KNOWLEDGE OF CURRENT LOCAL MARKET AND OF TRADE SUBCONTRACTORS/SUPPLIERS
For over a quarter of a century, FCI has been providing our construction services statewide. We are also
very proactive within our industry and have first hand knowledge of the current market conditions. As the
Arizona construction market recovers from its recent downturn, FCI foresees positive growth in our industry
market for 2012 and 2013 especially for Job Order Contracting projects. Many of the public and educational entities have turned to Job Order Contracting to provide improvements and to meet their facility needs
due to funding limitations for new facilities creating an increase in projects such as repairs, maintenance,
additions, renovations and remodeling as described in your scope of services.
FCI has a large data base of pre-qualified subcontractors that we will utilize in bidding and constructing
these projects. With our statewide history, we have developed a data base that includes subcontractors
by region that is updated on an annual basis providing us with current and up to date subcontractor information we can utilize during our solicitation and bid process. Our estimating team takes a very proactive
approach with all the subcontracting communities by communicating directly with subcontractors and in
most cases, meeting face to face to discuss the projects. FCI believes in positive interaction with the subcontracting community and the benefits it brings to the projects. During our scoping and pricing process
for each project, FCI will prepare a subcontractor solicitation list specific to scope of work for each project.

ABILITY TO PERFORM THE WORK
FCI will supply TCPN and your members with a full complement of managerial, technical, and construction
expertise. We also own a full line of construction equipment ranging from pickups, trailers, and skid loaders
to compressors, generators, table saws, and jackhammers to name only a few.
All of our superintendents are supplied with computers equipped with Prolog, our project management system, and more standard software including e-mail. This enables our field staff to communicate readily with
the home office, owners, architects and subcontractors. We believe good communication is an absolute
necessity in any successful project. (While we use computers extensively, we believe there is no substitute
for personal communication and interaction.) FCI employs a wide variety of craftsmen and we have the
ability to self perform earthwork, concrete, rough carpentry, weatherproofing, framing and drywall, insulation, doors and hardware, painting, and specialties. Historically, we have chosen to subcontract the majority of the work on our projects and to focus on managing our subcontractors.
The most important resource we possess is our people. Our managers and superintendents are very experienced in similar JOC construction and in fast paced projects. We believe in providing our owners with exceptional service and quality. FCI Constructors has the capacity to successfully complete your project. Our
dedication to providing a variety of services on a wide range of projects has allowed us to achieve $292
million in annual revenue last year. We plan and staff our jobs carefully so as to provide our clients with the
service and quality they deserve. The TCPN JOC program will be no exception.

KEY PERSONNEL
FCI is proposing an experienced management team that is structured accordingly to meet the needs of this
JOC program. All members of our team have related experience and will remain throughout the project’s
completion. As the projects develop for this JOC program, additional personnel and resources may be
required. FCI is prepared to meet those requirements by assigning additional personnel such as project
managers, project superintendents, and field engineers to the project.

JOHN (JOE) KELLEHER, Vice President of Operations
Joe’s primary responsibility is to support the Project Manager to guarantee
construction of the highest quality, both on time and within budget. Joe is
also responsible for Owner satisfaction and overall project success, as well
as FCI’s corporate growth, promoting integrity, honesty and professionalism.
As the Vice President of Arizona Operations, Joe has presided over the successful negotiation and construction of over $400 million worth of alternative delivery method construction and over $800 million worth of commercial
projects in the State of Arizona.

BRIAN LEWIS, JOC Project Manager
Brian Lewis recently joined the FCI team primarily to cater to our Job Order Contracting clients. Brian has approximately 9 years of Job Order Contracting experience working with local and state governments, K-12, Higher
Education, and federal projects. He has managed all types and scopes of
work including: small new build projects, site and civil work, utilities, tenant
improvements, renovation, remodels, solar and LED (Light Emitting Diodes)
retrofits and other specialty projects. Brian will be the JOC Project Manager
for this project and will be FCI’s team leader and single point of contact.
Brian is an expert with bringing a team together that includes the client, design firms, subcontractors and vendors in an effort to properly identify scopes
of work, pricing and most importantly completing projects on time and within
budget while maintaining excellence customer relationships and great quality
of work.
Over the years, Brian has managed numerous K-12 education Job Order
Programs for multiple school districts: Peoria Unified, Saddle Mountain,
Tempe Unified, Scottsdale Unified, Murphy Elementary, and Tucson Unified
to name a few. Brian knows the methodology of JOC and what it takes to
work on occupied campuses and how to strategize and perform work flawlessly. Some of his K-12 projects consist of parking lots, site concrete, civil
and landscaping projects, interior and exterior building renovations, re-roofing projects, culinary kitchens, cafeteria and locker room renovations and
specialty construction. Brian has also successfully managed over a hundred
JOC’ Projects for many municipal clients like the City of Phoenix, Goodyear,
Avondale, Tempe, Peoria, Chandler, Fountain Hills, Surprise and Douglas.
Brian has extensive experience working with the RS Means Facilities and Construction Cost Data Book.
He is very familiar with the overall methodology of putting together RS Means estimates and how to apply
the pricing indexes and coefficients. Relevant projects include:

MIKE VAN EYNDE, Project Manager
Mike will serve as the Project Manager and will be responsible for overseeing all Project Superintendents and working closely with the team through
all project phases. He will play an active role during the pre-construction
phase assisting in scoping, pricing, constructability reviews, budgeting and
value engineering.
As Project Manager, Mike will be responsible for managing the projects preconstruction and construction. His experience and knowledge of the design
and construction of similar facilities and with 13 years of construction experience will be a tremendous asset to the project. He will encourage positive
communication between the TCPN team and members and will serve as the
main point of contact during construction.

CAMERON HARMANN, Project Superintendent
Joining FCI in 2004, Cameron worked with the team on the Gilbert South
Area Service Center. He has a team attitude and works closely with the
owner and architect to ensure the owner’s need are met and exceeded.
As Project Superintendent, Cameron will be involved in both pre-construction
and construction services. He will play an active role during pre-construction
assisting in constructability reviews and value engineering. During construction, he will be on site and dedicate 100% of his time to this project. He will
handle all of the day-to-day operations.

NATHAN POPE, Project Superintendent
Nathan Pope will serve as your full-time superintendent. He will be on-site
and dedicated to the project from start to successful completion. Nathan
is responsible for maintaining quality control and general job coordination,
including planning and scheduling of subcontractors and FCI crews. He will

BRIAN QUINTANA, Chief Estimator
Brian has over 15 years of construction estimating experience. He has estimated projects ranging from small additions and remodels to major new
construction. Brian will be the Chief Estimator and he will be responsible for
developing budgets and estimates throughout this JOC program. Brian will
coordinate these estimates with our team Project Managers for this project
as well as providing value engineering reviews. Brian has experience working with R.S Means and was the chief estimator for the 2004 and 2009 Chinle
Master Plan projects.

Located in the northeast corner of the state, the Chinle 2009 Master plan project is a five (5) year, $36M
educational project that includes projects throughout the District that vary in scope and complexity. FCI
worked with the owner during the early planning stages to develop a master schedule that integrated the
school calendar and developed a road map for the district to use in planning their projects. Many of
the projects have been constructed during the school year on occupied campuses. For example, we are
currently working at both Many Farms and Tsaile Elementary School campuses constructing new multipurpose buildings and athletic facilities.
Beginning in 2009, we utilized the summer breaks to perform projects such as renovations to classrooms

The Chinle USD 2009 Master Plan project is the second (5) year master plan project we have done with
this school district. In 2005, FCI was awarded the $50 million Chinle Master Plan project. This five year

Phoenix Fire Training Facility - Phoenix, AZ
This new training center is for the City of Phoenix Fire Department
and is a multi-phase, multi-year development designed to cover all
aspects of training necessary for their firefighters and represents
FCI’s current municipal and greater phoenix area experience.
The project began with a challenging site development package
consisting of complete infrastructure and preparation of a site previously used by a water treatment plant for sludge ponds. During
the design, FCI encountered several difficulties on the site that
included routing utilities underneath the railroad tracks and going a mile off site to tie-in electrical and communication services.

FCI recently completed construction of two state-of-theart burn buildings. The first burn building is a Class A structure design using cast-in-place concrete with thermal linings designed for high-temperature training and will be certified to withstand temperatures near 1200
degrees. The second burn building is a Class B structure is a 12,000 SF, 6-story tower designed to
simulate dense smoke, sound and heat situations for search and rescue operations with highly-advanced equipment package. The eleven propane gas-fired training props and smoke-generation
equipment were chosen after months of research to discover, from previously built training centers,
the most effective methods for firefighter training. Also constructed on this campus is a LEED® Certified Driver’s Training facility. This facility has approximately 20 acres of outdoor paved driver training area, and an approximately 2,000 SF building which houses driving simulators and classrooms.
In addition to this training facility, FCI was awarded the $7.7 million Fire Alarm Dispatch Facility on this
campus. The 40,000 SF LEED® Certified Fire Alarm Dispatch facility will serve as the headquarters for
fire administration and will include a 10,000 SF Call/Dispatch Center and is currently under construction.

Gadsden Deficiency Corrections Projects - Gilbert, AZ

This Glendale Community College project represents a recent college level project completed by FCI.
FCI was selected by the Maricopa County Community
College District to provide our services for this New Public
Safety Sciences facility located on the campus of Glendale Community College. This 28,000 square-foot, two
story Public Safety Facility is providing a larger, more flexible and accessible space to house the Administration of
Justice, Law Enforcement Operations, Emergency Medical Technology and Fire Science instructional units. All
lecture/lab facilities incorporate significant technology infrastructure to support state-of-the-art teaching equipment

Somerton Various Corrections - Somerton, AZ
FCI has extensive southwest regional experience and has successfully completed over twelve (12) educational projects in the Yuma region. Below represents a similar type task order project.
In 2003, FCI was awarded the Somerton Various Correction
project that demonstrates FCI’s experience in providing
similar task order master plan services.
This project began with the construction of the Valle de Encanto, 400-student, K-5 project. This educational project
opened in the Fall, 2005 and funded by the Arizona School
Facilities Board. This masonry and structural steel facility
used the Site-Based Design process to meet the District Requirement for an “all- under-one –roof” design. The project
includes a Multi-purpose room, library, classroom space,
administration area and student and facility restrooms. The
Early Childhood Center was funded by Somerton Elementary School District through a special election.
In addition to this project, FCI was employed by the district
for the Somerton Tierra del Sol Concrete Re-mediation project. This project included work to an existing elementary
school located in Somerton that was experiencing water /
mold issues along the perimeter of the entire building. The
project included excavation of all footings and re-application
of water proofing and landscaping.

Gilbert South Area Service Center - Gilbert, AZ
Located in the southeast corner of the valley, the Gilbert
South Area Service Center is a 40-acre municipal complex with seven major building structures and is part of a
master plan that includes a public park and is adjacent
to a waste water treatment plant. The FCI team worked
with the Town of Gilbert to design, coordinate and construct this municipal complex and all the infrastructure
required along with the major road improvements along
Queen Creek and Greenfield Roads. The 50,000 square
foot Administration Building includes a 20,000 squarefoot Police Station with police administration offices, traffic open office space, patrol offices, commander’s office,
public entry and reception area, conference and training
rooms, special enforcement office, exercise room, men’s
and women’s lockers and shower facilities and a sallyport.

Most of FCI’s contracts are procured with public and governmental entities. We consistently build satisfactory and award winning projects for municipalities, local and state governments, K-12 and higher education
clients. We have had much success in the task order delivery style of procurement resulting in consistent
repeat clients over the past 25 years and we are always expanding our expertise with this style of delivery
in the marketplace. FCI recruited our most recent project manager, Brian Lewis, to help promote and market our Job Order Contracting procurement. Mr. Lewis has 9 years of Job Order Contracting experience,
managing numerous JOC programs and catering to hundreds of JOC clients from local municipalities and
government entities, K-12, higher education, and has tremendous experience working with statewide clients in a similar procurement to TCPN’s known as Mohave Educational Service Cooperative. Mr. Lewis
brings the type of experience and leadership that will expand our capabilities with the JOC procurement.

Estimating is an essential part of being competitive in the market place. FCI has been providing competitive estimates since its inception in 1978. We have perfected the ability to provide quality estimates in a
timely manner while adapting to the fluid economic climates. We have mastered the task of estimating in
effort to remain one of the most competitive firms in the industry. When estimating task order style contracts, we ensure that the scope of work clearly identifies the clients’ needs and wants the first time around.
A good estimate is always preceded by an effective team site meeting defining the clients’ expectation
to avoid multiple re-scoping and estimating efforts that could delay the process. Estimating this style of
procurement is all about specificity in pricing only items required to complete the project and the timeliness to complete the estimate so the project can proceed as quickly as possible. Once expectations are
known, we then proceed with unit pricing consistent with the scope of work. We utilize pre-priced estimating guides such as R.S. Means to ensure our estimates incorporate the most current unit pricing available
and that they also include the required cost coefficients and city cost indexes necessary for a complete
estimate up front.

Avondale Police and Fire Station 171 remodeling and renovation project, Avondale, AZ

Marketing strategies are an essential component to every company. At FCI, it is a core business model to
promote networking and marketing strategies with new clients as well as existing repeat clients.
Marketing Existing Clients:
The marketing of existing clients starts with your first project. The best marketing you can ever do is to
provide a client with the value and service they expect and then exceed those expectations. Although you
do not stop there, it is critical that each member of the team promote a positive experience with safe on
time projects within budget. Typically, we consider our superintendents to be our ambassadors in the field
and thus they are the first person in contact with the client as issues may arise. Our superintendents are
trained to assess situations and develop plans for the team to assess for resolution. FCI’s project managers work in concert with subcontractors, vendors and the client assuring a timely and positive outcome for
all issues. In addition, our project managers meet regularly with clients addressing their concerns so FCI
can elevate where to improve, consequently, we are also looking for clients’ positive experiences as well to
ensure we keep focused on what we do well.
Marketing New Clients:
Many of FCI’s new clients are based on word of mouth and this is one main reason we strive to keep existing clients happy. However, any good marketing strategy must promote new clients in many different ways.
We like to initiate new clients face-to-face to show the personal touch that we care and want to earn their
business. Sitting with them and guiding them through our company brochure and providing testimonials
face to face is much more effective that boiler plate e-mail and letters.
At FCI, we are members of and attend the following organizations regularly: ABA, ACE and ASA partner’s
in construction where we get to show and support our industry and local communities. Most of our existing and prospective clients attend these events and there is no better place to obtain good face-to-face
dialogue with new clients. In addition, we have the opportunity to meet with existing clients, subcontractors
and design professionals
Brian Lewis, our project manager for this program has worked with a similar Job Order Contracting Program with the Mohave Education Service Cooperative for almost 9 years and has the experience working
with and promoting this type of procurement and delivery method for all different types of public sector
clients from municipalities and school districts. In conjunction with Mr. Lewis’ experience, FCI’s marketing
team plans to regularly contact TCPN members vigorously promoting the benefits of Job Order Contracting
explaining how it can help the member save money, time and how Job Order Contracting can help augment their staff at times where they may be under staffed. We also plan to organize and encourage new
TCPN membership to take full advantage of this procurement. FCI intends to be the leading Job Order
Contractor for your members and will market this procurement as a core business now and for the future
of this program.
