1 Introduction
This document has no regulatory power and is to be used for information only.
Sections 1 through 21 and the appendices conform to FIA WRC Appendix 3 regulations
for Rally Guides.
1.1
Welcome
Kicking off the NASA rally season, Sandblast Rally continues to be a cornerstone of the
East Coast Rally Championship. As event chairman, I’m honored to welcome
competitors from many states to South Carolina.
This year marks the passing of the torch from rally organizing veteran Charles Sherrill.
He approached me this summer and I was cautious about accepting until he told me about
his motives for giving up Sandblast Rally: Charles wants to start another rally in North
Carolina. At that point I realized that whether I was ready or not, the sport needed me to
step up to the plate. I consider myself exceptionally fortunate for the continued help and
support of Charles and NASA Rally Sport President John Shirley.
This year we increased the stage mileage. The organizing committee realizes that the
competitor is looking for the most possible miles for the dollar. We continue to work
toward getting permissions for more roads for 2007, which would increase the stage
mileage by twenty percent.
Additionally, we are working toward making Sandblast Rally even more friendly to
novice and seasoned ralliests. To this end we have chosen to pattern all our
documentation after the FIA World Rally Championship regulations. We hope that
including information about the local resources both helps you enjoy your visit to South
Carolina and increases the economic impact on the area around Cheraw and Patrick.

Sandblast Rally History
Long named “Sandhills Sandblast” after the region, the event was first organized by Greg
Healey in the early nineties. In only the second year of running, the event was tapped to
become part of the national championship. Healey moved north to Pennsylvania in the
mid-nineties and the rally lay dormant for several years. These first rallies differed from
the current setup in that they started at noon and ran well into the night, using three or
four stages run in complete darkness.
In 2001 Charles Sherrill resurrected the event and ran similar stages as before. One of the
busiest years was 2003 when the event ran twice in one year, spring and fall. The fall
event was the first event sanctioned by the newly formed NASA Rally Sport
organization.
The summer of 2005 saw Sherrill looking west and thinking of starting another rally.
Thus the reigns of the rally were passed to the current organizer, Anders Green. The
official rally name was simplified to “Sandblast Rally” at that time.
In a strange six-degrees scenario, Green, purchased his first rally vehicle from Greg
Healey, the original Sandblast Rally organizer. Two years before Sherrill resurrected
Sandblast Rally, Green met and crewed for Sherrill in a rally that was near Healey’s new
hometown in Pennsylvania.

2005 Sandblast Rally Summary
Tom Lawless took an early lead, winning the first stage. However, he lost time on the
second stage to Seamus Burke, who moved into the lead. Gearbox trouble on Stage 3
unfortunately took Lawless out of competition.
Patrick Farrell, who managed third best times on Stages 1 and 2, moved into second place
after Lawless’ retirement. He remained there and looked to be headed toward the podium
until he also suffered gearbox trouble on the final stage.
This last minute upset changed the stakes for three competitors: Patrick Lilly, Mathew
Johnson, and Liam Egan. These three had been battling a closely fought race for third
place that suddenly became a race for second overall. Lilly upped his game on the second
to last stage and ensured his podium spot behind Burke. Johnson, forty seconds behind,
had to settle for third.

East Coast Rally Championship History
The East Coast Rally Champion began in 2004. That year, Sandblast Rally had the honor
of being the first event of the first rally championship organized by NASA Rally Sport.
Three other events followed, with the series traveling to Tennessee and New York.
Again in 2005 the Sandblast Rally kicked off the season. This second year of the
championship saw the series expand to five events. The series culminated with the well
received International Rally New York which took place in northern New York.

Sandblast Rally will count toward the NASA Rally Sport Eastern States Rally
Championship.

Criteria for Acceptance of Entries
All car classes defined by the NASA Rally Sport General Regulations for Rallies will be
allowed to enter.

Stage Notes
Stage notes prepared by Pete Lahm of P-Sport will be issued to each team. These notes
are included in the entry fee. The notes will be issued to the codriver at registration.
The stage notes have been prepared using the Jemba Sweden numeric system.

4.7
Insurance Coverage Provided by Entry
4.7.1 Description of Liability Insurance Coverage
The Entry Fee includes the insurance premium to insure the competitor and other parties
as necessary against all third party bodily injury and property damage for the amount of
$5,000,000 per occurrence.
4.7.2 Description of Accident Medical Coverage
All competitors, service crews and all event participants (staff, marshals, volunteers,
etcetera) have secondary medical coverage of $100,000.
4.7.3 Period of Insurance Coverage
All insurance coverage will come into effect at the opening of the Rally Office and will
end at the close of the Rally Office or at the moment of competitor retirement, exclusion
or disqualification.

5 Service Parks
5.1
Patrick Service
5.1.1 Facilities
Type of Surface: Grass

Designated areas: People who wish to continuously run generators or diesel engines
should set up their service area as far away from Route 1 and the stage as possible.
Water Supply: There is a spigot on the side of the Town Hall about 60 yards from the
field that is available for use.
Available Food: Within walking distance of service:
• The Town of Patrick is planning a southern style meal for sale right on Festival
Field.
• Bill's Grill on Route 1, sandwiches. This is several minutes walk west on Route 1.
• Patrick General Store at 1 and 102 (the blinking light). Sandwiches and snacks.
• Whistle Stop Café, on Route 1, just east of Douglas St intersection. Burgers,
sandwiches, steak.
Bathrooms: Portapotty
Other Services: Wendell Perdue, Mayor of Patrick, has a auto shop on the west side of
Route 102 about 0.2 miles south. He has water, a tire machine, and a welder. If you need
these, find him and work something out. Barefoot Tire is also about 6 miles south, see
15.31.

Water Supply: None
Available Food: A variety of fast food places including Sonic, Pizza Hut, Subway, and
others are also on Route 9 within a mile of service.
Bathrooms: Portapotty
Other: Note that this entire service/control area is a no smoking area. This is a school
facility and they have a strict no smoking policy in order to set a good example for the
students that attend the school. Do not smoke anywhere on the grounds.

6 Reconnaissance
There will be no reconnaissance.
7 Shakedown
The shakedown will be in a new location for 2006. The stage is called “Cedar Creek” and
is in McBee, SC. The shakedown stage is curvy and approximately 1.5 miles long. This
road is new and has never been run as a stage before. Using this road will prevent us from
putting ruts in stages that will be used the following day. After completing Cedar Creek,
it is roughly 2.3 miles to drive around and back to the start.

Shakedown will open at 4:00 PM on Friday February 17. It will close at 6:00 PM.

Directions to Shakedown
Directions from Registration:
Approximately 30 miles and 43 minutes.
• Southeast on Route 1 for 0.4 miles (toward downtown Cheraw)
• Right onto Market Street / Route 1
• Southwest on Market Street / Route 1 for 0.8 miles
• Turn left at Y onto Route 1 / 52
• Southwest on Route 1 / 52 for 2.4 miles
• Bear right at Y onto Route 1
• Southwest on Route 1 for 24.6 miles
• Turn right onto Route 151
• West Northwest on Route 151 for 1.8 miles
• Cedar Creek entrance is on the left side of the road
Those wishing to park a trailer may continue past the stage entrance for 1.3 miles and
turn right onto Wire Road. This is a wide dirt road. Please put all trailers and service rigs
on the south side (right side upon entering). From this location it is possible to return to
Cheraw without turning the service rig around by continuing on Wire Road 3.7 miles,
turning right on 145 for 1.2 miles, and then turning left onto Route 1.
Directions to return to the start from the finish of Cedar Creek:
Approximately 2.5 miles and 5 minutes.
• Upon completing the stage, turn right on Old Creek Road
• North for 0.8 miles
• Right onto Sowell Town Road
• East for 0.9 miles
• Right on Route 151
• Southeast for 0.5 miles
• Cedar Creek entrance is on the right side of the road

8.2
Coverage on TV, Radio and Web Sites
There are currently no plans to cover the event on television. The local news channel,
WCRE 1420 AM, is interested in providing some coverage.
Live scores should be available on RallyScoring.com. Event updates should be available
on SandblastRally.com.
8.3
Media Center
On Friday February 17th, media should go to the Cheraw Community Center registration
area. There will be no one to contact on Saturday, the day of the rally.
8.4
Photographic Development Services
One hour photo development is available from the CVS on the corner of 52 and Market
Street. The hours are Mon 8am to 9pm, Tue – Sat 9am to 9pm, Sun 12:30pm to 7:30pm.
8.5
Press Room / Photographers Communications
There will be no dedicated press room on the day of the rally.
8.6
Interview Zones
Authorized media is permitted to request interviews of the competitor within any service
area. However, they are reminded that they must not approach a competitor vehicle while
the car is within a control. (The controls are where the cars wait before entering the
service areas.)
8.7
2006 NASA Rally Sport ESRC Points Table
As Sandblast Rally is the first event of the season, there are not yet any points to report.
9 Two Way Radios
Radio communication within the United States is governed by the Federal
Communications Commission (FCC). Users must either be a licensed amateur operator
(Ham license) or use licensed business frequencies. In both cases, equipment power and
allowed frequencies are limited. Further information can be found at www.FCC.gov
which is the official government web site.
10 Fuel
10.1 Conditions of Supply
Fuel will only be ordered for teams that pre-pay for their fuel. There will be no extra fuel
available. Fuel may be ordered in five gallon increments with a twenty gallon minimum.
Fuel is ordered by the distributor on a per-drum (55 gallon) basis and the distributor is
unable to return unused fuel. This means that orders near the deadline which require the
purchase of a new drum of which only five gallons will be accounted for may not be fully

accepted. We recommend you get your fuel orders in early so that everything can be
arranged properly.
10.2 Fuel Order Procedure
Teams wanting fuel must fill out the Fuel Order Form in the appendix of this document
and fax it directly to Jackson Oil. The fuel is pre-paid only. The deadline for ordering is

On Saturday, the fuel that isn’t picked up on Friday will be trailered up to the Patrick
Service area. Anyone that wants to pick up fuel has to show an ID that matches the
authorized fuel pickup personnel on the fuel order form. Fuel will not be dispensed
directly into cars, only into fuel jugs.

The Sandblast Rally organizers are not currently planning any hospitality/VIP tours. If

13 Import of Vehicles & Spare
Parts
13.1 Importing into America
The following is an excerpt from a U.S. government publication entitled “Importing A
Car”:
Nonresidents may import an automobile or motorcycle and its usual equipment
free of duty for a temporary stay to take part in races or other specific purposes.
However, prior written approval from the EPA is required and such approval is
granted only to those racing vehicles that EPA deems not capable of safe or
practical use on streets and highways. If the contests are for other than money
purposes, the vehicle may be admitted for 90 days without formal entry or bond if
the Customs officer is satisfied as to the importer’s identify and good faith. The
vehicle becomes subject to forfeiture if it is not exported or if a bond is not given
within 90 days of its importation. Prior written approval must be obtained from
DOT. A vehicle may be temporarily imported for testing, demonstration, or
racing purposes.
With rally cars being capable of “safe and practical use streets and highways” this
complicates matters, and we recommend that you research the matter carefully. Another
encouraging part of the document states “These vehicles may be operated on public roads
or highways provided the operations are an integral part of the test.” Also, Sandblast
Rally, giving no prize money, does fulfill the “contest for other than money purposes”
clause. The Supplemental Regulations explicitly state that no prize money will be
awarded.

Shopping:
Most shops, shopping malls and tourist shops, grocery stores and restaurants operate five
or six days a week. Very few eating establishments will be open in Cheraw after 10pm.
Petrol is available seven days a week, with several gas stations in Cheraw operating 24
hours a day.
Sales Tax:
A sales tax of 5% is added to all goods and food in South Carolina, which is generally not
included in the listed price. The listed fuel prices include all taxes.
Postal Services:
The Post Office is open Monday to Friday 8:30am to 5.00pm and Saturday 9:00 to noon,
closed Sunday. However, the building itself is open 24 hours to drop off mail and
automated stamp machines are available. The location is 248 Market Street, Cheraw, SC
29520. Mail collection times are Mon – Fri 4:45pm and Sat 2:45pm.
Electricity
Electricity is 110 volts, 60 hertz. Hotels and motels will not have provisions for 220/230
volt equipment.
Tipping:
Tipping in South Carolina is not necessary, however if you have found the service (or
food) exceptional it is perfectly in order to tip 10-15% of the total bill.
Recreational Activities:
A variety of local activities including golf, horseback riding, and hiking are available. In
addition, an abundance of scenic and historic sites are in the area. The Cheraw Chamber
of Commerce (843.537.7681) will gladly assist you with these other adventures.
15.2 Driving in the Carolinas
The weight limit for commercial vehicles in South Carolina is 26,000 pounds. However,
South Carolina law requires that all trucks pulling a trailer (even an tiny Toyota pickup
pulling a trailer with a single bag of mulch) must pull in to any open weigh station. In
South Carolina passing a weigh station will cost you $150 and four points on your
license.

The weight limit for commercial vehicles is North Carolina is also 26,000 pounds.
Overweight vehicles, whether they are commercial or private, are subject to fines
approaching $1000 and immediate on-site seizure of the vehicle. In other words, the fine
must be paid in cash before the vehicle can be moved from the site of the infraction.
15.3 Transport of Fuel in the Carolinas
Transporting 55 gallon drums of fuel requires a shipping document in North Carolina,
subject to a $5000 civil fine. In South Carolina, transporting fuel not used for the
propulsion of the vehicle carrying that fuel also requires appropriate documentation.

large format book. There is no bookstore in Cheraw, the closest one is in Florence.

This building is on the northwest corner of the intersection of Route 1 and Route 9, near
Inn Cheraw. The building is brick and two stories tall. The parking lot is not suitable for
vehicles pulling trailers. Those vehicles may park in the dirt space across the road (to the
northeast) from the Community Center. Please review the drawing in section 27.2.
22.2 Service Vehicle Registration
All service vehicles must be registered with the rally. They must carry at least the same
amounts of insurance that is required of the rally cars.
For those teams renting service vehicles such as cube vans or box trucks, we recommend
contacting those companies well in advance so that you can get their insurance papers.
Alternatively if you can provide copies of your personal policy showing liability
coverage when driving other vehicles, that will also be accepted. You will also need the
proof of registration for the vehicle.

22.3 Vehicle Registration & Licensing
All rally cars must be registered either with a state agency, or, in the case of imported
cars, the federal government. All rally cars must be insured for public road travel.
Providing these documents is part of entering / administrative check.

All directions start with “From Patrick” and assume that you start at the intersection of
Route 102 and Route 1, where the blinking light is, in the center of Patrick.

Sextons Big Curve

• From Patrick, drive 14.8 miles west on Route 1.
• Cross Pine Ave / Route 151 in the middle of McBee and continue straight.
• After driving 4 miles, turn right onto Old Creek Rd.
• After driving 0.3 miles cross railroad tracks.
• After driving 0.2 miles, turn right onto an unmarked sand road.
• 100 yards to spectator area.

Commission building.
After driving 0.2 miles, stay left at the Railroad Crossing warning sign.
After driving 0.2 miles, cross the railroad tracks.
After driving 0.4 miles, you’re at the spectator area.

Cooper Black Four Way
GPS: N34*33.929 W79*56.351
• From Patrick, drive 6.5 miles east on Route 1.
• Turn right on Teal Mill Rd / Society Hill Rd.
• Drive 4.4 miles.
• Turn right onto H. Cooper Black Rec Rd, also known as TT19. (PLEASE take
this corner VERY slowly and quietly. The man who lives on this corner had a
child killed by a car (not a rally car) that slid into his driveway. The rally will run
much more smoothly if we all make an effort to show some respect on this corner.
Please do all your braking on the pavement before turning onto this dirt road.)
• After driving 1.9 miles you will arrive at a four way intersection that is the
spectator area.

23.7.1
Patrick Service
GPS: N34*34.360 W80*02.549
• From Patrick, drive a quarter of a mile south on Route 102.
• Turn left onto Cranford Street.
• Drive 0.1 miles.
• Turn left onto Douglas Street at the T and park on the side of the road.
• The service area is the field on your left.

Cheraw Service
GPS: N34*41.646 W79*54.984
• From Patrick, start heading east on Route 1.
• Drive 9.8 miles then merge with Route 52 / Route 1.
• Drive 2.0 miles and immediately after the railroad tracks turn left onto Warden
Street.
• Drive 0.2 miles and turn right at the T with W. Market Street.
• Drive 0.1 miles and turn left at the light onto Route 9 / Chesterfield Highway.
• Drive 1.0 mile and just at the Cheraw High School, turn left into S 13 652.
• Head straight back and park on the street. Do not turn left into the control area
and do not turn right into the service area.

card directly to them. The exact price of the fuel will be set when the ordering deadline is
reached. As an estimate only, as of 1/11/06, the current price per gallon is $7.00 per
gallon. The price charged on the day of the order deadline may be higher or lower. All
competitors will pay the price of the fuel on the day of the order deadline, and the fuel
will be ordered at that time.
