That’s what we see in our future. 2013 was a year of building towards that future. The highlights of our work are included in this report. We are building a stronger community today by keeping people housed through immediate financial assistance for individuals and families provided by the Emergency Fund. Our collaborative service model allows us to keep costs at a minimum, efficiently serve people in need and effectively connect people to the services they need for long term solutions. The generous support of our donors provides the means to help individuals regain their footing, one step at a time, while also getting us one step closer to making homelessness history. We are building the foundation for a stronger Chicago by creating sustainable housing solutions through the work of the Chicago Alliance. We know that dramatic, community wide progress on a major social issue requires the engagement of all sectors, pulling together, in the same direction. That is the bedrock upon which we work. We are uniquely positioned to lead all sectors in Chicago in facilitating the collective efforts to ensure that everyone has a place to call home. Our work is building a stronger future through philanthropy for Chicago by creating an efficient and effective system that moves people off the streets and into permanent housing with the supportive services they need to stay housed. We know that strong communities are built when individuals and families have a place to call home; they can hold jobs, their children can succeed in school and together they can live stable lives. All Chicago has been working on building a stronger future for Chicago. We know that it will take all of us, working together, to impact this critical social issue. She graduated from The Cara Program, was working fulltime at Macy’s and wanted to move from transitional housing into her own apartment. Needing help with her security deposit, she contacted The Cara Program and they paid her landlord with funds provided by the Emergency Fund. Domesia is living in her new apartment and happy to report that she has been promoted. 4 5 BUILDING A STRONGER COMMUNITY TODAY. Every day, individuals and families in our community experience a crisis that makes it impossible to afford everyday necessities such as utility bills, transportation to and from work, or rent. A lost job, an unforeseen medical expense, or the need to miss work to care for a sick child can threaten self-sufficiency and family stability. A single financial setback can be the start of an unmanageable spiral of debt and dependency that can lead to homelessness. The Emergency Fund offers immediate help so Chicago families and individuals can stay in their homes, keep food on their tables, and handle life’s unexpected needs. We are there for people who have nowhere else to turn. Our donors made a tremendous impact in 2013: of which households served 6 9,910 household members FLEXIBLE FINANCIAL FUND The Flexible Financial Fund is the primary program of the Emergency Fund. It is designed to prevent a sudden financial setback from becoming a long-term financial crisis. SPECIAL FUNDS Special Funds are designated funds that provide financial assistance for basic needs for specific underserved groups. STATE HOMELESSNESS PREVENTION FUND Impacting a total of 4,625 In 2013, the Emergency Fund administered four programs: 4,052 Were children These funds provide assistance for security deposits, rent, mortgages, and utilities to people experiencing a short-term economic crisis. RAPID RE-HOUSING PROGRAM The funds provide assistance for rent and security deposits, utility bills, and moving and storage costs for individuals and families moving into their own apartments. 7 BUILDING THE FOUNDATION FOR A STRONGER CHICAGO. Mike, a Veteran experiencing homelessness, found himself at the doors of a partner agency. With the agency’s help, Mike applied and was approved for the Veteran’s rental assistance housing voucher. The assistance ensured that Mike could find an affordable rental unit. The only obstacle preventing him from moving in was an outstanding unpaid utility bill. The Jesse Brown VA Medical Center used the Emergency Fund’s financial assistance to pay the utility bill, allowing Mike to move into his apartment and move forward with his life. 8 9 BUILDING THE FOUNDATION FOR A STRONGER CHICAGO. The Alliance leads Chicago’s collaborative effort to ensure that everyone has a place to call home. The Chicago Alliance to End Homelessness is a vital resource in the major effort to improve Chicago’s homeless service system. Focusing foremost on the system’s collective impact, the Alliance partners with stakeholders to bring together all of the essential components for addressing homelessness in Chicago, with key roles in securing and monitoring vital funding for homeless services, the administration and training of the homeless management information system and co-leading the implementation of Chicago’s Plan 2.0 – A Home for Everyone. CO-LEAD WITH THE DEPARTMENT OF FAMILY AND SUPPORTIVE SERVICES IMPLEMENTATION OF CHICAGO’S PLAN 2.0 – A HOME FOR EVERYONE 2013 began with strong momentum in each of the plan’s seven strategic priority areas. SECURE AND MONITOR FUNDING VITAL TO SUPPORTING HOMELESS SERVICES IN CHICAGO The Chicago Alliance led the process for HUD Continuum of Care homeless assistance renewals, which provides over $57 million annually to 179 programs in Chicago. The application included evaluating all programs to provided to ensure they are operating successfully. It also required the Alliance to assess Chicago’s progress on ending homelessness, as well as identify strategic ways to achieve the goals of housing stability for everyone. 57 million 179 programs HOMELESS MANAGEMENT INFORMATION SYSTEM (HMIS) ADMINISTRATION AND TRAINING HUD requires that all HUD-funded programs record data in the HMIS database. In 2012, the Chicago Alliance took on technical assistance and training responsibilities for HMIS, and gradually assumed full administrative responsibility for the database by year end. In 2013, over 600 end users were trained; an increase of 555 from the prior year. Chicago’s HMIS data quality has improved such that for the first time in Chicago’s history, all of our data was accepted into the national report submitted to congress. over 600 + 555 Rapid re-housing strategies helped move 200 households from shelter to housing Chicago’s $2 million investment in youth drop-in programs and low-threshold, low-demand overnight shelters was fully implemented in six community areas throughout the city The number of youth beds has increased from 266 435 to in 2013 Specific results: 129 Chronically homeless individuals identified through the Central Referral System moved from the streets to permanent supportive housing 130 HUD CoC permanent supportive housing units were added end users were trained from the prior year Funds from the city and the Chicago Low-Income Housing Trust Fund will add additional supportive housing units to serve 100 chronically homeless individuals 10 11 2013 SPONSORS Thank you for your ongoing support toward our vision of a home for everyone.
