About Us
Our organization is located within the Erie St. Clair Local Health Integration
Network and encompasses Bluewater Health located in Sarnia, and Charlotte
Eleanor Englehart Hospital of Bluewater Health located in Petrolia. Our staff,
Professional Staff and volunteers number nearly 2,500, making us SarniaLambton’s largest public sector employer.
With a progressive focus on patient and family-centered care, our fully

Bluewater Health is proud to be a Best Practice Spotlight Organization (BPSO)
candidate. This designation comes from the Registered Nurses’ Association
of Ontario (RNAO), and is a key strategy to practice excellence and positive
patient outcomes.
We are advancing RNAO’s Best Practice Guidelines (BPGs). These guidelines are
evidence-based and help us to provide you with high-quality, safe healthcare.
During your stay, we are focused on Establishing Therapeutic Relationships,
Client-Centered Care, Supporting and Strengthening Families Through
Expected and Unexpected Life Events, Prevention of Falls and Falls Injuries
in Older Adults, Assessment and Management of Pain, Strategies to Support

Bluewater Health continually looks for opportunities to improve the standards
of service and care offered at our hospitals. We welcome your questions,
comments, suggestions and concerns.
On an inpatient unit, please speak to the hospital staff. You may choose to
direct your comments or concerns to your nurse, unit manager or care provider.
For outpatients, we suggest you speak to the manager or supervisor of the area.
If you need further assistance, please let us know by contacting our Patient
Advocate. The Patient Advocate will respond to patient and family issues,
questions, suggestions, compliments and complaints and will work to ensure
the wisdom and perspectives of our patients and their families are reflected in
all levels of decision making, to ultimately enhance patient care.

Patient and Family Feedback
When patients and their families tell us about their unique healthcare
experiences, we get an inside look at aspects of care that are most important
to them. It is valuable information that we can act on to improve the overall
hospital experience for you and future patients and families.
A patient satisfaction survey is distributed monthly by NRCC, a company that
specializes in hospital surveys. On behalf of Bluewater Health, the company
mails questionnaires to randomly selected patients who have been discharged
from the hospital. If you receive a survey, please take the time to answer the
questions and mail it back. All answers are confidential.
Another way that Bluewater Health may collect information about your
experience as a patient is through a follow-up telephone call. The call is placed
by a healthcare professional who will ask you questions about your experience
while in our care.

Preparing For
Your Visit

Be Sure to Bring:

Your Ontario health card (or equivalent) to every visit.
Information about any additional insurance coverage that you have. It is
important that you know what coverage you have, as our hospital staff is
unable to investigate your insurance coverage for you.
Toiletries and personal items (e.g. toothbrush, toothpaste, comb,
brush, feminine hygiene products, shaving supplies, facial tissue, soap,
shampoo, denture cup, sleepwear and slippers with rubber soles).
Eyeglasses, hearing aids and batteries, and other assistive devices if
required (e.g. cane, walker).
All medications you are currently taking including non-prescription
medications.
Credit card for charges not covered by OHIP.
Prior to your arrival, to avoid loss, we suggest that you label any personal
belongings you will be bringing to the hospital during your stay.
Patients and families assume full responsibility for money, valuables, personal
effects, or clothing kept in your room or on your person.

Personal care items that have fragrance.
Valuables such as jewelry, money, cell phones, laptops, etc.
Pets – only Guide dogs and approved pet therapy animals are allowed.
Electrical appliances:
• Because of our hospital electrical and fire safety policies, the use
of electrical appliances, except electric razors, is not allowed in the
hospital. A hair dryer may be used if approved by the nursing staff.
• Patients in Continuing Care may bring certain personal appliances
but should check prior to admission.
• Due to safety regulations, personal televisions are not allowed
in patient rooms. Large personal televisions interfere with other
patient equipment mounted on ceilings, etc., and can be difficult to
accommodate on appropriate-sized tables.
• All electrical appliances must be left at the nursing station to be
checked by the Plant Maintenance department.
When You Arrive
Parking
Please do not leave valuables in your vehicle. Items left in vehicles are solely
the responsibility of the patient and their family.
Bluewater Health, Sarnia
Patients in Sarnia who are arriving, being dropped off or picked up, are invited
to use the designated drop-off locations. Drop-off locations are limited to 20
minutes maximum.
Visitor parking is available in the main parking lot, underground parking lot,
and along Maria and Norman Streets.

Weekly and monthly parking passes are available from the Patient Accounts
Office. The Patient Accounts Office is located on Level 1, Norman Building
behind to Tim Hortons.
A pay-on-foot parking system is in effect for the visitor parking lot. Please take
a ticket from the machine when you enter the lot, and take it with you when
you enter the hospital. When you are ready to leave, before returning to your
vehicle, locate one of the automated parking payment machines.
Payment Machine Locations:
• Main Entrance near the Welcome Desk; and
• In the underground parking garage near the elevators.
These automated payment machines accept credit cards (Visa or Master Card)
or cash (bank notes and/or toonies, loonies and quarters). An ATM is available
in the Atrium.
Follow the instructions on screen to pay.

After you pay for your parking, you will have 20 minutes to get to your car and
drive out. Take your exit pass with you, return to your vehicle, drive to the exit
gate and scan your paid ticket. The arm will lift and you can proceed to exit.
Designated underground parking is also available for patients receiving
dialysis or oncology treatment.
There is parking along Maria and Norman Streets for daily use. The parking
spaces use a pay and display system. To park in these areas, you must attend
the nearest pay and display machine and follow the directions provided.
The parking fees for the pay and display spaces are:

Charlotte Eleanor Englehart Hospital of Bluewater Health, Petrolia
The gate at the entrance to the visitor parking lot off Blanche Street will
automatically open as the car enters the lot. Visitors will be required to pay
when exiting to open the gate onto Blanche Street. The fee is a flat rate of
$2.00 and the ticket machine accepts loonies and toonies. A change machine
is located next to the Dufferin Street public entrance.

Bluewater Health is a veteran-friendly hospital. Veterans park for free on
Bluewater Health property when displaying a poppy license plate or identifying
themselves as a veteran to Security Services.
The Ministry of Health and Long-Term Care does not fund parking lots and
therefore hospitals must generate parking revenue. Revenue generated by
Bluewater Health’s parking lots is used to support patient programs and

services, and for the upkeep of the lots such as hydro, snow removal and
general maintenance.
Half of the parking proceeds from the visitor parking lot at CEEH of Bluewater
Health is directed to the CEEH Foundation.
Finding Your Way in the Hospital
Need help finding where to go? Bluewater Health’s wayfinding system in Sarnia
incorporates colours, names and numbers to help our patients and visitors find
their way in the hospital. In addition, volunteers are available at the Welcome
Desk, located inside the Main Entrance of Bluewater Health, Sarnia.
Building Name
Bluewater Health, Sarnia
is identified as three
buildings that reflect the
neighboring streets. The
newest addition is the
Norman Building (green);
the middle building is the
London Building (blue);
and the original building
is the Russell Building
(orange). Each building
has a colour designation,
shown on directional
signs within the hospital.
Additionally, in any public
corridor where you cross
into another building, you will see beacon signs that will identify the building
you are entering.
Level and Room Number
We use an alphanumeric system to help
locate rooms. The first letter indicates
the building in which the room is found
(ex. R=Russell).

Next is the floor level the room is on (ex. Level 2), followed by the actual room
number (ex. 139). Every room has a clearly displayed room number beside the
door. All room number signs within the hospital also feature a tactile Braille
plaque for the visually impaired.
In Petrolia, visitors to Continuing Care should enter at the end of Blanche
Street, on the left. All others should use the Dufferin Street entrance.
Patient Registration
When you arrive at Bluewater Health in Sarnia, please go to Patient
Registration, near the Atrium, unless otherwise directed. If you require the
use of a wheelchair or other assistance, please contact the Welcome Desk
at the main entrance upon your arrival. In Petrolia, please register at Patient
Registration, unless otherwise directed.

Accommodations
Bluewater Health has ward, semi-private and private rooms. We will not know
until the day that you are admitted to the hospital what room is available. We
will do our best to provide you with your first choice of room but this is not
always possible. Thank you for your understanding and cooperation.
Ward Room
The Ministry of Health and Long-Term Care covers the full cost of a ward room
if you have a valid Ontario health card. Please check with the Patient Accounts
office if you do not have a valid Ontario health card, or if your visit is due to a
work related injury.
Semi-Private Room (Limited Availability)
Patients who request and occupy a semi-private room will be billed $235 per
day.
Private Room (Limited Availability)
Patients who request and occupy a private room will be billed $275 per day.

Please note that the cost for semi-private and private rooms is over and above
what the Ministry of Health & Long-Term Care covers for a ward room. Please
be sure that you check your hospital insurance coverage before you arrive at
the hospital.
Please bring proof of insurance coverage with you before your admission.
Hospital staff is unable to investigate your insurance coverage for you. We will
also ask you for your credit card number to pay for any costs over and above
what your insurance company will cover.
In the event your insurance company does not cover 100% of the costs, you are
responsible to pay for the extra costs.
If you would like a private or semi-private room and don’t have insurance, we
will ask you to pay by cash, cheque, debit or credit card when you are admitted
to the hospital.

Language Interpretation Services
Bluewater Health has partnered with Language Services Associates (LSA) to
provide telephone interpretation services for our patients and families.
Through a dedicated toll-free telephone number, staff has 24/7 access
to medically qualified and experienced language interpreters in over 200
languages. The confidential service is offered at no cost to the patient.

needs.

Our Healthy Environment
As part of our commitment to a safe and healthy environment, we limit smoking,
fragrances and latex in our hospitals for the benefit of patients and staff.
Smoking
Bluewater Health is a smoke-free environment inside and out, including parking
lots. Patients who smoke are encouraged to ask for information about programs
and products to help them to stop smoking during their hospital stay. Smoking
is only permitted beyond Bluewater Health property, on city sidewalks.
Fragrances
Some people are highly sensitive to fragrance and can suffer severe allergic
reactions. Please do not wear perfume, cologne, or aftershave while in the
hospital. If you can, remind your visitors not to wear fragrance or to bring
flowers with strong scents when they come to see you.
Latex
Exposure to latex rubber may cause severe allergic reactions. Therefore, latex
rubber balloons are not allowed in the hospital. Only mylar (shiny foil) balloons
are allowed in the hospital.
Infection Control
Clean hands are the best way to prevent the spread of germs that can cause
infections. It is important that you and your visitors clean your hands often,
using soap and water or the alcohol-based hand rub that is mounted on the
walls and at entrances/exits of our hospitals, as well as on the over bed tables
in patient rooms.
Ways to Prevent Infection

During your hospital stay, if you are put in an area where additional
infection control measures are necessary, it is important that you and
your visitors follow the directions given to you by your care provider.
Please do not share patient care items such as creams, glassware or
towels.
Please ask family and friends who are feeling unwell (e.g. cold, flu or
diarrhea and vomiting) not to visit you while you are in the hospital.

Hand Hygiene
Alcohol-Based Hand Rub is the preferred and easiest way to clean your hands.
Dispense foam about the size of a quarter into the palm of one hand (the
wall mounted dispensers will automatically dispense the right amount). Rub
thoroughly over the front and back of your hands, between your fingers, and
across all finger tips until dry. Use the rub when you enter or exit the hospital,
leave your room, before you eat or drink, after you cough, sneeze, or blow your
nose, and when you return to your room.
Soap and Water should be used after using the toilet and whenever your
hands look dirty. Wet hands with warm water and apply soap. Rub thoroughly
over the front and back of your hands, between your fingers, and across all
finger tips for 15 seconds. Rinse, then dry with paper towel. Turn off the tap
with paper towel.
Patients, family members and healthcare workers all have a role to play in
reducing healthcare associated infections. In addition to washing your hands
frequently you can ask your healthcare worker to do the same before providing
care. Together we can make a difference and reduce infections by always
practicing good hand hygiene.

Participating in Your Care
It is important that you take part and be involved in decisions about your care.
You know the most about your own health!
Discuss your plan of care with your care provider and be informed about your
treatments. Ask about your treatments and continue to ask questions if you
do not understand.
If you are experiencing pain, please inform your care provider. Your healthcare
team will work with you to manage your pain.
You may receive a lot of information all at once, which can be confusing. You
may want to take notes or to ask a family member or friend to go with you
when you receive a diagnosis, treatment plan, test results, or when discharge
plans are explained. Please feel free to talk to your healthcare provider about
any concerns you may have. We value your partnership and we welcome your
questions!

Staff Identification
There will be many people caring for you during your stay. All staff, Professional
Staff and volunteers are required to wear their hospital photo identification
badge. This photo identification badge assures you that the person who
delivers your care is a member of our team.
Effective communication is key to patient safety, as well as reducing patient
anxiety and stress. Staff, Professional Staff and volunteers will begin every
patient and family interaction by providing their name, occupation and what
they are there to do.
Your Identification
As a patient in the hospital, it is important that you wear your hospital I.D.
bracelet at all times.
Please check that the information on your hospital I.D. bracelet is correct (your
name, birth date, etc).
For your safety, make sure all staff members check your I.D. bracelet and ask
you to state your name and date of birth before any procedure, surgery or test
is performed, or before medicine is given. If your bracelet comes off, please
ask your healthcare provider for a new one.

Medication
Bring all of your medications with you to the hospital, including any herbal
or vitamin supplements. After you and your care provider review them, the
medications will be sent home. Your doctor will prescribe any medications
necessary for you during your stay.
Sometimes, the hospital may ask you to use your own medications if the
hospital cannot supply a particular product. However, any medications from
home such as herbal supplements, eye drops, ointment, cream, etc., must not
be taken or used at the hospital unless approved by your doctor.
It is very important that you tell your care provider how you take your
medications at home, as well as any recent medication changes or any
medications that you have recently stopped taking.
Allergies
Please be sure to inform your care provider of all allergies that you may have.
This includes allergies or reactions to food, medications, and environmental
elements (e.g. hay fever).
Call Bells
Nursing staff routinely round to all patient rooms. A call bell is provided for you
to ring for assistance if your care provider is not readily available. Your care
provider will show you how to use it.
Let your care provider know if you will have trouble reaching the call bell or if it
is difficult to use. He or she will make sure your call bell is placed within reach
and is a model you can easily use. The call bells have a two-way intercom that
connects to the nursing station and your healthcare provider can speak to you
over it. After ringing the bell, please stay where you are and wait for staff to
come and help you.

Preventing Falls
While in hospital, people can be at a higher risk for falling down. Illness,
surgery, and medicines can make you weaker than usual and may affect your
balance or judgement. Also, medical equipment and the unfamiliar hospital
environment can make it hard to move about easily.
When you are admitted, we will assess you for your risk of falling and determine
what measures should be taken to prevent a fall while you are in hospital. This
information will be shared with members of your healthcare team.
It is important that you ask for help when getting out of bed, especially at
night. The hospital is an unfamiliar place and most falls occur when patients
try to get out of bed on their own to go to the bathroom. Please be sure there
is adequate light to see and keep your eyeglasses within reach. Wear slippers
with rubber soles to prevent slipping, and keep your room free of clutter.

Fire Safety
Fire drills are routinely held in the hospital. If an alarm goes off during your stay,
remain in your room. Staff members are trained to respond and will provide
instructions to patients and visitors in the event of a fire drill or emergency.

Nutrition and Food Services
We provide high quality, nutritious meals that meet the special dietary needs
of your health condition.
Bluewater Health purchases foods from federally-inspected, registered
food manufacturers. Our menu has been developed according to the
recommendations of the Canada’s Food Guide and your meal will be prepared
specifically for your diet.
If you have food allergies and/or food intolerances, this information reaches
Nutrition and Food Services by way of your admission assessment. Your diet
order is also communicated based on your physician’s order. If you have
concerns regarding your food intake or special diet needs, ask your care
provider for a Registered Dietitian to consult with you and assist with your
nutrition needs.
Our meal delivery system allows you to make food choices at meal times.
At each meal service time a Food Service Aide will visit you to obtain your
food selection for that meal. If you are staying in our Continuing Care or
Rehabilitation units, trays will be assembled and served in the unit’s dining
room. On all other units, trays will be assembled on the unit from a hot food
cart and delivered to your room.

Bringing Food and Drinks
The Nutrition and Food Services team provides complete meals to patients
staying in hospital that meet individual medical and food allergy needs. We
appreciate the comfort that food at home can bring. Food and drinks brought
into the hospital are solely the responsibility of the patient and their family.
If you choose to bring food or drinks into Bluewater Health or have items
brought in for you, please keep these guidelines in mind:

Talk with your dietitian or nurse about food that you may want to avoid
while in hospital.
We encourage you to choose a replacement meal or food that meets your
nutritional needs.
Please label food and drinks brought into the hospital with the patient’s
name, room number, and the date. To stop the spread of infection or
prevent food poisoning, please package food from home in single
servings (able to eat all food in one meal and not returned to the fridge).
If food is not removed from the fridge within three days from the date it
was brought in, it will be thrown away.
Food storage space is limited so please be respectful of the needs of
other patients and ask unit staff for assistance.
Food may be heated in the kitchenette microwave if available. Please ask
unit staff for assistance.
For cleanliness and food safety, the kitchenette fridges are monitored
regularly so we ask that dishes be taken home at the end of each day.

Patient phones are provided at no charge.
To make a local call, please dial “9” before the phone number. If you need
to make a long distance call, dial “0” for our switchboard and you will be
connected to an operator. All long distance calls are collect.

TV service in Sarnia can be ordered by you or your family member, for a fee.

Necessary Room/Location Transfers
When our Emergency Department becomes full, our bed management
contingency policy is put into action to help with the pressure. To ensure that
beds are available for patients admitted from the Emergency Department or
following surgery, it may be necessary to transfer you to another room, or
to another Bluewater Health facility. This is necessary for us to continue to
provide all of our patients with the best possible care.
Your patience, understanding and cooperation during these situations are
very much appreciated by the healthcare team.

Our wheelchair accessible Worship Centre at Bluewater Health, Sarnia offers
a peaceful and quiet place for prayer and reflection. It is located just off the
Main Entrance (Level 1, Norman Building). At the Petrolia hospital, the Quiet
Room (located next to Charlotte’s Boutique) is available for patients and family
members.

Volunteer Resources
The dedication of our volunteers’ time, energy, skill and talents is priceless and
makes a huge difference in our hospitals from the bedside to the boardroom.
In-service volunteers support families and visitors by greeting and directing at
the Welcome Desk, and by providing support in Patient Registration, diagnostic
areas, all patient care floors, recreation therapy programs and the Emergency
Departments.
At CEEH of Bluewater Health volunteers run the Gift Shop - Charlotte’s
Boutique, assist patients in Continuing Care and the Pat Mailloux Eye Centre,
and setup televisions for patients.
Bluewater Health has volunteer opportunities at both hospitals for Patient
Experience Partners who bring the voice of patients and families into the
planning, design and improvement of the healthcare experience.

Visiting Hours
The philosophy of care at Bluewater Health is Patient and Family-Centered
Care. We encourage involvement of designated family and loved ones during
your stay. We recognize that we are partners in care with you and your family.
We do not view family as visitors. Bluewater Health supports family access
outside of regular visiting hours. Please discuss these arrangements with your
healthcare provider. Visitors are friends or neighbours. Visiting hours for friends
and neighbours are important so that we can support your healing process.
You need time to rest and we want to protect your safety by reducing the
risk of infection from outside sources. During your recovery, our healthcare
professionals require the appropriate time and space to provide you with
quality care. There may be occasions when your visitors will be asked to
temporarily excuse themselves from your room.
The number of visitors you are able to receive may be determined by your room.
In order to support the care and comfort of all of our patients in semi-private and
ward patient rooms, we may need to reduce the activity and noise level.
Friends and family are asked to please limit their telephone calls before
11:00 am for patients on acute care units, to allow nursing staff and physicians
to care for your loved one.
General Visiting Hours are from 11:00 am to 8:30 pm daily. There are special
visiting hours in Labour and Delivery, Palliative Care and Mental Health. Please
confirm times with your care provider. After these hours, entry to Bluewater
Health in Sarnia is through a controlled access door located to the east of the
main entrance.
Food Court
Food services provided by Compass Group Canada are located in the Atrium
in Sarnia. These services include a Tim Hortons “On the Go,” which offers
beverages and baked goods and Coyote Jack’s offering a selection of fresh,
hot and cold meals and snacks.
In Petrolia, the Cafeteria is open from Monday to Friday from 9:00 am to
10:45 am and 11:45 am to 1:30 pm. Soup, salad and sandwiches are available.

Gift Shops
A retail store, poppies, is located in the Atrium of Bluewater Health in Sarnia.
Merchandise includes books, cards, magazines, newspapers, gifts, toys, fresh
flowers and convenience items.
The gift shop, Charlotte’s Boutique, is located at CEEH of Bluewater Health
on the 1st Floor. Newspapers, books, cards, snacks and gifts are available for
purchase.
Cell Phones and Wireless Devices
Bluewater Health believes that the effective use of wireless communication
devices can improve the patient and family experience by making it easier
for patients and families to stay connected. It also helps with communication
between healthcare providers and can lead to improved patient care.
However, patients and visitors are not allowed to use any wireless
communication device within patient rooms in the Intensive Care Unit, Cardiac
Care Unit and resuscitation area in the Emergency Department (trauma and
cardiac rooms).
Wireless devices should be switched to silent mode or vibrate only, so that
they are not intrusive to other people in the hospital. Bluewater Health staff,
Professional Staff and volunteers have the right to ask individuals to turn off
wireless devices at any time.
To access Wi-Fi at Bluewater Health, Sarnia, please speak to your care provider.
Photography or video recording are not permitted in hospital without consent.
Bluewater Health’s Privacy, Confidentiality & Security policy and the Personal
Health Information Protection Act must be adhered to regarding consent and
protection of personal health information.

After Your
Hospital Stay

Discharge From the Hospital
Your physician, hospital staff and, in many cases, Community Care Access
Centre (CCAC) staff will be involved in planning for your discharge following
your hospital stay. The team will start assisting you or your substitute decision
maker in planning your discharge as soon as possible after your admission
to the hospital. Together with CCAC, Bluewater Health supports a Home First
philosophy. Our aim is for you to return home or to the community, safely.
For some patients, once acute hospital treatment is complete, other care
settings may be beneficial to help meet care needs. These are often shortstay options and may include Rehabilitation, Complex Continuing Care, or
Convalescent Care.
Should a move to a long-term care (LTC) home be needed, our goal will be to
access the LTC bed from the community, after returning home first. Legislation
is designed for access to LTC from the home or community, as it is a complex
process and home is the best setting from which to make life-changing
decisions.
When your physician discharges you and/or your next care setting becomes
available, please be ready to leave the hospital by 10:00 am on the day of
your discharge. Please be sure that you have reviewed with your healthcare
provider any medication and follow-up appointments.

Some supplies, devices, medications and treatments are not covered by OHIP
and must be paid for at Patient Accounts. There are also fees for ambulance
transportation whether for emergency or non-urgent use. For a list of fees that

The Patient Accounts office in Sarnia is open Monday to Friday from 8:00 am to
4:00 pm. Payment options are cash, cheque, debit, and credit card. In Petrolia,
Patient Registration on the first floor, across from the Emergency Department
can accept payments for Patient Accounts.
