Rivers Convention Center for our annual Public
Safety Communications Conference. Our theme
this year is TECH KNOW U! We will be focusing on
the culture shift as technology and the 911
industry constantly change and grow.
Highlights include: 35 different training sessions to
choose from; the Basket Auction hosted by the
Chapter Services Committee; 2 Speed Networking
sessions hosted by the Mentoring Committee; the
Opening Ceremony and Keynote Presentation by Matt
Walker sharing his unique experiences as an international
climbing guide and psychologist to convey a powerful
message on navigating challenge and adversity with focus, energy
and confidence. We will also be treated to a Special Presentation by
Ron Holifield called Making a Difference (even when no one notices). Ron will show us that we are living in a VUCA
public service world of Volatility, Uncertainty, Complexity and Ambiguity and how to truly make a difference in the
lives of our citizens to keep on keeping on even when things are extraordinarily difficult! And finally, you won’t
want to miss our Supersession on Friday, June 24th with Helen Thayer who will tell us about her unforgettable

This year, we also came together to commit ourselves to
implementing a Statewide Telecommunicator Certification. The
WANT Committee provided the foundation of information that we
needed to develop a plan that we could move forward with. The
Public-Governmental Affairs Committee is now working to make
this dream into a reality. We are on our way!
I would like to thank so many who have helped me over this past
year. The Executive Committee: Jean Nealy, Richard Kirton, Alice
Johnson, Sheryl Mullen, Karl Hatton, Becky Stokoe, Laura Caster
and Deanna Wells. These folks put in many hours of their time
serving our Chapter and I’m proud of each of them. PS Richard—thank you for being my mentor. You are the BEST! The
Committee Chairpersons have also worked so hard. What a great group of people! Thank you Alice Johnson, Brenda Cantu,

Skip Houser is a partner in the law firm Pope, Houser, and Barnes.
He graduated from Western Washington University with a
degree in Political Science and earned his law degree from
Seattle University Law School. He also earned a Master’s in
Public Administration from the Evergreen State College and
additional executive management classes at the University
of Washington.
While attending law school, Skip worked for the state as a
Juvenile Rehabilitation Counselor and Adult Probation
and Parole Officer. Upon graduation from law school he
worked as an instructor and administrator for the WSCJTC
SKIP HOUSER
before becoming the Training and Safety Administrator for
Partner
the DOC and then the Staff Director of the Governor’s

as the Deputy Director of the Washington State Department
of Trade and Economic Development, before returning to private practice.
Skip’s law practice is varied, representing numerous municipal corporations that include Port
Districts, Fire Districts, Public Utility Districts, and Hospital Districts as well as serving as the
general legal counsel for the Association of Washington Cities Risk Management Service Agency.
Skip has also acted as an elected fire commissioner, president of the state Fire Commissioner’s Association,
and served on a medic one council and chairman of a communications center Board.
He is also a frequent speaker and instructor for criminal justice/law enforcement and fire agencies throughout the country to include the
International Association of Police Chiefs, Bureau of Alcohol, Tobacco and Firearms, the IRS, Department of Justice, U.S. Forest Service, the
Washington State Criminal Justice Training Commission, American Jail Association, American Corrections Association, Washington State Bar
Association, the National Indian Gaming Commission, and others.
Introduction to Communications Center Liability: Another Wakeup Call
This course will provide an introduction and overview to the civil liability and legal issues of the 911 communications centers and dispatcher/
telecommunicators. This will include the identification and discussion of the concepts of legal liability, lawsuits, tort theory, the public duty
doctrine, the seven sins of supervision and why communications centers are unique in the application of legal theory. Thursday, June 23

Communications Center Case Studies: Beyond the Wakeup Call
This course will expand upon the introduction of liability and legal issues for communications centers and discuss and analyze cases decided
in the state of Washington and those trending throughout the
country. This will include an interactive discussion of court decision
and the analysis and application of liability and exposure for
communication centers and tele-communicators, determining where
liability came from and predicting where is it going in the future.

APCO, International is gearing up for the 2016 Conference & Expo in Orlando, FL August 14-17. PreConference courses include CTO, Comprehensive Quality for Public Safety Communications, and Active
Shooter Incidents for Public Safety Communications. A separate registration is required for these
courses. The Executive Council will meet on Friday, August 12th to hear information about International
including committee reports, budget, and association goals and objectives. This is a time for learning and
networking and I hope to see you in Orlando!
APCO has made reforms to committees including the Standards Development Committee (SDC) which has
been realigned to fit better with American National Standards Institute (ANSI) requirements. The
suggested ProCHRT Rebranding has been tabled to allow for more discussion of the two proposed logos
and other branding ideas.
The President to President Forum’s inaugural meeting was held in November. This was deemed a success
by many who attended including Washington President Jackie Jones. There will be an opportunity for
presidents to meet for a half-day at APCO2016 with President Lee and First Vice President Cheryl
Greathouse.
APCO staff continues to monitor the Dispatcher Reclassification issue via the US Office of Personnel
Management (OPM) and the US Department of Labor (DOL). The new proposal is still awaiting release for
public comment and if dispatcher reclassification is not recommended, APCO will wage a major grassroots
campaign to involve the membership and its allies on Capitol Hill.
The Certified Public Safety Executive (CPE) course begins July 6 with a full class. There is already interest
being expressed in the next available session. As a reminder, this course is designed to elevate
professionalism, enhance individual performance, and recognize excellence in the public safety
industry. It is open to managers, supervisors, and agency executives. The program consists of two 12week online courses and one nine-day capstone course at APCO headquarters in Daytona Beach, Florida.

Karen Hanson has been a Call Receiver at Valley Communications
Center since early 2005. Within her first few years she became a CTO
when she realized she wanted to work with trainees in leading them to

and views her co-workers as great friends who are dedicated and
supportive. Karen is a driving force in promoting a positive
environment for all staff. Prior to coming to Valley Com, Karen worked
as an EMT and at Harborview Medical Center in the ER. As she says,
she loves “EMS stuff”! Karen likes to seek new challenges, and has led
the last two Call Receiver Academies and is currently ramping up for
the next 10-week class beginning this July! With the changeover to a
new CAD system the training material not only required major
revisions, but it was necessary to restructure the entire
academy approach as we found old methods were not

keyboard, up enough so you can now stand. Some
staff had laptops and there is enough room for two
monitors and a laptop on the workspace. All reviews
from my staff have been positive and most said all
their joints and backs felt much better.
I’ve talked ergonomics in the past and discussed
keyboards, monitors and even treadmills. However,
the most expensive piece of office gear in your area is
also the one that causing you the most pain. It’s your
desk. Normally they are large, bulky, costly and
unless your department has spent some serious cash,
many are just fixed desks. Sitting a full shift or more
at a fixed location is hard on your body. So what
options do you have to help your back and body out?
So if you have a few grand lying around sure, I say get
the best hydraulic desk with all the bells and whistles.
If your budget is a little smaller or you what to help
out multiple office staff in random offices there are
options in the $300-500 dollar range and Varidesk
isn’t the only brand.
Best practices say to change your sitting posture
often to break up the normal wear on specific parts
of the body. Taking a walk and getting up isn’t always
an option if things are super busy on the phone. Just
changing from sitting to standing and switching it up
can make a world of difference. However, if you
don’t have thousands to spend on hydraulic desks to
move your workspace up what can you do?

Well, I’ve seen places just use wood blocks to lift
desks, but that’s fixed so no change in posture.
Adjustable monitor stands are an option, but they
are expensive and might orphan your keyboard to a
lower location. Varidesk has a few adjustable stand
options that I’ve really liked lately.
I’ve purchased a few Varidesk adjustable stands for
office staff and can easily see the same great uses in
a communications room. They are a spring loaded
adjustable height surface for your keyboard, mouse
and monitor. They have enough room to fit multiple
monitors with a special space for keyboards and

Reserves
MACECOM graduated 6 reserves from their Reserve Academy on May 3rd. The Reserve
Academy consisted of 12 weeks of classroom instruction with observation time in dispatch
and rides with user agencies to provide a comprehensive overview of the job and agency.
The next phase of the Reserve Program is completing tasks lists of job competencies,
mirroring those of MACECOM’s new employee training program, to include call-taking, Fire/
EMS dispatching, and Law dispatching. Every member of MACECOM’s team has been
supportive and vested in the success of the Reserves. They recognize the value of having
a well-qualified hiring pool and extra help in the communications center. MACECOM’s
next Reserve Academy will be held in the Spring of 2017.

The launch of MACECOM’s Facebook page in 2015
has proven a most successful venue in which to
communicate with the community. According to
Smart Insights marketing, global social media has
grown to 2.3 billion users since January of 2016.
Social media is undeniably the fastest and most
efficient way to get information and messaging to the
public.
MACECOM’s Public Education Coordinator, Cathy Field, and
Deputy Director, Mary Ransier, were selected to teach at the APCO International
Conference in Florida in August. Their class will be about social media in smaller PSAPs

social media policy, best practice, and team efforts Mary and Cathy hope to make
MACECOM
other smaller PSAPs successful in the use of social media. MACECOM has used their
Facebook page to keep the community updated on incidents which may impact them (fires, road closures, etc…), emergency
preparedness, public education messaging, and getting to know their 911 dispatchers. MACECOM will be expanding their
social media use significantly in 2016.

NENA & PARTNERS ANNOUNCE THE RELEASE OF RECOMMENDED
MINIMUM TRAINING GUIDELINES FOR CALL TAKERS
The Recommended Minimum Training Guidelines for Telecommunicators Project is the result of a 9-1-1 communitywide effort that ensued over a three-year period. The goal was to identify nationally recognized, universally
accepted, minimum topics that can be used to train aspiring and current 9-1-1 telecommunicators (call-takers and
dispatchers) and which provide the foundation for their ongoing professional development.
While the National 9-1-1 Program has facilitated the Project by providing a forum for discussion and development,
the Guidelines are not federally owned or mandated—rather, they are the joint product of members of the Working
Group.
The Guidelines identify the recommended minimum topics to be included in any telecommunicator training program.
These topics were identified by the Working Group, with input from other key stakeholders representing the 9-1-1
community. The topics are as follows:
 Telecommunicator roles and responsibilities
 Legal concepts
 9-1-1 call processing
 Interpersonal communications
 Radio communications
 Stress management
 Emergency management
 Quality assurance
 Emergency communications technology
 On-the-job training guidelines
In addition, numerous subtopics were identified for each topic listed above. It should be noted that the topics
identified in the Guidelines provide minimum-level understanding. In order to field and manage emergency calls in a
live environment, telecommunicators must receive supplemental training that will enable them to process the
discipline-specific emergency calls that are fielded by their respective PSAP/9-1-1 Center or Emergency Services
Provider.

SUMMER CONFERENCE BASKET AUCTION
Back by popular demand! This is your chance to donate a basket to be entered into our auction at this year’s
Public Safety Communications Conference. All proceeds support the Chapter’s legislative efforts in Olympia!

Baskets may be donated by individuals, PSAPs, or vendors.

Bring your raffle basket with you to Kennewick. Chapter Services members will be stationed at a table in the
lobby at the Conference Center to receive them.

Baskets will be given a starting price determined by the Chapter Services committee. A Buy‐It‐Now price
may be posted for the baskets on the bid sheets.

If you have a lot of great, high‐value items gathered for a basket, consider splitting them up into several
smaller baskets! The more fabulous the basket, the more money can be raised for the Chapter's legislative
efforts!

IMPORTANT! To include a bottle of alcohol in your basket, it will need to be wrapped up inside a gift basket
bag or inside a SEALED gift box, due to our contract with the Convention Center. Any alcohol that is
displayed on its own or removed from its sealed packaging will be confiscated immediately.
Bidding closes Thursday, June 23rd @ 1630 hours. Winners will be posted at the
reception prior to the banquet.
Winners will pay and pick up their baskets either Thursday evening or Friday
morning by 1100. If you bid and you are not staying Thursday night/Friday, you
need to arrange for someone to be there Friday to pay and pick it up. Chapter
Services does not have the space to store leftover baskets nor the money to ship
them to you.
