Lycoming County (23 on the map) was formed in 1795 from Northumberland County (10).
Original townships were Muncy, Loyalsock, Lycoming, Nippenose, Washington, Lower Bald
Eagle, and Pine Creek. An account of the county’s organization is provided in John F.
Meginness, History of Lycoming County, Pennsylvania (Chicago: Brown, Runk & Co., 1892).
Jurisdictional'Boundary'Changes,'Dates'of'Changes,'and'Other'Jurisdictions'Involved'
The original county was very large. Here is Meginness’ description integrating the physical
features defined as the county boundaries in the legislation that founded it with information
about the present-day political boundaries:
Lycoming county, as originally constituted, covered a vast territory. The line commenced
on the summit of Nittany mountain and followed the top thereof to the point where White
Deer Hole creek breaks through the same; then bore off in a northeastward direction to
the mouth of Black Hole creek, south of the borough of Montgomery, where it crossed
the river and passed over the Muncy Hills to the Luzerne county line, which it followed
for some distance and then bore in a northwesterly direction to the State line, leaving the
territory claimed by Connecticut to the northeast, much of which now belongs to
Bradford county. Returning to the place of beginning, it bore westward, crossing the head
waters of the West Branch at Canoe Place (Cherry Tree) in what is now Indiana county;
thence to the Allegheny river near the mouth of Red Bank creek, in Armstrong county;
thence up the Allegheny to the mouth of Conewango creek, at Warren; thence up that
stream to the State line, which it followed to the point of intersection with the line from
the line from the east.1
Division of the county began soon after its founding. In 1800, Warren (35) and Venango (34)
Counties were formed, partly from Lycoming County and partly from Allegheny County,
Armstrong County (26) was formed partly from Lycoming County and partly from Allegheny
and Westmoreland Counties, and Centre County (30) was formed from Lycoming, Mifflin,
Northumberland, and Huntingdon Counties. In 1803, Indiana County (36) was formed from
Lycoming and Westmoreland Counties. In 1804, Jefferson (37), McKean (38), Potter (39), Tioga
(40), and Clearfield (42) Counties were split from Lycoming County. In 1810, Bradford
(originally Ontario) County (43) was formed from Lycoming and Luzerne Counties; this county
was renamed and formally organized in 1812. In 1839, Clinton County (55) was formed. Finally,

in 1847, Sullivan County (60) was formed from Lycoming County’s eastern tip, and Lycoming
County assumed its present boundaries.
Seat'of'Government'
The seat of government for Lycoming County is Williamsport, located close to the center of the
present-day county on the West Branch of the Susquehanna River.
Names'of'Parent'Jurisdictions'
Lycoming County was formed from Northumberland County. Northumberland was a very large
county formed in 1772 from Lancaster, Berks, Bedford, Cumberland, and Northampton
Counties. It comprised much of the northeast-central area of the state.
Significant'County'Events'
Up to 1784, Lycoming Creek, a tributary of the West Branch of the Susquehanna extending west
and north from present-day Williamsport, was the northwestern boundary of Pennsylvania;
beyond the creek was Indian territory. In 1784, the commonwealth secured title to the remaining
land within Pennsylvania’s present borders from the Six Nations at Fort Stanwyx, now Rome,
New York (the Last Purchase). A second treaty with the Wyandot and Delaware, who also
claimed rights to the same area, was concluded in 1785 at Fort McIntosh on the Ohio River.
Lycoming was a frontier county.
The following graph shows Lycoming County’s growth in population from 1790 to 1960. Notice
the steep increase between 1850 and 1900, reflecting the rapid growth of the area’s lumber and
related manufacturing industries.
