Not so fast. At Large In fact, businesses of all sizes and types say that they are taking a wait‐
and‐see approach because of regulatory uncertainty cause by Wash‐
ington. According to the House Committee on Oversight and Government Re‐
form, over the last few years the federal government has issued regula‐
tions that will cost the U.S. private sector more than $380 billion over 10 years. In addition, a study by the House Oversight committee found that there are more than 200 “economically significant” regulations in the pipeline that if finalized would cost the U.S. economy an additional $21 billion over the next decade. As the regulation‐producing machine cranks up, business owners are reluctant to expand and hire new employees. Rules that are in the process of being formulated, like those pertaining to the 2010 health care and the financial regulatory reform laws, are exempt from the executive order. The trouble is that there is little indication of what these final rules will look like and when they will be implemented. The U.S. Chamber’s most recent quarterly Small Business Outlook Sur‐
vey asked, “What do small business leaders want Washington to do?” Eighty‐six percent say they would rather have more certainty from Washington than more assistance (6%) to deal with the economy. Investors, too, are feeling the ill effects. In January, investment web‐
site The Motley Fool asked its online community members, “What’s holding the economy back?” The top answer, cited by 69.9%, was “uncertainty caused by Washington.” SHOP CHAMBER MEMBERS FIRST!

Arkansas Scholars Banquet Set
The eleventh annual Arkansas Scholars Banquet is scheduled for Monday, April 9 at 6:00 p.m. It will be held at Chamber’s East Dining Hall on the ATU campus. Seventy‐six Russellville High School seniors will be honored at this year’s banquet. Qualifications for receiving the Arkansas Scholar designation include: maintaining a 95% attendance rate, a C average or above in ninth through twelfth grades, completing their high school career in eight consecutive semesters, and taking the core curriculum to graduate. Education Committee member Gerry Summers said, "Arkansas Scholars program is a way to develop cooperation between schools and businesses, as well as motivate high school students to work harder and learn more. While academic achievement is emphasized, students receive recognition and gain a real sense of achievement." If all credentials and qualifications are equal, local employers are encouraged to let the Arkansas Scholars distinction be the deciding factor in employment. A special thank you goes to supporters of the Arkansas Scholars program. Sunset Cinema
The Chamber’s Promotion & Events committee is welcoming back the popular Sunset Cinema to the River Valley. This family‐friendly event features two showings of big screen movies at Lake Dardanelle State Park. We look forward to another summer energized with community fun. Sunset Cinema brought over 400 attendees last year, and sponsorships are available again this year. Movie sponsor‐
ships give a company maximum exposure and an opportunity to demonstrate commitment to the community and quality events. Sunset Cinema provides sponsors with a captive au‐
dience to promote their business as well. The events are scheduled for Thursday, June 7 and Thursday, July 5 this summer. Leadership Russellville The Leadership Russellville Class of 2011‐2012 is nearing graduation, with just two months of the nine month program remaining. The twelve participants committed to this thirteen session program in October 2011. Community areas they have studied have included: city government, county government, health and human services, and state government. This quarter, the class will meet to discuss areas of economic development, education, law enforcement, tourism and prepare for graduation. The Leadership Russellville graduation will be held on June 1 during the First Friday Luncheon. The event will be held at Lake Point Conference Center. Please plan to attend and show your support! The class will be presenting their community project and the outstanding leader of the year will be announced. 2012 Board of Directors There are six new additions to the Board of Directors this year. Jim Bradley, Billy Cockrill, Dr. Owen Kelly, Gordon Shirron, Sue Ann Strait and Dusti Yarber will serve under the leadership of the new board Chairman, Jeff Wright. Jim Bradley Gordon Shirron Area Operations Manager CenturyLink Bradley has lived in the Russellville area for thirty‐seven years. He has worked for CenturyLink for over forty years. He graduated from the University of Arkansas with a Bache‐
lor of Science degree in Business Ad‐
ministration. Bradley has maintained several offices with the Lions Club, including president. He is married to Linda and together they have one daughter named Shelly. Billy Cockrill General Manager Suddenlink Cockrill has lived in Russellville and has worked at Suddenlink for four years. He graduated from Arkansas State University with a Bachelor of Science degree in Business Manage‐
ment. He is a current member of the Kiwanis Club. Cockrill is married to Geneva and they have one child and two grandchildren: Angela, Kaiden and Kea‐
gan. Owen L. Kelly, M.D. Owner and Physician River Valley Orthopaedics Kelly has lived in Russellville for nine years. He obtained his B.S. at U of A Fayetteville, M.D. at UAMS and then Orthopaedic Surgery at UAMS and is Board Certified. He is a member of the Arkansas Letterman’s (Razorback “A” Club) and First United Methodist Church. Kelly is married to Mandy and they have two children: Kathryn Grace and Hank. 6 President Frank Griffin Oil Co., Inc. Shirron has lived in the Russellville area for twenty‐six years, he has also been involved with Frank Griffin Oil Co., Inc. for twenty‐six years. He graduated from Henderson State with a Bachelor of Science degree in Business Admini‐
stration. He is married to Decie and together they have three children Kelli, Blake and Jon. Realtor River Valley Realty, Inc. Strait has lived in Russellville for fifty‐
three years, she attended ATU and stud‐
ied Public Relations. She is a Certified Residential Special‐
ist and a graduate of the Real Estate Institute. Strait has been involved with many civic groups including, Down‐
town Rotary, Arkansas Political Action Committee Trus‐
tee and the Arkansas Realtors Association Legislative Committee. She has acquired Lifetime status from the Red Coat Committee of the Chamber. She is married Bill. Dusti Yarber Sue Ann Strait General Manager La Quinta Inn & Suites Yarber has lived in Russellville for eleven years, she has worked at La Quinta Inn & Suites for three years. She is a graduate of Arkansas Tech Univer‐
sity with a Bachelors of Science degree in Hospitality Administration. She is currently serving on the Russell‐
ville Advertising and Promotion Commission. She is mar‐
ried to Shawn and they have one son named Cash. 9 Business After Hours is a great networking opportunity for Chamber members. These events allow members to
exchange information, make business contacts, renew contacts, locate suppliers or customers, and announce changes, new
products and services.
The event is held on the second Thursday of each month from 4:30 p.m. - 6:00 p.m. at different Chamber member
businesses. In February it was hosted by River Valley United Way and the Russellville Country Club. The Russellville School
District hosted the event in March. The next Business After Hours is sponsored by Millard-Henry Clinic OBGYN.
