The development was built in three phases. The townhouses, containing three bedrooms and one and a half baths, measure approximately 1225 square feet. Standard features include gas forced-air heat and air conditioning, gas range, refrigerator, garbage disposal, brick fronts with stucco on the sides and in the rear, R-30 ceiling insulation, a large living room, separate dining area and a full basement. Part of the West Poplar mission was to assist with the modernization and rehabilitation of the West and East Poplar neighborhoods by providing homeownership for the low- to moderate-income families of Philadelphia.
