to work toward consistency in growth management rules, regulations and standards governing the two UGAs and
make recommendations to the Board of County Commissioners for the 2016 update of the Mason County
Comprehensive plan.

I've worked with the implementation of the GMA in Mason County since 1997 and was directly involved in
development of both Comprehensive Plans and establishment of the Allyn UGA & Belfair UGA. I understand the
process & re{!uirements. I worked for, and served on gooernment ad'visory· committees for 25 years. I am fully trained

Dear Commissioner Neatherlin:
The Washington State Department of Natural Resources (DNR) manages approximately 28,911
acres of State Forest Lands that benefit Mason County. These lands generated $6,491,0000 in the
first two quarters of calendar year 2015 and are projected to generate $8,932,000 for all of
calendar year 2015 from activities expected to occur under current contracts. This represents an
increase of $2,430,000 from the 2015 projection in the April 2015 report.
Net value under contract after calendar year 2015 is estimated at $2,830,000. This income
information does not include anticipated revenues from additional planned activities for which
contracts have not been finalized. Projections of income after July 2, 2013 reflect the
management fee of 25 percent, as adopted by the Board of Natural Resources on that date.
Some counties receive portions of their income from leases and fees; however, the majority of
income reflected in this report is derived from timber sales. As most revenue stems from timber
sales, these projections can fluctuate depending upon when timber harvests actually occur.
Market conditions, contract requirements, and regulatory requirements influence timber
purchasers ' decisions about when to harvest. Harvesting could occur earlier if conditions
warrant. Changes in purchasers' plans for harvest will be reflected in future reports . The next
projection of State Forest Land revenues will be available in October 2015.
I appreciate how necessary revenue is to the success of county functions. DNR consistently
strives to ensure that we realize the maximum available income from the State Forest Lands we

COUNTY INCOME REPORT
EXPLANATION OF TABLES
Two categories of lands are managed by the Washington State Department
specifically to benefit counties:
Natural Resources (DNR)
1. State Forest
Lands. Lands acquired by counties through tax foreclosures were transferred to
DNR to manage. Management fee rates are established by the Board of Natural Resources. Currently,
counties receive 75 percent of the revenue from these lands.
State Forest
State-issued bonds were used to acquire certain parcels from private
owners. Typically, these forest lands had been severely logged and were in need of active management.
Allocation of revenue from these lands was determined when purchase was authorized, as follows: 26.5
percent to the county in which the property is located; 50 percent to DNR for management expenses;
and the remaining 23.5 percent to the State General Fund.
Nineteen counties include these types of State Forest Lands within their county boundaries.
Income from management activities on State Forest Lands is designated for allocation to several taxing
in each county. Only a small amount is available to the county for discretionary use.
Revenue from State Forest Lands originates primarily from timber sales. These amounts vary widely as market
conditions fluctuate. Smaller portions of revenue are derived from activities such as communication site leases,
rights-of-way easements for utilities and roads, special forest products, special uses, and interest. Income will
also vary with the number of revenue-generating activities within a given year. Variables responsible for high
revenues in one year can lead to reduced income the following year.

upcoming sale. Purchasers were asked how much and when they planned to harvest the timber from each sale.
These projected timber revenues should be considered rough estimates only; actual activity will depend on
individual sale characteristics (species, volume, location, etc.), combined with outside market factors as
determined by each purchaser.
The schedule of future timber sales from State Forest Lands in your county is available upon request from
Department of Natural Resources' region staff.

Mason County Joint Citizen Advisory Committee of the Allyn and Belfair Urban
Growth Areas for the 2016 Growth Management Act Update
On June 9, 2015 the Mason County Board of County Commissioners approved a
Resolution establishing a Joint Citizen Advisory Committee of the Allyn and Belfair
Urban Growth Areas for the 2016 Growth Management Act Update. This committee
will provide recomm endations to the Board of County Commissioners and other
Commissioner appointed groups to create consistency for more viable urban growth
areas.
The Com mitt ee w ill co nsist of no less than 7 and no more t han 11 m embers
representing by the Allyn and Be lfai r UGAs. Specific meeting dates and tim es will be
determined by the Com m ittee, and they shall se rve until May 31, 2016. A ll residents of
Mason County with an interest in provid ing guidance and assistance are strongly
encouraged to apply for a position on this Comm ittee. If you have already subm itted
an application, you do not need to reapply. All applications received wi ll be cons idered .

Fire Chief Bob Burbridge and Mil<e Evans, MACECOM, requested the County Commissioners adopt a Declaration
of Emergency due to extreme fire danger. Staff attempted to contact Co1mnissioners Neatherlin, Jeffreys and
Sheldon.
Pursuant to RCW 42.30 .070, Times and Places for Meetings of the OPMA, "requirements of this chapter shall be
suspended during such emergency".
At 11: 10 a.m. Diane Zaren made contact with Cmmr. Tim Sheldon, via telephone, and Cmmr. Terri Jeffreys was
present in the Commissioners ' office, 411 North 5th Street, Shelton, WA and an emergency meeting was held .
C01mnissioners Sheldon and Jeffreys agreed to adopt a Declaration of Emergency, Resolution No . 31-15.
The meeting adjourned at 11 :12 a.m.
At 12: 10 p.m. Cmmr. Randy Neatherlin came into the office and also signed the document.
Frank Pinter and Brian Matthews provided notification to Chief Burbridge.

4.1.1 The Liquor Control Board sent marijuana license applications for Proprietary Plant Varieties, Inc.
and South Colby Investors, a special occasion license application for Allyn Community
Association and a list of businesses with liquor licenses due to expire in 90 days.
4.1.2 Cheryl Williams submitted an application for the Solid Waste Advisory Committee.
4.1.3 Kelly Mcintosh and Jeff Carey submitted applications for the joint UGA Advisory Committee.
Open Forum for Citizen Input - There was no citizen input.
5.1 Scott Wilson from Wilson Recycling said they wish to continue doing business but are being
closed due to zoning. He asks the Board to do what they can to help them stay open.
Cmmr. Neatherlin made it clear that they can still re-cycle.
Mr. Wilson said yes, they can re-cycle but they need garbage to stay viable.
Cmmr. Jeffreys would like them to stay open too but zoning is not available as zoning does take
time. It can be achieved but not by June 30, 2015.
Cmmr. Neatherlin wants to clarify that Wilson Recycling has not been shut down by the County and
they can still re-cycle.
Mr. Wilson said the State has suspended his permit until he gets the zoning fixed.
Cmmr. Neatherlin said he wants to make it very clear that the County did not shut them down
because the citizens out there think that the County has shut them down. Cmmr. Neatherlin read a
memo from Community Development Director, Barbara Adkins, stating that Mr. Wilson is allowed to
operate a re-cycling facility. He wants to be very clear to the public. He stated that the
Department of Community Development has not closed anything down which is what the public is
being led to believe.
Larry King said the County, City and Department of Ecology need to work together to allow Wilson
Re-cycling to continue operating. He said he would like the County to take the lead in trying to get
this taken care of. He added that this business is an asset to the Community.
Cmmr. Neatherlin said they are taking the lead and he just had a call with Public Health but again
reiterated that County did not shut down Wilson Recycling.
Steve Bloomfield said Mr. Wilson is providing a service to the County. Mr. Bloomfield told Mr.

all the agencies involved can work things out
Cmmr. Neatherlin reiterated that they are not preventing Mr. Wilson from re-cycling and stated that
he is free to continue re-cycling at his facility.
Karen Sandberg spoke on behalf of Scott Wilson and asked the Commissioners to take leadership
on this. He is providing a service for everyone in the County.
Cmmr. Neatherlin said they also need to be respectful to the residential areas. He also reminded
Ms. Sandberg that the County did not shut them down.
Cmmr. Sheldon stated that solid waste is highly regulated and re-cycling is in a different category
but they are doing what they can.

Open Forum for Citizen Input 5.1 Dave Bickell spoke about the crime problems plaguing the County. He told the Board that on
Johns Prairie Road, he can think of 13-14 burglaries and more attempted burglaries. He said many
people have burglarized twice or more. Mr. Bickell stated this is a problem! He said it is known
who is committing some of the crimes and still nothing is done. Many people are tired of this same
drug and crime problems in Mason County. Mr. Bickell stated "Lets get some of the crime and
drugs off our streets".
5.2 Steve Bloomfield reiterated he same thing Dave Bickell mentioned.
5.3 Cmmr. Sheldon said that crime is a big problem. He read crime report per 1000 residents from
2011. Out of Skagit, Grays Harbor, Clallam, Cowlitz, Lewis and Jefferson Counties, Mason County
has a higher crime rate than any of them.
Mr. Bickell said his business has been burglarized seven times in one year.
Cmmr. Neatherlin said the Sheriffs budget has been increased although the crime is still high. He
said we have to find a way to change this.
Cmmr. Jeffreys said that one issue is that there is no jail space. The County will need to spend
for outsourcing in order to make sure all offenders can be placed in jail on warrants and
money
also serve their sentences.
Mr. Bickell said that we have a lot of drug crimes and criminal because Mason County makes it easy
for them to be here while other counties do not. He suggests trying to make it harder.

expand where solid waste and/or recycling facilities could be located.
Cmmr. Neatherlin stated that Mason County never closed Wilson Recycling. The Board of
Commissioners cannot skirt that law and allow Wilson to take garbage.
Cmmr. Jeffreys stated there has to be public process in changing a zone. The truth is that some
people in the neighborhood expressed that they do not want a garbage facility in their neighborhood.
Cmmr. Sheldon said there are regulatory rules and state regulations for operating landfills.
Cmmr. Neatherlin asked everyone to keep in mind that these areas are neighborhoods and having
odors or rats and other things that go along with garbage in a neighborhood is not a great idea for
some.
Terri
spoke about CARAS (critical aquifer recharging areas) and a study they did about
certain businesses being allowed on CARAS. She said this whole process has been a train wreck.

Bruce Haskel said they do not utilize the County recycling because they do not want to pay for it
and would like to make a little money by recycling as well. He said if there isn't affordable recycling
then people end up dumping in inappropriate areas. He is in favor of having a zoning change.
Steve Bloomfield said at one point there was a UGA zoning committee. This was being done under
grants. It was not vetted out to come to a conclusion. He would like the opportunity to try it again.
He said he would like to find a suitable space for something like this.

Recycling in his area. Mr. Kraft told the Board his well is only 30 feet deep. He stated that since the
recycle center has been shut down, he has caught 7 rats and is concerned about the effects on the
water. He said there were also noise problem with crushing cars.
Rob Drackman has the recycling system coming to their home although they don't take glass so it
is inadequate therefore they had to go to Wilson to get rid of glass. He said the County system is
fine although it needs some tweaking.
Cmmr. Sheldon said at one point they were spending a lot of money on the drop boxes for some of
the re-cycling. He stated that due to the growing crime problems in the County, some of the money
needs to be re-directed.
Marilyn Vogler said she is in favor of finding an appropriate recycling area in the UGA.
Kris Broche wonders why they can't set up an area at the County dump that is similar to Wilson's so
it will be easy for citizen's to recycle. She stressed that there needs to be an alternative and perhaps
Mason County can lead the way so that others would like to follow.
Cmmr. Sheldon said a lot of this is about the economics of metal.
Debra Soupa said it's disturbing to think the zoning could change.
Ronald Martin lives on Hickem Lane. There are smells, rats and seagulls coming from Wilson. He
stressed that everybody on their driveway is getting rats. He also mentioned that are other recyclers
around and for the best price, people should go to South Sound recycling.
Cmmr. Jeffreys said she likes the idea of bringing recycling into the existing landfill. She will ask
staff if anything can be done.
Cmmr. Sheldon said zoning is a contentious issue. Mason County zones for what you can do rather
than what you cannot do.
9.2 Public hearing to consider adoption of revised Mason County Title 14, Building and Construction,
Chapter 14.08 Building Code Amendments, amending Section 14.08.030 "Permits Required" and
adding new Section 14.08.031 "Work Exempt from Permits". Barbara Adkins explained how this
proposed revisions became necessary and what the revisions will change. Barbara gave the Board
of the proposed revised ordinances.

Cmmr. Sheldon asked if there is a limit to the number of structures they can have on land.

Debbra Coker commented that she is in opposition of changing the code and said she thinks the
public and County would be at risk.
Cmmr. Neatherlin asked what she would recommend on enforcement.
Ms. Coker said possibly on the affidavit, the enforcement rules could be listed.
Cmmr. Jeffreys asked how requiring a permit will prevent building conversions.
Angela Shower from Farm bureau said they are in favor of the revisions.
Conley Watson said he is against these changes.
Larry Bolts said he supports these changes. DCD can spend their time on approving home permits
instead of worrying about little sheds, etc. He said there are many benefits to allowing the proposed
changes. People can afford to purchases needed buildings/structures instead of paying for a
building permit.
Tina Piatt said they have a small farm and they do have equipment that sits uncovered. They do
need to be allowed to build the structures. She said this in an incentive for people to take pride in
the appearance in their small farms.
Rich Geiger said Jefferson County has an exemption for specifically agriculture buildings. He is in
favor of this.
Alann Krivor stated that he is president of his home owners association. He said it makes a
difference to be farm friendly and makes their lives easier. Farming is becoming more attractive all
the time.

Tina Piatt said she supports agriculture buildings. She also spoke about the definition of agricultural
buildings and agricultural exemptions.
Cmmr. Sheldon stated that he fills all public hearing should be conducted the same way. There are
no rebuttals and back and forth comments. He feels this should be in a more formal manner and
people would be better served.
Neatherlin said he already let one rebut so he will let the others.
Cmmr. Sheldon said you can't rewrite the rules.
Constance Ibsen said she is favor of this for only agriculture buildings. She asks the Board to
postpone this to come back with this in a cleaner manner.
Cmmr. Sheldon thanked everyone for coming and said one thing that is lacking a clear definition of
"agriculture". He said we need to be very clear on what exactly "agriculture" is.
Cmmr. Jeffreys asked Barbara Adkins if she has the definition of agriculture buildings.

Open Forum for Citizen Input
5.1 Charles Orthmann, Shelton Poverty Team, is soliciting $1200 for a port-a-potty pilot project
in the City of Shelton . This wou ld fund three port-a-potties for three months . The City has
tentatively funded this in the 2016 budget.
5.2 Steve Bloomfield, Seattle Shellfish, stated Seattle Shellfish owns 100 acres on Harstine Island;
75 is timberland, 20 acres are 5-acre Rural Residential parcels. Mr. Bloomfield indicated that
99% of their product goes to China . They have a vision of deve loping a shellfish hatchery
that would include a caretaker's house, a Bread & Breakfast and make the 75 acres a park-like
setting to attract tourists from out of the area . Unfortunately the zoning is not compatible for
this type of use . He urged the Board to consider this type of development when establishing
zoning .
5.3 Ken VanBuskirk stated at the June Commission meeting in Belfair there was a discussion of
the dewatering project along Highway 3. The Belfair Water District and WSDOT had
assured the community that the water was being treated before being reintroduced.
Apparently it hasn't been treated and "someone" has been fined by Ecology. Mr. VanBuskirk
asked the county to investigate the situation .

Approval of the Veterans Assistance Fund applications for: Necessity Items $350.00; Utilities
$1332.76 and Housing $1170.00 for a total of $2852.76 as recommended by the Veterans
Service Office.
Approval for the Board to formally accept the Belfair Water Reclamation System, Water
Reclamation Facility Project and authorize the Public Works Director to take the necessary
steps to close out the project and complete the necessary paper work required by law prior to
the release of the project retainage to the contractor.
Approval for the Deputy Director/County Engineer to execute Supplemental Agreement #2 to
local agency standard consultant agreement with Integrity Structural Engineers for construction
engineering support for CRP 1975, Evers Bridge project.
Approval for the Board to execute the reimbursable agreement for Mason County Public Works
Department to provide maintenance services (equipment, labor and materials) for the
abatement of environmental hazards requested by the Washington State Department of
Ecology.
Approval of two summer 2015 Heritage Grant applications for 1. Mason County Cemetery
District #1 and 2. Mason County Historical Society, for a total of $6 1 600.00. These
applications were reviewed by the Historic Preservation Commission and found to be good
projects qualifying for County support under the Heritage Grant program.
Approval to list the following surplus property for sale with Richard Beckman Realty Group: 91
E. Willchar Blvd. Shelton WA (parcel 22005-55-00009) for the amount of $25,000.00.
Approval to sign the letter of support for the Mason County PUD No. 3 feasibility study grant
application for the proposed Mason County Business Development Center or other beneficial

Approval to appoint Cheryl Williams and Adrienne Amar to the Solid Waste Advisory Board.

Evidence Based Expansion Grant 2015-2016
Background: As mandated by the Washington State Legislature, the purpose of this
contract is to provide funding to expand evidence based treatment and training
programs administered by local juvenile courts. Mason County Juvenile Court uses
these funds to expand the Functional Family Therapy (FFT) program for youth and
their families.

1.
The purpose of this Agreement is to fund and support the program services described in the attached
Statement of Work_ The contract term begins July 1, 2015 and expires June 30, 2017.
2.
Funding. As of July 1, 2015 the rates paid to the County will be the rate calculated for State Fiscal Year
(SFY) 2016-2017.
If by July 1, 2015 the County does not have a completed written application for funding approved by
JJ&RA and signed by both parties, JJ&RA will temporarily reimburse the county according to the rates
from the State Fiscal Year EBE Contract 2014-2015 (No. 1363-78924) until September 1, 2015 to
provide for continuity of services. Once the County's application is signed and approved, the SFY 2016-.
2017 funding rate shall apply retroactively to July 1, 2015 and the County is responsible for adjusting its
expenditures during the remainder of the agreement term to account for any discrepancies. If the
County has not properly accounted for the difference between the two rates by April 30, 2016, JJ&RA
may adjust the amount reimbursed to the County for the final two months of the agreement to account
for these discrepancies.
3.
Statements of Work. As of July 1, 2015, the County is responsible for adhering to the Statement of
Work described in the SFY 2016-2017 EBE Contract.
If by July 1, 2015 the County does not have a completed written application for funding approved by
JJ&RA and signed by both parties, the statements of work from the State Fiscal Year EBE Contract
;2014-2015 (No. 1363-78924) shall apply to all work performed under this agreement until September 1,
2015 to provide for continuity of services. Once the County's application is signed and approved, the
County shall be responsible for providing services in accordance with the SFY 2016-2017 Statement of
Work from that date forward.
4.
Late Applications.
If the County does not have a completed written application for funding approved by JJ&RA and signed
by both parties by September i, 2015, JJ&RA may discontinue reimbursement until the application is
completed and approved.

WORI'<
1.
As mandated by the Washington State Legislature, the purpose of this contract is to provide funding to
expand evidence based treatment and training programs administered by local juvenile courts. The
expanded programs include Functional Family Therapy (FFT), Multi-Systemic Therapy (MST),
Washington State Aggression Replacement Training (WSART), Coordination of Services (COS), and
Family Integrated Transitions (FIT).
2.
General
Upon approval of the County Juvenile Court's Approved Evidence Based Application Response, the
County Juvenile Court shall:
a. Provide projects and services in compliance with the County Juvenile Court's Approved Evidence
Based Application Response to the Juvenile Justice and Rehabilitation Administration's (JJ&RA)
Evidence Based Expansion Solicitation;
b. All participating youth must be administered a Washington State Juvenile Court prescreen or full
Risk Assessment. Youth who are moderate to high risk on the prescreen assessment must receive
a full assessment. All moderate to high risk youth must receive a reassessment at the end of
probation, in accordance with the timeline specified in the County Juvenile Court's Approved
Evidence Based Application Response; and
c.
3.
Insure compliance with existing Community Juvenile Accountability Act (CJAA) State Quality
Assurance programs for the following programs: Functional Family Therapy, Multi-systemic
Therapy, Washington State Aggression Replacement Training, and Coordination of Services.
Intervention Programs:
Functional Family Therapy, Multi-systemic Therapy, Washington State Aggression Replacement
Training, Coordination of Services, and Family Integrated Transitions.
a. The County Juvenile Court must serve the number of youth at the cost budgeted and as detailed in
the County Juvenile Court's Approved Evidence Based Application Response. If the County
Juvenile Court anticipates deviating from any aspect of its Application Response, it must submit a
written request for prior approval to the JJ&RA Headquarters JJ&RA Juvenile Court Treatment
Programs Administrator. Service delivery must be based on and adhere to the following
specifications:
(1) For Functional Family Therapy (FFT):
(a) General precepts/practices contained in FFT, Inc. Initial 3-Day Training;
(b) Assessment/Reporting Standards contained in FFT, Inc. 1-Day Systems Training;
(c) Clinical feedback from FFT Inc. in on-going consultation and site visits;
(d) Feedback from designated FFT statewide Quality Assurance Administrator in on-going

consultation and site visits; and
(e) Precepts/practices of FFT contained in Blueprints for Violence Prevention
(2) For Multi-systemic Therapy (MST):
(a) Precepts/practices of MST contained in Blueprints for Violence Prevention; and
(b) General precepts/practices contained in training, consultation, and clinical oversight as
provided by the University of Washington.
(3) For Washington State Aggression Replacement Training (WSART):
(a) Precepts/practices contained in Aggression Replacement Training (Rev. Ed.) by Goldstein,
Glick and Gibbs;
(b) Precepts/practices contained in WSART initial training or subsequent Quality Assurance
statewide meetings; and
(c) Feedback from designated WSART statewide Quality Assurance Specialist and Regional
Site Consultants in on-going consultation and site visits.
(4) For Coordination of Services (COS):
(a) Precepts and practices contained in Coordination of Services Statewide Manual; and
(b) General Precepts and practices contained in the Coordination of Services initial training.
(5) For Family Integrated Transitions (FIT):
(a) Attendance to all training on the treatment model required;
(b) Compliance with all concepts and practices contained in the training and in the developed
treatment model; and
(c) Clinical guidance as supplied by the University of Washington.
b. For the interventions listed above:
(1) The County Juvenile Court shall comply with the Washington State Institute for Public Policy
(WSIPP) evaluation design for CJAA (see CJAA: Program Evaluation Design, WSIPP,
November 1998). WSIPP will evaluate recidivism effects as well as the costs and benefits of the
programs. The County Juvenile Court shall participate with all parties to ensure effective
program evaluation.
(2) RCW 13.40.500 through 13.40.550 requires that the County Juvenile Court collect the name,
date of birth, gender, social security number, and Juvenile Information System (JUVIS) number
for each juvenile enrolled in the Evidence Based Expansion Program.
4.
Consideration.
a. The maximum consideration for the Evidenced Based Expansion program for FY16-17 are
identified in the "Juvenile Court Evidence Based Expansion Funding Awards FY16-17" list,
incorporated herein by reference.
b.
Under expenditure in FY16 may not be carried forward to the subsequent fiscal year. A revenue

sharing process may be made available during the latter part
FY16 and FY17 for all counties
participating in the Evidence Based Expansion contract, provided funding is available.
c.
The full list of priorities is detailed in the "County Juvenile Cou1i's Washington State Juvenile Court
Evidence Based Expansion Application". County Juvenile Courts shall submit the JJ&RA provided
"Revenue Sharing Requests/Returns Form" to the JJ&RA Juvenile Court Treatment Programs
Administrator identified on page 1 no later than May 151h of each fiscal year. Late submittals shall
not be considered, unless otherwise mutually agreed upon. Revenue sharing increases and
decreases will be awarded by distribution of a revised "Juvenile Court Evidence Based Expansion
Funding Awards FY16-17" list. The total maximum consideration for this contract may increase or
decrease, depending on the results of revenue sharing distributions and changes in appropriations
as directed by the legislature."
d. JJ&RA will review utilization by January 1st each fiscal year. If the County Juvenile Court has
significantly exceeded their proposed cost per participant as detailed in their "County Juvenile
Court's Washington State Juvenile Court Evidence Based Expansion Application", the State-wide
Quality Assurance Coordinators and CJAA Advisory Committee sl1all intervene and a work plan be
developed with the County Juvenile Court to maintain compliance with their proposed cost per
participant.
(1) The cost per participant is determined in section 4(C) of the "County Juvenile Court's
Washington State Juvenile Court Evidence Based Expansion Application", incorporated herein
by reference."

e.
Reimbursable costs include staff salaries, staff benefits, training, fees, quality assurance where
appropriate, and local expenditures on administration.
f.
Reimbursement for administrative and equipment costs shall not exceed 15% of the original annual
allotment. Administrative costs include discrete, assignable activities and cost necessary for overall
management and support of a program.
Payment and Billing.
a.
DSHS shall pay the Contractor upon acceptance by DSHS of a properly completed Invoice Voucher
(A-19), or other JJ&RA pre-approved invoice document, and the required monthly project forms.
JJ&RA retains the right to withhold payment for incomplete or delinquent reimbursement packages.
b. The following Deliverables must be attached with the Invoice Voucher (A-19) before payment will
be made by JJ&RA:
(1) Monthly Project Update Form. Use Exhibit C - Monthly Project Update Form. Submit a
separate Update Form for each intervention program (FFT, MST, WSART, COS, and FIT).
(2) Monthly Reimbursement Request Form. Use Exhibit D - Monthly Reimbursement Request
Form. Submit a separate Update Form for each intervention program (FFT, MST, WSART,
COS, and FIT).
(3) Quartedy Target Update Form. Use Exhibit E - Quarterly Target Update Form. Submit a
separate Target Update Form for each intervention program (FFT, MST, WSART, COS, and
FIT) to JJ&RA within 15 days following each fiscal quarter being reported on. This form does
not need to be submitted with the monthly Invoice Voucher (A-19).
c.
The County Juvenile Court agrees to accept payment as outlined in this Billing and Payment
Section of the Contract as total and complete remuneration for services provided to offenders under
this Contract. This does not preclude the County from seeking other funding sources. No indirect

costs are allowed.
d.
Tl1e County Juvenile Court shall use these funds to supplement, not supplant, the amount of
federal, state, and local funds otherwise expended for the services provided under this Contract.
e.
Under no circumstance shall the County Juvenile Court bill twice for the same services.
f
The County Juvenile Court shall maintain backup documentation of all costs billed under this
Contract.
g.
Stop Payment. If reports required under this Contract are delinquent, DSHS, JJ&RA may stop
payment to the County Juvenile Court until such required reports are submitted to JJ&RA.

a.
Subcontractors
If the County Juvenile Court utilizes subcontractors for the provision of services under this Contract, the
County Juvenile Court must notify the JJ&RA Juvenile Court Treatment Programs Administrator in
writing and maintain sufficient documentation to verify that the subcontractors meet all the requirements
under this Contract. In no event shall the existence of a subcontract release or reduce the liability of
the County Juvenile Court for any breach of performance.
b.
Other Provisions
The County Juvenile Court shall comply with the following other provisions for all services provided
under this Contract.
(1) Background Check/Criminal History(a) In accordance with Chapters 388-700 WAC (JJ&RA -Practices & Procedures), 72.05 RCW
(Children & Youth Services), 43.20A RCW (DSHS), and by the terms of this contract,
Contractor and each of its employees, subcontractors, and/or volunteers who may or will
have regular access to any client/juvenile must be cleared through a JJ&RA approved
criminal history and background check. In addition, Contractor, each of their employees,
subcontractors, and/or volunteers, who may or will have limited access to any client/juvenile,
may be required to be cleared through a JJ&RA approved criminal history and background
check.
(b) By execution of this contract, Contractor affirms that Contractor, each of its employees,
subcontractors, and/or volunteers, who may or will have regular access have not been
convicted of any of the following:
i.
Any felony sex offense as defined in 9.94A.030 RCW (Sentencing Reform ActDefinitions) and 9A.44.130 RCW (Sex Offenses);
ii.
Any crime specified in Chapter 9A.44 RCW (Sex Offenses) when the victim was a
juvenile in the custody of or under the jurisdiction of JJ&RA; or
iii. Any violent offense as defined in 9.94A.030 RCW (Sentencing Reform Act-Definitions).
Contractor must require that current employees, volunteers, and contracted service
providers who are authorized for regular access to a juvenile(s) report any guilty plea or
conviction of any of the above offenses. The report must be made to the person's
supervisor within seven (7) days of conviction and any person who have reported a
guilty plea or conviction for one or more of these offenses must not have regular access

to any offender. Contrnctor shall also document background checks/criminal
clearances for monitoring purposes.
(2) Sexual Misconduct -
(a) 13.40.570 RCW (Sexual misconduct by state employees, contractors) states that when the
Secretary has reasonable cause to believe that sexual intercourse or sexual contact
between the employee of a contractor and an offender has occurred, the Secretary shall
require the employee of a contractor to be immediately removed from any employment
position which would permit the employee to have any access to any offender.
(b) By execution of this contract, contractor affirms that contractor, each of its employees,
subcontractors, and/or volunteers are knowledgeable about the requirements of 13.40.570
RCW (Sexual misconduct by state employees, contractors) and of the crimes included in
9A.44 RCW (Sex Offenses).
(c) In addition, the Secretary shall disqualify for employment with a contractor in any position
with access to an offender, any person:
i.
Who is found by the department, based on a preponderance of the evidence, to have
had sexual intercourse or sexual contact with the offender; or
ii.
Convicted of any crime specified in chapter 9A.44 RCW (Sex Offenses) when the victim
was an offender
(d) If any actions are taken under 13.40.570 RCW, subsections (3) or (4), the Contractor must
demonstrate to the Secretary they have greatly reduced the likelihood that any of its
employees, volunteers, or subcontractors could have sexual intercourse or sexual contact
with any offender. The contract shall not be renewed unless the Secretary determines
significant progress has been made.

Please Provide Explanation Of Urgency
ITEM: Approval for the Director of Community Development to enter into agreements wit h
CodePros, LLC, Eagle Eye Consulting Engineers, and Townzen & Associates, Inc. for bu il ding
department services. The amount of each contract w il l not exceed $50,000 and no budget
amendments will be needed.
BACKGROUND: At this time, the Department of Community Development would like
authorization to use the MRSC Consultant Roster to select and enter into an agreement for
bu ilding department, as needed during the 2015-2016 calendar yea rs .
We anticipat e t hese services to be required to supplement the Department's bui lding and !Jlan
review responsibilities until such time as staffing levels more adequately meet the County's
needs.
RECOMMENDED ACTION:
Approval for the Director of Community Development to enter into agree ments with Code Pros,
LLC, Eagle Eye Consulting Engineers, and Townzen & Associates, Inc. for building de partment
services . The amou nt of each contract will not exceed $50, 000 and no budget amendments wi:J
