1. CONVENE - The Technical Review Committee meeting was called to order at 10:03 a.m. on Tuesday, March
1, 2016, in the City Hall Council Chambers.
2. APPROVE Minutes of January 5, 2016.
A motion was made by the City Clerk; and seconded by the Building Official to approve the January 5, 2016
Minutes as written. Vote: 5 yeas, 0 nays, 1 absent (City Engineer).
3. REVIEW the proposed request for a Small Scale Comprehensive Plan Amendment and Zoning change on Lots
1 - 4, inclusive, Block 155, Block 159, Town of Crestview and the vacated alleyway adjacent to the east
boundary line of said property, PIN #'s 17-3N-23-2490-0155-001A and 7-3N-23-2490-0155-0040, containing
1.05 acres. Requested by Westerra Development, Inc., Agent, Randy Hilburn, Engineer for the Property
Owner, Tye Salo.
The Growth Management Director stated the aerial shows a drainage ditch to North although there are no
wetlands, however, there are wetlands to the East of said property. The requested change to the FLUM is
Low Density Residential (LDR) to Medium Density Limited Residential (MDLR with density limited to 10 units
per acre).
The requested change to the Zoning District is Single Family Dwelling District (R-1) to Single or Multi-Family
Dwelling District (R-2), which is compatible with the surrounding area. The Project proposes two buildings
containing five townhomes in each building. The lot dimensions are 140 X 300 and including the vacated
alleyway, which is just over one acre; therefore, allowing the property owners to be able to file a Small
Scale Comprehensive Plan Amendment. The conceptual indicates the maximum allowed will be 1.05 acres.
The Building Official asked if this 1 parcel, with two Townhome buildings, will be under a single owner.
Randy Hilburn, PE advised that the applicant may subdivide the lot in the future allowing each Townhome
to be single family homes and individually owned.
The Growth Management Director stated Hathaway Drive is only paved 1/4 of the way down the road.
She has concerns about only one entrance and fire truck access.

The Fire Marshal advised that the proposed entrance allows the trucks to pull in, back up and then pull out.
Randy Hilburn, PE stated the Topographical Map is in the process of being created.
The Growth Management Director advised the Committee is to decide if the higher density of land is in
compliance with our Code of Ordinance and Comprehensive Plan.
The Fire Marshall stated an additional fire hydrant must be installed and the buildings must be sprinkled.
The water line size must be verified.
The Building Official advised if the townhomes are subdivided into Single Family Residential homes they
will not be required to be sprinkled.
The City Clerk stated the Committee needs to vote to approve this to go forward with Comprehensive Plan
Amendment and the Rezoning.
The Growth Management Director advised we have one parcel application for 70 units in this area, but has
not developed.
A motion was made by the Building Official; and seconded by the Fire Marshall to approve moving forward
with the requested Comprehensive Plan Amendment and Zoning change. Vote: 5 yeas, 0 nays, 1 absent (City
Engineer).
4. CONSIDER Other Business as Necessary.
There was no other business to be discussed.

service area addition; and a 99,854 sf inventory storage parking lot addition on the 7.72± acre
parcel located to the north of the main building at 4060 Ferdon Blvd. South, (PIN # 321-3N-230000-0057-0030). Jenkins/GCT Engineering, is the Authorized Agent for the project. Matt
Zinke, is the Project Engineer.
B. References reviewed and applied:

II.
Findings:
A. General:
The Developer has submitted the required application forms and has paid the review fees. Site
construction plans have been submitted for review and approval.
B. Reports/Permits:
Copies of all reports and permits shall be submitted to the City of Crestview Planning and
Zoning Department.

The proposed service and bay area additions will be connecting to the City's Water and
Sanitary Sewer Systems; capacity is available for this project.
Traffic impact analysis has been submitted and will be reviewed by the City Engineer.

The property is assigned the Future Land Use Category of Commercial (C), the
Commercial Zoning District (C-1) and is adjacent to commercial use on all sides.
The site plan meets the required minimum setbacks.

E. Traffic Circulation:
1. Driveway/ingress & egress;
a. No revisions are proposed to the one existing, two-way driveway entrance.
2. Parking and thru-ways;
a. Chapter 102 Article VIII, Traffic Circulation does not address Automobile Dealerships
parking requirements, so the City of Destin's LDC was used to calculate the number of
parking space requirements. Per the City of Destin’s LDC Sector 44-45 Retail Trade
(4411), Automobile Dealers are required to have 1 space for every 400 sf of gross floor
area. The proposed gross dealership area is 8,308 sf and the gross service area is
19,276 sf; totaling 27,584 sf of gross floor area.
b. Chapter 102, Article VIII, Section 102-151, (d) (1) requires a minimum of three
handicapped accessible spaces for parking lots with 51 to 75 spaces.
F. Landscaping and Environmental:
1. The property frontage is 160 feet. The front landscape buffer tree requirement is seven,
with 75 percent of said trees being indigenous trees and 50 percent of the trees being shade
trees. The plans show seven Shumard’s Red Oaks and four Crepe Myrtles to be planted
just outside of the buffer due to an existing gas line easement. The remainder of the front
perimeter landscape shall be landscaped with grass, ground cover, shrubs, hedges, other
landscaping treatment or native plants, excluding paving.
2. The Landscaping Notes state irrigation water to be installed by others.
3. All parking islands depicted on the plans are for illustrative purposes only.
G. Infrastructure:
1. Project stormwater will be treated on site in a retention pond located along the entire rear of
the property.
2. Silt fencing is provided along the north and west property lines and the south and east
portion of the new paved inventory parking area.
3. The new fire hydrant will connect with a 6" line to the existing 6" water main. A 6" gate
valve and backflow preventer are shown close to the connection which is located on the
south side of the driveway entrance.
4. There are no existing easements shown on the Site & Utility Plan.
5. Detailed recommendations and information will be provided by the City Engineer, Public
Services Department and the Building Official in separate documentation.

Add the Property Id Number (PIN) to the Title Page.
Provide Architectural plans for reference as stated on the plans.
Change the FAR to show the correct ratio of 0.09 and the correct City's maximum of 1.08.
Revise the proposed parking plan that currently depicts 24 spaces for customers and
employees to depict 69 parking spaces for customers and employees. All customer and
employee parking spaces must show the dimensions of 9’ X 20’.
Revise the proposed handicapped parking from 1 space to 3 spaces. All handicapped spaces
must show the dimensions of 12' X 20', with a 5' access area.
All handicapped spaces shall be posted with a fixed sign approved by the State Department
of Transportation (DOT) bearing the internationally accepted wheelchair symbol with
caption, "PARKING BY DISABLED PERMIT ONLY” with the penalty of $250.00.
Revise the plans to show the dimensions of the parking spaces to be used for inventory.
Stop Signs are to be posted to insure traffic safety while entering, exiting and interior
travel, in the large inventory storage parking area.
Revise the plans to show the dimensions on the saw-cut thru-ways to the parking areas and
the inventory storage area. If the thru-ways are to be one-way only, a minimum width of
15 feet is required with signage and traffic arrows being posted. If the thru-ways are to be
two-way, a minimum width of twenty four feet is required.
Show signage and traffic arrows for the aisle beside the proposed new service entrance as
required.
Under Landscaping Notes correct #3 to read "Trees shall measure a minimum of 1.5 inches
in diameter, four feet above grade at time of planting".
Show all existing and/or proposed water and sewer line connections.
Show all proposed or existing wells on plans.
Revise plans to depict grease trap/oil and sand separator for the service bay areas.
On the Title Page and the Site & Utility Page add Fire Department contact as Fire Marshall,
Rodney Lancaster (850) 682-6121; and, for Utilities Vincent Knecht for Water System and
Joseph Carr for Sanitary Sewer System at (850)-682-6132, Extension 111 or 112.
The Floor to Area Ratio (FAR) is 0.09 although the Site Plan Statistics show the FAR as
being 0.07. Change the maximum FAR from 1.02 to the City's maximum of 1.08.
The City requires a copy of the NPDES permit be provided.
Additional requirements may be shown on the attached memorandums from the Building
Official, the Fire Marshall and the City Engineer.
Recommendations: Review project for compliance with above cited references and other
applicable codes. Staff recommends approval.

Site Plans Review (Plans received 4-1-16)
Engineer: Jenkins Engineering/ GCT Engineering
Following are my comments on the referenced project plans and calculations:
1. This project will enlarge and pave the existing gravel parking area (inventory storage
area), expand the Service Department area in rear, extend the pavement at rear, and
relocate/enlarge the stormwater retention basin at the rear of property.
2. The Grading & Drainage Plan appears to be adequate; the new retention basin is
designed for the 1” (min.) retention and 25 year storm pre/post development retention;
however, an emergency overflow should be provided to safely pass storm events
larger than the 25 year storm.
3. Stormwater Calculations and Geotechnical report (based on soil borings) have been
received, reviewed, and approved.
4. Water and sewer service lines remain the same, except a new fire hydrant is being
installed in the center area of site for fire protection.
5. Traffic Generation Report has been received, reviewed, and approved.
6. Other Permits/Approvals required:
a. NWFWMD Stormwater/ERP Permit (received already)
b. DEP – NPDES Permit for Construction Activity
