RULES AND REGULATIONS
GENERAL
Only certified service dogs are allowed on the
grounds.
No bottle picking allowed on the grounds.
Smoking only in designated areas.
PARKING & CAMPING
Trucks, vans, and campers must be parked in
designated areas only.
All Campers on grounds must register with the
Superintendent of Grounds and will be charged $15
per night rental (includes lodging tax).
A dump station is available. Times and charges
will be posted.
Bonnie Brown grew up at the Monmouth Fair –
literally!
Her parents, Dick and Charlotte Kemp,
were/have been long time members, supporters, and
volunteers at the fair. She and her brothers, Jeff, Rick,
and Scott were “fair kids”, as we call them. Bonnie didn’t
show animals or pull antique tractors like her brothers did.
She was more interested in activities for children and
making the fairgrounds look nice .
Her own three children, Brian, Shawn, and Kyle were
also “fair kids”, hanging out and helping out while their
mother volunteered at the fair over the years. They are
all still involved in the fair.
In 2003 Bonnie became the Assistant Treasurer and in
2005 she became the elected Treasurer of the
Cochnewagan Agricultural Association.
She works
tirelessly year round balancing the books, paying the
bills, and filling out all of the reports for the Department
of Agriculture and the insurance company.
As if that weren’t enough – when the Association had
an opportunity to rebuild and upgrade the fair kitchen
facilities a number of years ago Bonnie jumped right in!
She helped re-design the space to meet food safety
requirements..
During the fair Bonnie takes time off from her own
business as a child care provider. She coordinates and
works in the fair food booth providing good food at a
great price and killer apple crisp!
Somehow she also manages to take care of the ticket
booths, writing checks for all of the contests and
entertainment. Clearly – she does not sleep during fair
week!
Bonnie – we thank you for everything you do –
We couldn’t pull it off without you!

CONCESSIONS & VENDORS
Electrical service
Electrical charges are assessed on the basis of
load requirements and demands.
Concessions will be responsible for the condition of
electrical cords and running them to the hook-up panel as
directed by the Superintendent of Electricity.
Only the Supt. of Electricity and his assistants shall
hook up power cords on the grounds. He has full
authority to reject any equipment or wiring not suitable for
use on the grounds and his decisions are final.
Since power is limited in view of the increasing use of
electrical equipment, power will be distributed in the best
interests of the Fair. The Supt. of Electricity will make the
final decisions on the distribution of electricity in the
consideration of safety and load factors.
PREMIUMS & BILLS
1. All Premiums from the Cochnewagan Agricultural
Association will be paid within 60 days from the date of
the Fair.
2. If the Fair income receipts are not enough to pay
the premiums they will be paid pro rata to receipts.
3. All bills must be received within 60 days of the fair
or they will not be honored.

Every Day
There will be drawings for free bicycles for girls
and boys ages 7 to 12 years old, a boys’ and girls’
bicycles will be given away at each drawing.
You must register for the drawings at the Fair
Office window the day of the drawing.
The drawings will be held on Thursday at 5 PM
& 7:30 PM, Friday at 4 PM and 7 PM, Saturday at 3
PM, 5 PM, and 7 PM, and Sunday at 1:30 PM & 5
PM.
Child and a parent must be present to win.

Registration for the Pig Scramble begins 1 hour before
the scramble at the Fair Office each day.
Parent/guardian must sign a permission/waiver form
for a child to participate.
A random drawing will be held at the ring to pick 10
children for each scramble.
Pigs caught become the property of the family.
$5 for each non-winning participant.
State rules & regulations governing pig scrambles are
posted at the Fair Office and Small Farm Barn.

Pedal Tractor Pull
Thursday, 5:15 PM Weigh-in, Pulling Ring

1. Pull will be conducted in 2 classes:
Class #1: Contestants up to 35 pounds
Class #2: Contestants 36 to 45 pounds
2. Weigh-in will start at the Pulling Ring at approximately
5:30 PM, depending on availability of Pulling Ring. All
contestants must have shoes on. Parent/guardian
must sign a permission/waiver form for a child to
participate. Contestants should be weighed in prior to
the start of their class. Late arrivals will be
accommodated if possible.
3. Contestants may have 1 adult in the Pulling Ring
during their pull.
4. Pulls are over when judges deem that forward motion
has ceased.
5. Trophy is awarded to the winner of each class.
Ribbons are awarded to 1st, 2nd, and 3rd places of each
class. Balloons are given to each contestant.
6. The names of all the contestants in both classes will
be placed in the drawing to win 1 tractor. Contestants
must be present at the time of drawing to claim their
tractor. Drawing will be held shortly after the last pull.
Should the winning contestant not be present to claim
their prize another name will be drawn.
7. Monmouth Fair Association makes every effort to
conduct this pull in a safe manner and environment,
but we are not responsible for any injuries!

Men – 18 years and older
A waiver/release form must be signed to participate.
1. There are 4 classes:
A. 18 to 30 years of age
B. 31 to 45 years of age

Teams of 2
A waiver/release form must be signed to participate
Object of the contest is to make it through the course in
the fastest time and collect all the tennis balls from the
cones.
One person will be blindfolded and pull the cart.
The second person will give verbal directions through the
course and collect the tennis balls from the cones.
Scoring will be the clocked time plus added seconds for
each missed ball.

Men & Women – 18 years and older
A waiver/release form must be signed to participate
This is a timed event to test strength and
endurance.
1. Pile 4 foot wood from one cradle to another, no
wood can be touching the ground.
2. Throw a 4 foot piece of wood over an 8 foot wall
4 times. Stick must touch the ground each time.
3. Place 4 rocks on 55 gallon drums, rocks must
stay on drums.
4. Farmers walk with weights up to 100 feet.
5. Drag a scoot up to 100 feet - time stops when
scoot crosses the finish line.
6. Judges decisions are final.
Top three winners receive T-shirts and bragging
rights!

Registration is 1 PM to 2:30 PM, Fair Office
Children 7 and 8 years old
Girls’ and Boys’ divisions
Parent/guardian must sign a permission/waiver form
for a child to participate.
Ride/stay on a sheep as far as you can!
A random drawing will be held at the ring to pick 10
children for each division. Helmets, knee/elbow pads,
and vests are required and are provided at the time
of the contest.
Each winning entrant will receive $20 and all
participants will receive a t-shirt.

1. Exhibition Hall will be open for those entering
exhibits from 5 to 8 PM on Wednesday and from 8 to 10
AM on Thursday. One entry per person per category. (All
exhibitors welcome, not restricted to Monmouth
residents.)
2. All exhibits from the Exhibition Hall must be picked
up Sunday between 5 and 7 PM or Monday from 9 to 11
AM. No exhibit shall be removed from the Exhibition Hall
prior to Sunday evening without the express permission
from the Supt. of Hall or the Supt. of Arts and Crafts.
3. The Exhibition Hall staff will furnish suitable glass
show cases for all exhibits of cooking.
4. Under Class I and II no one article can be entered
for more than one premium.
5. Items in Class VI and VII must have been crafted
within 24 months and not previously exhibited at
Monmouth Fair.
6. Any person entering borrowed vegetables or any
other exhibit or making fraudulent representations in
reference to his/her entry, will forfeit all premiums that
may be awarded. The decision of the judges shall be
final.
7. Exhibits delivered and placed the day previous to
the fair will be protected in a secured and locked building.

SCARECROW CONTEST
Sponsored by Morgan’s Gulf, Greene
Scarecrows must be freestanding (on a footed or
placed in a bucket of sand ) & will be displayed indoors &
out at the Exhibition Hall. Minimum height is 4 feet &
maximum height is 6 feet. Scarecrows can be old
fashioned, high fashion, punk, or pop fashion – anything
to scare the crows.
Judging will be based on creativity, originality, and
workmanship. One scarecrow per exhibitor.

LIVESTOCK EXHIBITORS’ INFORMATION
JOINT OWNERSHIP OF LIVESTOCK
1. Exhibitors of livestock will be admitted with their
vehicle & one helper. All others will be charged regular
admission. Please be advised that on some days
volunteers will be parking livestock trailers due to
heavy livestock schedules. It is expected that you
cooperate.
2. Insurance requirement enacted by the Maine
Association of Agricultural Fairs (3/18/06) “A valid liability
insurance certificate in the amount of $300,000 naming
the insured and the fair as the certificate holder shall be
required of all open and 4‐H livestock exhibitors. The
certificate shall warrant that the policy may not be
cancelled or changed without 10 days prior written notice
to the fair. – OR – you may choose to join the Maine
Association of Livestock Exhibitors which provides as a
benefit the liability insurance required to exhibit at any
Maine fair.
3. All stock entered for a premium must be labeled
with the name of the owner, from what town trucked,
breed and age, to be entitled to a premium. All entries
must be made to the Secretary before 10 AM on day of
showing. All stock must be constantly attended while at
the fair either by the owner or his employees.
4. Any person entering borrowed animals, or making
fraudulent representations in reference to his/her entry,
will forfeit all premiums that may be awarded.
5. The Association will not be beholden for any
accidents that may happen to persons, horses, autos, or
any exhibits while on the Association grounds.
6. Members of the same firm or family or from the
same farm will be regarded as one exhibitor.
7. Not over two premiums will be paid an exhibitor in
any group; not over one in any herd or flock entry. An
animal may enter as many classes as it is eligible to
according to class and age.
8. Exercising of pulling animals will be limited to a
designated area on the Fairgrounds in the interest of
safety and cleanliness; this regulation will be strictly
enforced.
9. Show cattle exhibitors/displays have priority for
barn space. Oxen and horses may use the barns for
tie up. Animals must be attended and area kept
clean.
10.
Monmouth fair is dedicated to providing
agricultural education to the general public and
supporting local agriculture. The Association may enter
into agreements, upon invitation, to farms to provide
special exhibitions, displays, and demonstrations for
agreed upon compensation.
An animal owned in partnership, which partnership
has been in existence 30 days prior to the date of closing
entries, may be shown in the name of the part-owner, but
the facts of the partnership must be stated at the time of
entry, and the animal must appear in the same partowner’s name through all classes wherein entered.

LIVESTOCK HEALTH REQUIREMENTS
Livestock and poultry offered for show or exhibition
shall be free from signs of infectious or contagious
disease.
In addition, all livestock and poultry
originating outside of the State of Maine must meet the
requirements for entry into the State. (Permits are
required to import cattle, sheep, goats, swine, hatching
eggs, and poultry.) Equines must have an official
certificate of negative six month Coggins test. For
details contact interstate clerk at 207-287-3701).
Failure to comply with these State regulations may
result in exclusion or expulsion from the show or such
other action as the Director of the Division of Poultry
and Livestock Production may direct.
In spite of efforts by the Department of Agriculture
and the fair officials, and the expertise of exhibitors the
potential for exposure to disease exists. Therefore it is
strongly recommended that exhibitors protect their
flocks and herds by (1) appropriate vaccinations of
show stock against contagious diseases under the
supervision of a veterinarian and (2) an isolation
period before re-introduction to the home flock or herd.
In addition to the general requirements the following
specific requirements will be enforced:
Cattle – warts will be classified as an infectious
disease. Exception: 4-H Club slaughter steers with
warts may show at fairs at which they are sold
immediately for slaughter, providing they are stabled in
an area satisfactory to the Commissioner or his agent,
and that no other cattle shall be housed in this area
until it has been cleaned and disinfected. Cattle from
all counties may show without Brucellosis or tuberculin
tests, providing the herd is not under quarantine. It is
recommended that all show cattle, including 4-H, be
vaccinated against I.B.R., P.1.3,. and B.V.D.

Horses – The Commissioner shall require a negative
Coggin’s test, taken within 36 months, on all horses
raced, exhibited or stabled on race tracks or
fairgrounds where other horses are being raced,
exhibited or stabled. Absolutely no horse will be
permitted to show without proof of a negative Coggin’s
test and such reports shall be available for inspection
by an agent of the Commissioner of Agriculture upon
request. Failure to furnish such reports shall exclude
equines from the events.
Monmouth Fair strongly recommends that all
equine for exhibition or competition be vaccinated for
EEE due to confirmed cases in Maine during the show
and pull season of 2012.
Swine – Swine originating in Maine shall be from
herds having an official State of Maine validation.
Breeding stock six months old or older must be on
record as having been tested for the current validation
period or, if purchased by owner after regular test, be
tested as for import into Maine.
Market hogs and feeder pigs, since they are usually
six months and under, need not be tested if originating
on owner’s farm from validated stock. All Swine must
be permanently identified.
Poultry – All poultry shall originate from flocks that
have an official Pullorum-typhoid clean rating.
All Other Domestic Animals – Domestic animals
or livestock offered for show or exhibition at any fair,
showing evidence of external parasites, foot rot,
shipping fever, or other diseases may be excluded
from, ordered removed, or otherwise handled as the
Director of the Division of Animal Industry or
Superintendent may direct.

RULES TO GOVERN OXEN AND DRAFT
HORSE COMPETITIONS
Rule 1. All teamsters who are to compete in contests shall
have their teams ready at the published starting time. All classes
shall be closed after the positions are drawn. Classes shall start
as nearly as possible to the published time.
Rule 2. Check weighing will be allowed prior to the official
weight-in. All weighing shall be done in the forenoon if possible.
The official weigh-in shall start not earlier than 3 hours nor later
than 1 ½ hours before the first class of the day starts. Teams
must have on halters and shoes.
Rule 3. Measuring shall be in a straight line to the nearest
point on the drag. Line-to-line measuring will be allowed. The
front of the drag must touch the line before turning. To get the
full-line measure. The drag must be turned more than ½ way.
Rule 4. Teams shall stay hooked to the drag at all times. No
unhitching and re-hitching may be allowed.
Rule 5. An actual separation, breaking or bending of
equipment shall constitute a breakdown. Any team breaking
down may take the distance pulled or return to the last position
and pull over. Only one breakdown may be allowed.
Rule 6. Time limits shall be 5 minutes unless otherwise
agreed upon by teamsters. Time starts when the drag is moved.
The time limit to hook on in distance pulls shall be 3 minutes.
Rule 7. On Horses, the very light use of the reins on the hind
quarters only and no over and under may be allowed. No whip,
brads, or goads may be allowed. Reins shall not be doubled up.
No electrical or electronic devices may be allowed. No open
bridles may be allowed. Ponies shall not be struck except in a
sweepstakes when they may be struck with a cap or bare open
hand.
On oxen, the use of the goad shall be very light. The goad
shall have no brad on it, only a plain yoke and chain or pole that
may be pulled. All chains shall be covered to the hook. No
plastic goads may be allowed. The goad stick must not be over 4
feet long and must not exceed ½ inch in diameter on the small
end. The goad stick may be taped with friction tape but not
weighted. The stick may be used lightly on the face to control
the oxen but not around the eyes.
Rule 8. Any number of helpers will be allowed to help hitch.
After hitch-on, there shall be only one helper. The helper shall
stay behind the drag unless needed to help the teamster with
snarls or turns. On oxen, the helper must stay behind the drag at
all times after hitch-on. The helper shall not have a stick.

Rule 9. All participants shall be properly dressed. Proper
language must be used at all times. Any participant under the
influence of liquor shall be disqualified from the contest. Test
may be made to determine intoxication. The drinking of
intoxicating beverages by participants in and around the ring is
prohibited.
Rule 10. The splitting of teams shall be decided by the fair
association or other sponsor.
Rule 11. Use of drugs or stimulants on any competing animal
is prohibited. The fair or person conduction the contest reserves
the right to test any animal. The owner and teamster found to
have used a drug on any competing animal shall be barred from
pulling for 2 years as required by section 74, subsection 4.
Rule 12. No heading of horses or oxen may be allowed.
Stepping over the rail counts as a hitch. Three minutes shall be
allowed for hitching. Two attempts may be made within that
period. Time taken out to position the drag for the next pull shall
not be counted. Teamsters may not be changed after the first
load is pulled. Any team deliberately driven over the rail will be
disqualified from the contest. In case of a tie on the longest

place. Evener men must remain quiet after hitching on. One inch
pulled shall constitute a hitch.
Rule 13. There shall be no heading of horses after a pull
starts unless there is a mix-up, snarl or breakdown.
Rule 14. Any animal which is thin, dehydrated, shows open
sores or is lame shall be disqualified.
Rule 15. Before a team is allowed to pull, the owner shall
provide a certificate of liability insurance in the amount of
$300,000.
Rule 16. Any situations that may arise and are not covered by
these rules, the decision will be left to the discretion of the
judges.
Rule 17. Farmers Pull Eligibility. Team must have participated
in one of the logging events to be eligible to pull. Only teams
and teamsters that have not pulled professionally during this
year’s fair season are eligible to participate.
Rule 18. Twitching Contest – one horse per driver and only
one horse from each team allowed in contest.
Rule 19. 25 foot rule. One minute to move drag 25 feet. If not,
unhook and measurement will be taken.
Rule 20. 6 foot elimination if there is lack of weight, last pull
will be determined by judges.

RULES TO GOVERN FARMERS’ STEER
& OXEN PULL
1. All teams are required to weigh in prior to the official
start of the Farmers’ Pull. At which time, teamsters
must show proof of liability insurance of no less than
$300,000.
2. Breakdown of weight classes will be determined by
superintendent of the pull.
3. All teams & teamsters have to be ready at
announced time of the event. All classes are officially
closed ½ hour before published pull time.
4. There will be light use of stick to get teams started
when turning, and during the actual pulling process.
5. A goad stick has to be wooden only. They need to
be no longer than 4 feet & ½ inch in diameter on the
small end of the stick. The stick may be tapered. No
weighted sticks allowed. Chains must be covered to
the hook.
6. Teamsters may have one helper to hook the chain
onto the drag. The helper may follow the drag. The
helper is not allowed to have a stick. The helper must
remain quiet during the pull.
7. Teams must remain hooked to the drag at all times.
If unhooked intentionally, then the team will be pinned
at that spot. That is a completed pull.
8. Time is limited to 3 minutes. Time will start when
drag is moved
9. When measuring, it must be in a straight line to the
nearest point on the drag. The front of the drag must
touch the line before making a turn. The drag should
be turned more than ½ way or the back of the drag
must be over the line to get a full line measure.
10. If a breakdown occurs, the teamster may take the
distance they have pulled thus far, or they may go to
the end of the line & have a second try.
11. All teamsters are required to be dressed
appropriately. They have to use proper language at all
times. Any participant under the influence of alcohol
or other substances will be disqualified. There is no
drinking of any alcohol in or around the ring by any
participant of the event.
12. Any animal that the superintendent feels is too thin
or seems dehydrated will be disqualified. Animals with
open sores or if they are lame will be disqualified.
13. Any participant in the Farmers’ Pull must be show
steers or oxen. Show steers or oxen are considered
those that do Farmers’ Pulls only. Open teamsters or
their team(s) are not allowed to pull in an open pull for
a full calendar year before entering a Farmers’ Pull.
14. The 25 foot rule will be in effect.
15. Men, women, & youth (no younger than 9 years of
age as of January 1, of current year) will be eligible to
pull in the Farmers’ Pull.
16. There will be no halters, or ropes allowed on the
steers or oxen in the ring. Animals must be under
control at all times.
17. Running with teams will not be permitted.
18. Cattle should be clean & presentable.
19. There will be NO WARNINGS for excessive use of
goads or language.
20. The Canadian Style will be a NO TOUCH while
animals are in motion.
21. Anyone who does not abide by these rules will be
disqualified.

CLASS XVII
SMALL FARM LIVESTOCK EXHIBIT
Monmouth Fair is committed to promoting local farms, their
products & services, while providing education & entertainment for the
public in agricultural matters. We provide this opportunity for you to
share your wealth of knowledge & experience in making the public
aware of the sacrifices & rewards of animal husbandry & providing
hands-on experiences for children & adults.
1. Any individual farm or any organization representing a group of
farms is eligible for premiums. All exhibits must include livestock.
Livestock must meet Health Requirements for their breed, i.e. goats,
poultry, horses, and Rules and Regulations for Livestock also apply
for this exhibit.
2. All displays & demonstrations will be located in or around the
small animal barn & must be designed to withstand weather. Each
exhibitor will be assigned specific pens for their livestock. The fair will
provide appropriate bedding (sawdust or straw).
3. To be eligible for a premium, exhibits must be on display from
Wednesday 10 AM through Saturday 8 PM. Barn closes 8 PM each
evening.
4. Exhibits & livestock should not be left unattended during open
hours. Exhibitors may make arrangements to cover each others’
areas to ensure the safety of their livestock & the public.
5. Educational exhibits can include, but are not limited to: charts,
graphs, photos, videos, equipment, or models. You may also promote
(sell) your farm products & services in your display. At least one
demonstration/hands-on activity should be conducted each day
between noon & 6 PM. More are encouraged!
6. Judges will consist of Fair Officials, exhibitors, and the general
public and take place throughout the fair. The decision of the judges
will be final. Judges are not obligated to award a premium if the entry
is deemed to be of insufficient quality or substance. Awards and
premium checks will be presented Saturday 2 PM.

Livestock – care of stock, neat appearance of
animals & stalls

Display – quality, visually appealing, pertinent information

Demonstrations/activities – regular presentations made,
activities engage children & adults

Ages 9 – 16
The youth exhibitor must be the primary
caretaker of the animal/s they exhibit.
Youth will exhibit Saturday and Sunday
Animals need to be in and displays up by 10 AM
Saturday, break down 5:30 PM Sunday.
Pre-registration is required to insure we have
the facilities/pens for the exhibitors.
Each youth exhibitor needs to have
signage about their animals & farm and do 1
demonstration/talk between noon and 5 PM each
day.
The youth exhibitor does not need to be in
the area at all the times, but does need to provide
feed and water for their animals and instructions for
the Superintendent/night watch person.
4- 1 day passes are provided to each family
– children under 12 are free.
The animals must meet Maine livestock
exhibition health requirement for the breed.
Rabbits, poultry, sheep. goats, cattle, and pigs are
all accepted as exhibit animals.
Youth exhibits will be judged on the Danish System.
(All exhibits are judged in comparison to a standard,
considering age & experience of the exhibitor; not in
comparison with other exhibitors in the class.)

Youth and Adults. This is a non-rated
Miniature Horse show. Registered and
unregistered minis with a height of 38 and
under are welcome. Stallions must be
registered to show.
We will follow the current AMHA and/or
AMHR rules and regulations as guide lines.
Ribbons will be awarded for first through sixth
in all classes. The show facility requires a
current (within three years) Negative Coggins
certificate, as well as proof of rabies
vaccination. Show is held rain or shine.
Exhibitors must show proof of
insurance; either a farm policy of at least
$500,000 liability or membership in the Maine
Association of Livestock Exhibitors.
Warning: Under Maine Law an equine
professional has limited liability for an injury or
death resulting from the inherent risks of
equine activities. The show facility, Show
committee, its agents, employees will not be
responsible for loss or destruction of any
property of equipment or damage to or by
animals at the Show or on the grounds.

All bona fide 4-H members of Kennebec,
Androscoggin, and Sagadahoc Counties may compete
for premiums in any standard 4-H project, provided that
the exhibit is a part of the 4-H club’s work, is a standard
4-H exhibit, and has been approved by the county 4-H
club agent of the county concerned. No entry fee will be
charged.
Every club and independent member exhibiting at
the Monmouth Fair is expected to help oversee the
exhibit and provide information to the public &
security during the fair.
4-H PROJECT EXHIBITS

Hall Exhibits: Open to all Kennebec, Androscoggin,

4-H Club Exhibit Requirements
All clubs will display their projects as a club unit in a
space assigned. To be assigned space, please call the
Extension Office at 622-7546/1-800-287-1481. Clubs are
urged to use their members’ projects as their major
display items. Other decorations may be used to
enhance the overall appearance of the club display
(crepe paper, streamers, dried flowers, etc.)
Club Table Exhibit Premiums – 5 - $15 prizes
will be awarded to the highest scoring clubs.
One $8 prize may be awarded to an outstanding
individual exhibit.
