ENVIRONMENTAL IMPACT ASSESSMENT FOR THE PROPOSED OPEN CAST MINING OF THE
MAFUBE COAL MINING (PTY) LTD NOOITGEDACHT AND WILDFONTEIN RESERVES, MIDDELBURG
DISTRICT, MPUMALANGA PROVINCE
Dear Sir Madam
Background
Mafube Coal Mining (Pty) Ltd is at present assessing the extraction of coal from its Nooitgedacht and Wildfontein
reserves in the Middelburg District, Mpumalanga Province.
The coal reserve will be used to supply coal for both power generation (Arnot Power Station) and for export
purposes. The proposed open cast mine is situated on portions of the Patattafontein, Nooitgedacht and
Springboklaagte farms, between Middelburg and Belfast.
A parallel environmental authorisation process is being undertaken in terms of the Mineral and Petroleum
Resources Development Act (MPRDA), Act 28 of 2002 and the National Environmental Management Act (NEMA),
Act 107 of 1998. The process will also include an Environmental Management Programme Report (EMPR), based
on the findings of the EIA, a waste management licence in terms of the National Environmental Management:
Waste Act (NEMWA), Act 59 of 2008 and an Integrated Water Use License Application in terms of the National
Water Act (NWA), Act No. 36 of 1998.
Purpose of this letter
In accordance with the EIA Regulations (GNR 543, Regulation 15), the applicant Mafube Coal Mining (Pty)
Ltd (Mafube) must give written notice of the proposed activity to the owner or the person in control of the
land on which the activity is to be undertaken and inform such a person that he/she may participate in the
public participation process. It is the purpose of this letter to fulfil the notification requirements as stipulated in
the mentioned regulations.
The properties that are potentially affected by the proposed applications are indicated on the attached map.
Furthermore, Golder respectfully requests your assistance to allow specialists to conduct their studies. For
some of the specialist studies, such as detailed wetland assessments, it may be necessary to gain access to
certain properties whose surface rights do not belong to Mafube. Please be assured that no specialist will
access a property, without prior arrangement with the landowner, including a discussion regarding the
correct specialist procedures to be followed whilst on their land. It is envisaged that these specialist studies
will take place from September 2011 to April 2012.
Please be assured that every effort will be made to cause minimum disturbance.

AVAILABILITY OF DRAFT SCOPING REPORT FOR COMMENT

BACKGROUND
Mafube Coal Mining (Pty) Ltd hereby gives notice of the Environmental Impact Assessment for the proposed
mining of the Nooitgedacht and Wildfontein Reserves, Middelburg District, Mpumalanga Province.
The coal reserve will be used to supply coal for both power generation (Arnot Power Station) and for export
purposes. The proposed open cast mine is situated on portions of the Patattafontein, Nooitgedacht and
Springboklaagte farms, between Middelburg and Belfast.
A parallel environmental authorisation process is being undertaken in terms of the Mineral and Petroleum
Resources Development Act (MPRDA), Act 28 of 2002 and the National Environmental Management Act
(NEMA), Act 107 of 1998. The process will also include an Environmental Management Programme Report
(EMPR), based on the findings of the EIA, a waste management licence in terms of the National
Environmental Management: Waste Act (NEMWA), Act 59 of 2008 and an Integrated Water Use License
Application in terms of the National Water Act (NWA), Act No. 36 of 1998.
The purpose of the EIA is to evaluate potential environmental and social impacts of the project. Golder
Associates Africa (Pty) Ltd, an independent environmental assessment practitioner, is conducting the EIA
and related authorisation processes.

PURPOSE OF THIS DOCUMENT
This document records the comments, issues of concern, questions and suggestions for enhanced
benefits raised by stakeholders to date on the Draft and Final Scoping Report for the
Environmental Impact Assessment, as well as on the Draft Environmental Impact Assessment for
the proposed Open Cast Mining of the Mafube Coal Mining (Pty) Ltd (Mafube) Nooitgedacht and
Wildfontein Reserves, Middelburg District, Mpumalanga Province (MDEDET Reference Number
17/2/3 N-101) known as the Mafube LifeX Project.
Comments include those made at two Public Meetings held on Saturday, 29 October 2011 and
Wednesday, 2 November 2011 in the Scoping Phase and two public meetings held on
Wednesday, 22 August 2012 and Saturday, 25 August 2012 and any written comments received.
The document also contains comments from authorities from the following meetings:

by the on-going feasibility studies. The environmental
& social assessments will evaluate the effects of the
proposed mine and make recommendations to
mitigate identified impacts. Such recommendations will
be contained in the specialist studies which will be
available for stakeholder review together with the EIA
Report in 2012.

Mafube has not yet taken a final decision to continue
with the proposed mine. Should the proposed mining
go-ahead all affected parties will be consulted. It
should also be noted that not the whole of the
Nooitgedacht farm will be taken up by mining. The
resettlement action plan will identify whether any
people stand to be directly affected, and whether any
homesteads will need to move. This study will only be
done once the EIA is complete and Mafube have
decided to go ahead with the LifeX project.

Springboklaagte, Mafube operation will most likely be
used at the proposed mine. Should new employment
opportunities become available the requirements laid
out in the Social and Labour Plan will be taken into
consideration. The SLP is written according to DMR
specifications where employment strategies need to be
addressed.

Thank you for your comment. We will review all South
African weather stations which have a reasonable date
timeline and sufficient data to determine whether there
is a more suitable station which we may use. It is
important to understand that these data are only used
for the purposes of broad description of weather
conditions.
The hydrological and air quality specialist studies
make use of large data sets comprised of appropriate
data from a range of meteorological stations, and on
site rainfall and wind speed / direction data recorded
by the mine. These data sources and the process
followed to develop defensible datasets to inform
predictive modelling will be described in the specialist
studies which will be available in 2012 together with
the EIA report for stakeholder review.
Additionally we will investigate what local weather data
exists. For future weather monitoring the option of the
local weather station will be discussed with the Mafube

all very compromised by either farming or lack of

We have noted this concern. The heritage impact
specialist study will specifically identify whether there
are any graves at risk, and if so make
recommendations for the relocation of these graves to
another existing graveyard. Similarly, if there are
graves on land not directly affected by the mining
footprint, but inside areas that may be purchased, then
the specialist study will also make recommendations
on protecting such graves and, if necessary, on
ensuring safe access to such graves by descendant
family.
Mafube shall comply with all the provisions of the IFC
and WB standards and explain the process that needs
to be followed when graves need to be relocated and
we shall respect all cultural beliefs and comply with the
legislation of the country in terms of how to manage
the relocation of graves. Mafube shall also respect
community rituals and rites and beliefs of the
community that need to have graves relocated. It is
the responsibility of the local authority to identify the
location of a new graveyard.

conducted should the mine proceed.
Once environmental and mining authorisation has
been granted and Mafube have decided to go ahead
with the project a resettlement action plan (RAP) will
be developed. This plan will address these issues.

The SLP has been submitted to the DMR for approval
and is not has not yet been approved by the DMR, as
a result it is not yet a public document. After approval
it becomes a public document and stakeholders may
approach the DMR to peruse the document.

Hlangisa and does not form part of the Mafube or
Anglo group. It is suggested that this group must be
contacted to resolve issues around the Hlangisa mine.
