The site sits on the south side of the Colorado river in an open field
near the landowner home site.
B. Descriglicn of the Bropogal:
The applicants propose to operate a tempordryr portable concrete batch
plant in connection with the I-70 projects in Glenvrood Canyon.
InitiaIIy, the concrete will be used for project #I-70-2 (99), which
will rast for two years, but it is proposecl that the plant be
available for other r-70 projects for up to five years. rt is
proposed that the plant operate on an as neede<l basis, up to seven
days per week, 24 hours a day, with a maximum of 60 round trip, truck
trips per day. Water will come from a land owner in Dotsero and be
hauled in by truck on an as needed basis. When the batch plant is
removed, the land will be reclaimed as livestock enclosures and
shipping pens. Aggregate will be mined off-site and transported to
the plant by truck, with arl anlicipat.ed maximum of 60 round trip,
trucli trips per day.
III.I,IAJOR ISSUES AND CONCERNS
1. The Colorado Department of Health, Air Pollution Control Division
has received an application for an Air Pollution Control permit. They
state that air quality shourd not present a problem, provided the
appropriate contror measures are taken. (see 1e+;ter r pageJg___) .
2. The applicants have a lease agreement for five years with the
Bairs.

required by Section 9.03.04 (1) (2) of the Garfield County
Resolution of 1978r ds amended;

That the hearing before the Board of County Commissioners was
extensive and complete, that all pertinent facts, matters and
issues vlere submitted and that all interested parties were heard
at that hearing;
That the application was complete in accordance with the
requirement.s set forth in Sectious 5.03.07 and 5.03.08 of the
Garfield County Zoning Resolution of 1978r ds amended;
4. That for the above stated and other reasons, the proposed zoning
is in the besL interest of the health, safety, morals,
convenience, order, prosperity and welfare of the citizet'rs of
Garfield County.
V.
RECOMMENDATION
Approval of the low profiler portable concrete batch plant
operaLion for consLruction of projects related to I-70
construction in Glenwood Canyon with the following conditions:

That the use of the tract of land comply with all preseirt
and
future regulations of Garfield County relating to industrial
operations in the zone district in which the property is l1o!J or
may later be located.
That all proposals of the applicant shal1 be considered
conditions of approval unless expressly stated otherwise by the
Board of County Commissioners.
This permit shall be expressiy for the purpose of allowing
concrete batch plant operations for the I-70 Glenwood Canyon
projects on1y.
That prior to t.he issuance of the subject special use permit, the
applicant shall obtain and sulcmit to t.he Garf ield County
Development Department/planning Division, copies of it's permits
from all other governmental agencies.
This special use permit is only valid for five (5) years after
the date of issuance of the special use permit.
The special use permit must be taken out with in one year of the
date of issuance of the Resolution of Approva 1.
