Stopping deforestation on a
major forest estate in the
Brazilian Amazon

Properties of the BARP area
• 280,000 ha in the Federal State of Para in the
proximities of Belem
– approximately the size of the State of Luxemburg
•
•
•
•
Some 60 rivers flowing through the area
>95% of the area is pristine forest
Illegal deforestation ongoing
Legal deforestation is economically attractive
– only 20 km to the next road, navigable rivers bordering
the area
– Inventory of high-value timber exists (actually being
updated)
• Pre-license for 20% clearcut

Unique features of BARP
•
•
•
•
•
Widely untouched contiguous pristine forest
Deforestation driver clearly identifiable
Undisputed baseline (legal situation)
Property rights clear
All legal requirements fulfilled (property rights,
tax payments etc.)
• No indigenous claims
• High conservation value
• Secondary benefits possible from ecotourism

BARP’s objectives
•
•
•
•
•
Installation of a no-go protection area
Installation of biodiversity corridors
Forest management zone on degraded
forest land
Community-based reforestation on
previously deforested areas
Sale of emission reduction credits for
avoided deforestation

Proposed activities
•
•
•
•
•
Area stratification along existing land use,
biodiversity corridors, infrastructure access and
settling structures
Development of a land management plan to be
independently audited and approved by
authorities
Destruction of access roads to no-go zones,
illegal runways and other type of human
interference in strict protection areas
Installation of nurseries for indigenous and
productive tree species
Facilitation of finance for community tree
planting

Political support needed
•
•
•
•
•
For the BR Government reducing
deforestation is a major political goal
Local communities will help stabilizing the
area
Non-governmental organizations have the
local knowledge
Certification along biodiversity and
community standards will be pursued
CDM-like validation and verification process
by a Designated Operation Entity planned

Praktische Hindernisse
•
•
•
•
•
•
•
•
•
Landtitel umstritten, Kataster bestechlich
Grenzziehung unklar
Illegale Ansiedlung auf der Fläche
Landreformbehörde INCRA plant Ansiedlung
von Landlosen
Umweltmin. Brasilia weiß davon, lokale UWSBehörde IBAMA nicht
Landlose lehnen Ansiedlung dort ab
INCRA streikt seit 12/06, IBAMA seit 04/07
Seither keine Erneuerung von
Fällgenehmigungen
Keine Polizeistation in der zuständigen
Gemeinde
