input from the entire board. The past year’s
transitions were discussed and many of
the goals set in 2011 reviewed. Incoming
Chairman of the Board Jeannie Malik said,
“It was a very positive, upbeat, productive
retreat.” Newly elected board member and
CFO Joe Modica said, “It takes an active

a successful Chamber.”

This year’s award recipients were selected
by the Chamber’s Board of Directors after
reviewing the following criteria.
Overall service to the community whether
on-going long-term service in one or more
areas, or a one-time act of heroism, bravery,
kindness, compassion, or the like. In
addition, persons helping city government,
fire department, schools, hospitals, nursing
homes, the elderly on an unpaid volunteer
basis are good candidates.
This fun filled evening’s social hour and
silent auction begins at 5:30 pm, dinner will
be served at 6:30 followed by the live auction
and awards program at 8:00. For information

Business Building Reminders
T
he Christmas and Holiday retail season
easily outshines other times of the year
in sales, but it can also be the most exhausting. With proper planning and preparation,
it can be not only a successful and memorable season, but in the most positive sense
of the word, an enjoyable one for owners,
managers, staff, and certainly customers.
LET’S START . . .
Have all salespeople read company ads,
catalogs, literature, Facebook, Twitter
and Blogs before customers come in with
questions and inquiries. An uninformed
salesperson is bad for business. Also check
out everything about the competition.
Stay open longer hours. You want your
community to shop locally -- so make it
easier for your customers that have a job and
are working.
Establish dress codes for employees and
enforcing these dress codes. (Even if there is
a uniform -- it should be clean, neat, etc.)
Employees are the representatives of the
store and should project the image the store
wants to convey.

meeting. The Chamber’s Board of Directors
unanimously elected Jeannie to serve as
Chairman of the Board for 2012 along with
Grigger Jones, as Chair Elect and Joe Modica,
Modica Financial & Tax Services,CFO.
Jeannie has served on the Chamber’s
board as Chair elect this past year along with
CFO Mike Goodman, Outlet Tool Supply,
Donn Clickard AUSD Board Member and
outgoing Chairman of the Board Chuck
Braun.
The Chairman can appoint up to two
directors to serve a one year term and
Jeannie has appointed E.J. Rossi, Principal
Atascadero High School and Donn
Clickard, AUSD Board Member to fill these
positions.
Greet everyone who walks through the
door. Coming up with different greetings
-- so customers don’t hear the same greeting
over and over when shopping in the store.
Make it comfortable for customers to shop.
Adjusting the thermostat because customers
may be wearing coats and the staff can wear
a sweater. Perhaps a rack for customer’s coats
and a place to check packages.
Have employees identify themselves when
answering the phone. This adds a professional
touch and provides the caller with a person to
identify with on the other end of the line.
Clean up the cash-wrap area as-you-go

last few years to 10 publications in
print and online. Access is based in North
County and is a family business.
It began five years ago when Beth and Scott
Brennan bought North County Access, the
leading local phone book for 19 years..
“We bought the business because we
believe in North County and its thriving
business community,” says Beth Brennan.
Access publishes all of its guides and
directories online as well as in print. Check

Since its inception in 1987 the Atascadero Elks have

including: youth activities, local sports, scholarships,
programs for handicapped and needy children, patriotic

In addition, the Elks participate in drug awareness programs
at our local schools and distribute dictionaries to all 3rd grade
students in the Area.

Council Efforts Bring Positive Results!

O
ur City received an early Christmas
present this year when we learned
our sales and bed tax revenues are above last
year’s levels and ahead of projections. In other words, in the last 12 months, more residents and travelers have spent money in the
City than last year. That’s good budget news.
That’s good business news. As we’ve reported
in the past, the City of Atascadero is sharing the pain of a cool economy and increased
State take-aways of local revenues. This latest surge in revenue generation doesn’t cure
the disease, but it will certainly help ease the
symptoms.
The backstory to this tale is that your City
Council has worked aggressively during the
last couple of years to increase tourism, make
City Hall more business friendly and create
effective business stimulus programs. This
latest report shows those efforts have been
successful.
Time and time again Council members
have publicly championed local restaurants,
hotels, retail stores and service businesses.
Their support for the local Chamber of
Commerce, Main Street organization and
service clubs shows a long-term commitment
to the City’s economic health and overall
quality of life.
It’s great to see the business community and
others respond to these Council efforts. New
businesses are opening downtown. Existing
businesses are starting to grow. Visitors from
outside the City are beginning to discover a
new reason for visiting the Central Coast:
Atascadero! Our natural beauty, high quality
of life, and special events (like the Atascadero
Wine Festival, Hot El Camino Nite, Colony
Days and Winter Wonderland) are drawing
people from farther away each year.
One example of the excellence Atascadero
brings to the marketplace is the recent
announcement that the Holiday Inn
Express and Suites has received a prestigious
Torchbearer Award for extremely good
customer service from the InterContinental
Hotels Group. The Holiday Inn Express and
Suites is one of only 24 properties selected
from nearly 2,000 hotels in America, Canada
and Latin America. Kudos to them!
All of this adds to a great report for the
City of Atascadero in 2011. Now we look
forward to the challenges and opportunities
awaiting us in 2012. Be assured, they are out
there waiting for us. But we are confident we
are on the right track and that all our efforts
will bring benefits and increased vitality to
an already great community. I hope each and
every one of you will continue your efforts
to build a better, more prosperous city in
2012.

expenditures. The county maintains a
healthy 70 to 80 million dollars in a variety
of reserve and contingency accounts. This
represents approximately 17% of our annual
operating budget and is a prudent policy
given the uncertainty of future state and
federal funding to counties.
On the capital projects side, several criteria
were established to help evaluate projects
based upon their cost, scope, countywide
significance, correlation to facility master
plans and relation to communitywide
objectives and results. Projects that are 100%
revenue offset or come with their own funding
source are candidates for approval; however,
ongoing maintenance and operating costs
are also considered. Facility maintenance
is also an important consideration when
making capital expenditure decisions. The
county makes every effort to keep all county
facilities in good repair in order to increase
their longevity and usefulness. Investments
in water and energy efficiencies are also a
priority as those savings are multiplied over
many years and reduce ongoing operational
costs. In most instances the improved
technologies pay for themselves relatively
quickly and offer long-term savings to the
county.
Fiscal management is an ongoing process
at the county. We’ve been successful in
balancing our budget and meeting our service
priorities through strict adherence to a set of
well thought out budget goals, policies and

Crafting the County’s Fiscal
Year 2012-13 Budget
W
ith the current fiscal year less than
half over, the county has begun to
develop next fiscal year’s budget by adopting
budget goals, policies and priorities. These
guidelines are what county department
heads use to develop their budgets. Each year
the Board of Supervisors review and adopt
the budget policies and priorities based on
estimates of county revenue and current
economic trends. In 2007 the Board, working w/ the County Administrative Office,
Department Heads and county employees,
developed a financial strategy to help guide
us through the recession. This strategy has
served us quite well over the past several
years.
There are five policy categories including;
budget development, financial planning,
revenue policies, expenditure policies and
capital projects. Two new policies, 1) longterm financial planning and 2) funding
reserves/contingencies/designations, were
added to the financial planning category
this year. The long-term policy evaluates
projected revenues and expenditures to
better enable the Board of Supervisors and
Department Heads to implement budget
balancing plans and solutions for the coming
fiscal year. Funding reserves, contingencies
and designations when there is adequate
revenue to do so ensures that there are
sufficient funds available in times of revenue

Holiday Season Safety Tips from
Atascadero Police Department

committed to making the holidays an
enjoyable experience. The holiday season is
fun for all ages, but it’s important that you

few tips the department would like to pass
on to help make this holiday season a memorable and safe experience.
• Make sure all doors and windows are
properly secured when away from your
residence or vehicle.
• Indoor and outdoor lights should be on an
automatic timer.
• When away from the residence leave a
radio or television on so the house looks
and sounds occupied.
• Don’t display gifts beneath the Christmas
tree that can be seen from windows or
doors.
• After the holidays, don’t advertise gifts
received by the boxes left for the garbage
collection. Destroy boxes and place in a
sealed, non-clear garbage bag.
• When leaving home for an extended time,
have a neighbor or family member watch
your house and pick up your newspapers
and mail.
• While shopping avoid carrying large
amounts of cash. Perhaps pay for purchases
with a check, credit or debit card.
• While shopping at several locations, place
purchased gifts in the trunk of the vehicle
to keep them out of sight.
• Designate a sober driver when attending
a party. If you are the host of a holiday
gathering, be sure there are non-alcoholic
beverages available for guests who are
driving.
• Ensure all vehicle occupants are wearing
their safety belts as they may prevent
injury in a motor vehicle collision.

Some of the special spa amenities include
massage, Color Therapy, Infrared Therapy,
a steam room, and a meditation room for
pre-treatment. There is a private patio for
outdoor dining, concerts and parties. Kitty
is also an exclusive distributor for Bare
Minerals, Spa Technologies, Glymed and
Aveda. There is a red carpet makeup artist
on staff who will do makeup for weddings
and other special events.
Just over two years ago, Kitty saw the need
for a business that would complement the
spa. There was a vacant space next door and
she began the Haven Wine Bistro. They
offer a menu of seasonal specials and regular
choices, live music, local wine and Vivant
Fine Cheese. Kitty said this was because
business has gotten harder and business
owners have to think outside the box. She
has partnered with Martin Resorts and the
Carlton Hotel to offer spa services to their
guests and is working with Colby Jack to
serve the hotel guests needs. The Haven
Bistro has seen an increase in business since
the Galaxy Theatre opened.
Kitty is pleased that the city is promoting
tourism and staying in Atascadero. She
would like to see bigger events that draw
people who will stay longer and suggested
a jazz festival. Events that once brought
people to Atascadero such as a 3-day Swing
Dance event and Fireman’s Muster were also
mentioned. She said the City and staff are
doing a great job and appreciates the work
the Chamber does to promote businesses
and the city. She would like more businesses
working together to offer package deals
and more restaurants and places that offer
entertainment. She also said there is a need
for a quality men’s clothing store and a shoe
store. Her advice to others is to be creative
and give customers a reason to try them out
and keep coming back.

small town. I grew up in central
New York and I enjoy the weather
of the Central Coast.

We thought it seemed like a nice
community to raise children. We
wanted to be close to the ocean
and yet have the rural setting. I
liked that there were no sidewalks.

I came here to go to Cal Poly. My
dad had the agency before me
and I stepped in and took over for
him.
I worked at a CPA firm in Arroyo
Grande who sent me here to open
a North County office. They
decided to close and I stayed and
opened my own business.
After visiting the area for several
years and falling in love with
this beautiful place I moved here
to take care of family and got
married. Shortly after I bought
the business in 2002.

I think you have to give back
to the area where you make a
living. A healthy chamber creates
a healthy business community. I
belong to the Rotary Club for the
same reasons.
