What We Do and Where We Go
Phonoscope LIGHTWAVE offers colocation and access to The Cloud in downtown
Houston and provides carrier-grade Ethernet Circuits, Internet, Dark Fiber and VoIP in
the Greater Houston Metropolitan area.
The Network
Services are delivered over a private, 5,000 route-mile optical network connecting
1,400 on-net locations and 80% of Houston’s data centers. Phonoscope LIGHTWAVE’s
switched Layer 2 infrastructure is backed by 24/7 Network Operations Center (NOC)
support and connects 50+ fault-tolerant multi-gigabit Ethernet rings designed for builtin redundancy, security, high-availability, and sub 2ms latency.
The network footprint spans five counties and reaches distant locations such as Baytown, Freeport, Magnolia, Richmond, Rosenberg, Splendora, Texas City and Willis,
Texas.
About Our CEO
Native Houstonian and University of Houston Magna Cum Laude graduate Rhonda
Cumming began her telecommunications career early. In 1979, she joined Phonoscope Enterprises Group as one of four staff members, creating an environment of
innovation and efficiency while building the cable television division, which was sold in
1997. That same year, she was promoted to the rank of president at Phonoscope Enterprises Group, serving in that capacity for the next 23 years.
In 2010, she founded her own Houston-headquartered Competitive Local Exchange
Carrier, Phonoscope LIGHTWAVE, which at 5,000 route miles, represents one of the
largest private, facilities-based managed area networks (MANs) in Texas. Phonoscope
LIGHTWAVE is a Historically Underutilized Business (HUB), an HCDE awarded contract
holder, a certified Women’s Business Enterprise (WBENC) and a GSA IT Schedule 70
Contract Holder.
Serving as a female CEO in a historically male-dominated field, Rhonda has been recognized for her leadership and dedication through her induction into the 2014-2015 VIP
Woman of the Year Circle. She has been an active member of the Vistage group of
business owners since 2013. In 2015, Phonoscope LIGHTWAVE was awarded the honor
of Houston Chronicle’s Top 100 Workplaces 2015.

infrastructure, innovative technology and superior

Network
Phonoscope LIGHTWAVE has one of the largest private
Metropolitan Area Networks (MANs) in the U.S. The
facilities-based fiber optic network spans approximately
5,000 route miles and features 1,400 on-net locations.
Phonoscope LIGHTWAVE’s switched Layer 2
infrastructure is backed by local 24/7/365 Network
Operations Center (NOC) support and connects 50+

Services
We offer managed Gigabit Ethernet services,
Internet, Dark Fiber, Voice over IP (VoIP) and data
center connections to carriers, enterprise, cities and
municipalities, and educational institutions throughout
Texas. Data Center and IP Interconnection sites in
Houston include: CyrusOne West; CyrusOne Galleria;
Data Foundry; Internap; Level 3 (Data Center 1); 811
Louisiana Street (a/k/a 777 Walker Street); Quasar;
StratITsphere; Sungard; and The Bunker.
Geographic Coverage
Phonoscope LIGHTWAVE’s network infrastructure spans
seven counties and reaches distant locations such as
Baytown, Freeport, Magnolia, Richmond-Rosenberg,
Splendora, Texas City and Willis, Texas.
