A Message from the Chief Executive Officer
Moving Forward…
The Crispus Attucks Association has changed a lot since 1931 and we
are proud to say that we continue to adapt to meet the changing needs of
York City and York County residents. We truly are Moving Forward thanks to
generous donors like you.
In 2013, Crispus Attucks added the grant-funded senior employment
program and added several new staff positions at the Charter School to help
insure students’ future success. Two teachers in our Early Learning Center
earned Associate’s Degrees from Penn State-York and the American
Correctional Association renewed our Transitional Center accreditation.
The most exciting addition to the Crispus Attucks programs is the Girls
Residing, Educating, Achieving Together (GREAT) program. You may have
heard about it since the community embraced this pilot program. Last
school year, about 1/3 of the students were homeless with no fixed address
– some students were couch surfing between friends and relatives; others
were living in cars, a few in shelters, and some under bridges. Many of these
students have no meals other than breakfast and lunch at school.
This pilot program will open in March 2014, providing a safe place for
up to 5 female students to live together, learn essential life skills, and save
money from part-time jobs for a security deposit after they graduate. A
generous grant from the W. Dale Brougher Foundation gave us the funds to
start. Support from the Women Living United group and community
members supplied many of the start-up material goods.
You can also join us in making it easier for these students to succeed
by volunteering or donating to support GREAT.
Crispus Attucks provides childcare, after-school and summer camp
programs, high school classes and construction training for students,
employment and training services for all ages, a place for seniors to gather
for a hot meal, social activities, and help to remain independent, housing for
low-moderate income families, reentry services for parolees, and
commercial space for businesses.

The great entrepreneur, Henry Ford once said, “Coming
together is a beginning; keeping together is progress; working
together is success.” No one knows this better than the people at
the Crispus Attucks Association.
We came together in 1931 and created a center for community
life for African Americans in a segregated York, Pennsylvania,
naming it Crispus Attucks after the first person killed during the
Boston Massacre. We stayed together, through great adversity,
to not only serve our community, but to make it stronger. And
now, 83 years later, we continue to work together to be the Heart of Change in York. The
Crispus Attucks Association has evolved into a hub of education, employment, training, and
support for people of all races, ages, and backgrounds. Much more than the simple
community center we started out as in a church on Maple Street so many years ago.
The Crispus Attucks Association works hard each day to provide programming that
meets the ever-changing needs of our community. In this report you find details of these
programs and a glimpse of some of the people you have helped with your support.

Rising STARS Youth and Family Program
The Crispus Attucks Rising STARS
(Striving To Achieve Remarkable Success)
Youth and Family Program provides afterschool and summer educational,
recreational, and social responsibility
opportunities for youth 5 to 18 years old.
Beginning in the early 1990s, the Rising
STARS program was known as the Youth
Against Drugs Program. The requirements
to become a member were the same then
as they are today; members were required
to participate in Female or Male
Responsibility Classes, maintain honor roll,
and complete at least 25 hours of
community service each year. We believe
these three requirements are the pillars of
becoming a leader in our community.
While the name has changed to fit the
times, the programming and support offered
are still important components of a child’s
development. Last year we had more than
280 students attend our summer camp and
after-school program.

April’s Story
Meet April. April is a mother of two
daughters ages 4 and 3, and step-mother to
an 11-year-old daughter. She is also raising
her nephew and niece who are 13 and 1
years old, and caring for her elderly father
who is disabled. To say that April has a full
plate is an understatement.

knows how important it is to give back. She
now volunteers with various after-school
programs at the Crispus Attucks Association
and was hired as a Case Manager for the
same program that guided her through high
school graduation - the ELECT program.
In 2011, while performing all her
responsibilities at home, April graduated from
the Crispus Attucks Charter School. While
working toward graduation, April enrolled in
the Crispus Attucks Center for Employment
and Training (CACET) Education Leading to
Employment and Career Training (ELECT)
program, which guided her through being a
teen parent and student by teaching her
parenting and life skills, breaking down
barriers that were preventing her from
succeeding, and helping her focus on
graduating from high school.
Proving her dedication to success and
wanting to serve as a mentor and role model
to youth who face similar barriers, April
believes that no matter what odds you face in
life, if you endure and stay true to yourself
you can accomplish almost anything.
Upon graduation, April enrolled in
CACET’s Youth Employment Services (YES)
to help improve her employability skills and
receive assistance in obtaining specialized
certifications that would lead to possible
employment opportunities. After graduation in
2011, April also received her Certified
Nursing Assistant certification and in 2013
she received her Phlebotomy certification
after completing Harrisburg Area Community
College courses offered at the CACET.

Crispus Attucks Center for Employment &
Training (CACET) began 28 years ago as a
way to assist minorities, financially
disadvantaged, and socially challenged
individuals in the York City community to find
meaningful employment.
Today, the CACET is the most diverse
employment and training provider in all of York
County. It now serves participants as young as
teens who are pregnant or parenting and their
children, through our Education Leading to
Employment & Career Training (ELECT)
Program to Senior Citizens who are still
proudly learning new skills and earning a
paycheck through our Senior Community
Service Employment Program (SCSEP
program). We also offer services to youth
ages 16-21 through our Youth Employment
Services Program (YES) and to adults through
our Community Connections Program. We
invest in our community by partnering with
York County school districts to offer
programming at 11 satellite locations.
The CACET proudly offers a diverse array
of training opportunities for our participants. In
collaboration with Harrisburg Area Community
College (HACC), we provide certification
programs in our medical training lab. In
cooperation with community partners, we offer
educational programs and certifications such
as welding, customer service, forklift training,
computer training, certified nursing assistant,
and pharmaceutical tech programs. These
programs, along with our instruction, job
preparedness skills, attitudinal training
programs, and educational and career
counseling services, allows CACET to be a
fully integrated one stop shop for clients in
York County.
The future of the Center for Employment &
Training promises to be as bright and diverse
as the first 28 years. We are currently working
on new programs and partnerships that will
allow CACET to offer our participants
additional tech training programs and
challenging career opportunities. Our promise
to our community, our partners, funders, and
participants is to continue to strive for
excellence in our service.

At the Crispus Attucks Charter School
we build character for life.
Established in 1994, Crispus Attucks
Charter School operates under the idea that
it takes a community to raise a young
person. Our mission is to give our youth the
opportunity to grow emotionally in a
supportive learning environment that
emphasizes character building and selfvalue to shape a student’s self-confidence
for life. We are committed to moving those
students in need of help through an
important time in their life.
The Crispus Attucks Charter School is
designed to give youth the opportunity to
earn their high school diploma. Along with
academic classes, seniors must participate
in construction training every other week.
Students are also required to participate in
Mental Toughness.
The Crispus Attucks Charter School has
successfully aligned our curriculum with the
Pennsylvania State Student Standards and
benchmarks. We were recognized by
YouthBuild USA, our
national parent
organization, for our outstanding program.
The students who enter our program have

committed themselves to positive change.
They recite our mission statement every
morning, with its focus on accepting
responsibility and respectable leadership.
The school’s aim is to help each student
earn a high school diploma, develop
employability skills, provide skills training,
and ultimately put them in a position to
secure gainful employment.

Active Living Center
As many of our founding members
reached their golden years they began to
see another need not being met in our
community – a center for our seniors. The
Crispus Attucks Active Living Center (ALC)
was founded in 1995 to encourage residents
of York City and County ages 60 and over to
participate in activities in a fun, caring, and
safe environment.
The ALC provides educational, social,
nutritional, and recreational programs for
seniors. The purpose of the program is to
allow senior adults in our community to
continue to live and access the resources
and support they need to maintain an
independent lifestyle.
The ALC offers the following services to
senior citizens in York:



Programs - social, educational, and
outreach activities
Hot lunches at the center on weekdays
to meet a member’s nutritional needs
Health screenings eight times a year and
periodic safety presentations in
collaboration with other agencies
In 2013, some relationships ended due
to death, illness, and/or members moving,
we lost some valuable volunteers, and our
director lost much of her vision - all of which
have created changes at the ALC. But we
turned these negatives into positives; there
was an increase in the unity of the
members, volunteers, and director. We look
at daily activities as social events. We are
excited about starting new endeavors with a
focus on building relationships among
seniors in the South York area.
The ALC is becoming more of a family
than just a center and standing in the gap
for those in need. Last year, one member
opened her home to another member, to
keep him from becoming homeless until he
was able to find housing. Some other needs
we help to supply include food, health
screenings, love, laughter, or just a human
touch. When one member is down, we are
there to support them.


Community Development
The Crispus Attucks Association has been
transforming southern York City since 1931.
The most aggressive phase began in the
early 1970s when we built the Community
Center at 605 South Duke Street. This
building serves as the heart of our
Association. Community Development works
to revitalize the neighborhood and bring
much needed services and jobs into the
community.
In the 1980s, we began reclaiming
abandoned, blighted homes in the area to
meet three community needs – create
affordable housing for residents of York City,
rehabilitate historic city homes, and provide
work sites for our Charter School students.
During the early 1990s, we expanded our
Duke Street community center and the
services we offered. In 2001, we began
commercial development along Boundary
Avenue with the construction of the Loretta
Claiborne Building. In 2002, we renovated the
Himes Motor Company Building to house the
BizTown project of Junior Achievement of
South Central PA.
The Greenway Tech Centre was
completed in 2006. It was the first LEED
certified building in the City of York; the
10
culmination of a 10-year, $20 million
revitalization of the southeast York
neighborhood. The Centre formerly housed
a cigar factory, a moving and storage
business, and a sewing factory at different
times in its history. It is now home to
WellSpan Health offices.
In January 2010, the Early Learning Center
opened on Boundary Avenue. This state-ofthe-art facility houses our education-based
childcare program, serving more than 300
children each year. This new building was
built to meet the ever-growing demands for
quality education-focused childcare to
prepare children for school and future
success in life.
What’s in store for the future? Several
projects are on the horizon, including the
rehabilitation and opening of the Goodridge
Freedom House as well as partnerships with
Downtown, Inc.

The
transformation of the southeast neighborhood
of York City over the last 35 years has been
dramatic. Our efforts to revitalize a once
struggling area have created jobs and
brought in new businesses. We will continue
our efforts to revitalize York City.

Housing & Maintenance
The Crispus Attucks Housing Department maintains 133 rental units for low-income
tenants, which requires a lot of work. Our dedicated maintenance staff works diligently to
keep the properties in good repair while the housing staff manages the tenants and required
paperwork.
This year we are recognizing the important volunteer efforts of those who spent a day
working with our Maintenance Department to provide critical upkeep to our historic properties
in downtown York. In 2013, Starbucks, Members First, Bike and Build, United Way, CS Davidson, and Harley Davidson employees spent time helping maintain Crispus Attucks’ properties.
Over the years, many wonderful companies and individuals have contributed to making
our Southeast York Neighborhood an attractive place to call home. We are thankful for the
generous spirit of York’s residents and businesses who give their
talents and resources to keep York beautiful.
Transitional Program
The Crispus Attucks Transitional Center is located in three housing units within York City
that can accommodate up to 33 male parolees at a time. Our mission is to provide
ex-offenders with stable, supervised housing as a step towards successful reentry into our
community. Each center is fully staffed by trained personnel, who assist our clients by
providing supportive services while at the Center. Our goal is to help every client reach their
full potential and to assist with the development of a Home Plan. Residents have 30 days to
set-up a restitution payment plan, complete drug and alcohol evaluations, and
secure employment.
The Transitional
Center served
220 individuals.
The Transitional Center works with the PA Department of Corrections
and accepts clients from state and county prisons for transitional stays of up to
90 days. We aim to help those who have made mistakes in the past plan for a better future.

Neighborhood Partnership Program
The Crispus Attucks Association is approved to accept tax credit contributions for the
Neighborhood Partnership Program. These contributions are designated for use in
maintaining the residential properties we own. The following businesses made a five-year
