There will be a new restaurant at 2391 West 11th
called Ligali’s Bistro. The team at Ligali’s Bistro is
so elated to join the Tremont Family and the many
great restaurants in Tremont. Their menu will feature
a combination of French, Mediterranean, and Classic
American, a little something for everyone’s palette.
They are using fresh and local ingredients to create
exquisite appetizers, entrees and desserts. “Tremont
is primarily known as one of Cleveland’s most popular
neighborhoods for historic churches and art galleries
but most of all great restaurants! Which is exactly
why we chose Tremont for the new home of Ligali’s
Bistro.” says owner Faozou Ligali. They plan to open
for dinner hours to start in March. Tuesday through
Thursday 4pm-11pm and Friday and Saturday

The Rowley Inn, which is located in the building at
1104 Rowley Avenue, has served the neighborhood
of Tremont since 1900, and has been a bar for over 60
years. Ted Polanski had served as proprietor since
1977 and now as he retires, local Tremont residents
Matt and Emily Petersen move to help continue the
business into the next 60 years. As you enter, the
quaint charm of the bar tells a million stories of the
thousands of hard working steel mill workers that sat
at the stools and rested their weary bones after a hard
day of building Cleveland. Through the production of
the resource that built our great city, and America, the
popularity of The Rowley Inn has been made evident
with the wear pattern in the bar rail. Matt hopes to
honor and continue the tradition by breathing new
life into the tired bar through the use of Cleveland
Storefront Renovation Program to install new signage, and
reinstall the long since lost front window that will allow patrons
to look upon the famed “Christmas Story” house. Plans are also
underway to produce great food out of the modest kitchen using
local ingredients and locally produced meats and breads. Stop
in and you will be sure to find Ted, still slinging drinks, and listen
to him or one of the other regulars as they tell some great stories
of the years past. The Rowley Inn is open 7 days a week from

After half a decade on the west side of West 14th street (next to
Zion United Church of Christ) Mastroianni is moving his photo
studio and art gallery across the street to the former location
of Recycled Bow-Tique. Mastroianni Photography specializes in
weddings and portraits, and the gallery features area artists as part
of the monthly Tremont Artwalk. In the time since he has been in

CMSD Releases New Facilities Plan
CMSD will hold a series of public meetings on a revised plan
for its buildings, decisions that will affect the look of the District
for years to come.
The five-year master facilities plan, which is still being
developed, will seek to make efficient use of schools, deal
with declining and shifting enrollment and get the most out of
limited state construction funds, all while ensuring that every
neighborhood has access to high-quality academic options.
Some schools could merge, and construction priorities might
shift. The Board of Education could ask voters to renew the
bond issue -- Issue 14 -- that they approved in 2001. That would
ensure the District can continue to improve older schools and
build replacements for other schools that are obsolete.
“We believe that we have been good stewards of Issue 14
funds, which allowed us to make important investments in
our neighborhood schools, and now is the time to update the
plan to finish the job,” Chief Operating Officer Patrick Zohn
said. “We have a unique opportunity, in partnership with the
state, to continue this successful construction program. It is an
investment in the future of education, which is an investment in
the future of our city.”
Before work started on the plan, Zohn presided at 13 meetings
across the District. The last was Jan. 9 at the Collinwood
Recreation Center.
Neighborhoods were alerted through automated calls, fliers
sent home with students and announcements on the CMSD
website, www.ClevelandMetroSchools.org. Zohn estimated
that the meetings drew an average of 40 people.
Participants broke into small groups to discuss what they
wanted in a school, but first Zohn passed out fact sheets with
enrollment figures for buildings in each neighborhood. He said
the District might need to merge schools in some neighborhoods
for efficiency or replace schools to serve shifting populations of
school-age children.
The state has invested nearly $700 million in District construction
projects since 2001, putting in $2 for every $1 spent by CMSD
from the bond issue. So far, the District has built 31 schools,
renovated seven others and has three more high schools under
construction -- Max S. Hayes, John Marshall, and Cleveland
School of the Arts.
The state will cap its total financial contribution, based on the
number of students that its enrollment consulting firm projects
the District will have in the year the collaboration is expected to
end. The “build-out” year, as it is called, is now set at 2017-18.
During the first round of meetings, Zohn said that the most
recent projection, made in 2012, estimated the
2017-18 enrollment at about 36,000.
But enrollment projections that were just
completed by the state’s consultants have
reduced the number to 33,425. As a result, the
number of remaining “seats” the state will fund
has dropped by about 3,000. The consultants
base their projections on birth statistics,
enrollment history, charter school enrollment and
other data.
The District believes that the reforms undertaken
in The Cleveland Plan and an expanding
selection of high-quality, innovative schools can
slow, or even reverse, the decline.

Andy Thomas Promoted to Property Manager;
and Welcome to Meredith Baumgartner!
Congratulations to Andy Thomas in his new role as Property Manager. For the time being, he
will maintain current responsibilities in code enforcement and safety initiatives.
Meredith Baumgartner is the new part time Project and Grants Manager. She will work
20 hours per week, Tuesday, Wednesday and Thursday and is initially tasked with coordinating
the Clark Avenue TLCI, the West 11th/12th Pathway Project and the TIF applications for 2014.
Meredith is currently studying to receive her Master of Arts Degree from John Carroll University
in Non Profit Administration, where she graduated with a Bachelor’s Degree in Political Science
in 2012. Welcome Meredith!
Youth Bowling League
Bowling takes place at The Corner Alley in Downtown Cleveland at 402 Euclid Ave. (at the
corner of Euclid and East 4th Street). Bowling begins on Saturday, March 29th and runs every
Saturday through April 19th. The league is open to children ages 6-10 and parents/guardians
are welcome to stay each week to cheer on participants! Registration information can be found

Tremont’s resident professional theatre company, convergence-continuum, opens its 2014
Season with the surreal romantic comedy Lobster Alice by Kira Obolensky. It’s 1946 and Alice
Horowitz, coffee-bearing secretary, wants life to be interesting. John Finch, an animator at work
on Disney’s Alice in Wonderland, wants Alice. When the great and outrageous Salvador Dali
arrives at the studio to work on a short animated film (this part is actually true), life becomes
curiouser and curiouser. Dali scandalizes the conservative Finch; Alice, coffee-bearing
secretary, becomes Alice, girl down the rabbit hole; and Finch and Alice both experience the
very surreal whimsies of the human heart.
Lobster Alice runs Thu-Sat at 8 pm through April 5 at the Liminis, 2438 Scranton Rd. Tickets

The Affordable Care Act (also known as Obamacare, Healthcare.gov and
Health Insurance Marketplace) wants all Americans to have health insurance.

One component of the Affordable Care Act is that adults with very low income

Removal of the old 1959 Innerbelt Bridge
is continuing and you’ve likely noticed some
progress around Fairfield Avenue!
Crews recently completed removal of the old
bridge over Fairfield and are currently working to
sort debris for recycling and demolish additional
portions of the bridge between Fairfield and
Abbey. Demolition of the bridges which carry I-90
over the other local streets (Abbey, Kenilworth
and Starkweather) will also take place this winter.
ODOT announced last month that the old
bridge will be demolished using a mixture of
both traditional demolition and “controlled” – or
explosive – demolition.
Crews will remove all of the parts of the bridge
which sit on top of the steel truss – including the
concrete driving surface, called the “deck.” Once
the deck removal is complete, specific spans over
the river and railroads will also be disassembled
in a traditional manner involving cutting the steel
truss into sections and bringing them down. That
will leave the remainder of the steel truss to be
demolished with controlled demolition, which is
likely to take place this summer.
Residents of Tremont may have noticed “warning”
signs around the construction site. Please be
advised that prior to demolition, inspections were
performed to identify any hazardous materials.
Any identified hazardous materials are removed
before the concrete deck removal.
Dust created during the demolition process is
minimized as much as possible through the use
DEPENDABLE
of wet saws and water sprays.
The paint coating system on the steel
girders was also tested for lead content
before demolition. The test results
showed only a minimal amount of lead
content, consistent with the fact that
these bridges were previously repainted
with a non-lead based paint. At these
levels, the risk of exposure is limited to
the workers performing the steel cutting
operation. Workers wear the necessary
protection for this work. All the work is
performed as required per local, state
and federal guidelines and monitoring is
performed.
The bridge is expected to be demolished
in its entirety by this fall.
Please keep in mind this is an active
construction, albeit destruction, zone.
Please stay safely away from the zone.
Remember: Getting to Tremont is still
easy using the new Abbey loop ramp.
However, the W 14th Street entrance
ramp to I-90 east is now closed until the
second bridge is complete, late in 2016.
Tremonters are encouraged to use W
7th Street to I-490 east to access I-77
north to reach I-90 east or use Abbey
Avenue to the Lorain-Carnegie Bridge
toward downtown.

“Block Club Happenings” is compiled by Tremont
West staff with direct input from Block Club Chairs.
Auburn-Lincoln Park
Members and friends of the Auburn Lincoln Park Block Club
celebrated our post-holiday party on Sunday, February 16th
with the theme “Love thy neighbor”. It was hosted at Prosperity
Social Club, with hot and cold appetizers generously donated
by Prosperity owner, Bonnie Flinner. A cash bar was available.
Our thanks to Bonnie and her staff at Prosperity for their
hospitality! The party was held in lieu of a business meeting
in February. For more information on the block club and its

Central Tremont
Our block club met on Tuesday, February 4th at Tremont
Montessori School. We were joined by members of many
Tremont block clubs and were glad to welcome over 40
residents to the school for an evening of learning about
our local school. Heather Grant, the principal of Tremont
Montessori, was our host and prepared packets for us with
information about the school. Mrs. Grant began the meeting
by sharing the successes of the school, which include having
either an effective or excellent rating on the Ohio Report Card
for the past three years and recently being a finalist for the
Best Urban School national award. Mrs. Grant shared some
of the principles of a Montessori education which include, but
are not limited to, independence, self-motivation, cooperation,
concentration, hands-on learning, multi-age learning, courtesy
and service to others. Mrs. Grant continued to share some of
the changes to Tremont Montessori as a result of the Cleveland
Metropolitan School District (CMSD) Transformation Plan.
Due to the Transformation Plan, the school has been able to
focus on Montessori certification for all of their teachers. This
teacher certification has been supported by the current faculty
and will allow the school to deepen its commitment to the
Montessori philosophy. In addition, the Transformation Plan
has allowed Mrs. Grant to have more control over the budget
for Tremont Montessori. With this additional ability to spend
on the individual needs of Tremont Montessori, Mrs. Grant has
been able to add teaching hours to assist her students in their
reading skills. Our members also learned about the “Friends
of Tremont Montessori”, a grassroots group of Tremont
Montessori parents and Tremont residents who came together
to support the school. The “Friends of Tremont Montessori”
have been effective advocates for the school when faced with
school closing plans from CMSD. The “Friends of Tremont
Montessori” include in their mission to maintain fund raising
efforts to assist with everything from school uniforms and field
trips, as well as improving the classrooms to building repairs.
Mrs. Grant and the teachers of Tremont Montessori are
planning many opportunities for our neighbors and families to
become more involved with our school. Tremont Montessori
will be having another Open House on Tuesday, February
25th for neighbors and families interested in our school as
an education option for their children. In addition, Tremont
Montessori will be having a Saturday Pancake breakfast,
activities at the school during May Art Walk and a Mural
Painting at the school. Our block club members finished up
our evening at Tremont Montessori by having a tour of both the
Pre-Kindergarten and Kindergarten classrooms. We learned
how the classrooms are designed and arranged to help the
children to learn and work independently as well as allow the
teachers to apply Montessori principles such as individualizing
their teaching approach for each student. Much thanks to Mrs.
Grant and the teachers at Tremont Montessori for our visit
and being part of our valued neighborhood school! And many
thanks to our block club members that braved another snowy
night to join us! Our next block club meeting will be held
on Tuesday, March 4th at 6:30 pm at the Polish Veteran’s
Alliance, located at 2234 Professor Avenue. Please join

Lincoln Heights
The Block Club had another very successful meeting in
February with well over 25 attendees. Thanks to everyone for
attending. We look forward to your continued participation.
Well informed residents and stakeholders make for a
stable community. Most of the agenda was dedicated to a
discussion about Scranton Road, specifically traffic calming
and patterns to address the concerns of all the residents and
business owners. Councilman Cimperman and Commissioner
Rob Mavec from the City of Cleveland Traffic Engineering
were in attendance. Everyone was clear, too many speeders,
heavy truck traffic, accidents, need for turn lanes, possible
bike lanes, parking pattern changes, etc. Commissioner
Mavec committed to do traffic studies block by block starting
at Clark Ave. going north, this would include speed readings.
Lt. Bolon from Second District reported on Police enforcement
for speeding on Scranton Road. and discussed they are
checking trucks for being overweight. The City will report back
to us at a future block club. Jennifer Braman from the City
of Cleveland Urban Forestry explained what her department
is and is not responsible for. The block club lobbied for our
service area be scheduled as soon as possible for tree
pruning and inspections of all trees on our tree lawns. Stefan
Was owner of Porco Tiki Lounge gave a presentation of his
new business that opened late 2013. Stephan requested a
letter of support to acquire five vacant land parcels held by the
City for potential expansion and use as community gardens.
Stephan has been maintaining these for ten years and has had
community gardens on several of them in the past. Stefan is
also a resident of West 20th Street. The membership voted to
support his request and will communicate this to Councilman
Cimperman and the City of Cleveland because it is strategic.
Anna Harouvis gave a presentation on potential plans to open
a market and juice shop at 1205 Starkweather in the Auburn
Block Club. Anna is seeking funding and grants to make her
dream happen. Membership voted to support the project as
supported via the Auburn Block Club. We think this business
would be a great addition for our membership. TWDC’s Andy
Thomas updated the membership on safety in Lincoln Heights,
and all of Tremont. Andy reported on follow-up to some Court
Watch cases. Lt. Bolon discussed crime stats and listened
to concerns of residents. Katie Hough introduced herself to
stakeholders; Katie will take over Code Enforcement duties
in Lincoln Heights because it is now Ward 3. Andy Thomas
also gave updates on ongoing enforcement. Andy’s role with
Tremont West will be changing; he has been promoted and
may retain some of his current duties. Stakeholders were
given a copy of the block club current by-laws, everyone was
asked to review and bring thoughts back to the next meeting.
Two main issues, opening up voting and membership rights to
all stakeholders and align with Tremont West new changes.
Secondly extending our southerly border to either align with
the new Ward 3 boundary, or go south to Clark Ave. to meet
the northern border of Metro North. This is due to no block club
activity in this area for years. TWDC would support this if we
choose to enlarge our service area. Please look for the April
Inside Tremont for our next meeting time, date, and location.
We are trying to arrange a venue that will accommodate the
current attendee levels. We are planning for the second week
of April. Thanks again to the Tremont Tap House who hosted
us in February and to everyone who attended.

Our February 18th meeting welcomed in-coming Co-Chairs, Joe
Chura and Alexandra Dattilo and Secretary, Chris Martin (backed up
by Martha Lineberger). Kathy Strickland and Carly Cahlik will maintain
monthly attendance records, sign in sheets, and voting membership
rolls in 2014. Welcome, new leaders! Special guest at the February
meeting was Andy Thomas, Tremont Safety Coordinator, who shared
brevity reports and safety updates with our membership, and fielded
members safety questions and concerns. At the meeting, member
Deane Malaker, updated us on the community meeting at Tremont
Montessori, hosted by Principal Heather Grant and the Friends of
Tremont School in early February. An invitation has been extended
by Principal Grant to Tremont residents (particularly young families)
to attend an Open House at Tremont School on February 25th.
Community Outreach Manager, Scott Rosenstein, encouraged our
members who have not already signed up to fill out a membership
form for Tremont West Development. Membership is open to residents
and business representatives by completing a free membership form.
The TWDC Annual Meeting is scheduled for Monday, May 21st.
Attendance at the Annual Meeting also counts towards attendance
requirements for voting at North of Literary meetings. The deadline
for membership sign-up in advance of this year’s Annual Meeting is
on April 1, 2014. Please contact Scott for a membership form. Scott
Rosenstein and Joe Chura also presented information about the
upcoming Gay Games coming to Cleveland – Akron on August 9 – 16,
2014. Block club members can sign up as participants, sponsors, and
volunteers. The block club will consider fielding a team of volunteers
at an upcoming meeting. Joe also encouraged members that have a
guest room or apartment to consider hosting a Gay Games participant
coming to Cleveland on scholarship. For more info on the Games,

volunteers for the RiverSweep Clean-up in May, as well as hosting a
cheering station for the Cleveland Marathon on May 18th. Members
were also encouraged to attend a visioning Community Meeting on

Tremont West and Ward 3 Cleveland Councilman Joe Cimperman.

South of Jefferson
At our February meeting, the membership approved a letter of support to
the Board of Zoning Appeal on behalf of resident Mark Ebner’s proposal
to construct a 3 story attached garage and roof deck at 720 University
Court adjoining his home. Mark originally presented a proposal and
fielded questions at our January meeting. Our members heard from
residents, Alfred and Annie Laudato and their architect, Mr. Sandvik,
with their proposal to construct a two story addition to a single family
house located on a 30’ x 100’ parcel at 2450 Tremont Avenue. Since a
decision was needed by the Board of Zoning Appeal (BOZA) in February
(delay beyond February would subject Alfred and Annie to considerable
additional expense due to existing financial contracts) before the block
club could consider the request for support at a second meeting as
mandated by our Bylaws, the block club will not issue a letter of support,
but defers to the Tremont Housing Committee for their recommendation
to BOZA. We heard an update on the recent community meeting and
tour at Tremont Montessori, and encouraged our residents to attend an
Open House at the school on Tuesday, February 25th. Members were
also encouraged to attend a Community Meeting in late February to
discuss potential W. 14th St. reconfiguration (traffic calming, bike lane,
