US-69 HIGHWAY PROJECT UPDATE » SPRING 2013 Thank you for your interest in the future of the US-69 Highway. This periodic update is intended to keep the community informed and current on progress with the Arma to Fort Scott section of the highway and the Arma Connection Projects. Here are a few of the questions most frequently asked by property owners throughout the project area. WHEN WILL THE RIGHT OF WAY PROCESS BEGIN? The right of way process is scheduled to begin in early 2015. For landowners, whose properties are impacted by right of way acquisitions, the process begins with KDOT (Agency) making arrangements for an appraisal to be completed. The appraisal, which is based on the market value of the property, will help the Agency determine an “offer of just compensation” to be made to property owners for the right of way acquisitions. HOW WILL ACCESS TO US-69 CHANGE UNDER THE UPGRADABLE EXPRESSWAY? YOUR There are two types of access to consider: public road access and private driveway access. For example, when the upgradable expressway is constructed, all public road access to US-69 will remain essentially the same with at-grade intersections,* however, there could be some modifications to private access. For example, some driveways may need to be relocated or may only be accessible by making right-turns in and right-turns out. QUESTIONS WHEN WILL AFFECTED PROPERTY OWNERS BE CONTACTED? ANSWERED KDOT’s Bureau of Right of Way will notify affected landowners, by letter, in early 2015, just prior to the beginning of the appraisal work. The letter will introduce the name of the appraiser(s) and land surveyor along with their contact information. The land surveyor will make arrangements with the property owner to stake the right of way and easement acquisitions. Atfter the staking is completed the appraiser will make arrangements with the property owner, or their designated representative, to meet with the appraiser to inspect the property. WILL KDOT INSTALL A SIGNAL AT SOUTH STREET? The safety of the US-69 and South Street intersection is being assessed as part of this project. The intersection does not currently meet the established criteria for a signal to be added. However, the new four-lane median divided roadway will allow vehicles crossing US-69 the opportunity to cross one direction of traffic, stop in the median, and then wait for the other direction to clear before safely completing their movement. Additionally, it is possible that turn lanes will be installed at this location on US-69, thus making the roadway safer for through traffic and reducing the potential for accidents.
