Dear Collectors,
The year 2000 is a time of national celebration and two of
our January issues seek to capture and promulgate the spirit of
our nation.
We at Australia Post aim to reflect the spirit of our nation in
our annual stamp issue programme. But that is sometimes easier
said than done. The concept of our national spirit is somewhat
elusive, sometimes controversial and always evolving.
Australia covers a huge area and our population has a diverse
range of backgrounds. Our national spirit is as wide and varied
as our land and the peoples that inhabit it. Nevertheless, our
January issues, Face of Australia and Australian Legends, capture
the spirit of Australia in a readily identifiable and uniquely
Australian way. I am proud to be associated with them and I
hope you will share my pride in the values and sentiments these
stamp issues represent.
In a formal sense the Face of Australia issue (on 1 January)
is Australia Post's celebration of the year 2000. Other nations
are celebrating 2000 philatelically by issuing historical series
covering the last 100 or 1000 years; others are using special
features such as limited editions or gold foil. Our approach was
to celebrate our greatest national asset, the people of Australia.
The Face of Australia issue presents a cross section of our
nation; young and old, male and female, city and rural, old and
new arrivals. It is a time capsule of Australians in the year 2000.
This issue gives us a glimpse of our past, our present and our
future. The people whose faces appear on the stamps are not
being honoured as individuals. They were chosen to represent
all of us, and in that way this stamp issue honours all of us.
Yes, it is a large stamp issue but necessarily so, in order to
represent effectively a cross section of our community. The year
2000 is a special time warranting a special form of commemoration.
Our second January issue, for Australia Day, will also stir
the national spirit. As in past years, the subject of this issue is a
closely guarded secret. Until it is released, all I can say is that the
Australian Legends issue for the year 2000 is destined to touch
the heart, spirit and national pride of every Australian.

Face of Australia
To celebrate the beginning of the year 2000,
Australia Post is issuing a sheetlet of 25 stamps.
Each stamp features a photograph of an
Australian resident. As a group the stamps give
us a snapshot of the nation at this moment in
our history.
Australia in the year 2000
As we begin the year our estimated population
exceeds 19 million, almost five times the size
of the population at the time of Federation.
The most populous State is New South Wales,
followed by Victoria, Queensland, Western
Australia, South Australia and Tasmania. In
1911, 43 percent of Australians lived in rural
areas. Through the century this percentage has
dropped to its current level of about 14 per cent.
Despite this, the image of our rural identity
remains strong.
The tendency for Australians to have fewer
children, along with an increased life expectancy,
has contributed to an ageing population. In 1971
the median age was 27.5 years, in 1991 it was 32.5
and in 1996, 34 years. Throughout the years,
improved nutrition, a higher standard of living
and reduced incidence of many diseases brought
a longer life expectancy. In 1890 an Australian
male’s life expectancy at birth was 47 years, a
female child’s was 51 years. For children born in
Australia in 1994-96 life expectancy at birth was
75 years for males and 81 years for females.
In the past 50 years our society has become
more diverse. Our nation is made up of people
from many cultural backgrounds and religions,
combining to create an interesting and dynamic
community. Population estimates for 1997
identified 23 per cent of the population
as overseas born. A further 27 per cent were
second generation Australians. Aboriginal and
Torres Strait Islander people make up just
under 2 per cent of our population.
It is difficult to generalise about a people. We
like to characterise Australians by their easy-going
tolerance, lack of pretension, and their strong

belief in a ‘ fair go’ for all. But perhaps what
binds Australians is the simple fact that, despite
our differences, we all like living here.
Finding the faces of Australia
The project started with a national search.
Members of the public submitted photographs
of people whom they believed encapsulated a
face of Australia. The community responded
enthusiastically with many thousands of entries.
Australia Post staff made the initial selection.
These were given to state selection committees,
which further narrowed the field to 25 finalists
in each state. These images were sent to the
Stamp Advisory Committee, where the images
you see were selected. The aim was to reflect the
Australian community as closely as possible,
with respect to age groups, ethnicity, gender
balance, national distribution, and so on,
while at the same time creating an interesting,
balanced sheetlet.
The final selection was announced publicly
in November 1999 in Sydney. You will find a
brief description of each individual on the
following page.
The Face of Australia Book
Australian author Thomas Keneally has written
an inspiring foreword to the Face of Australia
book. The book includes more than 170 photos
which reflect the many faces of Australia.

Triandis). Twin sisters, Nicholle and Meghan, are part of the
future of Australia.
David Willis, QLD (photograph Darryl Cooper). David is a
cattleman living in remote central Queensland, doing the job
that he loves. With a family of five children, David a true face of
outback Australia.
Natasha Bramley, SA (photograph Scott Pearson). Natasha is
an environmentalist who loves and helps protect our coastline
and teaches children about the coast.
Cyril Watson, central Australia (photograph Nigel Brown). Cyril
lives in a remote community in central Australia. Nigel says Cyril
is a typical Aussie kid who enjoys the outdoors.
Mollie Dowdall, WA (photograph Katie Taylor). As a depression
baby, Mollie grew up in a house with no running water, no
electricity. Katie describes Mollie as "an honest Aussie battler",
and "the best mate anyone could wish for".

instructor at a flying school, studying for her transport pilot’s
licence. Her late father was a doctor with the Royal Flying
Doctor Service.

Peta & Samantha Nieuwerth, NSW (photograph Julie
Freeman). To Julie, Peta and baby Samantha represent the
happiness and vitality of young Australia.

believes John, a general practitioner, typifies the Australian
ethos of caring.
Edith Dizon-Fitzimmons, VIC (photograph Peter Abbey). Edith,
who is originally from the Philippines, works tirelessly for the
community, sings in a choir and is undertaking tertiary studies,
despite being legally blind.

his daughter Philippa’s face epitomises this country-expressive,
happy, fresh and young. Phillipa is a social science teacher.
John (Jack) Thurgar, MBE, NSW (photograph Toni McNeill).
Jack is a Vietnam veteran, "an ordinary Australian who rolls up
his sleeves to get the job done". He earned the Star of Courage
while serving with the Australian Federal Police in Cyprus and
an MBE for services to the disabled.

was taken at Miguel’s sports carnival. It captures the true spirit
of children in Australia and the increasing diversity of the
Australian population.
Rachael Thomson, QLD (photograph Tahnya Heath). Rachael’s
photograph was submitted by one of her work colleagues at the
local TAFE Institute, because ‘she represents Australia through
her carefree sunny nature’.
Necip Akarsu, VIC (photograph Antony White). Necip is a post
office employee, whose photograph was submitted because he
adds to the wonderful amalgam of multiculturalism in Australia.

This exhibition coincides with the launch of the
Face of Australia stamp issue, which captures
the face of our nation as a mosaic of individual
photographic images. The issue is made up of
the photographic portraits of a range of everyday
Australians. Together these individuals give us a
unique glimpse of the different cultural groups
that characterise Australia today.
The exhibition will use the archival collection
to show the important role photography,
especially artistic portraiture, has played in
establishing Australia’s official identity.
Australian Commonwealth Stamps
The Philatelic Archives’ Permanent Collection
is a unique display of artwork, dies, proofs and
varieties from the 1910s to the year 2000, it also
includes unadopted designs and unissued material.
Court of Honour
This display includes rarely seen postage due
stamps from colonial New South Wales and Victoria.
Engraving Drawers
This material traces the importance of the
engraving technique in the production of dies in
past Australian stamp issues.

The 2000 Christmas Island Lunar New Year
miniature sheet celebrates the Year of the
Dragon, which starts on 5 February 2000.
The dragon, the fifth creature in the Chinese
zodiac, is one of China's most complex symbols.
Unlike the dragon of the west, the Chinese
dragon is a good-natured and benign creature.
Dragons come in all shapes and sizes but are
generally portrayed with a serpentine body plus
feet, claws and scales
The dragon is one of the four creatures of the
world directions. It stands in the east, the region
of sunrise, fertility, spring rains and rain in
general. It is a magic animal, able to shrink in
size or to swell until it fills the space between
heaven and earth. The dragon can be visible
or invisible as it chooses. In spring the dragon
ascends to the skies. In autumn it buries itself
in the watery depths. The dragon is often pictured
playing in the rain clouds with a ball or a pearl.

There are different types of dragon: the
celestial dragon which guards and supports the
mansions of the gods; the spirit dragon which
causes the wind to blow and the rain to fall for
the benefit of mankind; the earth dragon,
which rules over springs and water courses;
and a dragon which watches over the wealth
concealed from mortals' eyes.
In Chinese astrology your year of birth
determines your sign. Dragon years in the 20th
century are 1904, 1916, 1928, 1940, 1952, 1964,
1976, 1988, 2000.
People born in the Year of the Dragon are
said to be proud and lively with a tremendous
amount of self-confidence. They are held to
be intelligent and quick to take advantage
of opportunities and are usually outgoing.
Although energetic and hard-working,
they can also be impulsive and impatient.

Lunar New Year is the most important of the
traditional Chinese festivals and is celebrated by
Chinese people throughout the world. It is a
time to finish unfinished business, settle debts
and bury differences so the new year can be
started with a clean slate.
New Year celebrations centre on the family
and family reunion. Incense is burned for
ancestors; special food is prepared. Friends visit
each other to exchange cards and gifts. Gifts of
money, wrapped in lucky, red-paper envelopes
are distributed widely.
In the Chinese calendar years are named
for different animals (rat, ox, tiger, rabbit,
dragon, snake, horse, goat, monkey, rooster,
dog and pig) repearing in a twelve-year cycle,

In 2000, Australia’s oldest international multiarts festival presents its 48th program of events
(26 January to 20 February). This year the
annual festival introduces a new fringe festival
and the writers’ and film festivals have been
broadened. The images featured in the stamp
include Black Swan Theatre Company’s
Cloudstreet, which was performed at the 1998
Perth Festival and subsequently to huge critical
acclaim in London’s West End.
Since it started in 1960, the biennial Adelaide
Festival has developed an enviable reputation
as one of the world’s leading multi-arts festivals.
This year’s festival (3 to 19 March) focuses on
the act of creativity. The festival includes a
curated visual arts and writers festival and also
has a large fringe component. The stamp
features Rosas, a Belgian dance company,
established by Anne Teresa De Keersmaeker
in 1983 and appearing in the Telstra Adelaide
Festival 2000.
Sydney Festival
Celebrating its 24th year in 2000, the Sydney
Festival (8 to 26 January) embraces all art
forms. It is ultimately a celebration of summer
in a great city, culminating on Australia’s
national day. The sculpture featured on the
stamp is Guardian Angel by Inge King, held in
the collection of Deakin University (Burwood
Campus). The dancer is from the Tharp! Dance
Company performing in a piece titled Sweet
Field in the 1998 Sydney Arts Festival (Photo:

There are many types of arts festivals held in
Australia. Some are held every year some are
held every two years. They range from major
international multi-arts festivals – which
celebrate the arts generally – to more
specifically focused festivals, such as writers,
film and music festivals.
Melbourne graphic designer, Wayne Rankin,
created the stamp set from images of the five
existing major international arts festivals held
in Australia. The set reflects the complexity,
richness and vibrancy of arts festivals in Australia.
The set of five x 45c stamps featuring the
major arts festivals of Perth, Adelaide, Sydney,
Melbourne and Brisbane will be issued on 24
February. The logos of each of the arts festivals’
organisations are shown in the gutter strips.

As part of the Australia Day celebrations, each
year the Australian Legends Award pays tribute
to famous Australians. Australian Legends are
honoured for having made a significant
contribution to our national identity and
heritage within their lifetimes.
The stamp issue is released to celebrate
Australia Day, and the featured individual,
or individuals – the Australia Post Australian
Legend(s) – receive a prestigious award.
Until the announcement on 25 January
2000, we cannot reveal who will appear on the
stamps. Nor can we reveal what the stamps will
look like.
We look forward to announcing the 2000
Australian Legend Award on 25 January. Full
details will be published in the next edition

Melbourne Festival
The annual Melbourne Festival, held in
mid-October, has a reputation for presenting
outstanding international and Australian
attractions encompassing all art forms. Since
its beginning, in 1986, the festival has taken
advantage of a variety of non-traditional
venues. The foreground image featured in the
stamp is a performer from Sekarwari –Balinese
Dance Society which performed in the 1998
Festival (Photo: Pancho Colladetti). The
background image is of a member of Spindrift
who performed as part of the Streets Southgate
Spectacular at the 1996 Festival.

Impressions of temporary pictorial postmarkers

Celabrating the last truck mail from Birdsville
on 2 October 1999. A limited quantity of Birds
PSEs – carried from the Birdsville Post Office
on the restored 1936 Leyland Badger that Tom
Kruse used to deliver mail on the Birdsville

reprinted and revised to include annual updates

The two-volume illustrated and priced handbook covers Australian pictorial and commemorative postmarks from 1887 to 30 June 1999.
An incorrect Celebrate 2000 postmark was
illustrated in the October–December Bulletin.
The correct postmark is shown below.
Australia Post Special Millennium Dual Postmarking
Philatelists can commemorate the year
2000 with, special dual postmarked covers
(31 December 1999 and 1 January 2000)
from selected GPOs.
Australia Post’s regulations allow for dual
postmarking in special circumstances as long
as they do not require falsifying of postmarking
date or place.
Canberra, Melbourne and Sydney GPOs will
be open from 10 am to 12 noon on 1 January
2000. Canberra and Sydney will have special
red-ink postmarks (Face of Australia and
Celebrate 2000 respectively) while Melbourne
will offer normal post handling.
Dual postmarks can be obtained from other
post offices for the last day of operation for
1999 (30 December 1999) and the first day
of operation for 2000 (4 January 2000).
Swanpex '99'
The wrong price was listed for the set of two
postmarked covers with six kangaroo and koala
monotel labels. The correct price is $5.90

This official Sydney 2000 bronze medallion
features the Olympic mascots – Syd, Millie and
Olly. This medallion is struck from aluminium
bronze using the same blank as the Olympic
bronze coins. The reverse side design has

the dawn of the new millennium. The 1oz coin

Each stamp issue is numbered. If there is more than one stamp in an issue, stamps within that
issue each have their own letter for individual identification. Indicate your preference by filling in
the stamp or issue number as appropriate. For example if your favourite issue was Nature of
Australia: Coastal, you would indicate this by writing 3. If the Polly Woodside was your favourite
Australian stamp you would indicate this by writing 8a.
The seventh edition of the Stamps of Australia
is now available by mail order from Australia
Post and provides an extensive colour catalogue
of Australian and Australian Antarctic Territory
stamps. The new catalogue contains listings
and high quality colour photographs of
Australian pre-decimal stamps issued from
1913 to 1966 and Australian decimal stamps
issues from 1966 to June 1999.
Information about first day covers,
miniature sheets, booklet panes, self-adhesive
stamps and Frama labels are also included in
the catalogue.
The compact catalogue, measuring just 148
mm x 210 mm, is ideal for all philatelists –
whether they are advanced collectors or just
beginning to collect stamps.
The following will be included in Seven Seas’ 2000

Comprehensive Colour Catalogue
of Australian Stamps
In the August-September Bulletin it was
incorrectly stated that this catalogue covered
Australian Commonwealth pre-decimal and
decimal stamps issued from 1978 up to the end
of March 1999. In fact, this date refers to prestamped envelopes only.
The catalogue actually covers all Australian
stamp issues, not only from Federation (1913)
but from the Colonies’ issues prior to
Federation – one of the few catalogues on the
market to cover all Australian issues – up to the
end of March 1999.
