MESSAGE
by James Olsen, PDCCA Board President
A recent year end meeting of
the Community Associations
Institute (CAI) resulted in
our PDCCA manager, Phyllis
Harkins, receiving two awards
from her fellow Association
Managers. She was awarded
the CAI-CV Committee Chair
of the Year for her work in
2013 on the Coachella Valley chapter magazine “Quorum” and
she also received the prestigious CAI-CV President’s Award for
her service to the Coachella Valley chapter in 2013. Phyllis is
active in this organization and it is of value to her position as
PDCCA Manager to network with other managers and to keep

abreast of changing laws governing community associations.
In her almost 6 years as PDCCA Manager, Phyllis has also completed requirements for community association certifications
which certainly enhances her value to the association. She is a
CCAM (Certified Community Association Manager) bestowed
by the California Association of Community Managers, she is
also a CMCA (Certified Manager of Community Associations)
bestowed by the national HOA organization. She is also working on two additional certifications, Large Scale Community
Manager, and Professional Community Association Manager.
In addition, she is a member of the CACM Legislative Committee, Public Safety Commissioner for City of Palm Desert, Member of CAI/CV board of directors for 2014-2016 and a fifteen
year charter volunteer with the local Alzheimer’s Association
office. She is a busy lady.
Congratulations,Phyllis and homeowners please let Phyllis and
Nancy know how much you appreciate their efforts and let them
know of your appreciation.

FROM THE EDITOR’S LAPTOP
Three hundred issues---wow, that’s a lot of newsprint.
This edition, December 2013, is the 300th edition of the Palm Desert Country Club Association newsletter. As you see
from the archived copies of this magazine pictured on this page, many changes to style, paper, and
masthead have occurred over twenty-six years. The original thin, white, newspaper style newsletter
grew into the glossy magazine you are holding. And we suspect a few months that it must not have
published in its early years, since twenty-six years times twelve per year equals three hundred and
twelve editions. Nevertheless, the Association board of directors has always strived to produce an interesting and informative newsletter
for the Palm Desert Country Club community. How many properties for sale have been listed in our newsletter? How many
advertisers have placed ads in our newsletter? In 26 years, the
answers to both questions have to be—thousands. Two editors
preceded me, two people who worked long hours and believed in
the value of the PDCCA newsletter—Joe Mann, who started the
newsletter in 1987, and Pam Hegel, who chaired the newsletter
committee and was its editor for many, many years. From the
history that we’ve been able to obtain, at some time in the midnineties, Joe was no longer the editor of the newsletter, and the

board struggled to keep it afloat. Considering that until 2001, the
newsletter was completely “cut and paste” (not with a computer
I might add, but with glue sticks and typing on a typewriter), it
was no small task to prepare each edition. Pam Hegel took the
newsletter into the computer age and edited it for many years,
along with serving on the Association board of directors. Special
thanks to Joe Mann for creating the newsletter, special thanks
to Pam Hegel for continuing Joe’s legacy, and thanks to all who
advertised, who informed us of news and who read this unique
publication for the Palm Desert Country Club community for the
past 26 years. And a special thanks to Nancy Adams, who has

proofed well over one hundred of the three hundred issues, no
small task for sure. Onward to the 400th edition!
As the holiday season begins, we hope that you enjoy the many
and varied outdoor holiday displays throughout the PDCCA community. Three homes will be winners—will yours be one of them?
Winners of the Association contest will be notified by mail, and
their addresses will be published in the February newsletter.
CVWD has returned with an informative article about its 50th
anniversary. And the City of Palm Desert requested that we
publish the Conditional Use Permit hearing for the golf course
outdoor music on December 3rd at City Hall. Information about
this hearing is available on page 11.
The Association board of directors and the Association staff wish
you and your families a joyful and safe holiday season. Thanks

Coachella Valley Water District
Marks 50th Anniversary as
State Project Contractor

T
his year we mark the 50th anniversary of the Coachella Valley Water
District becoming a State Water Project
contractor.
The anniversary is significant because it
supports one of the district’s main objectives to ensure a long-term water supply:
expanded groundwater replenishment
efforts. While the Coachella Valley is fortunate to be located above a vast aquifer
containing high quality water, any longrange plan for a sustainable water supply requires that water pumped from the
aquifer be replenished. To do so, CVWD
must import water to supplement natural
mountain rainfall and snow melt.
By replenishing the aquifer, we
combat overdraft, which helps to
protect water quality, preserves
storage capacity and minimizes
land subsidence. Increased water
conservation, the development of additional affordable water supplies and the
use of recycled and imported Colorado
River water for irrigation purposes further preserve the health of the aquifer.
The State Water Project delivers water from supply and storage facilities in
Northern California to areas as far north
as Plumas County and as far south
as the border with Mexico, representing more than 25 million residents and
750,000 acres of agricultural land.
Two-thirds of California residents receive at least a portion of their water
from the project, which annually delivers on average 2.5 million acre-feet of
water through the California Aqueduct
system.
While a direct connection from the California Aqueduct to the Coachella Valley
was not constructed because of the
expense and significant engineering
challenges, CVWD and Desert Water
Agency negotiated an agreement with
the Metropolitan Water District of Southern California for a “bucket-for-bucket”
exchange of SWP water for Colorado
River water.
Exchange water is delivered to the
Whitewater River and Mission Creek
groundwater replenishment facilities
through turnouts off the Colorado River
Aqueduct, which traverses the Coachella Valley.
The exchange accord was amended to
enable MWD to deposit Colorado River
water in the valley’s aquifer during years
of above average precipitation and make
withdrawals in years of drought. This arrangement benefits the valley since the
storage of additional groundwater aids in
overdraft reduction.
Groundwater replenishment is a critical part of our commitment to be good
stewards of the aquifer. Thanks in part to
our 50-year involvement with the State
Water Project, we can report that, to
date, total groundwater replenishment
from imported supply has reached 3.16
million acre-feet. That is an impressive
milestone to celebrate!

Palm Desert Country Club Association ‘Tis the Season...

This is the month our human race learns for too short a period, to live
in peace and harmony. It is possible that when you read these words
there will be happy stories and good events pervading our otherwise
negative news fare. It is also possible that some terrible occurrence
has grabbed the top line of the evening news line-up. Whichever (or
something very different that has not occurred to me), we will be entering the time of happiness for many, gift scrambling for many, and
struggles for yet others.
Here in Palm Desert, our beautiful surroundings and pleasant
weather for the most part have insulated most of us from the efforting
many endure for daily living. Certainly, the happy chords resonate
under the activity we endeavor to accomplish. Spent my youth in
greater Buffalo new York, where snow and icy roadways are daily
challenges. I recall icicles perhaps two stories tall hanging from the
roof where the heat escaped in sufficient quantities as to create a
constant drip in subfreezing temperatures. Many of the readers of
this publication have escaped recently from the same frozen universe, and know well the reasons for their annual trek. Nearly fifty
years ago I married a California girl and shortly tried to transplant her
to snow country. Believe me, they don’t root well in frozen ground!
As a result, I have been a California resident now for some forty
four years and finally have learned to call it home. Admittedly, in this
decoration-filled, musically fraught part of our calendar, I find it difficult to adjust even now to twinkle lights on cactus plants, and Santa
arriving in a vintage open topped Jaguar. Remembering snow drifts
up to the second story window back home, the fleecy cotton fluff
around our department store Santas seems a bit plastic. But they do
the best they can, don’t they!
As a kid, the heavy wood-framed storm windows Dad laboriously
mounted every fall would be subjected to cold Canadian nor-westers
on the outside, and little boys breathing frost onto them inside. We
would then proceed to draw finger paintings on the frosted surface,
and quickly sketch the same artwork on a sheet of school paper. In
the next morning, we would compare and delight to the sparkling
modifications Mother Nature had added over night. Colorful coronas
and rainbows of the morning sunbeams through the frozen microlenses. Little triangles and streaks of prismatic color! Exquisite!
Probably not something our California-native neighbors ever experienced! Then it would be out to deliver newspapers from twin snowsleighs full of Sunday editions an inch and a half thick. Not the same
experience here. If anyone gets a newspaper delivered at all, they
hear a flying object smack the driveway at 5:00 A.M. as an old noisy
muffler rattles by, both windows open, blaring mariachi music. Just
not as charming, if a bit more comfortable for the delivery person!
Oh my!
Anyway, we at our house, and I am sure all the folks at PDCCA
Newsletter as well, wish you and yours the very best of the holidays.

If you are a lifetime local, you may be in your high point of the year. If
you are a displaced muck-luck type as am I, you can look closely at
the Christmas cards flowing in and flash back to scenes that looked
much like those one-horse open sleigh etchings before you. Either
way, absorb the pleasant feelings and happy faces of the youngsters. If you can help someone, give them a bit of unexpected love,
perhaps, go for it! Add to those good vibrations out there. They are
after all, what we work so hard all year to achieve. Merry Christmas,
Happy Channukah, or the very best of this delightful season to you,
no matter how you celebrate! Blessings!! -fhs

Planning Commission to consider a request by Palm Desert Country Club Diner, LLC for
consideration of a Conditional Use Permit to allow outdoor music at the clubhouse on
Friday and Saturday nights from 6:00 p.m. to 9:00 p.m. The property is located at 77200 California Drive.
SAID public hearing will be held on Tuesday, December 3, 2013 at 6:00 p.m. in the Council
Chamber at the Palm Desert Civic Center, 73-510 Fred Waring Drive, Palm Desert,
California, at which time and place all interested persons are invited to attend and be
