It is our vision to establish Caruthersville School District as an educational model of excellence. SCHOOL DISTRICT CONTINUES IMPROVEMENT! Annual Performance Report Increases 12.8 % The state’s accountability system, the Missouri School Improvement Program—or MSIP 5, promotes continuous improvement within each school district in the state. The Annual Performance Report (APR) uses multiple measures and multiple years of data to provide an accurate and meaningful look at school districts. Through the MSIP process, the Department of Elementary and Secondary Education evaluates the performance of schools and districts in a valid, accurate and meaningful way so that districts in need of performance can receive appropriate support and intervention. The fifth cycle of the Missouri School Improvement Program (MSIP 5) has moved the focus away from measuring a district on “inputs” such as numbers of books, size of classrooms, student / teacher ratios, etc. to a focus on “outputs” such as student learning, attendance and persistence to graduation. 2015 represents the third year of MSIP 5. With three years of data, the state can now recommend accreditation classifications for Missouri school districts. The Caruthersville School District has been provisionally accredited since 2008. While the district has made continuous improvement over time, the district was not reviewed for reaccreditation in 2013 (under MSIP 4) due to the transition to MSIP 5, which required 3 years of data before being reviewed for reaccreditation. The Department of Elementary and Secondary Education (DESE) uses a variety of status, progress and growth measures to calculate a comprehensive score, which helps the State Board of Education determine the accreditation level of a school district. The State Board of Education will be reviewing district accreditation at the state board meeting in November and / or December. Caruthersville School District will be requesting review and consideration for full accreditation. District administration is optimistic that full accreditation will be awarded. (See information regarding the district APR on next page.) Annual Performance Report (APR) Each year school districts across Missouri receive an Annual Performance Report (APR) in early fall. The APR outlines performance on the following five standards for K-12 districts and charter schools. 1. Academic Achievement—Schools administer assessments required by the Missouri Assessment Program (MAP) to measure academic achievement and demonstrate improvement in the performance of students over time. 2. Subgroup Achievement—The district demonstrates the required improvement in student performance for its subgroups. The performance of students identified on each assessment in identified subgroups, including free/ reduced lunch, African American and Hispanic students, English language learners, and students with disabilities, meets or exceeds the state standard or demonstrates required improvement. 3. College and Career Readiness—The district provides adequate postsecondary preparation for all students. The percent of graduates who attend post-secondary education/training, enter the military or are placed in occupations related to completed career education programs within six months of graduating meets the state standard or demonstrates required improvement. 4. Attendance Rate—The district ensures all students regularly attend school. The percent of students who regularly attend school meets or exceeds the state standard or demonstrates required improvement. The state standard is 90 percent of the students attain 90 percent attendance. 5. Graduation Rate—The district ensures all students successfully complete high school. Upon your request, our district is required to provide to you in a timely manner, the following information: Whether your child’s teachers have met state qualification and licensing criteria for the grade levels and subject area in which the teacher(s) provide instruction. Whether your child’s teachers are teaching under emergency or other provisional status through which state qualification or licensing criteria have been waived. Whether your child is provided services by paraprofessionals and, if so, their qualifications. What baccalaureate degree major the teacher(s) hold and any other graduate certification or degree held by the teacher(s), and the field of discipline of the certification. In addition to the information that parents may request, districts must provide to each individual parent the following: Information on the achievement level of the parent’s child in each of the state academic assessments as required under this part; and Timely notice that the parent’s child has been assigned, or has been taught for four or more consecutive weeks by, a teacher who is not highly qualified. Please sign and return the Parent—Student Compact to your child’s school. Missouri Department of Elementary and Secondary Education NCLB COMPLAINT PROCEDURES. The Federal No Child Left Behind Act of 2001 (NCLB), ,Title IX Part C. Sec. 9304(a)(3) ( C ) requires the Missouri Department of Elementary & Secondary Education (DESE) to adopt procedures for resolving complaints regarding operations of programs authorized under the Act, including Title I, Title II, Title III, Title IV (Part A), Title V, Title VI, and Title VII and Title IX, part C. Parent / Family Involvement Policy (IGBC) The Caruthersville School District Board of Education believes that engaging parents/families in the education process is essential to improved academic success for students. This policy outlines the districts goals and plan to facilitate parent/family involvement. School-Parent-Student Compact Each building’s School-Parent-Student Compact outlines responsibilities of the school, the parents and the students participating in Title I.A activities, services and programs. The compact outlines how the entire school staff, the parents, and the students will share the responsibility for improved student academic achievement. Parent—School—Community Involvement Painting Workshop with BeBe Betz Pinkley, CHS Class of 1977 Babaloo Music and Fun for Pre-K and Kindergarten Caruthersville Area Arts Council The CAAC enriches the quality of life and the economic vitality of Pemiscot County by providing arts programs and exposure to the arts for people of all ages. This year the arts council is sponsoring several events for the youth in our community. September 26 Children’s Painting Workshop October 23 Slatertales!! November 12 Babaloo Music & Fun December 3 “The Elves and the Shoemaker” February 12 North of the Quarter Jazz Band February 18 “Goodbye Marianne” March 4 “Goldilocks” Slatertales! Joyce Slater, Storyteller for 4th and 5th graders Veterans Day Parade Staff, parents and community leaders gather for the fall district advisory meeting. Suggestions noted on evaluations included more parent / community participation and a district resource officer. Strengths noted included dedicated staff and a living mission and goals. The district appreciates all who participated. Veterans Day Program The middle school Fellowship of Christian Athletes and Students went to the Judgment House in Sikeston, MO on October 15th. There were 36 students who participated in this event. The Chaperones were Kelly Whitfield, Stacy Whitfield, Amy Stricklin, Sandy Sanders, and bus driver, was Melvin Gorman. Fire Chief Charlie Jones (below) and volunteer fireman Jess Cagle visit the school during Fire Prevention Week. Middle School Positive Behavior Intervention Support (PBIS) tailgate party. Bootheel Safe Kids sent Clifford the Big Red Dog to Caruthersville Elementary School to talk about walking safety. Kindergarten students received a free copy of “Clifford Takes A Walk” and a reflective Halloween bag. Caruthersville School District Receives a Health Schools and Communities Grant In 2013 Missouri Foundation for Health established a five-year Healthy Schools Healthy Communities (HSHC) initiative to get kids to a healthy weight. HSHC brings together schools, community organizations, businesses, parents and residents to identify and make changes that increase access to healthy food and physical activity where our kids live, learn and play. The initiative supports partnerships between schools and community organizations in order to make it easier for kids to eat healthy and be active. Today there are 13 HSHC collaborations across Missouri covering more than 28,000 students, and creating healthy opportunities for kids in the classroom, on the playground, at home and throughout the community. From introducing healthier foods and more opportunities for physical activity in schools, to improving parks and sidewalks, to building new bike trails— communities are making changes to schools and local environments that will have lasting impact. HSHC is providing the knowledge, tools and support to help families make change happen at home. The Caruthersville School District would like to thank Mrs. Mary Lewelling and the Pemiscot Initiative Network (PIN) for writing the grant and supporting the district through the implementation of the programs and activities. School and Community Wellness Coordinators Attend the Healthy Schools, Health Communities Conference in St. Louis, Missouri. Parents and community members enjoyed the Veterans’ Day musical performed by Mrs. Holly Jayroe’s music students. Students in Caruthersville School District start their day by reciting the Pledge of Allegiance. Missouri statutes require every school in the state which is supported by public moneys, to display the flag of the United States of American. In addition, every school in the state supported by public moneys shall ensure that the Pledge of Allegiance to the flag of the United States of America is recited in at least one scheduled class of every pupil enrolled in that school no less than once per week. Student Life and Learning CMS Marching Band participates in the Homecoming parade. Caruthersville Middle School 7th grader, Brandon Putman, wins a gift certificate from the PBIS Student Raffle. Caruthersville Middle School Positive Behavior Intervention Support (PBIS) Team sold tickets for a sports themed wreath made by Joplin's’ Floral Company. The winner was Ms. Daphne Barber, he mother of CMS student Bobby Blair. The wreath was presented to Ms. Barber on October 20. Thank you Ms. Barber, and all who purchased tickets, for supporting the PBIS fundraiser Band students enjoy participating in the Halloween Parade sponsored by First State Bank and Trust. Superintendent J. J. Bullington enjoys greeting students on the first day of school.
