Environment/Challenges
 The CBSA port infrastructure is suffering from
rust-out and building fatigue;
 Since 2000 the Agency has invested over $300M
to modernize and improve the infrastructure at
ports of entry across Canada
 Investment has been focused on the large volume
ports of entry with an emphasis on the
Designated Commercial Offices (DCO);
 The majority of the CBSA’s larger DCO ports
have been, or are in the process of being
redeveloped and are functional and provide
adequate serviceability;
 The challenge is to sustain the operational
integrity of the existing facilities while securing the
capital resources required to address those
facilities that can no longer efficiently and
effectively support the CBSA’s border services
mandate.

Current Projects – Lacolle
Conceptual Design – Lacolle POE
Travellers – BtB Initiative:
 The new POE will have 15 travellers PIL – 13
regular lanes and 2 NEXUS lanes, an increase
from the current 9 Lanes:
o

Construction award anticipated in February 2016,
with project completion targeted for October 2017
Our primary goal will be to increase traveller
capacity to reduce border wait times
Commercial Examination Facility – Gateways
and Borders Crossing Fund (GBCF) Initiative
 The new commercial inspection facilities will
include 6 offload examination bays, along with
expanded office and enforcement capacity.
 The commercial facilities are scheduled to be
completed by September 2015

 Construction of dedicated Commercial By-Pass lane;

Commercial lane to have 3 PIL booths of which one will be a
dedicated FAST
 The RFP to engage an architect to prepare plans and specifications
was posted in February, 2015;
 Project completion scheduled for 2017
North Portal - BtB Initiative
 CBSA has secured the additional land required to implement
the project;
 The RFP to engage an architect to prepare plans and
specifications is expected to be posted in March, 2015;
 Project completion scheduled for 2017-18
 This project will provide the following benefits to the current
Port of Entry
 New Primary canopy to allow commercial vehicle access
 1 new bi-level primary lane with expanded primary queuing
capacity
 Expanded commercial capacity for 1 offload

Conceptual Design – Aldergrove POE
 Construction phase is underway and temporary PIL
lanes have opened;
 Travellers facility scheduled to be completed in
January 2016;
 Occupancy of the commercial facility and project
completion scheduled for April 2016;
 The new POE facilities will include:

Recent Government Announcements
•
November 24, 2014 announcement of $440
Million to expedite the replacement of border
infrastructure
•
This funding will build on work recently
completed and currently underway to improve
border infrastructure at several Port’s of Entry

Boundary Bay, (Tsawwassen) BC; Boissevain,
MB; Sprague, MB; have been announced to
date.
•
Further announcements will be coming in the
weeks and months ahead
