THE FUNDAMENTALS
1.1 Starting CIBS
CIBS can be started by clicking the CIBS Icon on the desktop.
1.2 Logging In
When CIBS is started user will be required to enter its login parameters on two different
screens.
Connection and Login Parameters
The first screen is the connection and login parameters screen. Provide the information as
follows.
Server : Leave as it is. Do not make any changes.
Login Name : Provide user login name.
Password : Provide user password.
Language : Select English
Click the 9 button to proceed and 8 button to cancel.

Defaults
The second screen is the default parameters screen. Provide the information as follows.
Role : Leave as it is. Do not make any changes.
Office : Leave as it is. Do not make any changes.
Date : Change date if required.
Printer : Change default printer if required.
Click the 9 button to proceed and 8 button to login.

1.4 Using Transaction Panels
The transaction panel lets the user select a customer and perform a transaction.

Provide Customer ID or Reference # and click Details button to show customer
details or click the Reset button clear the fields.
Click one of the transaction buttons to open the transaction data entry window.

For Non-Tabular Data

Use the Tab Key is to go to next editable field. If the next editable field is
Selection list press tab key twice.
Click with mouse on any field to jump to that field.
For Tabular Data

Use the Enter key to go to next editable field (i.e table cell). If the current field is
the last one in a certain row, pressing Enter will move cursor to the first editable
field in the next row. Focus will move to the first row if Enter key is pressed in the
last field of the last row.
Click with mouse on any field (i.e table cell) to jump to that field.

1.8 Error Handling
When CIBS encounters errors, it displays them as a pop-up message. User can note down
these errors or take a screen shot.
The error messages are self explanatory. User should provide valid data to correct these
errors and repeat the process.

1.9 Working With Queues
CIBS has a number of queues to manage under process transactions. Queues can be
opened from the menu window.

Provide filter parameters and click the Filter button to show a list of transactions
matching the filter criteria. User may provide one or all filter parameters.
Alternatively, click the Show All button to show all transactions in queue.
Select one or more transactions from the list by clicking the check box.
Click a Process Button to execute the process.
1.10 Taking a Screen Shot
Press the Print Screen button on the keyboard to copy the screen contents to the Windows
clipboard. User may then copy the image to any imaging software or Word etc.
1.11 Closing a Form
Click the Close button or Exit Window button.
1.12 Closing CIBS
Close the CIBS Menu window to close the application.

CUSTOMER UPDATES
2.1 Understanding Customer Updates
Overview
This Module is used to perform the following activities:
• New Connection Application: To add a New Connection Application for
Connection Activation.
• Connection Activation: To activate the connection of a submitted Application.
• Correction of Name/Contacts: To correct the Name and address etc. of a customer.
• Change of Reference #: To change the Reference # of a customer.
• Change of Name (Ownership): To change the ownership of a connection.
• Change of Tariff/Load: To change the Tariff or Load of a connection.
• Miscellaneous Updates: To update various connection parameters e.g. NTN, GST,
ED etc.
• Change of Multiplying Factor: To change the Multiplying Factor of an installed
meter.
All above updates/activities except New Connection Application are prepared through
Customer Updates Panel.
Prepared transactions are available in Customer Updates Queue for further actions i.e.
Approve, Allow Edit, Reject etc.
Finalized transactions i.e. Approved or Rejected can be viewed from the Finalized
Customer Updates Queue.

2.2 Submitting New Connection Application
Overview
The purpose of this function is to add a New Connection Application for Connection
Activation. It allows user to input application data for new applications.
How to Reach
Main Menu > Customer Updates Menu > New Connection Application
Instructions
i. Open the New Application form.
ii. Enter application data by providing all mandatory information.
iii. Click the Submit Application or Connection Activation button to submit Application
to the Queue or to go to Connection Activation form.
iv. Handle errors if any and click the Submit Application/Connection Activation button
again.
v. If data is error free the Connection Application will be submitted and reflected in
Customers Update Queue if Submit Application Button is pressed or New Connection
Activation Form will be opened if Connection Activation button is pressed.

2.3 Submitting New Connection Activation
Overview
The purpose of this function is to activate new connection for a customer whose New
Connection Application is filled or submitted for Connection Activation. It displays the
Customer Application Details and enables user to input the Connection and Meter data. It
also generates and assigns a unique Customer ID.

v. If data is error free, New Connection Activation record will be submitted and reflected

The purpose of this function is to correct the name/contacts of a customer. It enables user
to input the Corrected Name/Contacts data.

person to another. It enables user to input the Changed Name (Ownership) data.

Overview
The purpose of this function is to View Details of a selected customer update and
performs certain operations like allow edit, approve and reject according to the user
rights.
How to Reach
Main Menu > Customer Updates Menu > Customer Updates Queue

Select required record from the records displayed against the filter criteria.
Click on the View Details button.
The record with all its related details will be displayed in a new form in read only
mode.

Overview
This Module is used to perform the following activities:
• Prepare Disconnection: To disconnect the Connection of a customer.
• Prepare Reconnection: To reconnect the Connection of a customer that is already
disconnected.

• Generate MCO List: To Generate the List of MCOs.

Overview
The purpose of this function is to Generate MR Pre-enter. User can generate the MR Preenter to Create a Soft-copy or Print a Hard-copy.

i. Open the ‘Generate Pre-Enter’ form.
ii. The form shows all records for each meter installed for a customer in the selected MR
document.
iii. Click Proceed button after selecting one or both of ‘Print Pre-enter’ and ‘Generate
Soft Copy’ options.
iv. If only Print Pre-Enter button is selected, then pre-enter is generated.
v. If both options or only Generate soft Copy is selected, then soft copy is generated as
well.

5.3 Keypunching MR
Overview
The purpose of this function is to enter monthly MR for a batch of customers.
How to Reach
Main Menu > Customer Metering Panel > Select MR Document > Keypunch MR
Instructions
i. Open the ‘Keypunch MR’ form.
ii. The form shows one record for each meter installed for a customer. A customer can
have more than one meters (in case of General) or sets of meters (in case of MDI).
iii. Enter Meter Status, Present MR, Units Advanced etc. as the case may be for each meter
record.
iv. Click the Reconcile button to validate the entered data.
v. Handle errors if any by entering valid data or overlooking the errors. Click the Submit
button to submit the form. Optionally, the user may reconcile the MR list once again
before submitting to verify that all errors are properly attended.
vi. If MR List still contains invalid data, error will be generated. User has to repeat step v.
vii. If data is error free the MR list will be Submitted and reflected in Customer Metering
Panel.

6.1 Understanding Cash Adjustments
Overview
This Module is used to perform the following activities:
• Un-Identified Cash Posting: To post that cash which is un-identified to the actual
consumer’s account.
• Un-Identified Cash Deletion: To delete Unidentified cash.
• Journal Adjustments: To prepare journal adjustments.
• Security Adjustments: To adjust security of permanently disconnected customer
against their payables.
• Security Repayments: To refund balance security of disconnected customers after
security adjustment.
• Credit Balances With Installments: To generate the list of customers, which have
credit balance and outstanding installments.
• Withdraw Installments: To withdraw the installments of a customer’s bill.
• IOT Posting: To prepare an I.O.T for posting.
• Reversal of IOT: To reverse an I.O.T.
• Advice of Department/Court Order: To defer an amount as per advice of
department/court order.
• Withdrawal of Department/Court Order: To withdraw the deferred amount as per
decision of department/court order.
All above adjustments/activities are prepared through Cash Adjustments Menu.
Prepared transactions are available in Cash Adjustments Queue for further actions i.e.
Approve, Allow Edit, Reject etc.
Finalized transactions i.e. Approved or Rejected can be viewed from the Finalized Cash
Adjustments Queue.

This Module is used to perform the following activities:

7.2 Initializing a Scroll
Overview
The purpose of this function is to initialize a collection scroll so that stubs data entry can
be done. It allows user to enter scroll headers and saves the scroll to Collection Queue.
How to Reach
Main Menu > Collection and Remittance Menu > Initialize Scroll
Instructions
i. Open Initial Scroll form from Collection and Remittance Menu.
ii. Enter Scroll data by providing all mandatory information.
iii. Click the Submit button to submit Scroll to the Queue.
iv. Handle errors if any and click the Submit button again.
v. If data is error free the Scroll will be submitted and will be reflected in Collection Queue.

7.3 Entering Stubs
Overview
The purpose of this function is to enter the cash collection data in the form of stubs. It
allows user to enter the stubs by keypunching or by scanning them if they are machine
readable. Also enables the user to edit or delete an entry. User can Save the scroll to work
on it later or start Reconciling the Scroll to clean the data.
How to Reach
Main Menu > Collection and Remittance Menu > Collection Queue > Select a Record >
Stubs
Instructions
i. Open Collection Queue from Collection and Remittance Menu.
ii. Select a record with status initialized scroll.
iii. Click the Stubs button, Stubs form will be opened.
iv. Click Start Entry button to enter stubs in barcode mode. Scan machine readable stubs to
enter stub data.
v. In order to manually enter stubs click the Key Punch check box to enable manual entry
mode.
vi. In the manual entry mode provide stub information and Click the Add Button.

vii. To delete a stub from the list, select it and click the Delete button.
viii. To edit a stub from the list, select it and click the Edit button. The stub data will be
loaded in entry fields. Provide edited stub data and click the Add button to update the
stub record.
ix. Once all the stubs have been scanned or entered click the Finish Entry button.
x. Click Save button to save the record in the Collection Queue or Click Reconcile button
to open the Reconcile form.

7.4 Reconciling Scroll
Overview
The purpose of this function is to reconcile scrolls to make them free from
errors/exceptions. It enables the user to reconcile each record of the scroll w.r.t. Master
Data according to a set of business rules by displaying and removing errors/exceptions
from the scroll data.

Main Menu > Collection and Remittance Menu > Collection Queue > Select a Record >

ii. Select a record with status Under Process scroll.
iii. Click the Reconcile Scroll button, Reconcile Scroll form will be opened.

iv. Click Reconcile button to reconcile the scroll. This will show the error/exception
messages against each record.
v. Provide the reconciliation data or correct the scroll data for Stubs as mentioned in

vii. Click Submit button for submitting the scroll for posting.
viii. Handle errors if any and click the Submit button again.
ix. If data is error free the Reconcile Scroll record will be submitted and will be reflected in
Collection Queue

7.5 Download Online Collection
Overview
The purpose of this function is to download the online collection data. It allows the user
to download the scroll-wise collection data from online servers and include the same in
the Collection Queue with status set to ‘Scroll Downloaded’ for further action.

i. Open Online Collection from Collection and Remittance Menu.
ii. Click Download button, and collection will be downloaded, or click Cancel button if user
do not want to download collection.

7.6 Submitting Remittance and Adjustments
Overview
The purpose of this function is to enter remittances & adjustments. It allows user to enter
remittance and/or adjustment data and submit the same to Remittance Queue for further
action.

i. Open Remittance and Adjustments from Collection and Remittance Menu.
ii. Provide all mandatory information for Remittance add Adjustments and Click Submit
