The Chamber will be promoting Small Business Saturday
throughout the month of November through our eblast,

Chamber’s Perspective
I
t’s that time of year again where the Chambers current
and incoming Board of Directors begins to work on
new Member Benefits and Programs for 2013. Recently
we sent out a survey to all of our Chamber members and
we are looking forward to your feedback both positive and
constructive. We will be implementing your suggestions
and fine tuning how we currently provide programs and
marketing. I really like the quote I read today “Confidence
doesn’t come when you have all the answers. But it comes
when you are ready to face all the Questions.” All of us here
at the Atascadero Chamber are “Confident” that we could

elena Berardi is an Assistant Vice President/Client
Relationship Manager at Heritage Oaks Bank. She’s
a Central Coast native who attended Cuesta College and has nearly three decades of banking experience. In
a 20-year stint at Mid-State Bank and Trust, Helena served
customers as a financial specialist. At Heritage Oaks Bank,
where’s she worked since 2005, Helena is responsible for
management, new business development and marketing. She

n May of 1995 a musical pageant was staged in the Sunken
Gardens starring local residents, from almost toddlers to
senior citizens, real livestock and even a Model T Ford.
That was the debut of the first act of a musical written by
Anet Carlin and Colleen Goulding. Since then Carlin has
been featuring live theater in her Brickyard Playhouse right
here in Atascadero.
Act II of that show was staged in July of 1996.
Fortunately for all of us, this locally-written and produced
musical about Atascadero’s earliest days is coming back – at
next year’s centennial celebration. It will be the result of a twoweek drama camp which will lead up to two performances,
July 20 and 21 in the Sunken Gardens, probably in front of
the City Administration Building.

oversees a $40 million account portfolio, works with existing
customers to ensure they’re satisfied, and continually strives
to gain new business.
Helena is a tireless community promoter and participates
in countless local events and organizations. She served
on the board of the Paso Robles Chamber of Commerce
for 4 years. She’s thrilled to have been appointed as the
Chairperson of the Atascadero Installation and Awards dinner,
January 12, 2013.
In her (very limited) spare time, Helena is an avid sea glass
collector who crafts gorgeous jewelry from these precious
relics of the sea. Although reluctant to reveal her sources,
she confides that some of the best glass—perfect, jewel-like,
smooth baubles can be found on the beaches of San Simeon.
The region has been near shipping trade routes since the late
18th century, and the slow alchemy of water, erosion, and
time on cast-off glass yields pieces of rare quality.
Atascadero’s own Dianne Greenaway, the woman who
brings to life Tent City each October, will produce the show.
Carlin will be finishing up the final act and John Lambie,
who has performed for so many of us over the years, will
direct. The show was intended to produce an annual
historical pageant depicting the history, spirit and values of
the Atascadero Colony.
The show’s main characters are not Edward and Mabel
Lewis. But the spirit of what the Lewis’s did here rings from
the first song to the last. In fact the setting of the first scene
is in front of where the civic center was to be constructed.
The lead character, Mr. Jonathan Marshall, a bricklayer in the
young Colony, sings to his wife, “I can see a stately building
standing tall…I can see, I can see…a Colony.”
The pageant features between 55 to 75 actors, singers and
dancers on stage and almost as many behind helping with
props, costumes, makeup, music and more.
And the good thing about this pageant is you can be a
part of it. To make it “doable” for everyone the show will be
produced with only two weeks of rehearsals – a genuine boot
camp for theater. Rehearsals will be reduced slightly in the
evening for some of the younger members of the cast, but
the rest of you will be working hard for a concentrated brief
period of time.

hosted its first ever Speed Networking program. The
results were fantastic! Each person had 1 minute to
share with the person across the table from them about their
business. When the 1 minute was up, the other person would
share. It was a great way to get to know other people and
their businesses while sharing about your own. Don Idler,

with people even for a short time. You learn more about

NCYP Toasts Its 1 Year
Anniversary at Molly Pitcher

he North County Young Professionals have a
lot to celebrate. A year of fruitful networking
and educational events have led to a the establishment of NCYP as one of the premier networking groups in SLO county thanks to the hard work
and dedication of some local young professionals.
And after all that work, it was time to kick back and
celebrate!
The Young Professionals did just that on
October 4th at Molly Pitcher Brewing Company in
Atascadero, enjoying the brewery’s fantastic selection
of local beers along with the best accompanying
noshes provided by Pizza Express. The kick-back
atmosphere of Molly Pitcher’s was the perfect venue
to welcome one and all from the community to
share in NCYP’s successes, and to introduce the
group to those who were new to NCYP.
NCYP Chairwoman, Lauryn Francisco of Chuck
Braun State Farm Insurance, led the introductions
for the night. Our very generous sponsor, Mission
Community Bank, was represented by Ross
Tenhaeff, Assistant Vice President and Commercial
Banking Officer, who gave a great outline of the
various business services provided by Mission and
expressed his appreciation for the hard work put
in by the NCYP committee members to make this

ew Member Power Start Luncheon – The
Atascadero Chamber hosted their first ever
“Power Start” Luncheon designed to help
new members explore their options with the Atascadero Chamber. To start the meeting off, we reviewed
the many benefits of Chamber membership. Promotional opportunities, committee membership possibilities and the many occasions to network through
Chamber events were all discussed. The next part
of the meeting was dedicated to a questionnaire that
helped each business person assess their networking
skills and gave many simple ideas on the topic.
Networking with a neighbor was next. Each person
was to find someone they did not know and answer
specific questions that would aid in helping them pass
each other business. “I really liked networking with
your neighbor and the questions we had to discuss.
I found it to be very helpful in finding ways to help
out other businesses”, said Mary Firpo of Central
Coast Copy, a newer member of the chamber.
Robin Elliott of Aaron Corob Insurance stated, “The
neighbor networking is making me think how I can
help other businesses”.

Benefits of Having a
Social Media Policy
T
here are several very good reasons to adopt an email
policy. First and foremost, you need to let your employees know that you may monitor their messages. Even if
you have never read employee email and don’t plan to make
it your regular practice, you should protect your right to do
so. If you don’t, you might find yourself unable to investigate
claims of harassment, discrimination, theft, and other misconduct -- or threatened with a lawsuit by an employee who
claims that your investigation violated his or her privacy.
Consider these statistics: In a 1999 survey commissioned
by Elron Software, more than 60% of workers admitted to
sending or receiving adult-oriented personal email at work;
more than 55% admitted to sending or receiving personal
email messages that are racist, sexist, or otherwise offensive;
one in ten employees admitted receiving confidential information about another company in personal email, and a
significant number admitted sending messages that included
confidential information about their own companies.
If you are ever faced with an employee who uses email to
transmit pornographic images, reveal trade secrets, or send
racist or sexist messages -- and these statistics demonstrate
that you may very well find yourself in this position -- you
will have to read the messages to figure out what to do. If you
don’t have a policy warning employees that you can read their
messages at any time, an employee might sue you for violation
of privacy. Although these lawsuits are generally unsuccessful
-- that is, employees have lost most of them -- you’ll still have
to spend time and money to defend yourself in court.
Finally, you can use an email policy to tell your employees
how you expect them to use the email system -- and what uses
are prohibited. Laying down the rules clearly, in writing, will
go a long way towards preventing abuses in the first place.
What to Include in Your Email Policy
Your email policy should address these issues:
• Personal use of the email system. Explain whether employees can use email for personal messages. If you place any
restrictions on personal messages (for example, that employees can send them only during nonwork hours, must
exercise discretion as to the number and type of messages

California’s labor laws. No
matter how many employees
you have in California, your
business is required by law to
post a current California and
Federal Employment Poster in
a central location. As part of
a special partnership with the
CalChamber, the Atascadero chamber is currently taking
pre-orders for the updated 2013 California and Federal
Employment Poster. The CalChamber’s all-in-one poster
contains the 16 required state and federal employment
notices every California employer must post. CalChamber
is a trusted source for California and federal compliance
products, with more than 120 years of experience helping
California business do business.

• Monitoring. Reserve your right to monitor employee email
messages at any time. Explain that any messages employees
send using company equipment is not private, even if the
employee considers them to be personal. If you will monitor regularly using a particular system -- for example, a system that flags key words or copies every draft of a message
-- explain it briefly. This will help deter employees from
sending offensive messages in the first place.
• Rules. Make clear that all of your workplace policies and
rules -- such as rules against harassment, discrimination,
violence, solicitation, and theft of trade secrets -- apply to
employee use of the email system. Remind employees that
all email messages sent on company equipment should be
professional and appropriate. Some employers also include
so-called netiquette rules -- style guidelines for email writing.
Your policy should prohibit employees from using the
company’s equipment or network to write or publish personal content, or from doing so on company time.
Remind employees that company policies prohibiting harassment, protecting trade secrets, and so on apply whether
an employee makes these statements online or in the bricks
and mortar world.
Your policy should prohibit employees from using the
company’s trademarks, logos, or other images, and should
also prohibit employees from making false statements about
the company. If employees choose to identify themselves as
employees of the company in an online post, require them to
clearly state that the views they express online are their own
and that they do not speak for the company.
Before implementing any policies involving the use of
social media by your employees, you should check with an
attorney. Recently, the NLRB struck down various Costco
written work rules limiting discussion and electronic posting.
When using written policies employers should use limiting
language in their policies to make clear that the restrictions
are not intended to interfere with or chill employees’ rights.
This is a ripe area for litigation and must be approached with
caution.
The 2013 poster includes the mandatory update to the
Discrimination and Harassment notice, effective January 1,
2013. In addition,
• The Cal/OSHA notice has changed.
• The Employee Polygraph Protection Act notice has
changed.
• There are pending changes to the Family Medical Leave Act
(FMLA) and Pregnancy Disability Leave (PDL) notices. If
approved for 2013, these will be mandatory changes.
• Implementation of workers’ compensation reform measures
will also begin in 2013. As a result, there
are potential mandatory changes to the
Workers’ Compensation notice and
pamphlet regarding employees’ rights
and benefits and employer obligations.
Failure to comply and have a current
poster posted in a central location at your
workplace could result in significant fines
and penalties. Posters must be displayed in
a conspicuous place where all employees
can easily read it, such as a break room,
common hallway, payroll office or other
common location. Employers must also
display posters in each company location.
The Atascadero Chamber wants to make sure your

From Tourism to Transit Atascadero is on Track to
Finish Strong in 2012!

housands of visitors flocked to the Santa Margarita
Ranch at the end of September to experience gourmet
wine and food, view cooking demonstrations and sustainable gardening classes and learn more about the tourism
amenities on the Central California Coast. This was all part
of the third annual Savor the Central Coast event co-sponsored by the San Luis Obispo County Visitors and Conference Bureau and Sunset Magazine.
As part of the promotion of the event, the City of
Atascadero participated in a travel sweepstakes contest,
offering entrants “The Atascadero Experience” consisting of
lodging and a variety of entertainment opportunities. The
winner of the sweepstakes, Maja Meza of Chico California,
was thrilled with her prizes. Meza’s prizes included lodging
at the Carlton Hotel, meals at Colby-Jack Cafe & Bakery
and Guest House Grill, spa treatments from The Spa Central
Coast and Vino+Therapy, coffee and pastries from Cassie’s
Custom Cakes, ice cream from Cold Stone Creamery, movie
passes from Galaxy Theatres, a docent-led tour of the Colony

Celebrating Healthy
Communities Month
S
an Luis Obispo County recently celebrated Healthy
Communities Month. Initiated in 2011 by HEALSLO, (Healthy Eating Active Living – San Luis
Obispo) the month of October offers several opportunities
for community members to participate in events promoting a
healthy, active lifestyle and learn about our environment and
how to preserve it. On October 19th, HEAL-SLO hosted a
summit titled “Building Healthy Communities”. Nationally
recognized speakers and numerous local professionals spoke
on topics relating to our food system and the built environment and their impact on the obesity epidemic.
Featured speakers at the summit included:
Anne Haddix, PhD, a senior policy advisor to the director
of the National Center for Chronic Disease Prevention and
Health Promotion at the Centers for Disease Control. Dr.
Haddix was raised on a small farm in California’s Central
Valley. She received degrees in biology and agricultural
economics from Fresno State University and her PhD in
agricultural economics from the University of Georgia. She
spoke on the role of environmental, structural and policy
change in the U.S. food system.
Michael Dimock is president of Roots of Change which
develops and provides resources to a network in California
pursuing a food system that is ecological, affordable and fair.
He has a background in ranching, farming and marketing
which includes both local and international experience.
Museum, Zoo passes from the Charles Paddock Zoo, free
golf from Chalk Mountain Golf Course and wine-tasting
from the Barrel Room and Haven Wine Bistro. The City
of Atascadero was well represented at its booth at the event
featuring the Charles Paddock Zoo, Chalk Mountain Golf,
the Atascadero Centennial and the Faces of Freedom Veterans
Memorial project.
The City Council recently announced several street projects
during October including the construction of sidewalks and
driveway ramps underway at San Jacinto and El Camino
Real. This is a barrier removal project and includes the
construction of new concrete curb, gutter and sidewalk, cross
gutters, driveway approaches, aggregate base and adjusting
surface features to grade. The Council also announced the
completion of the road surface rehabilitation project for
the City Maintained section of San Fernando Road from
Graves Creek to Balboa Road. The project included minor
drainage and road shoulder improvements, placement of an
initial asphalt leveling course, installation of a paving fabric
to help reduce future road surface cracking and a final asphalt

is also underway. This project includes the construction of
wheelchair ramps, concrete slabs and walkways, installation
of signs, parking lot striping, and asphalt replacement
for ADA compliance. Finally, the construction of the new
Transit Center along Capistrano, adjacent to City Hall, is on
schedule and nearing completion. The new Center should be
fully completed by early December!

Richard Jackson, MD, MPH,FAAP, is Chair of
Environmental Health Science, School of Public Health at
UCLA. Dr. Jackson is the former Director of Environmental
Health at the Centers for Disease Control and former Public
Health Director for the State of California. Dr. Jackson’s
presentation focused on the affects of the built environment
on individual health.
Paul Zykofsky is an associate w/ the American Institute of
Architects. He directs the Local Government Commission’s
programs related to land use, transportation planning,
community design & health and the built environment.
He spoke on creating healthy communities through
collaboration.
The talks were followed by panels of local professionals
who answered questions from the audience. Panelists
included : Ron De Carli, Executive Director of the Council
of Governments; Joel Diringer; Hunter Francis, Director of
Sustainability in the College of Agriculture at Cal Poly; Carl
Hansen, Executive Director of the Food Bank; Kathaleen
Karle, San Luis Obispo County Department of Public
Health; Jenifer Rhynes, Chair of HEAL-SLO; Jenna Smith,
Executive Director of the Central Coast Ag Network and
Chuck Stevenson of the San Luis Obispo County Department
of Planning and Building. Penny Borenstein, MD, MPH,
Director of Public Health for the County of San Luis Obispo,
presided over the summit.
Even though we live in a county with enormous agricultural
diversity and productivity and an environment providing
ample opportunities to be active and exercise, we have an
unusually high incidence of obesity. Obesity leads to chronic
diseases including diabetes, heart disease and high blood
pressure. It’s essential that we continue to provide educational
programs and opportunities to address this situation.

of the biggest fundraiser of the year! The
2013 “Installation Awards Dinner” is fast
approaching and we need your support.
Once again, we are planning for the Auction and
Silent Auction that is held in conjunction with the
Installation Awards Dinner held in January. Letters
are being mailed out reminding members how
important this event is for the Chamber. Ambassadors
will be calling on members looking for unique items
to donate.
We are looking for Live Auction Items and Silent
Auction Items. For example, gift certificates, gift
baskets, pictures, sports memorabilia, golf accessories,
advertising are just a sample of items that have been
donated in the past for the Silent Auction. The Live
Auction is normally for the larger ticket items, such
as high end jewelry, trips, tours, vacation packages,

The Tribune is seeking nominations for its
eighth annual Top 20 under 40 Awards to honor
San Luis Obispo County’s best and brightest young
leaders. Nomination forms are being accepted online at
www.SanLuisObispo.com through Nov. 9.
The award honors 20 men and women younger than
40 who excel in both their profession and community
service. To be eligible, nominees must live and work
in the county year-round, be 39 or younger on Jan. 1,
demonstrate professional excellence in their field and a
profound commitment to their community.
“We’re seeking individuals who are making a difference
through their leadership, vision and commitment in
both their work and volunteer activities,” said Executive
EditorSandra Duerr.
A panel of judges from the San Luis Obispo County
Community Foundation will evaluate and select the
candidates. Only one nomination per person will be
accepted.
Winners will be chosen in December, short biographies
of each will be published in The Tribune in January, and
an awards luncheon will be held Jan. 24 in their honor.

The Mortgage House Extends Lease and
Remodels in SLO: The Mortgage House, local
mortgage banker in San Luis Obispo and Santa Barbara
County, has extended its lease at 1131 Monterey Street
and undertaken a comprehensive remodel of its 5000
sq. ft. office. Roxanne Carr, Division President, said
that remodeling was started October 1st and that the

The hotel, described by Westar as an “upscale, extended stay
hotel,” will cost about $20-million to construct. Assuming
all goes smoothly, the property could be open sometime
in 2014. The City of Atascadero anticipates the hotel will
generate $400,000 annually from property, sales and
transient occupancy tax. According to Atascadero Assistant
City Manager Jim Lewis, the Atascadero City Council has
approved a five year deferral of $610,000 in development
fees. During that time the developer will make payments to
the city with interest with the full amount due at the end of
the five years.
“All elements of the deferment plan are secured by a Deed
of Trust,” said Mayor Bob Kelley.
The hotel will be developed near the Home Depot Center
on the north end of El Camino Real. The City of Atascadero
hopes the project will spur additional development in that
area.
The City of Atascadero’s Annual Holiday Lighting
Ceremony, Friday November 30, 2012, Presenting

This crew from the Atascadero Hope Depot donated
a Saturday to tearing down the old lakeside
bandstand as a Community Service Project. Those
representing “Team Home Depot” included Sara Johnson,
Paul Smith, Nate Santos and Jessa Imlay, team leader. On
the roof of the bandstand is Drew Geftakys. Home Depot
joined about two dozen Atascadero Kiwanis Club members
tear down the bandstand to make way for a complete rebuild
of the lakeside performance venue which will be presented to
the City of Atascadero during its centennial year – 2013. The
new bandstand will be finished in time for the first Tuesday
Night at the Lake event next June. It took less than four hours
to complete the tearing down of the old facility. Home Depot
also donated the expense of the large dumpster needed to
haul away the bandstand.
Marriott proposes new hotel in Atascadero:
Atascadero CA) Marriot Spring Hill Suites is the brand for
the new hotel proposed for the north end of the City of
Atascadero, according to Atascadero Mayor Bob Kelley.
“Mr. Koetting notified me that the new hotel will be Marriott
Spring Hill Suites,” said Kelley. “He said he believes this will
be the best hotel in the region and is eager to proceed with

The evening will also consist of the Atascadero Main Street
Art and Wine Tour 5:30-8:30 pm. Enjoy wine, food, music
and good fellowship with our friendly merchants, tour the art
galleries, wine tasting, and meet the artists. Spend an evening
walking around the Historic Colony District.
