Nurture your child’s inner musician! Bring your newborn, toddler or preschooler to our fun-filled music and movement classes. Music Together provides a rich family music experience, with classic children’s songs as well as songs from other cultures in different modes and time signatures. Mixed-age classes are wonderful for siblings attending with parents, grandparents, nannies and caregivers. Our classes are 45 minutes of immersion in the language of music, including songs, rhymes, chants, movement, percussion and instrument play. You will find a community of families with young children who value this weekly time to bond and play and be silly with their children. All children (and adults!) can learn to sing and dance and be joyful music-makers. Our classes are research-based, developmentally appropriate, relaxed, playful and process-oriented, and genuinely fun for children and adults! Our structure is based on the idea that all children can gain Basic Music Competence, meaning that we all are born with the potential to sing in tune and move our bodies to the beat. We aim to help children become (at minimum) comfortable music makers for every day life, just for the joy of music. But Basic Music Competence is also the foundation anyone needs to be ready for formal instruction on an instrument. So whatever your musical hopes are for your child, this is a good place to start. (Of course, music instruction is very beneficial to children’s overall social and cognitive development, too!) Each semester’s tuition includes 10 classes, a Musical Development growth chart, parent guide DVD and the current semester’s song collection book and CDs for use at home. The Board has established two advisory Commissions (Fire and Parks & Recreation) to oversee the routine operations of the District and to make recommendations regarding policies and budgetary matters. The District Manager and Department Heads carry out the day-to-day functions of the District as directed by the Board. The Board & Commission agendas can be found at the Community Center. Your Marinwood CSD Board and Staff greatly appreciate the Grand Jury’s effort to both make the public aware of the unfunded liabilities associated with retiree health care and their effort to be pro-active in their recommendations to address the situation. The report and the response of the Marinwood CSD can be found online at http://www.marincounty.org/depts/gj/reports-and-responses - Marin's Retirement Health Care Benefits: The Money Isn't There. However, when it came to Marinwood CSD, the report contained some avoidable errors. Marinwood’s response can also be found online at marinwood.org. You are encouraged to read both the Grand Jury report and the District’s response. The Marinwood CSD Board of Directors has been aware of the liability for retiree health care for some time, and it is in agreement with the basic conclusion of the report, that local governments must provide now for future retiree benefits. Nevertheless, the Board took particular exception to the way in which the District was singled out as being unique in having eligibility for retirement and full lifetime benefits at age fifty, with five years of service, and for being under Social Security in addition to CalPERS retirement. Eligibility for retirement at 50 with a minimum of 5 years’ service is a basic tenet of CalPERS (Article 1, Chapter 12 of the Public Employees’ Retirement Law) and it is the case for all of the many agencies in the County which participate in CalPERS. In addition, local governments that participate in CalPERS have not been able to opt out of Social Security since 1983. The Grand Jury report also stated that each Marinwood household would be responsible over the next 27 years for a total of $2720, or about $100 per year in unfunded retiree health care costs. The total amount was overstated by approximately $420. Using the Grand Jury’s method of calculation the per household amount in Marinwood should be $2300. The Grand Jury neglected to consider the contribution Upper Lucas Valley (County Service Area 13) has made for nearly 50 years to our fire department. They are responsible for 26% of the fire department retiree healthcare liability. The Board has taken steps to address the short and long term effects of our rising health care costs. When the CSD was started in 1960, we asked all employees to pay 5% of their health care cost. The board has now determined that both current and retired employees will contribute more to their health care cost. Starting in 2012 all employees began to contribute 10% of their health care costs with that percentage rising to 15% in 2013 and 20% in 2014 for firefighters. The backbone of our local government is our employees. Individually and collectively they are very highly valued members of our community. To the extent the District is financially able to provide good wages, health benefits, and a retirement commensurate with their years of service, we will do so. The District, mindful of the need to balance our budget within the boundaries of the generous tax dollars we receive, is structuring its new contracts to include shared costs as we continue to navigate through tough economic times. It is the rapidly rising cost of health insurance that should be of greater concern. In 1998 the cost to the District of a family health care policy was $378 per month. Today that same policy costs the District $1,508 per month, an increase of $1,130 or 238%. During this same time period the district’s property tax receipts increased 75%. We are losing ground. Health care costs currently are 7.6% of the district’s budget. According to the report provided by our actuaries the cost of a family health care plan is projected to grow 320% to $7,300 per month in 27 years if the trend is not stopped or reversed. We face a national crisis not just a local crisis.
