Extended School Year Program Handbook 2016
Purpose
The Extended School Year (ESY) Program Handbook was created to provide a central repository of
information regarding the programs offered to Hillsborough County Public School students including both
academic and enrichment opportunities.
Distribution
Students and parents can access all information regarding ESY opportunities via a link found on the
district’s website at http://www.sdhc.k12.fl.us.
Student Participation
School personnel at all levels make every effort to communicate with the parent or guardian of any
student identified as benefiting from ESY services the importance of their child’s participation in an ESY
program.
Commitment
Hillsborough County Public Schools is committed to ensuring the success of each student. ESY
participation is a vital part of the district’s mission to provide an education and the supports that enable
each student to excel as a successful and responsible citizen.
Collaboration across all divisions is essential to ensure a successful ESY program. Stakeholders from
school sites, district departments/divisions, and community members have contributed their knowledge
and expertise to the planning and development of the 2016 ESY programs.

Description
Aerospace and Technology
Summer Camp
The Aerospace and Technology Summer Camp will introduce elementary students
to the wonders of aerospace and technology concepts. Students will engage with
hands-on activities, including basic flight simulators, small robotics, and
multimedia computer software.

Continuing Education
Fee-Based Enrichment
Summer Camps
Continuing Education provides a wide range of academic and enrichment offerings
for K-12 students. Classes are fee-based and are dependent on sufficient
enrollment. Classes are offered in art, science, driver education, sports and
recreation, and many other areas. Parents are encouraged to contact their child’s
school to see what programs are being offered.

Enrichment Summer Scholars

The Enrichment Summer Scholars Program is a four-day, fee-based, academic
enrichment program designed for high-achieving elementary students who will
enter 4th, 5th, or 6th grade in August 2016 and were invited to take part in the
district’s Elementary Talent Search. Students are identified as eligible based upon
their achievement at the 95th percentile or equivalent in one or more academic
areas on standardized tests of achievement. Students may select from one of two
sessions, June 20-23 or June 27-30, 2016. The program will be held at four district
elementary schools and students may choose to attend one of the selected locations.
The curriculum for the program involves students in problem-based learning with a
focus on technology, research, and writing. Fees cover all program materials.

K-4 Summer Camp
The Extended Reading Time (ERT) K- 4 Summer Camp will provide intensive
reading instruction for K-4 grade students that were enrolled at ERT sites during
the 2015-2016 school year.

Hillsborough Out-Of-School
Time (HOST) Program

The Hillsborough Out-Of-School Time (HOST) Program is a fee-based, enrichment
program targeting K-5 students. HOST program activities are structured to
provide variety, safety and affordability. Theme-based activities, indoor and
outdoor games, field trips and opportunities for students to learn new skills and
make new friends are just a few activities offered. HOST programs are carefully
planned to ensure that students are supervised by well-qualified and well-trained
staff. Students enrolled and currently attending a HOST program prior to May 1 st
are eligible for a reduced weekly rate during the summer. HOST also accepts
School-Readiness funding. Families with children invited to attend the district’s
reading camps may consider enrolling in the HOST program from release to 6:00
pm. This “wrap-around” childcare service is also fee-based. All HOST programs

Description
Language Enhancement Camp
(LEC)
The Language Enhancement Camp (LEC) is for selected sites at 3rd grade Reading
Camps and Extended Reading Time sites for LYA/LYB English Language
Learnings (ELLs) who have been served in the ESOL Program for 2 years or less.
The purpose of the camp is to enhance reading comprehension and increase English
academic vocabulary in the content areas which typically decreases when students
do not have access to literacy activities during the summer.

Nature’s Classroom, an environmental studies center, offers week-long camps that
range in cost from $70.00 to $166.00. Wilderness Camp, Survival Camp, and
Outdoor Skills Camp will be offered this summer. Activities include solar cooking,
searching for edible plants, canoeing, primitive shelter building, water
conservation, GPS fishing skills, and many others.

Description
Summer Reading Camp
Grade 3
The Summer Reading Camp will provide 15 additional days of instruction for 3 rd
grade students who are reading significantly below grade level. The purpose of the
camp is to increase the reading achievement level and to prevent the loss of
instructional momentum that typically occurs when students do not have access to
literacy activities during the two months that school is not in session. The Summer
Reading Camp will be offered at specific sites only. Private school student and
students not enrolled in Hillsborough County Public Schools during the 2015-2016
academic school year are not eligible.

Voluntary Prekindergarten

A constitutional amendment passed by Florida’s voters in November 2002 requires
a Voluntary Prekindergarten (VPK) program for all children who will be five years
of age by September 1. The VPK program is designed to prepare children for
kindergarten and build the foundation for their educational success. The program
allows a parent to enroll his or her eligible child in a free VPK program. A child
must be turning 5 years of age on or before September 1, 2016, and reside in
Florida to participate in the summer VPK program. Children may not have
participated in the VPK program during the 2015/2016 school year.

The Basic Computer Skills Program will provide students with Career and
Technical Education that will involve keyboarding, Learning.com, Applied
Educational Systems with Career Readiness, computer applications, and Business
Education. Students will be ready to develop and enhance their skills so that they
are ready for programs that will move them towards Industry Certifications.
What’s keyboarding in today’s learning environment? Keyboarding is an essential
skill that is needed in today’s schools. Students will learn the correct positioning,
posture, and ergonomics as they increase their speed and accuracy. These
keyboarding skills are essential and beneficial to elementary and middle school
students. Business leadership skills will provide students with activities that
include planning, teambuilding, and brainstorming for competitions and other
communication skills as they are actively engaged with leadership activities.

college-readiness focus, and include campus visits to SCORE post-secondary

provide an extra opportunity to develop social emotional skills and increase the

Robotics Summer Program
The Robotics Summer Program will provide students with activities that include
automation and robotics. Students will practice the Engineering Design Process as
they are engaged in project-based learning that involves mechanical, electrical, and
computer engineering. Students will successfully build and program robots as they
practice teamwork skills that will empower them to compete against other students
their age.

basics of the Games Factory software.

in the National Academy of Finance (NAF) and National Academy of Information

The Academy of Pharmacy Academic Camp targets Spoto high school students who
are rising juniors and are currently enrolled in the pharmacy program. These
students are required to complete 300 clinical hours to meet the Board of Pharmacy
requirement for licensure as Pharmacy Technicians. To meet the requirement for
licensure and industry certification, students must complete some of their clinical
hour requirements in the summer. The class will be taught by a Hillsborough
County Public School teacher who is a certified Pharmacy Technician. The
program will service approximately 20 students.

Adult Education
Credit Recovery
Florida Statute (Rule 6A-6.0142) allows for a school to coenroll eligible students
into the Adult General Education Program. Students must attend daily and
complete course requirements in order to earn credit. Day and evening classes are
offered at the district’s adult school locations.

Preregistration for the adult summer term will begin at all adult sites on May 16,
2016. Coenrolled students will be registered by grade level with priority given to
seniors who are potential summer graduates.
Permission to attend: Students wishing to attend the adult program must first
consult with their high school guidance counselor to determine their eligibility to
attend the adult school. If a student meets the eligibility criteria, they must obtain
and complete a “Letter of Authorization to Enroll in an Adult Education Course”
form. The form must be signed by the high school principal and/or designee. The
student must present this signed “Letter of Authorization” to the adult school when

Description
Driver Education Classes
Driver Education classes will be offered through the Continuing Education
Program under the supervision of school administrators. Classes are taught by
certified driver education instructors. Students must preregister by May 13, 2016.
Students must have a valid learner’s permit at the time of registration. Tuition for
the program is $250 and includes ten hours of behind-the-wheel driving. Classes
are based on sufficient enrollment. This is a Continuing Education course and
students will not earn academic credit. Students can earn a waiver for the
Department of Motor Vehicles Test and a completion certificate used for automobile
insurance discounts.

Description
The Certified Production Technician certification from the Manufacturing Skills
Standards Council is the first step toward a rewarding career in manufacturing.
The certification includes safety, quality production, production processes, and
maintenance awareness. During the camp, students will learn through hands-on
activities as well as web-based study materials. Included in the camp are tours of
manufacturing businesses to see how the principles being taught are applied in real
manufacturing environments. Certification testing is included during the camp.
Completion of certification articulates to fifteen credit hours toward a degree in
engineering.

desserts. Students must have completed Culinary Arts l, have good knife skills and
basic knowledge of kitchen operations. Students will need to wear proper kitchen
attire including chef coat, hat or hair restraint, and closed toe shoes. Aprons will be

Coenrolled Adult Credit Classes
District high schools may coenroll students into the Adult General Education program where students exhibit an educational need which
can more effectively be served by the adult program when such courses are required for high school graduation.
Day, evening and online credit courses are available for coenrolled students. Classes are offered from June 7 – June 30 and July 5 –
July 14, 2016. Students must register at the school for all classes. Classes held on campus require daily attendance. Completion of
all course work and exams are required for a student to earn credit. There is no charge for students who have not surpassed the two
core course limit. Transportation will NOT be provided. Refer to the table below for program locations, days and times.
Permission to Attend
High school students wishing to attend the adult program must first consult with their high school guidance counselor to determine their
eligibility to attend. If a student meets the eligibility criteria, they must obtain and complete a “Letter of Authorization to Enroll in an
Adult Education Course.” The letter must be signed by the high school principal or designee. The student must present this signed
“Letter of Authorization” to the adult school when registering for the summer term. Preregistration for the adult summer term will begin
at all adult school sites on May 16, 2016. Coenrolled students will be registered by grade level with priority given to seniors.

General Educational Development (GED) Classes
Day, evening and online GED classes are offered for seniors who have not met graduation requirements, have not passed FCAT, and
who wish to pursue a state of Florida high school diploma via the GED option. Day, evening and online GED classes are offered June
7 – 30 and July 5-14, 2016. Students can register for a GED class at any school site listed below. The fee for GED classes is $45.

WHAT DOES THE LAW SAY?
Extended School Year Services
for Students With Disabilities
The Federal Register, implementing the Individuals with Disabilities Educational Act, defines Extended School Year (ESY) services for students
with disabilities as follows:

ESY services include special education and related services provided to a child with a disability beyond the normal school year in
accordance with the child’s Individual Education Plan (IEP). Services are offered at no cost to the parents of the child and meet the
standards of the Florida Department of Education.

ESY services must be provided only if a child’s IEP team determines on an individual basis that the services are necessary for the
provision of free appropriate public education (FAPE).
NOTES:

Not all students with disabilities require ESY services.

Exceptional student education teachers conduct a review in the fall to assist students with any regression that may have occurred.

“Extended school year” does not necessarily mean services are provided daily or weekly at school.
Extended School Year Program
Extended School Year Services
Eligibility is based on criteria set by the district.
Determination of services is based on whether skills achieved over
the school year as documented on the IEP would be significantly
jeopardized if ESY services were not provided.
Students, including those with disabilities, may attend if they
meet criteria established by the school district.
Students with disabilities are provided ESY services if the IEP
team determines a need for the services based on the individual
needs of the student.
ESY curriculum for all students is provided based on the
eligibility criteria and is focused on academic instruction.
ESY services are decided by the IEP team and may be different
than those services provided during the regular school year.
Initiation and duration of ESY services are determined for each
student by the IEP team.
ESY dates are determined by the district.
Extended School Year Services
for English Languages Learners
The League of United Latin American Citizens (LULAC) et. al. v. State Board of Education, Consent Decree, United States District Court for the
Southern District of Florida, August 14, 1990, Section II says English Language Learners must have equal access to appropriate programming.


ESY services must be provided if the English Language Learners Committee determines the services are appropriate and meet the student’s
academic need.
ESY services provide and ensure equal access to services that meet the academic needs of English Language Learners.
NOTES:

Not all English Language Learners require ESY services.

The English Language Learners Committee determines if a student requires ESY services for any of the following:

To remediate a skill
–
To enhance and/or maintain a skill
–
To provide additional opportunity to meet graduation requirements
–
To enhance and/or maintain English language acquisition
–
To provide additional opportunity for mastery of a benchmark
Teachers conduct a review of the progress of English Language Learners at the beginning of each school year to ensure accurate placement
