ROLES & RESPONSIBILITIES (Guidelines only)
Division Representative

Organize quarterly meetings of the Division Referees‟.

Hold a Division Referees‟ Annual General Meeting by 30 November each year.

Forward Minutes and Report to Division Manager & QRL Referees‟ Board Operations Officer,
within fourteen (14) days of the Division Referees‟ Annual General Meeting.

Liaise with the Division‟s QRL Referee Development Officer to ensure Association operations are
reviewed annually.

Ensure Associations comply with administrative requirements in accordance with QRL and QRL
Referee Board Policies and Procedures.

Represent the views of the Division Referees at Divisional and QRL Referees‟ Board meetings to
promote the education and development of match officials with the Division.

Establish viable networks to address Division and Local concerns through Division Chairman,
Division Manager, QRL Referees‟ Board Chairman, QRL Referee Academy Manager, Association
Supervisors and QRL Referee Development Officer.

Form a working relationship with the Division Referees Coaching Panel.

Implement the QRL Referees‟ Board Strategic Plan

Work closely with the Division‟s QRL Referee Development Officer to assist in promoting and

implementing professional development initiatives within the Division in accordance with QRL
Referees‟ Board strategies.

Appoint match officials to representative matches under the control of the Division in consultation
with the Division‟s QRL Referee Development Officer.

Assist in identifying and developing strategies to enhance the recruitment and retention of match
officials within the Division.

Attend QRL and Schoolboy Carnivals held within Division where possible.

Abide by the Rules of the QRL, Division and Local Leagues.
Association President

Head the Association and Chair Association meetings.

Sole media spokesperson for the Association and endorse press releases and match official interviews.

Sign the Minutes after they have been confirmed as an accurate record of the previous meeting.

Actively encourage recruitment and retention of match officials to enable Associations to provide
match officials to all Local League competitions.

Attend Division Referees‟ quarterly meetings.

Attend all Local League meetings (or nominate a Referee Association representative).

Establish and maintain working relationship with Local League officials, relevant organizations to
assist with proper functioning of the Association and the supply of refereeing services.

Regular review and update of all Association policies, procedures and operations.

Embrace the National Code of Conduct and ensure members adhere to same.

Be the Association's Contact Officer.

Issue meeting notices of the Association.

On forward all match officials appointments to all relevant personal.

Attend all meetings (Executive and Committee) and be responsible for keeping Minutes of
proceedings in a book kept for that purpose.

Attend to and keep secure all correspondence, books and vouchers (other than finance) and other
papers belonging or relating to the business of the Association.

Keep a correct list and record of office bearers, delegates and personnel of the Committee.

Keep a copy of the Constitution and By-Laws of the Association and any amendments.

Abide strictly to the Association Constitution and By-Laws.

Prepare the Annual Report and furnish same to the relevant Local League and QRL Referees‟
Board Operations Officer prior to 31 October of each year.

Complete and forward documentation for Affiliation of Association with QRL Referees‟ Board,
Divisional and Local Leagues within 14 days of AGM to QRL Referees‟ Operations Officer.

Ensure all Association members are registered with QRL Referees‟ Board and maintain database
of same and ensuring registrations are forwarded to QRL within 14 days of receiving them.

Ensure all members over 18 years have a current Commission for Children and Young People
and Child Guardian Blue Card and maintain a database of same and ensuring applications and
renewals are forwarded to QRL.

Forward to the QRL Referees‟ Operations Officer any Association match official appointments no
later than Thursday of each week.

Maintain an updated copy of QRL Constitution and Rules. (available at www.qrl.com.au)

Maintain an updated copy of QRL Referees‟ Board Association Handbook. available at www.qrl.com.au

Understand and Abide by the Rules of the QRL, Division and Local League.
Association Treasurer

Receive all monies of the Association, issue receipt for same and be responsible for all monies
paid into the banking account of the Association.

Present a written financial report to each general meeting showing bank account balance, income,
expenses, bank reconciliation and listing accounts submitted for meeting approval.

In a timely manner pay Association accounts when passed at meetings.

Keep in their possession, the Association cheque books. (It is recommended that a minimum of 2
signatures are required on all cheques.)

Ensure Association annual financial audit is completed by the Association appointed Auditor after
30 September.

Present at Annual General Meeting an audited financial statement and report of the Association
finances.

Pay promptly all Match Officials match payments prior to 30 September.


Association Supervisor

Be a member of the Divisional Referees Coaching Panel as set by QRL Referee Development
Officer to assist with Education, Development and Accreditation within Division.

Work closely with the Division Referee Development Officer to identify and implement strategies
to enhance the recruitment and retention of match officials.

Operate within the National Referees Accreditation Scheme policy and guidelines.

Abide by the Rules of the QRL, Division and Local Leagues.

Co-ordinate with the Local League Appointment Board and Match Official Coaches to provide
regular written coaching feedback to match officials.
Local League Appointment Board

The Executive of the Local League shall appoint a Local League Referees Appointment Board.

The Referees Appointment Board shall consist of not more than three (3) persons of which a
minimum of two (2) shall be nominated by the Local League Referees and shall be responsible for
the appointment of match officials for all matches within Local League.
The Chairman of the Board shall be appointed by the Local League.

A pre-requisite that the Referees Association nominees to the Appointment Board have a
minimum Level 1 Coach of Match Officials Accreditation.

Forward appointments for all matches to Referee Association Secretary.

Communicate and provide written feedback to Match Officials‟ regarding on-field performances in
a timely manner.

Regularly attend and assist with educational and development programs.

Abide by the Rules of the QRL, Division and Local Leagues.
QRL Referee Development Officers

Report to the Manager, Education and Development through the Division Manager and be
responsible for the development and implementation of match official recruitment, retention,
education and accreditation programs.

Approve all NRAS courses.

Assist with the organisation and the delivery of courses, training and resource development,

Provide assessment to ensure accreditation process is completed,

Assist in the development and monitoring of Association Development Plans.

Assist with the development and career path of all involved in refereeing.

Initiate and plan regular visits of referee associations.

Assist with the establishment of professional and sustainable associations that are linked to
National and State Development Plans.

Display an innovative and energetic approach to promoting refereeing.

Represent the QRL at events, forums and stakeholder meetings.

Implement & conduct recruitment programs through Clubs & educational institutions.

Support an increase in participation by encouraging and promoting awareness and acceptance of
the game at all levels.

MATCH OFFICIAL REGISTRATION FORM
The 2011 season will see changes to the match officials registration process. Following is the process to
be implemented and followed stringently.
A printout (referred to as re-registration report) of referees registered with your Association in season
2010 has been forwarded to the Secretary of all Associations. If your Association has not received the reregistration report, please contact John Topp, Referees Operations Officer at QRL Office on
[email protected] immediately.
The system falls into two categories:1. Referees who are re-signing with the same Association they registered in season 2010.
2. Referees who were not registered with the Association in 2010. (Therefore a new member to the
Association in 2011).
1. Referees who are re-signing with the same Association they registered in season 2010.
These referees are listed on the re-registration report received by your Association. To register a
referee for 2011:
check all details are correct

if any of the information on the re-registration report is incorrect (eg spelling, DOB, address,
phone, email etc), please write the correct information on the re-registration report.

if the referee is under the age of 18 years:o check that the parent / guardian has not changed
o parent / guardian to print and sign name in the designated place (3rd last column).
o a Working With Children Check WWC (aka Blue Card) Number is not required until the
Referee turns the age of 18

if the referee is 18 years or older:o the referee must have current Blue Card
o ensure Blue Card number and expiry date are recorded on the re-registration form.
The Association Secretary or Registrar will then forward the „original‟ completed and signed
registration forms to the QRL Office PO Box 1641 Milton Q 4064 within 14 days of its execution.

DO NOT wait until a page of the re-registration report has been completed before forwarding to the
QRL. If only a few Referees have signed on one page, it may be necessary to photocopy it so that the
ones that have signed can be submitted and registered.
The following is a suggested practice:
Take 2 copies of the partially completed form (3 copies in total).

Keep 1 of the photocopies for the Association‟s records.

On the other copy, rule a line through the names of those referees who have already signed
and use this modified form as your new “original”.

Forward the “original” to the QRL.
This process should be repeated until the re-registration form has been completed and signed for all listed
referees.
NB: For referees who registered in 2010 and do not appear on the re-registration report, a “Match Official
Registration Form” needs to be completed. DO NOT write names on the bottom of the re-registration
report.

Referees who were not registered with the Association in 2010. (Therefore a new member to


Complete a “Match Official Registration Form” (C.7), which should be signed by the Referee.

If the Referee is under the age of 18 years a parent/guardian must sign the Registration form.
The Association Secretary or Registrar will then forward the „original‟ completed and signed Match
Officials Registration Form to the QRL Office PO Box 1641 Milton Q 4064 within 14 days of its execution.
A referee who is registering with an Association for the first time is required to provide one of the following
to proof of identity and Date of Birth to the Association Secretary.


* All QRL Referees’ Academy members be levied payable to the Referees‟ Board to help offset

VOLUNTEER BLUE CARD APPLICATION FORM
Work With Children Check (WWC) (aka Blue Card)
The Board adopted the QRL BlueCard Policy (QRL Circular 292).
If a member cannot obtain a Blue Card a Risk Management Plan must be formulated. This must be
submitted to the Local League, then forwarded to the Division and QRL and QRL Referees‟ Board. This
will provide a documented procedure on the Association‟s management of the situation.
It is the responsibility of the Association Secretary to ensure that ALL members of the Association, 18
years and over have a current QLD Government BlueCard.
All volunteers and paid employees over the age of 18 who work with children or young people must apply
for a “Blue Card”.
All volunteers must hold a “Blue Card” before they start volunteering in any area of regulated
employment, regardless of how often they come into contact with children and young people.
Secretaries are to forward all completed applications immediately to the QRL att Joe McDermott, PO Box
1641 MILTON Q 4064. The QRL will forward to the Commission.
It is the responsibility of the Match Official to ensure that his/her Blue Card is renewed and current at all
times while being a member of the Referees Association.
The QRL will notify Association Secretaries if the member‟s situation changes from the Commission.
Associations are required to have a database registry on Blue cards.


Personal Injury to Match Officials:
These policies are for QRL Sanctioned games that potentially cover this scenario.

Work Cover (purchased by QRL Referees’ Board)
WorkCover is provided for Registered Match Officials who receive any form of reward for
their services.

QRL Personal Accident Insurance (incl in the QRL Referees‟ Board Registration fee)
The QRL Personal Accident Insurance policy provides cover to those Match Officials who
do not receive any form of reward (refer above). The benefits provided under this policy
are as per the Category 2 (page 8, 2011 QRL Insurance Handbook) Insured Persons.
This cover is provided under the QRL policy automatically and no payment is required.
All Claims are to be lodged with OAMPS Insurance Brokers via the Association Secretary.
Public Liability & Professional Indemnity Insurance:
(i.e. Match Official being sued for negligence due to a breach of their duty of care)
The QRL Referees’ Board purchases this policy on your behalf. Cover is provided to those match
officials that have completed a Match Officials Registration Form and lodged such with the QRL. Payment
of this policy is included in the QRL Referees‟ Board Registration fee.
All Claims are to be lodged with OAMPS Insurance Brokers via the Association Secretary.
Directors’ & Officers’ Liability Insurance:
(Protects the elected Officials of the Referees‟ Association for the decisions they make in the running of
the Organization).
This is now automatically covered as part of the Match Officials Insurance cover.

2011 SIGN ON / RETENTION CAMPAIGN – ‘C’mon Give it a Try’
 A recruitment / retention brochure with the theme ‘C,mon Give it a Try’ will be handed to
parents/carers at junior club Sign on days.
 For recruitment / retention purposes Referee Associations are therefore encouraged to attend junior
club sign on days to recruit referees.
 As part of the recruitment / retention initiative a person who presents the ‘C,mon Give it a Try’
brochure to the Referee Association Secretary and joins the Association will be reimbursed $25
towards their initial Registration fees and course material. They must referee to be eligible.
 As part of the recruitment / retention initiative a person who presents the ‘C,mon Give it a Try’

towards their second year (new to refereeing from 2010) Registration fees. They must referee to be eligible.
 Association Secretaries are to :Recruitment - forward the brochure with the names of the referees from the 2011 referees‟

Retention – forward the brochure with the names of the returning (new to refereeing in 2010)
referees as well as the 2011 match registration form to the QRL..
 The QRL will reimburse relevant Associations at the end of April and July.

ACCREDITATION – COACH OF MATCH OFFICIALS
As per ARLRA Policy:

A Match Official must hold a Level 2 Referee Accreditation prior to making application for
attendance at a Level 1 Coach of Match Officials Course.

Attendance at a Level 2 Coach of Match Officials Course is required within four years of obtaining
a Level 1 Coach of Match Officials Accreditation. The participant must also be a practicing Level 1
Coach of Match Officials and be endorsed by the relevant Association and hold their Level 1 CMO
Accreditation for two years.
