open
Atlantic Blue Marlin Tournament or Boy Scout Tournament with
Team Sandman; the 2008 the Pirate’s Cove Billfish Tournament
with Pipewelders president Trey Irvine, who set a North Carolina
state record with his winning 1,228.5 pound blue marlin and the
2011 Custom Boat Shootout with buddy Smyth McKissick, who
has owned three Spencer-built Chasin’s.
Spencer says much of his fishing enjoyment these days is
spent in the cockpit with customers like McKissick. “Working
with Smyth is a real pleasure. He’s got a great eye. Honestly,
building boats with Smyth is more like working with a
collaborator,” says Spencer, referring to the South Carolina

fisherman whose first Chasin’, Spencer hull number seven,
resulted in the builder’s signature style. The evolution of that
design happened around 2000, when the two men traveled to
Florida to work with Steve French of Applied Concepts, fine
tuning the cabin design. A well known consultant in the custom
boat building industry, French started his career at Garlington
Marine.
In his career, Paul Spencer has developed
a reputation as an innovative custom
builder – one willing to take chances that
more often than not, have all paid off. In
2004 Spencer took such a chance, installing
Caterpillar’s prototype C-30. The C-30 was
a revolutionary higher horsepower lower
weight ratio engines, he said, a workhorse
that delivered 1,550 HP in what became
known as the Sizzler Edition 57, pushing the
Classic Spencer to 44 knots top end and 40
knots cruise. Spencer also was one of the
first custom builders to embrace the more
agile IPS drives, which he recently installed
in the 87-foot Betsy. Says Spencer, “we
don’t mind trying new stuff when it becomes
available so when Mike Bauser told me he wanted the boat to be
economical as well as fast, we partnered with Caterpillar to design
the power plant.” The boat is designed for world travel and fishing
with four engines and pod drives that reduce fuel burn by 20 to
25 percent while maintaining top performance, he adds. During
the early years of his charter fishing career with a growing family,
Spencer couldn’t afford the luxury of fishing around the world like
many top captains do today. “Back then in my off season I was
happy to be dragging for scallops to put food on the table. Not in
my wildest dreams did I ever imagine I’d be in a position one day to
be traveling and fishing the world with great customers who have
invited me to share those experiences with them. It’s hard to put it
in words other than to say, its been a blessing to build boats that
fish well, that people enjoy as much as they do.”
