Nearly 350 Graduate From Brawley High

Nearly 350 students from
Brawley Union High School's
Class of 2016 reflected on their
past four years and looked to the
future during the school's annual
graduation ceremony on the
evening of June 9, 2016.
With new leadership concerning the Graduation ceremony
itself in effect, several changes
could be seen in the format, starting with all graduates being
sequestered in a side area, away
from their parents and attendees,
until just before they were let on

the field for their Processional.
Access to the graduates was also
restricted during the ceremony
itself.
The ceremony began with the
students Processional, a 2 by 2
march to their assigned seats to
"Pomp and Circumstance." Once
the students were in their area,
former BUHS graduate, Quincy
Cavers, performed the National
Anthem on his saxophone.
Speeches were delivered by
BUHS Class of 2016 President
Greg Heath and Vice-President
Jaymi Sanchez thanking some of
the school staff for their hard
work, including Class advisors
Dina Self and Grace Tomboc,
class counselor Veronica Vega
and others.
Additionally, the top three
students in the class, Cassandra
Proo, Madison Abatti and
Hannah Casey, delivered the ceremony's student speeches, but
were not named "Valedictorian"
or "Salutatorian" as per the
school's new "Latin Honors" policy.
Abatti, in her speech, quoted
fictional
instructor
Aldus
Dumbledore (Harry Potter) in her
remarks. "It matters not what
someone is born, but what they
grow to be" said Abatti, quoting
the character. Abatti also thanked
the four BUHS students destined
for military service.

Graduation Week Busy
Time For Holtville High
Class Of 2016

It was a busy week for
Holtville students and faculty as
they closed out another school
year. For the graduating classes,
there was the usual anticipation
of graduation and what lies
ahead. For the promoting classes,
the thoughts of changing schools
and what that will be like. For the
educators, it was a time of saying
good bye to their students that
they have mentored over the past
nine months and looking forward
to the new students they will be
welcoming in just a few months.
For the graduating classes,
the next few weeks will be a time
to say good bye to their friends
and get themselves ready to leave
their homes and family to venture
off into the unknown world of
college or work. It is a time for
them to bid good bye to their
teachers. For some it will be a
time to start a career, whether
working on the family farm or
finding a job that fits their skills.
For the juniors that will now
find themselves moving into the
position of seniors, they anticipate what the next year will bring
as they enter their last year of
high school and what their future
holds and the decisions that they
will have to make.
For the promoting class from
the middle schools it is a time to
think about what it will be like in
high school and what will the
next 4 years will bring.
For a few of the educators, it
was a time to say god bye to not
only their students but to their
colleagues as well, as retirement
comes
into
the
picture.
Retirement for a teacher means
giving up a job, not giving up the
right to teach. Even after you
retire the hope is that you never
stop imparting wisdom and
teaching kids the important lessons of life.
The week started wit the CSF
induction ceremony where 28
students were inducted into the
California Scholastic Federation.
There was a Seniors award
assembly that was held on
Tuesday morning, where several
students were awarded scholarships, the Tot 20 students were
introduced along with the 65 that
met their A trough G requirements. Wednesday afternoon was
the retirement luncheon for Jeff
Magin, Dolores Mondragon,
Chrys Diez, and Luke Larson.
Thursday was time for the
Senior Awards Banquet with
more scholarships all leading up
to the Graduation that was held
on Friday, June 10th.

Calexico High School Spotlight Ceremony Includes Top Students

Years of hard work and dedication were acknowledged
Friday night as Calexico High
School seniors received scholarships and awards at the Senior
Spotlight Ceremony.
The annual Senior Spotlight
Ceremony is the event where the
top seniors receive scholarships
from individuals, unions, businesses, and non-profit organiza-
tions to help them financially as
they go into higher education.
The groups that attended and
gave scholarships to the outstanding students of the Class of
2016 where Heffernan Memorial
District, Calexico High School
Class of 1982, Desert Valley
Bandits, Associated Calexico
Teachers,
Tenaska
Solar,
California School Employees
Association, among others.
At the Senior Spotlight CHS
Principal Michelle Williams
introduced Valedictorian, Arturo
Medina and Salutatorian, Fausto
Vaca.
Valedictorian Medina, plans
to attend UC San Diego to study
Environmental Engineering and
said it was an honor to be at the
top of his class.
"I want to come back to the
Imperial Valley afterwards and
help because there is a need for
engineering in the valley,"
Medina said.
Salutatorian Fausto Vaca will
be attending UC Berkeley to
study Astrophysics. "My greatest
memory will be the support of
my friends because they always
pushed me to be better," Vaca
said.
The Calexico High School
Class of 2016 Graduation took
place June 15, 2016. Full coverage of the graduation will be in
next week's issue.

Requires Split Ceremonies
As Nearly 500 Graduate

Imperial Valley College held
a pair of graduation ceremonies
at their DePaoli Sports Complex
on the morning and afternoon of
Saturday, June 11, 2016, a first
ever change in their annual tradition made to accommodate nearly 500 students, parents and wellwishers.
This year's graduating class
had a sixteen percent increase
compared to last year's class,
prompting the split ceremonies.
The oldest graduate in this year's
IVC Class of 2016 was 65 years
old while the youngest was 19.
Saturday's graduations began
with processionals, a recital of
the Pledge of Allegiance by
incoming Associated Student
Government president Christine
Bermudez and the National
Anthem performed by the
school's Choral Ensemble.
Welcoming all parents and
guests to the graduation was IVC
Superintendent and President
Victor M. Jaime, who congratulated the students on their hard
work and dedication. This was
followed by the outgoing ASG
president's speech, performed by
Edalaine Joy Tango-An.
Following this was an award
presentation from the American
Legion's Post 60 in Brawley and
an introduction of the IVC Board
of Trustees. It was then time for
the graduates to be presented and
their diplomas to be given.
After the diplomas were
handed out by the school board,
the Choral Ensemble returned for
a performance of the college's
"Alma Mater" song. Most of the
diplomas given were for
Associate in Arts and Associate
in Science degrees with a significant portion earning transfer
credits to other institutions.
Outside the ceremony, IVC
Club fundraisers and local vendors sold flowers and trinkets to
congratulate the graduating students.
Imperial Valley College will
begin their Summer intersession
on Monday, June 20.

Ribbon Is Finally Cut On Necochea Aquatic Center
ELECTED OFFICIALS AND residents of Calexico will finally get
to stay cool this summer as the Margarita De Necochea Bulldog
Aquatic Center celebrated its Grand Opening Friday, June 10th.

For the first time in six years,
Calexico Unified students took a
dive into a Calexico swimming
pool and enjoyed being able to
cool off in a pool.
Calexico celebrated the opening of the Margarita de Necochea
Bulldog Aquatic Center last week
where residents, elected officials
and students gathered for the ribbon cutting ceremony that was
long anticipated. It's been six long
and hot summers since kids were
able to enjoy diving into a
Calexico swimming pool, the previous pool was destroyed by the
7.2 earthquake six years ago. After
years of setbacks and roadblocks,
this project celebrated its ribbon
cutting last Friday, June 10, 2016.

Maria Ambriz remembers the
opening of the old swimming pool
back in the 50s that was used by
many until the April 2010 earth-
quake that was structurally damaged beyond repair. Ambriz said
that the old plaque will be placed
on the new facility in recognition
of their efforts and legacy they
left.
"Over the past few years there
have been lots of challenges along
the way but that continued legacy
could not be denied to Calexico
citizens because when things
seemed insurmountable, the
Calexico advocates locally and at
the state level said that it will be
done and can be done." Ambriz
said
Assemblyman Eduardo Garcia
said that Senator Ben Hueso was
an advocate to get funding for the
swimming pool and get $2.7 million for the project.
"He made the case for
Calexico and convinced the state
as to why they needed the money
for the pool." Garcia said.
School Board Trustee Ciro
Calderon said that the project was
a result of a joint effort between
the City of Calexico and the
School District.
"This is more than a pool.
Anyone can build a pool but this is
a joint project that both the city
and the district said was important
to our citizens." Calderon said.
State Senator Ben Hueso said
that the pool is a part of the community and it was done thanks to
the combined efforts of many people.
"We all have to put our part to
make our cities the best place to
raise our families." Hueso said.
Senator Hueso said that he will
donate $2,500 to the swim team
and participated in a swimming
competition against a student.
The schedule for the use of the
facility by the community will be
released in the next couple of
weeks.

Department welcomed its newest
reserve officer at a special ceremony held last week.
Calexico City Clerk Gabriela
Garcia gave the Oath to Reserve
Officer Celia Romero who will
begin patrolling Calexico streets
this week. Romero, a Calexico
resident and a 2004 graduate of
Calexico High School, was
pinned with a Calexico Police
Department badge by Police
Chief Reggie Gomez at a special
ceremony held Thursday, June 9
and was joined by family and
friends.
"I'm proud to be at the next
step of my career and I just hope
that eventually I become a full
time police officer and with the
dispatch experience helping me
get some exposure and also gain
work experience from my colleagues," Officer Romero stated.
Romero started with the
Calexico Police Department as a
Police Explorer at the age fourteen and has been a dispatcher for
the Calexico police for the last
nine years. She is the first in her
family to go into law enforcement. Romero plans to complete
the rest of her academy training
in the fall so she can become a
full time police officer by next
year.
Calexico Police Chief Reggie
Gomez said that they are happy
to have Officer Romero on board
and that this is something the
department had been looking to
do for a long time.
Officer Romero was joined
by her mother Cecilia Ramirez
who was proud to see her daughter sworn in as a reserved officer.
"I worked in the fields and
supported all my children as I
could and did my best to guide
them to make good decisions and
be successful in what they do,"
Ramirez said.

Fun “Facts” About The Class Of 2016
It's difficult to find statistics
on an entire year's worth of high
school graduates. It's understandable given that the populace
is well over three million by
some estimates, but it's still a
problem when you're trying to
come up with a clever idea for a
column at the last minute.
So, with little choice, it's time
to create some interesting facts
about this particular group of
kids!
(Note: If your high school
graduate was born in 1997, well,
I'm sorry. I'm not going to abandon a good premise for one for a
handful of exceptions.)
• In California, this will be
the first graduating class to be
legally forbidden from smoking
tobacco (save for those who join
the military).
• This is the first class to exist
in a world where cloning was
always possible (Dolly The
Sheep was cloned in June 1996
and announced in February
1997).
• The Class of 2016 believes
that Elton John's "Candle In The
Wind" was about Princess Diana
Spencer of Wales and not
Marilyn Monroe. Then again,
this class of kids "never knew"
Diana "at all" outside of
Wikipedia, along with Mother
Theresa
and
Jacques-Yves
Cousteau.
• The Class of 2016 is
younger than the Harry Potter
book series (the first book, Harry
Potter and the Philosopher's
Stone, was published in June
1997 in the United Kingdom).
• The Class of 2016 is also
younger than Comedy Central's
controversial animated series
"South Park," which debuted in
August 1997.
• The Class of 2016 never
shopped or visited a Woolworth's
Department Store (they closed in
1997).
• For the Class of 2016, the
average cost for a gallon of gasoline never under a dollar.
• The Class of 2016 never
knew a world where a woman
could not be Secretary of State
(Madeleine
Albright
was
appointed in 1997 by President
Bill Clinton).

Brawley Union High School’s Class Of 2016 Graduates Includes Top Trio

Every June, Brawley Union
High School takes pride in their
senior class graduating at the end
of the school year. This year's
class, totaling nearly 350 students, includes four headed to the
military and many others going
into immediate higher education.
Those students include this
year's top kids, Cassandra Proo,
Madison Abatti and Hannah
Casey.
Proo, who earned a 4.58 GPA
through advanced placement
classes, will attend Cornell
University in the fall. Proo,
whose favorite subject was Math,
was also a member of the
school's Cross Country team, the
Senior Class's Publicity Officer,
the Treasurer for the school's
California Scholastic Federation
(CSF) and a member of the
school's Travel Club, Junior
Statesman Association (JSA) and
Literary Society.
While Proo currently remains
undecided about which direction
she wants to take her post-BUHS
education, Abatti and Casey both
have very similar goals and
accomplishments.
Abatti and Casey, who both
earned a 4.56 GPA during school
and whose favorite subject was
English, will jointly attend the
University of California at Los
Angeles and pursue degrees in
Political Science. Both were also
members of the school's Swim
teams and part of the school's
Mock Trial team as well as JSA
and CSF and Senior Class officers.
Casey also played Golf in
school while Abatti was on the
school's Volleyball team.
For future BUHS students, all
three girls had similar advice to
give.
"Whatever club you seem to
be interested in, you should go
for it!" said Abatti. "Extra-curriculars can't hurt you. In fact,
they can help influence what you
want to do in the future." Abatti
also suggests that students study
hard for the SAT.
Casey's advice would be to
not procrastinate or "slack off" in
school, but to also "make a lot of
friends and have a lot of fun."
Casey added "Join a lot of clubs,
cause that helps keep you busy
and make more friends."
Proo's advice falls along the
lines of "don't be afraid to try
new things" and "Don't stress so
much."
All three also spoke at last
week's graduation ceremony at
Warne Field.

HHS Principal Jeff Magin To Retire After 38 Years In Education

Mr. Jeff Magin, Principal of
Holtville High School, retired at
the end of this school year. Mr.
Magin has spent the past 38
years as an educator and the last
4 of those as Principal of
Holtville High School. Mr.
Magin graduated from Holtville
High School and that Viking
spirit has never left him. He
was instrumental in bringing
back the Holtville sprit and
pride to the students. Whenever
there was an event that the high
school was involved in, he
always made that the Holtville
Fight Song was a part of the
event. He always said that the
Holtville High School students
were the best students in the
Valley. Mr. Magin was able to
be at helm during the Vikings
CIF Football Championship in
2013 and the Wrestling CIF
Championship in 2014.
Along with promoting the
Viking Spirit and Pride, Mr.
Magin brought something else
to the students. He would but
on his sunglasses and guitar
and, along with a few of his
staff, would bring some classic
rock to his students. He started
this back in 2013 for the Senior
Awards Assembly and made it a
tradition.
During his tenure as principal he also served as Co-Chair
for the Holtville High School
Green and Gold Hall of Fame,
where he was able to be part in
the induction of his sister Laurie
Magin Blek in 2012 and his
Brother Lance Magin in 2013 to
the Green & Gold Hall of Fame.
At last Friday's graduation
ceremony, Mr. Magin stated
"This is a special class for me".
"I came to Holtville High
School four years ago and I will
be retiring at the end of this
year. We came in together and
we are going out together." This
graduating class of 123 students
spent their entire four years with
Mr. Magin as their principal.
The Junior class was sad to
see Mr. Magin go, but will
reunited with their Middle
School principal Mr. Garcia, as
Mr. Garcia will now be moving
up to the High School.

Community and Stakeholders
attended a forum regarding the
future of the Salton Sea and its management program.
The
California
Natural
Resources Agency is conducting a
series of workshops to provide information to the public about the Salton
Sea Management Program and welcome public comments and questions about the proposed project.
Diminishing freshwater inflows to
the Salton Sea continue to expose
playa that could pose a threat to
human health, along with increasing
salinity that threatens fish and bird
habitat. The State of California's
Salton Sea Management Program is
an interagency effort established to
develop a comprehensive, actionable
management plan for habitat restoration and dust suppression at the
Salton Sea.
The process to restore the Salton
Sea began in 2003 with the
Quantification
Settlement
Agreement to reduce southern
California's
dependence
on
Colorado River water. Under the
terms of agreement, inflows to the
Salton Sea will be reduced, hastening its ecological degradation. To
mitigate these effects, state legislation established a Salton Sea
Advisory Committee to help guide
the secretary for resources in developing the best restoration and mitigation plan for the next 75 years.
California Governor Jerry
Brown has also assigned a Salton
Sea Task Force that has made recommendations including restoration
of 12,000 acres of shoreline habitat
over the next five years and restoration of 25,000 acres of additional
exposed shoreline starting in 2020.
The Task Force has specifically recommended consideration of opportunities for increasing renewable
energy development and at around
the Salton Sea. Consistent with the
Task Force, the County and IID have
continued to urge the State to develop a comprehensive restoration plan
that includes a renewable energy
component.
Last Thursday, June 9, Assistant
Secretary for Salton Sea Policy,
Bruce Wilcox gave a presentation
about the state of the Salton Sea and
dust mitigation.
Wilcox was asked if the funding
proposed in the budget will meet the
governor's goals in the restoration
efforts.
"The next step is to get more
funding but it's tough to get funding
from the General Fund." Wilcox
said, "I hope there are other funds
available like a water bond so we
can draw money from that and not
the General Fund where money is
committed for good projects in
California."
Wilcox added that for the first
time in many years all the stakeholders are in the same page to restore
the Salton Sea and there is momentum.
"Local legislators, have been
instrumental in getting Salton Sea
issues as far as they have and continue to remind them the importance of
this project. There is a true human
health issue that trumps a lot of habitat at the Salton Sea." Wilcox said.

Imperial Valley College Biology
Professor Dr. Thomas Morrell was
named recipient of the 2016 Rafael
Santos Award by the Academic
Senate of IVC.
The award is presented at the
close of each academic year by the
Academic Senate to honor a faculty
member for distinguished contributions to students, with the primary
criterion being the recognition of
teaching excellence.
Morrell, who retires this month,
has taught biology classes (mostly
anatomy and physiology courses) for
11 years at IVC. He was chosen
because of his determination to
insure that the students in these
upper-level classes are prepared
upon entering the college’s nursing
program.
“Tom’s excellent skills at lecturing and getting students focused on
the material at hand is a major factor
for students realizing what it takes to
become successful and achieving
their goals,” Science Department
Chair Dr. Daniel Gilison wrote in his
nominating letter. “Years after they
have taken his class, his students are
still affected by him and the way he
taught his classes. When he walks
around on campus, his former students (usually now in the nursing
program), are always excited and
happy to see him again, and will stop
and chat with him.”
In his letter, Gilison said Morrell
was the one faculty member who
worked the hardest to bring a cadaver on campus for anatomy and physiology classes, calling that “one of
the best additions to all of the anatomy and physiology classes.”
The award was inspired by the
late Rafael Santos, a 25-year IVC
Business professor who died in a
traffic accident in 1999.

class's four years at BUHS,
adding jokes to brighten the
sometimes serious mood. "As I
head off to continue my
education, which I cannot afford,
I have to thank the one thing that
helped me the most: Google,"
joked Casey, who immediately
thanked her parents and teachers
for their help and encouragement.
Casey also added that her
fellow graduates should "pursue
your dreams without fear of
failure."
Proo, in her speech, thanked
her parents and several teachers
for their encouragement in her
school years, while also
encouraging her fellow graduates
in their future endeavors.
"Graduates, I believe all of
you are destined for greatness
and that each and every one of
you has the potential to change
the world," said Proo.
Proo also mentioned former
maintenance worker and avid
school supporter Carl Pratt, who
passed away earlier this year in a
vehicle accident, in her speech.
No other mention of Pratt was
made by the school during the
ceremony, either in any speeches
by staff or within the Graduation
program.
After certification by the
Superintendent to the School
Board, all 349 diplomas were
handed out individually, with a
fireworks display ending the
evening.

LOCATION: The proposal is to modify Municipal Code Section 17.01.140 - Establishment of
zones and Chapter 17.07 INDUSTRIAL ZONES to create two new industrial zones
and delete the IR- Industrial Rail zone. These two new zones are Light Industrial
(IL) and Business Park (BP). Currently there is a Business Park land use designation
in the General Plan, but there is no associated zoning. The new zones would allow
for light industrial and business park zones to be used to create transition buffering
between heavy industrial and residential zoning. This request also proposes to modify
the expiration time frame for Final Maps (Chapter 16.24 Section 16.24.010 - Time
limit for filing and recording), Conditional Use Permits (Article V. - Conditional Use
Permit Regulations Section 17.01.545 - Lapse of conditional use permit), and
Development Permits (Article VII. - Development Review Procedure Section
17.01.795 - Expiration and extensions). Finally, this request includes applying the
new designations to the portion of the currently zoned Industrial areas in the
MegaPark project to Light Industrial and Business Park zones originally approved by
City Council on March 3, 2015.
