PRESIDENT’S REPORT ON THE STATE OF LAND HARBOR
LLH is in very good financial
shape and continues to out
perform other communities of a
similar nature.
The past year has been a very
interesting and challenging one
for all at our mountain paradise.
The economy, home sale decline,
budget issues, and financing the
new dam, are just some of the
challenges that were faced and met
by your Board Of Directors.
It is interesting to note that
LLH is in very good financial shape
and continues to out perform other
communities of a similar nature.
Our collection rate for annual
assessments is always near or at
100%, whereas other communities
struggle to keep their collection
rates at 95%. Speaking of annual
assessments, our annual rate is
less than other communities, yet
we provide considerably more in
services and amenities than other
communities.
The collapse of the housing
market has affected LLH much
less than the national average for
our type of community.

recycling bins as well as receiving very
stiff fines. Please....please.... DO NOT
PUT GARBAGE AND TRASH IN THE
RECYCLE DUMPSTERS. We have been
warned time and time again and the
danger of losing this valuable service is
seriously in danger.
We have trash dumpsters for your use...
please use them! We are now in the
process of purchasing another trash
dumpster to place near the recycling
dumpsters. But in the meantime.... please
DO NOT USE recycling dumpsters for
trash and garbage.
Thank you.

Important guidelines from

Fire Prevention
Our property in Land Harbor
is very susceptible to being fire
hazards when conditions are dry.
It is important to realize that our
homes are close together in an area
with high vegetation. As a result we
need all Property Owners to heed
the following guidelines to prevent
the starting or spreading of fire:
(1)Do not throw cigarettes or
matches from car windows.
(2)NO burning of leaves, brush,
construction debris or garbage is
permitted.

President’s Report
Research into real estate data reveals that communities
such as ours are expected to have 12 to 15% of their homes
for sale. A recent survey of homes for sale in LLH listed
less than 150 homes for sale. With 1500 properties, this is
less than 10% on the market. Again, much better than the
average.
It is interesting to note that property sales seem to
ebb and peak in 10 year cycles at Land Harbor. In 1990
property sales were low, again in 2001, property sales were
low at 32, sales in 2010 were down at 27.Part of the low sales
is a function of demographics and part is due to the economy.
The periods between the low points were marked by great
sales years. We have a very active Marketing Committee
with programs directed at improving sales where possible.
As the economy improves so will home sales.
To understand just why LLH is so well off financially
one needs to look at the type of community we live in. WE
are solely owned by the property owners, we try to “pay
as we go” [the dam not withstanding]. We are debt free
except for the remaining dam loan. We have a fully paid for
new waste water treatment facility, a new water treatment
facility and are paying off the dam in record time with a
very favorable interest rate. With the money earned from
the high sales years, we were able to pay over $1 million
toward the dam, thus saving members hundreds of dollars.

Important notice to Property Owners
Control of storm water runoff
Storm water runoff from sloping lots such as ours in
Land Harbor is a significant problem and aggravated by
the build up of sticks and leaves. As a result, all property
owners are urged to heed the following guidelines:
(1) Keeping leaves, sticks and debris from the ditches
around the perimeter of your property is the responsibility
of the property owner.
(2) Keeping culverts under driveways free of debris such as
gravel, leaves and sticks is the responsibility of the property
owner.
(3) Keeping leaves, sticks and debris out of the pipes and
culverts under roadways is the responsibility of the Land
Harbor Operations Department.
(4) Do not blow leaves or place sticks or branches in
drainage ditches when cleaning up you property.
Much credit must be given to our faithful members who
continue to pay fees on time and support the efforts of your
elected POA Board who have, and will continue to work to
maintain LLH as an affordable paradise in the mountains.

seeing everyone as the majority of members return for the
Season.

The quote on the top of this page
by Helen Hayes is really saying a lot
medically. Yes, medically.
We have been told all of our life
we are young as we feel or we are
as young as we think we are. Now,
medical researchers at Harvard and
Massachusetts Institute have been
studying people’s perception of their
age and just how it might influence
their health.
And you guessed it; how you
perceive your age is a factor in how
you think, how you look and how
healthy you are.
Women who experienced new
hairdos or new clothes that made them
look younger experienced lower blood
pressure. And men with early hair
loss were suspect in having cardiac
problems.
Some studies showed that those
who spend time with younger people
tend to live younger if they participated
in sports and other activities with
younger people.
The research speculated that
repeated negative descriptions or
actions poking fun at aging can make
some unconsciously aware of old age
and could set in motion a process that
would have real effects on long term
health.
Negative feelings about aging
does create problems.

Land Harbor. The improvements are
overwhelming.... from safety marked
streets and parking places to a beautiful,
and I mean beautiful, golf house (wait
until you see the new decks)! There
are improvements everywhere and
be sure to check out our new Camp
Adventure... just below the dam. Tent
sites and other amenities are already
in place. A trail from Overland Park
gets you there.

displayed deep employee appreciation
last December
with
generous
contributions to the Land Harbor
Employees
Christmas
Fund.
Permanent employees received $710
each (last year they received $580
each); full time seasonal received
$355 (against $290 last year); part
time seasonal (working 10 or more
years) received $240 each ($195 last
year) and the part time seasonal (i.e.
lifeguards) who worked 300 hours or
more received $100 each (the same as
last year).
This is the most ever received for
the fund. Let’s keep it going and set of
goal of beating last year. Things like
this makes Land Harbor stand above
most other communities. Each and
every employee thanks you.
Just a reminder the Golf
House‘s power is now backed
by generator power. In the
event of a power outage or
emergency, the Golf House
can be “powered up” within
30 minutes.
Emergency
shelter supplies have been
relocated to the lower level
of the Golf House for quick
access. In the event of
an emergency that would
require more room, LH can
stage at the Golf House until
the Recreation Building is
readied.
For the past four years we have been
receiving warnings from federal
agencies to our closest friends that
our cellphone numbers are going to be
released to telemarketers.
The latest one to circulate started
in March warns that June or July is the
target month. We are warned to avoid
this we must register our cell number
on the National Do Not Call List.
It is almost believable because
they use the actual National Do Not
Call registration number (1-800-3821222). You CAN put your cellphone
on that list by calling that number or
going to www.donotcall.gov.
There is no need to register.
Telemarketers use automated
dialers and federal regulations
prohibit use of automated dialing
systems in calling cellphones
without your approval. Federal
fines are steep enough to prevent
them from even thinking about it.

There has been a huge safety addition
added to our cart path travel on the
Parkway to and from the entrance.
“RUMBLE STRIPS” have been
installed on the left side of Land
Harbor Parkway (going southeast
towards the Point) just before the
bridge over the river. The “RUMBLE
STRIPS” separate the cart path and
the traffic lane.
This has been a “scary” drive to say the
least. Our thanks go to Mike Simpson
and the operations staff.

agrees to do. The player then chips his ball onto the
green and the ball strikes the flag stick and goes in the
hole. The fellow competitor never removed the flag
stick. Is there a penalty involved and if so who is the
penalty against and how much? Choose your answer
from one of the below choices.
1. There is no penalty as the ball was off the green.
2. The fellow competitor incurs a 1 stroke penalty.
3. The fellow competitor incurs a 2 stroke penalty.

News and 2011 Schedule
We have a great line up for the Summer Season.
Billy Drysdale will be here three times this summer
and Denny Slawn will be here twice. Last year we
had a new talent, Bert Lindsay, a professional DJ
with 20 years experience and a large library of music.
We are delighted to say that Bert will return twice
this year. We are excited to announce a new talent
for us - Steve Frank and his five piece combo PLUS
Elizabeth Church, a fantastic vocalist.
JUNE 4
THE WELCOME BACK DANCE will kick off
our Summer Season with Billy Drysdale playing and
singing all our favorite songs. His vast library of music,
personality, and great singing voice will keep you asking
for more. Admission $7.00 per person.
JUNE 18 Denny Slawn entertains all over the World but
comes home to Beech Mountain for the summer. He is a
favorite of ours and we look forward to his coming to
Land
Harbor twice this summer for your dancing and listening
pleasure. Admission $6.00 per person.
JULY 2
A new talent for us, Steve Frank and his five
piece combo, plus Elizabeth Church, a fantastic
vocalist, will kick off our RED, WHITE and BLUE
Celebration. You are going to love this combination of
talent. Steve has many bands, from marching, to concert,
to a Dance Swing Band. Don't miss this one. Admission

JULY 16

OUR THEME DANCE this summer will be

Required) and be prepared to dance to your favorite tunes.

TO PATSY CLINE in a Fund-raiser for the AltaPass
Foundation at the Burnsville Town Center
Auditorium on Friday, August 26th.
The Foundation
(a 501c3) is dedicated to
promoting the beauty of the Blue Ridge and
celebrating Appalachian traditions through stories,
seminars, entertainment and operating The Orchard
at AltaPass.
There are not a lot of places left for locals and
visitors alike to gather in honor of the unique
Appalachian Regional experience.
This is an exciting one-woman performance by
Land Harbor’s own Barbara VanEycken. If you
have not seen the show, this spectacular musical
tribute is an ode to the brash, pioneering queen of
country music and includes many pop standards
recorded by this talented artist. Incredible vocals and
hilarious inter-action with her audience make this a
must-see! HELP keep this Foundation alive AND

Quilting and More meets every Thursday
at 9:30am at the Golf House. We welcome
new quilters, as we like to help them get
started and enjoy this art form. We also
work on all kinds of hand projects so if
you don’t quilt, bring your other projects
and join in the fun. Bring your lunch and

Harbor. The Whitespots will start
pickin’ and grinnin’ on Sunday
June 5th at 2:00pm in D-1.Our style
tends towards old C/W, bluegrass,

foray into folk. Our skill level can
be described as “whatever”. Yep,

American Red Cross Blood
Drive Friday, June 24th,
12 - 4:30 PM
The American Red Cross urges
residents in the Avery County area
to donate blood. All blood types are
needed at this time. Because blood can
be separated into three components red cells, plasma and platelets - a single
donation can help save up to three lives.
In the more than 100 local hospitals
served by the American Red Cross
pre-mature babies, accident victims
and patients with cancer or recovering
from surgery need approximately 1,500
units of blood or blood products each
day. Eligible blood donor must weigh
a minimum of 110 pounds and be in
general good health. Donors must have
a form of positive identification in order
to donate.

Pottery Class taught by Marie
Lowe - Exercise your fine motor
skills through the art of hand building.
Marie will guide you through the
process of taking a lump of soft, moist
clay and shaping it into a small vessel
of your choice. Class consists of two
sessions, two weeks apart. The first
will be for making your clay piece and

it (which by this time will have been
bisque fired by Marie in her kiln.)
Marie has a variety of exciting glazes
for you to choose from. After your
second session of glazing Marie will
fire your pottery in the kiln once again
and your creation will become a oneof-a-kind ceramic piece! Cost of the
class is $50 per person and includes
everything needed; instruction, clay,
tools, glazes, two firings in the kiln.

Craft Fair Sign-Up
The 2011 Linville Land Harbor
Craft Fair will be held on July 16th
at the Recreation Complex. If you
would like to display your arts and
crafts, be sure that you reserve your
table/space beginning June 23rd at
10am at the Recreation Office. For
members the first table/space is free
and for each extra table/space, the
fee is $10. For non-members that
are sponsored by a member the first
table is $25 and each extra table/
space is $10. Be sure to add these
dates to your calendar of summer
activities.

Hello Land Harbor!
First of all….be sure to check out our Board Presidents message in this issue of Harbor Lights!
The great news is that we only got 70 inches of snow this winter!
This has been another busy winter at Land Harbor, and I don’t expect the pace to slow down as we enter
the spring and summer. Many projects were planned this winter and the staff is working long and hard to
complete the tasks. As always, our projects at hand cover a broad spectrum. The most noticeable are the
landscape improvements. Here are but a few improvements under way:

New deck addition to Golf House.


A new central heating and air conditioning system has been installed in The Golf House.
The Golf House has a new emergency generator back up system and will be the primary
‘Emergency Shelter’ during inclement weather due to the comfortable ambiance and central
location.

New trail from the dam to ‘C’ Section Cluster Mail Boxes.

Camp Adventure is coming to life! Three tent platforms already in, and one tree house
completed. Two more to be completed this season. A foot bridge will be built across the Linville
River below the dam. WWTP to be screened from Camp Adventure. Nine Hole Frisbee Golf to
be in place this summer.

Beautiful new Pergola built between POA and Recreation, with beach area completely renovated
with more of a ‘Beach Feel’ with walking trails branching off in two directions.


Aggressive new landscape improvements at Overlook Park.
Major road improvements and paving planned this year. We have partnered with NCDOT for
Engineering expertise and favorable contractor contract negotiations. This partnership comes at
no cost to Land Harbor.
Our insurance Homeowners Insurance rating has been changed from a ‘9’ to a ‘7’, which equates
to a substantial savings on your premiums. Contact your insurance company to assure that you
get the new rate.
Roadside clearing has been very aggressive this winter. We have completed nearly 75% of all
roadsides and will continue throughout the season.



Golf Shop News...Bruce Abbott, Mgr.
For those of you who have just returned from your winter
residence, you most likely have not noticed all of the changes
that have been made here in Land harbor since you left in the
fall. Among them are the new paint on the Golf Club House, a
new “open” deck, awaits you where you will be able to take your
sandwich from the 19th hole to the clubhouse deck, where you can
watch golfers putting on the 9th green, in the open air, and enjoy
yourself. Also, notice the decorative stone on the clubhouse, a new
addition that makes the building look fantastic. The addition of the
deck now allows us to store and charge our golf carts, therefore
allowing us to have all carts completely charged for you, your
family and guests at all times,
As we begin a new season, let’s all remember that Golf is
a gentleman’s game and exercising the rules of the game will
make it more enjoyable for everyone.
We will have two used and new golf equipment sales, allowing
you to sell your own clubs, bags, golf balls and other golf “stuff”,
and you keep the $’s. Dates will be posted in the golf shop. It is
anticipated that the dates will be in June and August..
The 19th hole will open May 23, with a new menu, and weekly
specials. We will also have 19th hole “Happy Hour” - dates to be
announced later.
Please stop in at the Golf shop and say “Hi” upon your return.
New residents can stop by for complete details on our complete
golf program. We have something for everyone.
The golf shop is open with new merchandise and ready for
your shopping pleasure. We are ready to assist you in anyway
possible, and as always, we welcome your comments and

Financial Report
This is a preliminary report since not all of April’s transactions were completed
at deadline for publication in the Harbor Lights
At the end of April 2011 our financial condition is VERY GOOD.
Annual Dues and Assessments received as of April 30th are $2,297,900 out of the projection for April
2011 of $2,387,800.
Total General Fund Revenues are at $2,362,400 out of the projection for April 2011 of $2,467,900.
We are $137,000 below our Total General Fund Revenue plus Golf Revenue budget of $2,676,000
as of 4/30/2011.
Home sales at the end of April are 8 ($36,000) out of the 30 the board budgeted for 2011.
Actual total expenditures including golf as of 4/30/2011 is $980,300 compared to our projected cumulative
year to date expense budget of $1,145,000. We are $164,700 below our expense budget including golf as of
4/30/2011.
We are investing our reserves in very conservative CD’s and money market account and taking as little risk as
possible to get some return on our investments.
We ended 2010 well above our goal of $750,000 in total reserves. We had $726,425 in the Undesignated
Fund Balance and $220,158 in the Capital reserve fund adding to $946,583 in total reserves.
$1,322,000 Dam loan balance (4.50 % rate) as of 4/30/2011
Linville Land Harbor Board of Directors and Wells Fargo (Wachovia) have negotiated a 5 year, fixed
rate dam loan at 4.5%. Dam payments will continue to be due on or before January 15, 2012 and
will continue until January 15, 2016.

Land Harbor Wireless Café
Land Harbor Wireless Café is available seven days a week 8 am until 10 pm except Friday 9 am to1 pm.
There are tables and chairs for your comfort. Sorry the café does not offer coffee.
POOL RULES
Guest: The guest of a member must use the guest pass that was issued when the property dues were paid. Each
guest pass is good for 5 people. Guest will be required to sign in at the Lifeguard Station. Guest passes can only
be picked up at the POA Office Monday through Friday, 8am to 5pm.
Children: A responsible parent must accompany children under the age of 12 or an adult (not a teenager), who
must remain in the pool area while the child is in the pool or on the pool deck. Dropping off a child under the age
of 12 and then going into one of the rooms for a meeting or class or leaving the recreation area is not permitted.
THUNDER AND LIGHTNING
The safety of our swimmers is always our first priority. When lightning is first seen or thunder is first heard
(meaning lightning is somewhere in the area), swimmers, sunbathers and picnickers will be asked to leave the
pool, the pool deck and picnic area and seek shelter on the upper ramp. The National Lightning Safety Institute
(NLSI) has changed the standard for staying out of the pool during bad weather from 20 minutes to 30 minutes,
and Land Harbor lifeguards will be instructed to use this guideline. Every time lightning is seen or thunder is
heard, another 30-minute countdown is started again until the pool can be safely re-entered. Remember, this is
for your safety. Pool 733-8315.

Most everyone in Land Harbor
knows the Prince Family; John, Sallie
and their beautiful daughter, Leslie.
But not everyone knows the love,
work and dedication John and Sallie
give to a very special part of their lives;
their daughter Leslie’s battle with
Multiple Sclerosis and their efforts to
contribute to the fight to combat MS.
In the past 30 years they have raised
over $300,000 for the MS Society by
donating footballs autographed by
Heisman Memorial Trophy winners to
various fund raising auctions held by
MS Society Chapters.
The Heisman Memorial Trophy
Award is the most coveted honor in
college football. The award, given
annually, recognizes the outstanding
college football player whose
performance best exhibits great ability
combined with excellence with
integrity.
There would be no Heisman
Trophy if it were not for John Prince’s
father, Willard, who created the
award in 1935. At the time, Willard
was the Publisher and Editor of the
Downtown Athletic Club Journal in
Manhattan. Willard developed the
idea to honor college football’s top
player with the Heisman Memorial
Trophy, named after the club’s
athletic director, former legendary
coach John Heisman.
John Prince has been associated
with the Heisman Trophy since it’s
beginning and he remembers well the
very first award in 1935. He was seven
years old. John recalls “Dad brought
the ballots home from the office and
my brother, sister and I counted them.
This was the first and last time ballot
counting was handled this way before
the Athletic Club got an accounting
firm to handle it.”

was Jay Berwanger. John asked
Berwanger to autograph a couple of
balls for him and later was able to
get Berwanger to come to a celebrity

will.” John says “the amazing thing
about Leslie is her disposition. She
smiles all the time and friends are
very caring with her. We really have
so many people in our lives who we
never would have met if not for MS.”

well co-chairing the Land Harbor
Grandfather Home for Children
Grandparents Club committee.
Last year John and Sallie were
recognized nationally by THE WALL
STREET JOURNAL for their life

to Multiple Sclerosis.

Ginny Anderson, former owner 92 Wintergreen Ln,
February 13th. She was preceded in death by her husband,
Tom. She is survived by three sons, four grandchildren and
two great grandchildren.
Brad Brown, 159 Sassafras Rd and 95 Spring Brook Rd,
October 19th. He is survived by his wife, Debi Knox,
two daughters and four grandchildren. Brad had served on
the Architectural Control Committee and enjoyed playing
the piano, drums and organ. He was a Veteran of the US
Army.
John Church, 25 Pine Loop, March 23rd. He was preceded
in death by his wife, Clara. He is survived by one son, one
daughter, five grandchildren and two great grandchildren.
Mr. Church loved to fish at Land Harbor.

survived by her husband, William, one daughter and three

Witcher loved to play poker, bridge, and bowling. She was
active in the Land Harbor Red Hat’s and performed at the
Cannon Memorial Hospital Follies for many years.

First Shag Dance Saturday, May 28,

Profits from the dance will benefit
Grandfather Home for Children
The Land Harbor Spring Boogie, Linville Land Harbor’s
first shag dance will be held Saturday night, May 28th at
the Recreation Center. All the profits from the dance will
benefit Grandfather Home for Children in Banner Elk.
The dance will feature shag, line and slow dancing and
the deejay will be Steve Coley from Newton, NC. The dance
will be from 7:30-11:00PM and the price of admission is $6
per person. A free beginner shag lesson will be taught from
6:45-7:30 PM prior to the dance.
Grandfather Home for Children, founded in 1914, is a
ministry that provides love and healing to more than 600
children and youth annually. The children in their care have
experienced deep hurt and trauma from neglect or abuse.
The dance is limited to the first 160 dancers who make
reservations. Dancers are encouraged to bring their own
refreshments and snacks, and coolers are welcome. Ice will

people pulling into Land Harbor, admiring the beautiful
view of our lake and then leaving. We also know that
know no one will consider our community until they have
experienced our wonderful amenities. The materials in the
Information Box are intended to promote those people to
tour our wonderful community.
Information box will contain our Land Harbor Brochures.
Additionally we will have a self guided tour on Land Harbor
on a audio CD that can be played on a automobile CD player
and a print version of the tour. Currently we have a limited
supply of these materials which are intended to promote
Land Harbor to first time visitors.

Regular BOD Meeting - May 6, 2011
Members Present: Chuck Abrams, President; Warren Kempf, Vice

I. Call to Order - Chuck Abrams called the meeting to order at 9:00 a.m.
in the Recreation Complex.

Approval of Agenda
Chuck Abrams suggested adding item V.E. Appointment of Recreation
Facilities Committee.Warren Kempf moved approve the agenda as
amended. David Mills seconded and the motion carried unanimously.

Mills moved to approve the minutes as amended. Warren Kempf
seconded and the motion carried unanimously.

Reports and Presentations
a.
Budget and Finance
1.
Financial Report-Abrams
This is a preliminary report since not all of April’s transactions are
complete.
At the end of April 2011 our financial condition is VERY GOOD. Annual
dues and assessments received as of April 30th are $2,297,900 out of
the projection for April 2011 of $2,387,800. Total General Fund
Revenues are at $2,362,400. We are $137,000 below our Total General
Fund Revenue plus Golf Revenue budget of $2,676,000 as of 4/30/2011.
Home sales at the end of April are eight ($36,000) out of the 30 the Board
budgeted for 2011.
Actual total expenditures including golf as of 4/30/2011 are $980,300
compared to our projected cumulative year to date expense budget of
$1,145,000. We are $164,700 below our expense budget including golf
as of 4/30/2011.
We are investing our reserves in very conservative CD’s and money
market account and taking as little risk as possible to get some return on
our investments.
We ended 2010 well above our goal of $750,000 in total reserves. We
had $726,425 in the Undesignated Fund Balance and $220,158 in the
Capital Reserve Fund adding to $964,583 in total reserves.
$1,322,000 Dam loan balance (4.50% rate) as of 4/30/2011
The LLH Board of Directors and Wells Fargo (Wachovia) have negotiated
a five year, fixed rate dam loan at 4.5%. Dam payments will continue to
be due on or before January 15, 2012 and will continue until January 15,
2016.
2.
Dam Loan Update-Abrams
As of 5/4/2011 59% of the 1487 property owners have paid their share of
the Dam Assessment in full. 97.3% of property owners have paid their
$500 assessment. 41 out of 1487 property owners have not paid their
$500 assessment yet.
The new permanent Dam loan negotiations have been completed and the
Board approved by Board Poll, the signing of the new five year contract.
We were able to negotiate the fixed rate loan at 4.5% which is less than
the 6% anticipated. The construction loan has been closed out and the
permanent loan is for $1,322,000. I want to thank our Treasurer, Bruce
Clement, for the excellent work he did in negotiating this new loan at a
great rate.

3. Winter Capital Projects-Abrams
Last Fall when it became obvious that we had funds available to install
the heating and air during 2010 instead of as scheduled in 2011, we
moved ahead with the work and completed it before year end. This
cleared up funds from 2011 to do some other projects which include but
are not limited to the following:
1)
Deck additions and stone work at the Golf House. This addition
supports the parking of electric carts and chargers under the deck.
Efficiency improvement.
2)
Installation of Pergola at the Beach. This was originally planned
for the old POA site but the site could not be completed for the 2011
season. The Pergola is made in sections so it can be moved at a later
date.
3)
Some construction on the Camp Adventure Camping Area was
completed.
4.
Tennis Court (Hard Courts) Repairs-Anderson
Last year the two hard courts at the tennis facility had some cracks which
made play difficult. There has been a long discussion about what to do
and it was decided that we are going to go with the recommendation of
the tennis court consultant and patch the cracks. We found out that the
cracks were worse than originally estimated and when the maintenance
staff starting repairing the cracks with the compound they ran out
because they were worse than we thought. In the meantime the Board
has determined that it’s a major asset for the tennis facility and we want
to keep the hard courts and should do what we can to keep them in the
state of good repair. Therefore, we’ve determined some amount of
money is going to be required to do what’s right by the hard courts. The
exact amount of money for this repair has not yet been determined.
Chuck Abrams and Mike Simpson have determined that the bids that
were submitted by the contractors did not meet specifications. The bids
have been sent out again to meet these specifications. The Board has
decided to provide some money which is not presently in the budget.
The estimated cost being $8,500, plus some money from the Tennis
Reserve Fund will be used for this repair. The Tennis Committee
unofficially (hasn’t been voted on yet) has agreed to provide some money
from their reserve fund.
Russ Anderson moved to make a budget amendment to provide up to
$8,500 to repair the two tennis hard courts. Joe Coleman seconded and
the motion carried unanimously.
If armor the courts most contractors give a two to five year warranty. By
armoring the courts they should last about eight to ten years.
V.
Committees
a.
Fishing Committee-Rule Changes-Coleman
The river and lake were stocked on October 8, 2010 with 400 brown trout.
In order to give them a chance to grow there will be a 16 inch minimum
length requirement. This will allow taking of larger fish that were already
there when we stocked.
The lake was stocked on March 12, 2011 with 600 largemouth bass six to
nine inches. In order to give them a chance to grow these will be catch
and release only.
Joe Coleman moved to accept the 16 inch minimum on brown trout and
catch and release only on largemouth bass for 2011. Russ Anderson
seconded and the motion carried unanimously.
b.
Golf Committee-2011 Golf Handbook-Mills
David Mills moved to make changes to the handbook as attached with
the agenda with the exception of page five play change #5 paragraph
three to leave it the same as what was in the old handbook and to
incorporate blue/pink flags from $5 to $10. Russ Anderson seconded
and the motion carried unanimously.
c.
Marketing-Kempf
Over the winter marketing put up two billboards, one in Pineola and one
near Linville Central.
An information box has been installed out front on the inside of the island.
It will further be marked Visitor Information. It contains a written script
and CD for a self guided tour. If they don’t have a CD player they will
have a written script to follow to take them around Land Harbor to see
most of our amenities. Thought being if people come in and see the
place and our amenities they will be much more likely to buy in or
consider buying in. Want to emphasize this box is for VISITORS ONLY.
A copy of the DVD will be given to all the realtors that will be listed.
There will be a visitor information page on the website. This page will
have marketing data on it. The Marketing Committee, Warren Kempf and

Other Board of Directors have been asked about having a For Sale/For
Rent by Owner portion on the website. We have gone through great
lengths to research this and a For Sale by Owner website puts Land
Harbor in a realtor situation. Our attorney advises against it. As far as
For Rent by Owner the logistics of that would require probably hiring
someone to administer the site. Within the capabilities we currently have
at the POA it would be difficult to put that job on anybody. We are in
good financial shape now and don’t need to be hiring more personnel at
this particular time. So due to logistics and legal matters/restrictions we
cannot put For Sale/For Rent by Owner on our Land Harbor website.
We had enough money for one ad in the Mountain Life Magazine.
Interestingly it’s a three month ad and they are going to do a summer
spread story about Land Harbor.
If anyone has recent pictures of fishing, golf and tennis please let the
Marketing Committee know. They want to incorporate them in the
handout they have. A lot of the pictures they currently have are 10-15
years old.
d. Technology Committee-Anderson
The Technology Committee has not met but has been communicating by
emails. Last year it was said that our Charter TV contract was coming up
and we were going to try and find an alternate to improve our TV service.
That didn’t happen. Over the winter a contract was signed for five years
with Charter. We are going to continue to get expanded basic TV service.
We could not find anyone to replace them. Direct TV, Dish Network and
some others won’t work because the investment is too great. The
Charter contract calls for a five to six percent increase each year. The
prices are still low. So we are still getting a pretty good deal for what we
get. HD and Charter on Demand are still not available.
The Board asked the Technology Committee to find out what Avery
County was doing as far as Broadband computers. There is a new cable
line being installed from Mitchell County to the Watauga County line.
This will provide a signal for the high speed internet. It will be up to
service providers to connect to the cable and offer service from it.
e.
Appointment of Recreation Facilities Committee
Warren Kempf moved to create an Ad Hoc Recreation Facilities
Committee with Board of Directors Charlie Sims and Dick Collins as CoChairman and have no more than five additional members to be selected
at their discretion. The purpose for the committee being to review
existing facilities, review existing and future needs and make
recommendations to the Board about the way to go in the future.
VI.
New Business
a.
Burning Ban-Abrams
Mountain properties such as our lots here in Linville Land Harbor are
susceptible to being fire hazards when conditions are dry. It is important
to realize that our homes are close together in an area with high
vegetation. As a result we need all Property Owners to heed the
following guidelines to prevent the starting or spreading of fire.
1) Do not throw cigarettes or matches from car windows.
2)
No burning of leaves, brush, construction debris or garbage is
permitted.
3) Keep dry leaves cleaned up and removed from your lot and house
gutters.
4) Do not use pine needles as landscaping close to structures.
5)
Keep decks and porches clear of leaves, firewood or other
flammable objects.
6) Keep a garden hose available for emergency use.
David Mills moved that the following be in effect immediately and put in
the General Rules and Regulations: No burning of leaves, brush,
construction debris or garbage is permitted. Russ Anderson seconded
and the motion carried unanimously.
b.
Control of Storm Water Run Off-Abrams
Storm water runoff from sloping lots such as ours here in Linville Land
Harbor is a significant problem and aggravated by the buildup of sticks
and leaves. As a result we need all Property Owners to heed the
following guidelines.

1)
Keeping leaves, sticks and debris from the ditches around
perimeter of your property is the responsibility of the Property Owner.
2)
Keeping culverts under driveways free of debris such as gravel,
leaves and sticks is the responsibility of the Property Owner.
3)
Keeping leaves, sticks and debris out of pipes and culverts under
roadways is the responsibility of the Land Harbor Operations Dept.
4)
Do no blow leaves or place sticks or branches in drainage ditches
when cleaning up your property.
VII.
Manager’s Report-Mike Simpson
a.
Website Update
The website is in total redesign. It’s being done in phases and we are in
phase two. The new website should be up and going by June 1st . It
has two components: visitors and guest click and go to one area and
members click and go to another area. This new and improved website is
much more user friendly. You can go to highcountrywebcams.com and
view our webcams.
VIII.
Property Owners’ Input and Concerns as per 47F-3-108(b)
Carl Lerche-255 River Hollow Rd- Wants to commend the Board and staff
for the beauty throughout Land Harbor. It’s a pleasure to be a resident
here. He is especially pleased with the cart path bummers placed on the
parkway.
Last year Mr. Lerche expressed his concerns regarding trees that were
not taken down by Property Owners. He is still concerned as the trees
are still not taken down. He wrote a letter to the Property Owner as
suggested to do and still hasn’t heard anything from them.
Chuck Abrams assured Mr. Lerche that Gary Willis has sent a letter to the
Property Owner about the cutting of the trees. He will find out what kind
of response Mr. Willis got. The letter stated that if they didn’t have the
trees removed then Land Harbor would remove them and send them a
bill.
Jack Stawicki-366 Laurel Hills Rd-Wants to thank the Board for all the
hard work they do. Each of them takes a lot of their own time for this
development. Mr. Stawicki expressed his concerns regarding money
taken from General Fund and given to Golf. He doesn’t understand why
the fees for golf weren’t increased. Mr. Stawicki also expressed his
concerns regarding the roads and the safety of the roads in Land Harbor.
Chuck Abrams stated that we found when we increase the golfing fees
the number of golfers went down and the total income was less. What
we’ve worked on for the past five years is how to reduce the difference
between what it cost us to operate the golf course versus what our
income is. Everyone that owns in here gets some value out of having a
golf course available when they go to sell their house. It makes their
house more valuable. Also the 19th Hole isn’t very profitable. We are
working hard at making it and the Golf Shop more profitable.
A study has been done for the 44 miles of roads in here. We put in this
year’s budget over $75,000 for road repairs. At some point we would like
to pave all the roads but before you can pave them you need to fix the
ones that are not constructed right. We got the recommendations from
the NC State Highway Engineer of how to do it and in fact he has offered
to assist us at no cost. They will come in and supervise and show us how
to fix the base before we put the new pavement on top. This year we are
going to fix the broken places and next year start paving.
We cannot fix Goose Hollow Road. It will be fixed at some point but
Land Harbor cannot fix it because it is a state maintained road.
Chuck Abrams would like to thank the staff for all their hard work over the
winter and getting Land Harbor in good shape.

Ballroom Dance News
Our first dance of the summer will be on June 5,
starting at 7PM. Dance instuctor Teresa Shadoin will
have a free dance lesson at 7:15. Admission is $5 per
person. BYOB and snacks. Ice will me furnished. No
reservations are required-open seating. George Brown
will be the DJ. The dance will end at 10 PM.
Dances are scheduled on the first Sunday of each
month through September.
The Land Harbor ballroom dance group donates
all profits to community organizations.
Ballroom dance lessons start on Monday, June 6 at
3:30 pm for beginners, and at 4:30 for more experienced
dancers. Teresa Sahdoin will teach both sessions. Cost
is $20 per month per person for advance payment or
$6 per lesson. Teresa will start with Waltz and Foxtrot
and progress into Rumba, Cha-Cha and other latin
dances. Teresa teaches steps that can be utilized in
many different dance styles.
The lessons are in the Recreation center main room.
Beginning Friday, May 20 from 3PM to 5PM- we
will have ballroom dance practice sessions in room
D-1. This is free and open to all ballroom dancers.

2010 News Highlights
from the Weekly Briefs and Harbor Lights

MAY ISSUE
The dam is on target and on budget. Final inspection of
the dam was carried out by the State on May 26th. State
inspectors were “astounded that the original specifications were
carried out exactly as specified.” Target date to begin filling is
June 5th.
The horrendous storms and heavy ice damage that hit
Avery County this winter has kept Land Harbor operations
struggling to remove the tons and tons of debris. Damage was
widespread and heavy. Our golf course was no exception.
However, the Golf course will open on time. The front nine
first and the back nine a week later. You would have had to see
the debris on the course to realize this was an almost
unbelievable accomplishment.
Clearing the roads of tons of debris from the ice storm
continues to be a priority.
JUNE ISSUE
The lake is full again. A dam celebration and picnic will
be held June19th.
In his Welcome Back report, Board President Chuck
Abrams writes that we were able to increase the reserve funds
from $540,000 to $800,000 for the year ending December 2009.
Board approves a second charity golf tournament to
benefit local scholarships. Frank Cotten is heading up this
event. Pat Steverding announced plans for Land Harbor’s
Eighth Annual Fourth of July “Show You Colors Golf Cart
Parade” on July 3rd. Jennifer Blair is named new Recreation
Supervisor.
Land Harbor will have another Clean Sweep Week in late
July. Everything that is put out will be picked up. The Show
Group’s production this year is “American Bandstand Reunion:
written by Joyce Roberts. The show will be July 23-25. Golf
Coupons have been re-instated by the POA Board.
Another golf change provides for future Golf Course
closures. Closure will be determined by the Superintendent of
Golf Maintenance or his Assistant along with the Golf
Committee Chairman or designee. The 10th Annual Land
Harbor Avery Volunteer golf tournament scheduled for August
20th.
JULY ISSUE
The BOD presented property owners with a nice
surprise; a lower than expected $2500 dam assessment.
Assessment to property owners was originally set at $2650 but
the
Board voted to credit each owner $150 from the
Undesignated Reserve Fund. The final cost of the dam came
in below budget.
Annual golf cart parade is largest ever with 59 decorated
golf carts. First place Most Patriotic went to Ally Landacamp.
Most Original was won by Sue Brown.
Police Chief Willis has reported Black Bear sightings.
The Chief said “Normally these are not dangerous unless
bothered. To be safe, we urge you not to go near them and do
not feed the bears.”
Board members whose terms expire this year are Rose
Cole, Steve Padgett and Chuck Wofford. Candidates
announced for the Board are Joe Coleman, Richard “Dick”
Crews, JV “Jack” Englert, David Mills, John Steverding,
John Weber and Burl Zorn.
Steve Ralls made big news by reeling in an 8 pound, 26
inch trout caught in the river. Steve is going to have this trophy
mounted.
All performances of the Show Group’s production of
“American Bandstand Reunion” were sold-out.
Kermit Trammell reported that Operation Dept picked
up 100 dump truck loads of trash during Land Harbor’s Clean
Sweep Week.
AUGUST ISSUE
Summer’s temperatures are dangerously hot and caution
is urged for outdoor activities especially if you go off the
mountain.
Tennis continues with it’s successful free lessons
promotion.
Land Harbor’s Treasurer report to the BOD shows
“another month of excellent financial management” with our
financial condition “good and improving.”
Home sales at the end of July were 15...an increase of
6 over the last report.

Annual Tout Fry is another big success for Fishing
Committee and of course ...property owners. This was the
Fishing Committee’s 30th ANNUAL TROUT FRY.
Avery County High School Viking Band presented
another free concert at the Point for the enjoyment of residents.
Annual Land Harbor Charity Golf Winners were: Low
Gross: Dexter Bentley, Al Harris, Harry Pittman and Steve
Lecka. Low Net: Bill & Betty Oliver, David & Paulette Tuyo.
Money was donated to Volunteer Avery. The tournament raised
$7,321.

DAM LOAN – FIXED RATE
During the Workshop Meeting of the POA Board of Directors which was
held on February 21, 2011, discussion was held of whether or not to
proceed now with obtaining a fixed rate loan on the dam construction
loan as it was anticipated that interest rates will continue to rise (possibly
above the 6% projected). The consensus of the Board was that it would
be in the best interest of those members who are financing their dam
assessment to obtain the fixed rate loan, as soon as possible.
Negotiations were made with Wells Fargo Bank (Wachovia) for the 5 year
fixed rate loan, per the membership vote tabulation of September 15,
2010, by our Treasurer, Bruce Clement.
The Board voted unanimously to convert the existing Wells Fargo
Bank (Wachovia) variable rate dam construction loan to a 5 year,
4.5% fixed rate loan with Wells Fargo Bank (Wahovia) on April 25,
2011.

Largemouth Bass - Catch and Release Only
The river and lake were stocked on October 8,
2010 with 400 brown trout. To give them a chance to
grow there will be a 16 minimum length requirement.
This will allow taking of larger fish that were already
there when we stocked.
The lake was stocked on March 12, 2011 with 600
largemouth bass 6-9 inches. In order to give them a
chance to grow these will be catch and release only.

Tennis Tidbits
WELCOME BACK to our tennis paradise! Hopes are that you
experienced a happy and healthy winter season and are looking
forward to reconnecting with your Land Harbor friends and
playing some “cooler” tennis. Your tennis board is excited
about the upcoming season and has some exciting news and
plans to share with you. The following is a note from our
Social Chairperson, Pat.
I hope everyone had a wonderful and safe fall and winter
and you are ready for some fun events. We are starting the season
off on June 8th with a Welcome Back Tennis/Cook-out. I am
looking forward to lots of socializing, good food and even some
fun tennis.
Of course, we will have our customary Pot Lucks and I am
looking for volunteers to organize these monthly events. On June
20th Land Harbor Tennis Club will be hosting its own Breakfast
at LH Wimbledon Mixed Doubles Competition (details to follow).
Then on June 30th you will have the opportunity to try your skills
at shuffleboard.
All the events will be posted on the bulletin board with signup sheets, and details about each event.

Land Harbor Golf Committee Report
How your golf handicap
is determined
By Bill Bremser
Many factors come into play when determining your golf handicap.
1. The course
2. The tee box
3. Man or lady
4. USGA course rating and slope rating (CR & SL)
5. Score corrected for equitable stroke control
Every tee box on the course has its own USGA course
rating and slope rating for both men and women separately.
Each score will have a handicap differential. The handicap
differential is computed as follows. For example, Joe
shoots a 90 at LLH from the white tees. The male white
tee CR & SL is 65.6 and 122. First subtract the CR from
the score. 90-65.6=24.4. Then multiply that result by 113 (a
fixed number) and divide that result by the SL (in this case
122). 24.4x113=2757.2. 2757.2 /122=22.6 The handicap
differential is now 22.6.
When there are 20 scores with their associated handicap
differentials, then we will take the lowest ten handicap
differentials and average them. For example, the ten lowest
total resulted in 238.4. Then divide 238.4 by 10 and the
result would be 23.8. Now we take 23.8 and multiply it by
.96 (a fixed number). 23.8x.96=22.84. Round off .84 to the
nearest tenth results in 22.8. 22.8 is the Handicap Index.
In order to determine your Course Handicap we take
the Handicap Index and multiply it times the Course Slope
and divide that result by 113. E.g., 22.8 x 122/113= 24.6.
We then round off to the nearest whole number, in this case
25. 25 is now your Course Handicap.
An easy way to remember the difference between Handicap
Index and Course Handicap is the Index always has a
decimal point. Should you want to play a different course,
you always take your current Handicap Index and convert
it to a new Course Handicap at the new course exactly as
done above.
E.g., the new course has a Slope Rating from your desired
tee box of 109. 22.8x109/113=21.9 or 22. Your Course
Handicap is now 22.

Golf Handbook should be available the latter part of May
or first of June. There are some changes, please read and
comply.
Paul Waycaster has requested that a “strict” 90 degrees
be kept on our fairways, especially #1. A lot of golfers are
not using the 90 degree rule on that hole so let’s be more
careful. Also, on the practice putting green - balls are being
left on the green. These balls have to be removed from the
green before mowing and results in delaying Paul’s workers
getting to the golf course. Please pick up the balls after your
practice and place them back in the cage area.

Memorial Hospital on August 2nd from 7am-4pm in the

Basket making class will meet from
10 AM to 12 noon on Mondays in
Room D - 3 at the Recreation Complex.
A basket making class will be available again
this year. Teacher will be Connie Dellinger-Brooks.
Connie will be teaching regularly each week, featuring
a new project every time. She says “we’ll cover a lot of
ground and learn to make some really great baskets.”
Connie has taught before (last fall) and is currently
teaching in the Continuing Education program at
Mayland College. Her work is on display and is available
for purchase at the Avery Arts Council Gallery. She is
a member in good standing with Tennessee Basketry
Association and the North Carolina Basketmakers
Assoc. She is also a member of the Blue Ridge Guild
in Asheville, NC. Call 733-9756 ( leave message if
