Statement of the Office of the General Secretariat of the National Assembly, which represents the Eritrean
Afar (Dankalia)
To the Afar people in Dankalia and in the land of exile and diaspora, we are a nation with history, customs and
traditions. When a nation is stripped of her past and becomes obsolete and does not know where it came from and
where it is going and what it wants, its society’s fabric starts to disintegrate and its values and morality collapses
and the rampant spirit of selfishness and opportunism begins to expose the strategic interests of our Afar people
and nation in Dankalia.
The risk is real but a nation with glorious history such as ours has to return to its glory days. Our nation belongs to
our people and must come back right to its rightful owners and we must restore our dignified past and confront
injustice and tyranny in our region for our people.
The Afar civilization with its established kingdoms and sultanates enacted famous laws such as Borali-Madaa and
developed administrative structures to manage the affairs of the Afar community. Its Sultans and Makabons were
the care takers for the affairs of the community in situations of peace and who were fighting wars in times of
invasions and defended the land and honor of the nation.
Among the most famous leaders who struck the finest examples of heroism and politics in the 19th and 20th
centuries, included the Sultans of Griffo who fought with rare heroism against aggression and European
colonialism, as well as dignitaries (Majlis Al-Aayan: traditional representatives) who gained prominence in the
fields of war and politics in that period:













At that time and more than ever it was required of the people of Dankalia to unify its ranks and rise-up against the
ruling junta in Asmara. The Eritrean regime in Asmara was and is still operating through a deliberate and clear
strategic plan, to annihilate and seize the land and the establishments of our nation and replace it with its own.
In order to implement this strategic disintegration, the ruling clique in Asmara stripped the Sultans and leaders of
the Afar people (because they pose a risk to their occupation plans) of their powers and prevented them from
carrying out their national and social duties towards their own people.
In 1995 the traditional leaders of Afar in Dankalia and in exile, called for the armed struggle against the dictatorial
regime in Asmara in order to defend its existence and its land and this was done under the leadership of the Red
Sea Afar Democratic Organization.
After the martyrdom of RSADO’s courageous leadership such as hero Ahmad Hamad, and the hero Syed Ali
Osman Mar, RSADO now suffers from several internal and chronic problems resulting from the isolation and lack
of political vision of its current leadership. The most important problems are political, administrative and lack of
transparency and cloudiness of vision and their unwillingness to accept the opinions of others and resorting to
non-democratic means in dealing with the owners of the other opinion. This has led to the paralysis of the
institution and the departure of its membership and the loss of popular support and isolation from its regional and
international base.
All those factors mentioned above led to impede the achievements and the objectives of the armed struggle that
was called for by the people of Dankalia.
The people of the Red Sea Afar did not sit idly as a result of these impediments. We witnessed several important
and historical attempts by leaders of our community to overcome the obstacles that stood in the way of achieving
our aspirations and national goals and correcting the errors of the Red Sea Afar Democratic Organization and the
revival of its institutions and regulatory bodies. Those attempts included healing the rift between RSADO and
organizations that separated from them such as the Eritrean Afar State in Exile.
1. The first attempt was in 2004, led by the great national leader Sheikh Hassan Yaidy
2. The second attempt was in 2014, led the national leader and the great freedom fighter Sheikh Ismail
Mohammed, known as (Assa Ismail)
3. The third attempt in a August of 2014 by national figures such as:



Mr. Ahaw Ali Halo, head of Regional Parliament of Dankalia elected in 1997
Mr. Ahmed Yassin, Humanitarian and Head of the Society of Afar Friends in Sweden
Mr. Hussein Jamal, old freedom fighter and political dissident from the ruling party in Eritrea
Unfortunately the leadership of RSADO began to dodge and circumvent the benevolent and grass-roots initiatives
in a desperate attempt to dump the initiatives and rejected the proposed reform aimed at unifying the collective
voice of the Afar.
Now, after having reached a deadlock, we have created the Office of the Secretariat for Majlis Al-Aayan in
Ethiopia and the first step was the founding conference in Loggia on September 25, 2014 held as a first step
towards a common vision and voice for the AFAR of the Red Sea.

Consequently the members of the Office of the Secretariat who are in the Republic of Djibouti held a constituent
meeting on 09/25/2014 and the following attended the meeting:

The outcomes of these meetings was a call for the composition of the National Assembly for the Afar people of
Dankalia and the distribution of the functions of the Office of the General Secretariat made up of four offices
under the leadership of the President of the Office, namely:
 Head of the Office of the Secretariat in Loggia, Mr. Ali Abdu Tiei
 Head of the Office of the Secretariat in Djibouti, Mr. Ahmed Youssuf Aboubakar
 Secretary of the Office of the Secretariat in Loggia, Mr. Habib Ahmed Abubakar
The four offices will be established:
1. Office of Military and Security
2. Office of Economics
3. Information Office
4. Office of the mass mobilization

Note: Some of our dignitaries were not mentioned above for valid reasons and we will declare their names when
conditions allow.
The Office of the Secretariat has commissioned the Eritrean Afar State in Exile (EASE) with a clear mandate to
represent the assembly in regards to political affairs and foreign diplomacy on behalf of the Office of the
Secretariat in coordination with the Majlis Al-Aayan of the National Assembly.
We invite all of our children to come together to advance the cause of the Afar national interest in Eritrea and
strengthen our aspiration and our union to the highest degree of preparedness and readiness today and tomorrow.
We can only achieve victory through this corrective action, God willing.
We call on the European Union (EU), the United States of America (USA) and the international community to
stand by the Afar people who have been subjected to genocide by the dictatorial regime of Eritrea and also appeal
to the African Union (AU) and friends to stand by our people. We also thank the Federal Democratic Republic of
Ethiopia for standing by the Eritrean Afar people in their darkest tragic and inhumane circumstances and
sufferings on the hand of the ruling clique in Asmara.

‫بيان مكتب األمانة العامة الذي يمثل مجلس األمة لعفر إرتريا (دانكاليا)‬
‫أيها الشعب العفري في دانكاليا نحن أمة لها تاريخها وعاداتها وتقاليدها العريقة ’ وعندما تنسلخ األمة‬
‫عن ماضيها تصبح نكرة ال تعرف من أين أتت وإلى أين تسير وماذا تريد ’ وحينها يبدأ يتفكك نسيج‬
‫المجتمع وتنهار القيم اإلخالقية وتتفشى روح األنانية واإلنتهازية ’ وعندئذ تتعرض المصالح اإلستراتيجية‬
‫لألمة لمخاطر حقيقية كما يحصل اآلن ألمتنا العفرية في دانكاليا ’ واألمم التي لها تاريخ مجيد كأمتنا‬
‫العفرية البد لها أن تعود إلى أيام مجدها المشرف لكي تعيد المياه إلى مجاريها ’ األمة العفرية بنت حضارة‬
‫إنسانية وأقامت مماليك وسالطين وسنت قوانين مشهورة عادلة مثل بورعلي‪ -‬مدعا ووضعت هياكل‬
‫السالطين ’ وريدون ’ ومكابون وهم الذين كانوا يرعون شؤون‬
‫إدارية تدير شؤون المجتمع العفري‬
‫المجتمع في حاالت السلم وهم الذين كانوا يخوضون الحروب في أوقات الغزو ’ ومن أشهر الزعماء الذين‬
‫ضربوا أروع األمثلة في ميادين البطولة والسياسة في فترة القرنين ‪ 91‬و‪ 02‬ومنهم سالطين سلطنة‬
‫غريفو الذين تصدوا ببطولة نادرة لكل الغزات واإلستعمار األوروبي ’ وكذلك األعيان الذين ذاع صيتهم في‬
‫ميادين الحروب والسياسة في تلك الفترة دجاش محمودا علي كيفر ’ والزعيم المشهور علي عدوكا ’‬
‫والزعيم السياسي المشهور حمو محمودا ’ الزعيم المشهور قمحد دنبا ’ والزعيم المشهور أحمد كوال ’‬
‫والزعيم قعص دمحم الملقب بكفلييري ’ والزعيم أحمد عليفيتو ’ والزعيم المشهور في دهائه السياسي‬
‫وأحكامه العادلة إقمي عسو ’ الزعيم المشهور عبدلت أبكري ’ والزعيم البطل بالل عبدهلل وغيرهم ’ واآلن‬
‫أكثر من أي وقت مضى مطلوب من شعب دانكاليا بأن يوحد صفوفه ويصعد نضاالته ضد الطغمة الحاكمة‬
‫في أسمرا والتي تعمل من خالل خطة إستراتجية مدروسة من أجل إبادته واألستيالء على أراضيه وإحالل‬
‫قوميات آخرى محله ’ ومن أجل تنفيذ هده اإلستراتجية عملت الطغمة الحاكمة في أسمرا تجريد سالطين‬
‫وزعماء العفر من صىالحياتهم ومنعتهم من القيام بواجباتهم الوطنية واإلجتماعية بتجاه شعبهم ’وعندئذ‬
‫أعلنوا زعماء دانكاليا الكفاح المسلح ضد النظام الديكتاتوري في أسمرا من أجل الدفاع عن وجوده‬
‫وأرضه في ‪ 9111‬م بقيادة التنظيم الديمقراطي لعفر البحر األحمر ’ وبعد أن أستشهدت القيادة الشجاعة‬
‫التي أسست التنظيم الديمقراطي لعفر البحر األحمر كالشهيد البطل أحمد حمد ’ والشهيد البطل سيد علي‬
‫عثمان معر ’ أصبح التنظيم الديمقراطي لعفر البحر األحمر يعاني من عدة مشاكل داخلية مزمنة نتيجة‬
‫السلوك اإلنعزالي وقصور الرؤية السياسية لقيادته الحالية’ أهمها المشاكل السياسية واإلدارية وعدم‬
‫الشفافية وغموضة الرؤية والتكتل وعدم إستعداده لتقبل الرأى اآلخر وإتباع وسائل غير ديمقراطية مع‬
‫أصحاب الرأى اآلخر ’ مم‪+‬ا أدى إلى شلل مؤسسات التنظيم وإنصراف عضويته وفقدانه لتأييد الشعبي‬
‫وإنعزاله عن محيطه األقليمي والدولي ’ وكل تلك العوامل المذكورة أعالها أدت إلى إعاقة تحقيق األهداف‬
‫الذي أعلن شعب دانكاليا الكفاح المسلح من أجله‪ .‬ولم يقف شعب عفر البحر األحمر مكتوفي اليد أمام هذه‬
‫العوائق التي أعترضت طريقه من أجل تحقيق أهدافه المنشودة ’ بل قامت جماهير عفر البحر األحمر‬
‫بأربعة محاوالت تاريخية هامة لتذليل العقبات التي أعترضت طريق تحقيق أهدافه الوطنية وتصحيح أخطأ‬
‫التنظيم الديمقراطي لعفر البحر األحمر وإعادة إحياء مؤسساته التنظيمية ورأب الصدع بينه وبين األطراف‬
‫التي أنشقت عنه كحكومة عفر إرتريا في المنفى‪.‬‬

‫‪ -0‬المحاولة الثانية كانت ‪ 0292‬بقيادة الزعيم الوطني والمناضل الكبير إسماعيل دمحم المعروف‬

‫‪ -3‬المحاولة الثالثة كانت في شهر ‪ 0292-20‬من قبل الشخصيات الوطنية التالية‪:‬‬
‫‪ ‬السيد أحو علي حلو رئس برلمان أقليم دانكاليا المنتخب في ‪9111‬م‬
‫‪ ‬السيد أحمد ياسين الناشط العفري ورئس جمعية أصدقاء العفر في السويد‬
‫‪ ‬السيد حسين جمال المناضل القديم والسياسي المنشق من الحزب الحاكم في إرتريا‬
‫ولكن قيادة التنظيم الديمقراطي لعفر البحر األحمر بدأت تراوغ وتلتف في كل مرة على المبادرات‬
‫الشعبية الخيرة كمحاوالت يائسة منها لتفريغ المبادرات الشعبية الهادفة من مضمونها‬
‫وإستمرارالدوران حول الحلقة المفرغة التي تدور حولها لمدة ‪ 91‬عاما ’ واألن بعد أن وصلت كل‬
‫المحاوالت السابقة إلى طريق مسدو‪.‬‬
