The survey monitors support for Cameco’s local operations and gathers perceptions regarding the corporation. We used a multi-modal approach to capture opinion from a broad base of residents: 300 surveys were completed using landline telephone and, for the first time, 100 surveys were completed using mobile phone modalities. Incorporating response from mobile respondents was done to increase the representation of younger residents (ages 18-34) in the survey. The 2015 survey sample size of 401 residents of the Municipality of Port Hope lets us say with a 95% level of certainty that overall results are within plus or minus 4.8% of what they would be if the entire adult population of municipality were polled. Highlights Awareness Nine out of 10 (92%) Port Hope residents are aware of Cameco’s Port Hope operations, including a majority (65%) who are ‘very aware’. Men and older residents are more likely than women and ages 18-34 to be ‘very aware’ of Port Hope operations. Public Support The large majority (88%) of residents support the continuation of Cameco’s operations in Port Hope, in line with previous surveys. This includes half (53%) who are ‘strongly supportive’. The large majority of residents of all ages and genders support the continuation of Port Hope operations. The percentage of ‘strongly supportive’ tends to fluctuate across age groups from year to year, but men are consistently more likely to be ‘strongly supportive’ than women. Another 16% are supportive because Cameco is a good corporate citizen, 14% because the company is safe and has a good track record, 8% because Port Hope would suffer if Cameco left and 7% because they support nuclear/clean energy. Environmental impact is the main reason people do not support the operation—11% of residents cite this reason. Another 5% cite the impact on the waterfront. Men are more likely than women to cite the operation’s economic contribution as the main reason they are supportive; women are more likely to cite environmental impact as the main reason they are unsupportive. The long-term trend of residents underestimating public support for Port Hope operations continues. Approximately 76% of residents think most people in Port Hope are supportive of Cameco continuing to operate in the community, compared to 88% who actually support the company. The gap is most pronounced in the ‘strongly supportive’ category— 26% believe other residents are ‘strongly supportive’ compared to 53% of residents who actually are ‘strongly supportive.’ Women and 18-34 year-old residents are most likely to underestimate public support for Port Hope operations. Fast Consulting – Saskatoon, Saskatchewan | Page 2 Cameco | 2015 Port Hope Public Opinion Survey EXECUTIVE SUMMARY Perception of Safety The large majority (84%) of residents agree that Cameco does everything possible to protect people and the environment—and close to half (46%) ‘strongly agree’. This is consistent with previous surveys. Nine out of ten (88%) residents agree that Port Hope is a safe and healthy place to live, consistent with previous surveys. Also in line with previous surveys, the large majority (80%) of residents agree that federal and provincial regulatory processes adequately ensure the safety of Port Hope residents, including 39% who ‘strongly agree’. Concerns Environmental impact, community safety and jobs remain the top three things residents cite when asked to identify important issues about Cameco in Port Hope. o 40% say environmental impact is an important issue; 18-34 year-olds are much more likely to cite this as important. o 19% say community safety is an important issue; 35-54 year-olds are most likely to cite this as important. o 15% say jobs are an important issue; 35-54 year-olds are also most likely to cite this as important. The large majority (73%) of residents do not identify any specific concerns with Cameco’s operations in Port Hope, while 27% do. This is generally consistent with previous surveys. Older respondents and women are most likely to cite concerns. Specific concerns are generally consistent from year to year, although the percentage of residents who cite the concerns fluctuates. 2015 survey results reflect previous surveys: o 7% are worried about the environmental impact o 4% are worried about a leak/water contamination (women, older respondents more likely to cite this concern) o 4% are worried about waste management/clean-up o 4% believe Port Hope operations are destroying the waterfront (older respondents more likely to cite this concern) o 3% have health and safety concerns (women more likely to cite this concern) Public Trust Fast Consulting developed the Trust Index (TI) to calculate overall public support for Cameco in Port Hope based on public perception of the company’s performance on environmental responsibility, internal processes and community citizenship. Residents rate their level of trust for a series of value statements on a scale of 1 to 10. Ratings from 1 to 4 are interpreted as ‘poor/in need of improvement’, ratings from 5 to 6 as ‘satisfactory/good’ and ratings from 7 Fast Consulting – Saskatoon, Saskatchewan | Page 3 Cameco | 2015 Port Hope Public Opinion Survey EXECUTIVE SUMMARY to 10 as ‘very good/excellent’. Trust Index (TI) measures for all 12 value statements remain in the ‘very good to excellent’ range. Communications The majority (75%) of residents think Cameco makes information about its operations in Port Hope readily available to them. Half (50%) of residents are aware that Cameco has a website providing information about its Port Hope operations. Roughly a third (32%) of residents are aware that Cameco has a presence on social media, including a Facebook page and Twitter feed. The majority (75%) of residents are aware that Cameco holds open community forums about its Port Hope operations. Six out of ten (59%) residents recall receiving a community forum newsletter from Cameco (down from 2014), and the large majority (84%) read it the newsletter. In terms of reliable sources of information about Cameco and its local operations, residents continue to regard Cameco employees, newsletters, forums, website and spokespeople as the most reliable. Mean scores all continue to be perceived as trustworthy sources. Fast Consulting – Saskatoon, Saskatchewan | Page 4 Methodology Project Background Fast Consulting conducted an annual public opinion survey with a representative sample of Port Hope residents in late May and early June 2015. The objective of the annual survey is to monitor support for Cameco’s local operations, and to gather opinions and perceptions regarding the corporation. Questionnaire The survey questionnaire, designed in consultation with Cameco, is reviewed annually. It was programmed into a CATI (Computer Assisted Telephone Interviewing) system and pre-tested to ensure it flowed efficiently and incorporated correct branching and skip patterns. Landline and Mobile We used a multi-modal approach to capture opinion from a broad base of residents: 300 surveys were completed using landline telephone and, for the first time, 100 surveys were completed using mobile phone modalities. Incorporating response from mobile respondents was done to increase the representation of younger residents (ages 18-34) in the survey. Survey Sample The survey sample frame was constructed to obtain complete interviews from a random selection of approximately 400 households throughout the Municipality of Port Hope (401 were actually completed). Respondents were selected from a randomly generated electronic sample frame built by Fast Consulting and ASDE. Standard polling practices were used at all times to ensure random selection of households and respondents. The survey sample of 401 residents yields public opinion measurements with a statistical level of confidence of 95% within an overall margin of error of plus or minus 4.8 percentage points. Respondents were randomly selected from an electronic sample of the Municipality of Port Hope using standard polling practices. The sampling frame was constructed to facilitate representation of demographic characteristics evident in the population such as gender, age and level of education. Randomly selecting participants ensures that the opinions of all types of people residing in the Municipality of Port Hope are represented in the survey results. The Municipality of Port Hope consists of two wards. Ward 1 is the urban sector where the majority of the commercial and industrial development exists; it represents approximately 76% of the total population of the Municipality of Port Hope. Ward 2 is the rural sector and consists of several hamlets including Welcome, Campbellcroft, Garden Hill and Perrytown. Ward 2 is the former Hope Township. Both wards are proportionately represented in the survey. The survey was in the field from May 28 to June 7, 2015. Telephone survey interviews were conducted at times that were appropriate and convenient for respondents – between the hours of 5:00 p.m. and 9:00 p.m. (EST) on weekdays and between the hours of 10:00 a.m. and 4:00 p.m. on weekends. Interviews were conducted by experienced public opinion interviewers. Data checking procedures were used to ensure the accuracy of the data. The team at Fast Consulting designed and implemented programs to facilitate the statistical analysis of the survey data using the industry standard SPSS software program (Statistical Package for Social Sciences). Fast Consulting – Saskatoon, Saskatchewan | Page 6 Awareness & Support Awareness of Cameco We are interested in your opinion regarding a company called Cameco Corporation, a nuclear energy company that operates two facilities in Port Hope. The Port Hope conversion facility processes uranium that is used to generate clean electricity here in Canada and around the world. Cameco Fuel Manufacturing manufactures nuclear fuel bundles and other component parts for the Canadiandesigned Candu nuclear reactors. Q. The percentage who are ‘very aware’ increases with age, from 48% of ages 18-34s to 70% of ages 55+. Men are consistently more likely to be ‘very aware’ than women, at 74% vs. 58%. Four out of ten respondents (40%) cite environmental impact, up from 27% in 2014. Young respondents ages 18-34 are much more likely to cite environmental impact, at 58% vs. 38% of ages 35-54 and 35% of ages 55+. Approximately 19% cite community safety, 15% cite jobs, 11% waste management, 9% health concerns, 8% community support, 8% security and 7% workplace safety. Women and ages 35-54 are most likely to cite community safety. Year after year, respondents identify the same top three important issues (although not always in the same order): environmental impact, community safety and jobs. Approximately 12% are concerned about awareness/education regarding the environmental impact and 11% are concerned about safety and environment in general. Community Safety: Of the 75 respondents who identify community safety as important, 21% cite concerns about leaks, spills contamination, 15% about what happens in case of accident and 13% about the general health and safety of people in the community. Health Concerns: Among the 36 respondents who identify health concerns as important, close to half (44%) cite cancer as a concern, 17% cite following regulations/accountability, 11% cite the general health and safety of people in the community and 11% cite waste management/disposal. Workplace Safety: Among the 29 respondents who identify workplace safety as important, main concerns are the health and safety of employees (38%), following regulations and accountability (14%) and waste management/disposal (10%). Another 16% are supportive because they think Cameco is a good corporate citizen, 14% because the company is safe and has a good track record (been there long time/nothing has happened) and 8% because Port Hope would suffer if Cameco left and 7% because they support nuclear/clean energy. Environmental impact is the main reason people are unsupportive (11% of respondents), followed by impact on waterfront (5%). Men are more likely than women to cite the operation’s economic contribution as the main reason for their support (59% vs. 51% of women). Working age respondents (ages 18-54) are also more likely than older ages 55+ to cite the economic contribution. Women are twice as likely as men to cite environmental impact (16% vs. 7%).
