Sehr geehrte Damen und Herren,
Ladies and Gentlemen,
es freut mich, Ihnen unsere zweite Broschüre präsentieren zu können. Bei der Premiere, Anfang 2014, ging es
uns darum, Ihnen die „Cooperation Southeast - Danube
Region“, deren Geschichte, Struktur und die Menschen
dahinter vorzustellen.
I am very happy to present our second brochure to you.
In our first issue, published at the beginning of 2014,
we introduced the "Cooperation Southeast - Danube Region", its history, organisational structure and the people behind it.
Heute befinden wir uns mitten im laufenden Projekt. Die
ersten Meilensteine wurden bereits erreicht. Von Beginn
an haben wir unsere Planungen und Ziele permanent
hinterfragt. Dabei haben wir festgestellt, dass wir an der
einen oder anderen Stelle noch Anpassungen vornehmen müssen, um ein optimales Ergebnis zu erreichen.
In der aktuellen Broschüre liegt unser besonderes
Augenmerk auf der Veranstaltung der 153. AG Südost
in Bad Erlach, Österreich.
Today, the project is in full swing and the first milestones
have been achieved. From the start we have been constantly reviewing our plans and objectives. It became
clear in the process that we would have to make a few
changes/adjustments in order to ensure the optimal outcome of the project.
Wir haben mit Unterstützung der EU-Kommission die
höchste Teilnehmerzahl (Personen und Staaten) seit Bestehen der AG Südost erreicht. Insbesondere konnten
wir erstmalig Teilnehmer aus Montenegro, der Ukraine,
der Republik Moldau und dem Kosovo willkommen heißen. Die Teilnahme und die Vorträge der neuen Kollegen bereicherten die AG Südost außerordentlich. Viele
Teilnehmer nutzten die Gelegenheit, das persönliche
Netzwerk um wichtige Knotenpunkte zu erweitern.
The current brochure focuses in particular on the 153rd
meeting of the Working Group South East for Combating Drug Trafficking held in Bad Erlach, Austria.
Thanks to funding by the European Commission, the
meeting was attended by more participants (individuals and countries) than ever. We were especially happy
to welcome the first-time participants from Montenegro,
Ukraine, the Republic of Moldova and Kosovo, whose
presence and presentations were a great asset to the
meeting. Many attendees took the opportunity to establish contacts and expand their personal and professional networks.
Damit konnten wir bereits ein erstes Etappenziel, die
Stärkung der AG Südost, erreichen. Nun gilt es auf diesem Fundament aufzubauen. Hierfür wurden von den
Teilnehmern im Workshop „Quo Vadis, AG Südost?“
Verbesserungsvorschläge erarbeitet. Jetzt ist es an uns,
diese „Hausaufgaben“ zu erledigen und die AG Südost
modern und zukunftssicher auszugestalten um einen maximalen Mehrwert für alle Beteiligten zu erzielen.
A first milestone of the project - namely, strengthening
the Working Group South East - has thus been achieved. Now we have to build on this solid foundation. In
the workshop “Working Group South East, quo vadis?”,
suggestions for improvement were compiled. We will
now do our "homework" and modernise the Working
Group South East to ensure its long-term success and
maximise the added value for all of its members.

Sehr geehrte Damen und Herren,
Ladies and Gentlemen,
21 Staaten sind unter dem Netzwerk Interpol, Europol
und Eurojust im gemeinsamen Kampf gegen den Drogenhandel vereint. Das ist unsere Aufgabe, der sich
die Polizei nicht nur in ihrer täglichen Arbeit, sondern
auch in gemeinsamen länderübergreifenden Kooperationen stellt. Denn die Bekämpfung des Suchtgifthandels in Europa ist ein Auftrag, der auf mehreren Säulen
fußt: erstens einer starken Repression – das heißt die
Festnahme von Dealern, Schmugglern und Herstellern.
Zweitens auf einer guten Präventionsarbeit – das heißt
Beratung und Informationskampagnen. Und drittens einem raschen internationalen Informationsaustausch der
ermittelnden Behörden.

networks 21 countries stand united in the fight against
drug trafficking. This is a task which is addressed by
police not only in their daily work, but also in transnational cooperation. Efficiently combating narcotic drugs
trafficking in Europe is a mission that is based on several
pillars: firstly, on severe repression, that is, the arrest
of traffickers, smugglers and producers; secondly, on
good prevention work, that is, counselling and information campaigns, and thirdly, on a quick international
exchange of information between investigating authorities.
Und genau hier setzt das Projekt „Cooperation Southeast
Danube Region“ (CSDR) an. Es hat die Bekämpfung
des Drogenschmuggels entlang der Balkan Route zum
obersten Ziel. Im Fokus dieses Projektes liegen gemeinsame Schulungen und Übungen über die Staatsgrenzen
hinweg. Denn nur durch Routine, durch gegenseitiges
Kennen und Verstehen kann die Abstimmung zwischen
den Strafverfolgungsbehörden perfekt funktionieren.
Für Österreich ist es eine Ehre seine Nachbarländer
Deutschland und die Tschechische Republik als Projektpartner zu unterstützen. Gerne bringen wir unser Wissen und unsere polizeilichen Erfahrungen ein. Denn neben der operativen Zusammenarbeit, die durch andere
Projekte schon intensiviert wurde, stehen nun bei CSDR
der Wissenstransfer, gemeinsame Übungen und die Vereinheitlichung der kriminalpolizeilichen Standards auf
der Agenda der Projektländer.
Ich bedanke mich daher bei unseren Partnern, der bayrischen und der tschechischen Polizei, aber auch dem
österreichischem Bundeskriminalamt für das Engagement bei diesem wichtigen Projekt und wünsche viel
Kraft und Ausdauer bei der gemeinsamen Umsetzung
dieser Vorhaben.
This is the starting point for the project “Cooperation
Southeast Danube Region“ (CSDR). Its primary objective is controlling drug trafficking along the Balkans route. The main focus of its activities lies on joint training
and exercises across national borders. Indeed, it is only
through routine and mutual familiarity and understanding that perfect coordination between law enforcement
authorities can be achieved.
It is a point of honour for Austria to support its neighbouring countries Germany and the Czech Republic as project partner. We are happy to share our expertise and
experience in police work when it comes to implementing an agenda of knowledge transfer, joint exercises
and harmonization of CID standards within CSDR, in
addition to cooperation at operational level, which has
already been enhanced through other projects.
I should like to thank our partners, the Bavarian and
the Czech police, and the Austrian Criminal Intelligence
Service for their commitment to this important project
and I wish them all a great deal of strength and endurance in the joint implementation of these projects.

Sehr geehrte Damen und Herren,
Ladies and Gentlemen,
internationale Drogennetzwerke arbeiten über alle
Grenzen hinweg zusammen. Sie sind organisiert, strukturiert und arbeiten nach Plan. Um dieser Tatsache in
die Augen schauen und dieses Phänomen nachhaltig
bekämpfen zu können, muss die Polizei besser sein als
die Täter. Das heißt auch für die Polizei ewiges Lernen
und das rasche Anpassen auf neue Strukturen und Arbeitsweisen. Besonders wichtig ist dabei die internationale Zusammenarbeit mit möglichst wenig Schnittstellen
und Bürokratie. Ebenso wichtig sind aber auch einheitliche Vorgehensweisen und Standards.
international drug networks work together across national boundaries. They are organized, well-structured and
operate according to a plan and strategy. In order to
combat this phenomenon effectively in the long term, the
police must get the better of the criminals. This means
for the police continuous learning and rapid adaptation
to changed structures and ways of working. In this process, it is of crucial importance to ensure international
co-operation involving as few interfaces and red tape
as possible. Equally important is uniformity between the
practices and standards of the services involved.
„Übung macht den Meister!“. Dieses alte Sprichwort
trifft auch immer wieder bei der Kriminalitätsbekämpfung zu. Für die Vereinheitlichung beim polizeilichen
Einschreiten und bei den operativen Maßnahmen ist
das Projekt „Cooperation Southeast Danube Region“
(CSDR) genau der richtige Schritt. Bei gemeinsamen
Übungen und der simulierten grenzüberschreitenden
Verfolgung von Tätern können sich Drogenermittler und
Spezialeinsatzkräfte wie Observationsexperten und
Einsatzkommandos austauschen und Erfahrungen sammeln. Denn nur die Übung des Ernstfalls kommt der tatsächlichen Realität nahe. Aus eigener Erfahrung als leitender Kriminalbeamter weiß ich, wie schnell aus einer
Übung ernst werden kann und bin deshalb stolz, dass
meine Experten des Bundeskriminalamtes die deutschen
und tschechischen Kollegen bei der Projektführung unterstützen dürfen.
"Practice makes perfect". This traditional saying has
also proved to be true in the fight against crime. For standardizing police intervention and operational measures
the project "Cooperation South East Danube Region"
(CSDR) is the very thing. Joint exercises and simulated
cross-border pursuits of offenders provide opportunities
for narcotic drugs and special task force agents such
as surveillance experts and operations commanders to
exchange views and gain experience. Indeed, simulating operations close to reality is the best way of getting
prepared for the real thing. I know from personal experience as a senior detective that the line between exercise
and reality can be thin and I am proud to see my experts
from the Austrian Criminal Intelligence Service support
their German and Czech colleagues in managing the
project.
Aber nicht nur die operative Zusammenarbeit und das
Üben sind wichtig. Auch der Informationsaustausch und
der Transfer von Know-how sind nachhaltig für uns überlebenswichtig. Deshalb begrüße ich es außerordentlich,
wenn sich kriminalpolizeiliche Experten aus so vielen
verschiedenen Staaten und Organisationen an einen
Tisch setzen und ihr Wissen austauschen und weitergeben. Gerade der direkte, persönliche Kontakt ist wichtig, denn genau dieses „Netzwerken“ schafft oft erst
das Vertrauen und ist die Basis für eine gute Zusammenarbeit.
However, practising and cooperating on an operational
level are not the only key elements. In the long term, the
exchange of information and the transfer of know-how
are of equally vital importance. That is why I very much
welcome the fact that crime experts from so many different countries and organizations sit around a table and
exchange and share their knowledge. It is precisely the
direct and personal contact that is important, because
this "networking", often provides the very basis for mutual trust and good cooperation.
I hope that the participating individuals and units from
so many countries will be engaged in exciting and interesting police exercises and a lively exchange of expertise.

Die diesjährige Konferenz der AG Südost stand ganz
im Zeichen des Projektes „CSDR“. Mit Hilfe der finanziellen Förderung der EU-Kommission konnte einigen
Ländern die Teilnahme ermöglicht werden.
Besonders Länder, die noch nie oder schon seit langem
nicht mehr an der AG Südost teilgenommen hatten, bereicherten die Konferenz mit interessanten Vorträgen.
Präsentation „Lazarat“
Hervorzuheben ist beispielsweise der Beitrag von Herrn
Artan Shkembi, des albanischen Polizeivertreters. Er berichtete anschaulich von einem Einsatz, bei dem das
kleine Dorf Lazarat wieder unter staatliche Kontrolle gebracht wurde.

Ein weiterer Höhepunkt war der Vortrag des österreichischen Kollegen Thomas Dorner. Er stellte das Projekt
„DarkNet - Joint investigations to combat drug tafficking
via the virtual market within and also into the EU“
vor. Darin geht es um Strategien zur Bekämpfung des
Rauschgifthandels über das sogenannte „DarkNet“.

Working Group South East
The focus of this year's meeting of the Working Group
South East for Combating Drug Trafficking was entirely
on the “CSDR” project. Thanks to funding by the EU
Commission, the meeting was also attended by a number of countries which would otherwise not have been
able to accept the Working Group's invitation.
The organisers were pleased to welcome representatives from countries which either joined in the meeting
for the first time or had been absent the previous years.
Their attendance and the interesting talks they held were
a particular asset for the conference.
Presentation „Lazarat“
One highlight, for example, was the presentation by Mr.
Artan Shkembi from the Albanian police, who vividly
described an operation which brought the small village
of Lazarat back under state control.

Another impressive speech was held by Mr. Thomas
Dorner from the Austrian police. He introduced a project called “Darknet - Joint investigations to combat drug
trafficking via the virtual market within and also into the
EU”, which deals with strategies to fight the illegal drug
trade on the so-called “darknet”.
„Operation Perseus“
"Operation Perseus"
Aus dem Projektteam CSDR stellte Manfred Rauscher
das Teilprojekt „Operation Perseus“ vor. Er erläuterte
den Ablauf und die Ziele dieser im Frühjahr 2015 stattfindenden Großübung.
Mr. Manfred Rauscher of the CSDR project team introduced the sub-project “Operation Perseus”. He described
the planned course of action as well as the objectives
of this major exercise to be held in the spring of 2015.

Um die Teilnehmer mehr einzubinden, wurden Workshops mit den Themen „Zusammenarbeit bei länderübergreifenden Operationen und Lösungskonzepte“ und
„Quo Vadis, AG Südost“ angeboten. Die Themen lösten
lebhafte Diskussionen aus und erbrachten den Organisatoren wichtige Ergebnisse und Meinungen.
The Working Group meeting included workshops on the
subjects “Cooperation in transnational operations/solution concepts” and “Working Group South East, quo
vadis?” in order to encourage active involvement of the
participants. The lively discussions produced important
views and results which the organisers will integrate into
their work.
Simultandolmetscher
Dank der EU-Förderung konnte die Konferenz erstmals zweisprachig, in Deutsch und Englisch, abgehalten werden. Ermöglicht wurde das durch den
Einsatz von zwei Simultandolmetscherinnen und
entsprechender Übertragungstechnik.
Hierdurch konnten 19 englischsprachige Teilnehmer gewonnen werden.
Die Überwindung der sprachlichen Barriere war für
das Verständnis der Vorträge und Präsentationen notwendig. Doch während des gemeinsamen Abendessens
zeigte sich bei angeregten Gesprächen und Diskussionen, dass die Verständigung auch ohne Übersetzer
funktioniert.
Simultaneous intepreters
The meeting was held both in German and in English for
the first time. Due to the EU funding, the organisers were
able to provide two interpreters as well as the technical
equipment for simultaneous interpretation.
As a result, 19 English-speaking participants came on
board.
Simultaneous interpretation was necessary in order to
allow every member to fully understand the speeches
and presentations held at the conference. During dinner, however, the animated conversations and discussions showed that the language barrier can also be
overcome without interpreters.

Netzwerkbildung
Networking
Auch nach dem offiziellen Teil fanden sich viele Teilnehmer in aufgelockerter Atmosphäre zusammen. Es
wurden persönliche und fachliche Neuigkeiten ausgetauscht, neue Kontakte geknüpft und über zukünftige
Möglichkeiten der Zusammenarbeit geredet. Es zeigte sich, dass bei der Rauschgiftbekämpfung Grenzen,
Volkszugehörigkeit oder Nationalität für die Ermittler
keine Rolle spielen.
After the official part of the meeting, participants got
together in a relaxed atmosphere and took the opportunity to exchange information, both personal and professional, establish contacts and talk about possible ways
of cooperation in the future. It became clear that borders
and nationalities do not matter to investigators when it
comes to fighting drugs.
Das freundschaftliche Netzwerk, welches im Rahmen
der Konferenz aufgebaut wurde, wird auch in Zukunft
ein wichtiger Grundstein für die erfolgreiche internationale Zusammenarbeit sein.
The friendly relations and networks established during
the meeting will serve as a cornerstone for successful
cooperation in the future.

Excercise “Operation Perseus”

Im ersten Vortrag der Konferenz stellte Manfred
Rauscher vom Bayer. Landeskriminalamt die Übung
„Operation Perseus“, an der sich rund 180 Einsatzkräften beteiligen werden, vor.
Dabei wird eine kontrollierte Lieferung von Rauschgift
aus dem moldawisch-rumänischen Grenzgebiet, über
Ungarn, Österreich und Tschechien nach Deutschland
simuliert.
Die Übung wird mit einem zeitgleichen Zugriff in allen
beteiligten Ländern beendet.
Geplanter Ablauf
Ende April 2015 wird das Übungsthema und die Ausgangslage an die Sachbearbeiter und Übungsteilnehmer bekannt gegeben.
Dann erfolgt die Übergabe der Einsatzleitung an den
jeweiligen Polizeiführer. Seine Aufgabe ist es die notwendigen kriminaltaktischen und operativen Maßnahmen einzuleiten.
Die Übung wird dann über ca. 12 Tage Anfang Mai
2015 durchgeführt.
The first presentation of the meeting was held by
Manfred Rauscher from the Bayerisches Landeskriminalamt (Bavarian State Criminal Police Office) who introduced “Operation Perseus”, an exercise that approximately 180 officers from various operational units will
take part in.
The exercise is a controlled drug delivery from the border area between Moldova and Romania to Germany
via Hungary, Austria and the Czech Republic.
The exercise will end with simultaneous arrests in the
participating countries.
Planned course of events
Case workers and the participants of the exercise will
be informed about its contents and the initial situation at
the end of April 2015.
A competent senior police officer in each country will
then take over the national command of the operation.
It is his task to implement the necessary tactical and
operational measures during the exercise.

Die gemeinsame Abschlussbesprechung findet im Juni
2015 in Ungarn statt. Bei dieser Konferenz werden die
Erkenntnisse aus den Ländern zusammengeführt und
analysiert.
Das Ergebnis wird evaluiert und im Rahmen der
154. AG Südost präsentiert.
A final joint meeting will be held in Hungary in June
2015. On this occasion, the countries will merge and
evaluate the results of and knowledge gained from the
exercise.

Das Thema Drogenhandel via Darknet fand auf europäischer Ebene im EMPACT OAP 2014/2015 und bei der
EU-Kommission als Topic Einzug.
Seitens des österreichischen Bundeskriminalamts .BK
3.3.1, wird ab Februar 2015 das EU geförderte ISEC
Projekt „Joint investigation to combat drug trafficking via
the virtual markets (darknet) within and also into the EU“
geführt, das sich auf die Bekämpfung dieser neuen Kriminalitätsform durch operative polizeiliche Maßnahmen
konzentriert.
TOR-Projekt
Das Darknet ist ein Produkt des TOR-Projekts (The Onion
Router), das ursprünglich aus dem Militär hervorgeht.
Das Netzwerk bietet eine sichere Kommunikationsplattform für Personen, die absolut anonym bleiben wollen.
Deep Web
Es befindet sich im versteckten Teil des Internets (Deep
Web), der nicht öffentlich (sog. World Wide Web), sondern nur mit einer speziellen und frei erhältlichen Software (z.B. TOR Browser System) zugänglich ist.
Drug trafficking on the darknet has become a concern at the European level and has meanwhile been
addressed in the EMPACT Operational Action Plan for
2014/2015 as well as in the European Commission.
Starting in February 2015, Unit BK 3.3.1 of the Austrian Bundeskriminalamt (Austrian Criminal Police Office)
will implement the EU funded ISEC project called “Joint
investigation to combat drug trafficking via the virtual
markets (darknet) within and also into the EU”. It focuses
on fighting this new crime phenomenon by means of
operational police measures.
TOR-Project
The darknet is a product of the TOR (The Onion Router) project, which was originally developed by military
forces. The network provides a secure communication
platform to users who want to keep their online identity
absolutely anonymous.
Deep Web
It is located in the hidden portion of the Internet (Deep
Web) that cannot be accessed publicly (so-called World
Wide Web). Instead, users have to run specific freeware. e.g. the TOR browser.

Structure
Dieses Router System bewirkt, dass auf Peer-to-Peer-Basis lose Verbindungen einzelner Computer untereinander aufgebaut werden. Die Adressdaten der Computer
werden nach Zwischenschaltung von mind. 3 Rechnern
zur Gänze ausgetauscht und somit anonymisiert. Das
TOR System ist aber nur eines vieler möglicher Versionen des Darknet.
Das System ist relativ einfach aufgebaut: Jeder mit dem
TOR Bundle versehene Computer fungiert automatisch
nicht nur als anfragender Computer sondern gleichzeitig auch als Zwischenstation anderer Anfragen.
Eine Installation ist auf Rechnern sowie Smartphones
möglich. Mehrere PCs schließen sich somit freiwillig zu
einem Netzwerk zusammen und sind in der Lage Daten
auszutauschen.
Die Daten werden nicht direkt, sondern über mehrere
private PC verschickt. Die Stationen werden durch das
System willkürlich ausgesucht. Für den Nutzer ist es daher nicht kontrollierbar, was über seinen PC geschleust
wird.
TOR is a router system where connections are made on
a peer-to-peer basis between private computers. TOR
anonymises data traffic by passing messages through
at least three computer relays before reaching the final
destination so that the users' IP addresses do not show
up as the source of the traffic (except for the last “exit
relay”). However, the TOR system is only one of many
other possible ways of surfing the darknet.
The organisation of the system is quite simple. Each
computer using the TOR bundle may automatically act
as a client and a relay station at the same time.
The bundle can be installed on computers as well as on
smartphones. PC users voluntarily cooperate to form a
circuit enabling them to route data traffic.
The data is not sent directly but via a number of private
PCs (relays) that are randomly selected by the system.
The user is therefore unable to control which kind of
data is being sent via his computer.

Das Deep Web ist größten Teils nicht indexiert, d.h. um
eine Seite im Darknet zu erreichen ist es grundsätzlich
notwendig die exakte Adresse zu kennen. Seit wenigen
Monaten werden auch diese Seiten durch neue Produkte (Suchmaschinen) wie zB: GRAMS indexiert, was eine
Volltextsuche im Darknet ermöglicht.
The Deep Web is for the most part not indexed, i.e.
users who want to log on to a specific darknet website
need to know its exact URL. However, some months ago
new software products (search engines) such as GRAMS
started indexing the darknet so that full-text searches can
now be conducted on this portion of the Internet as well.
Silk Road

Neben urheberrechtlich geschützten Materialien werden im Darknet illegale Geschäfte jeder Art abgewickelt.
Am bekanntesten ist „Silk Road“, ein Online-Marktplatz
für illegale Produkte. Nach dessen Abschaltung durch
US-Behörden im Oktober 2013 und der Verhaftung des
Betreibers wurde am 08.11.2013 die SILKROAD 2.0
online gestellt.
Das Aussehen sowie das Geschäftsmodell wurde zur
Gänze übernommen. Händler konnten in der Version
2.0 mit den Altdaten und Altbeständen ihre meist illegalen Waren wieder anbieten.
Diese Plattform (SR 2.0) wurde am 6.11.2014 abermals geschlossen.
Apart from copyright protected content the darknet also
provides a platform for all kinds businesses.
The most popular of such businesses was “Silk Road”,
an online marketplace for illicit products. After U.S. authorities had shut down this website in October 2013
and arrested the administrator, SILKROAD version 2.0
launched on 8 November 2013.
The layout and business model of the new portal were
exactly the same as of the previous version. Using their
former identities and stocks, vendors were again able to
offer mostly illegal goods.
On 6 November 2014, the platform was closed again.
Virtuelle Währung
Payments for goods dealt over the darknet are almost
always made in virtual currencies such as Bitcoin. Virtual currencies are held outside traditional banking channels.
It is impossible to control or monitor the flow of virtual money using conventional measures. Therefore, new
technical options will be have to developed, to make
sure that transactions made in virtual currencies can be
tracked.
Die Bezahlung der Ware erfolgt fast ausschließlich in
virtueller Währung (z.B. BITCOIN). Die virtuellen Währungen laufen außerhalb jeglichen Bankensystems.
Eine Kontrolle bzw. Überwachung ist mit herkömmlichen Methoden nicht möglich. Es ergibt sich die Notwendigkeit diese Transaktionen mit neuen Mitteln nachzuvollziehen.

Nach 2010 konnten dieses Jahr zum zweiten Mal Teilnehmer aus Albanien begrüßt werden. Neben der Möglichkeit des persönlichen Kontaktes, der von vielen Teilnehmern gewünscht worden war, hatten sie einen sehr
interessanten Vortrag im Gepäck. Herr Artan Shkembi
von der albanischen Polizei referierte über die Durchsuchung eines ganzen Dorfes – Lazarat.
30 km vor Europa
Lazarat, gilt laut Wikipedia als „Zentrum des Cannabisanbaus in Albanien“. Über die Europastraße 853 kann
man nach weniger als 30 km Griechenland und somit
das Gebiet der Europäischen Union erreichen.
300 Hektar Cannabis
Bereits im Jahr 2013 war das Gebiet durch die italienische „Guardia di Finanza“ aus der Luft aufgeklärt worden. Hierbei wurde festgestellt, dass rund um das Dorf
Lazarat, auf einer Fläche von ca. 3 Quadratkilometern
Cannabis angebaut wird. Daraus konnte eine Jahresproduktion von über 900 Tonnen Marihuana errechnet
werden.
Feuergefechte
Im Juni 2014 hat die Albanische Polizei das Dorf in
einer großangelegten Aktion gestürmt. Die insgesamt
900 eingesetzten Polizeibeamten trafen auf erhebliche
Gegenwehr und es kam zu Feuergefechten. Die Beamten wurden mit Maschinengewehren, Panzerfäusten und
Granatwerfern beschossen.
Nach der mehrtägigen Aktion konnte das Dorf wieder
unter staatliche Kontrolle gebracht und mehr als 800
Häuser durchsucht werden. Das ganze Ausmaß des
Einsatzes lässt sich an nachfolgenden Sicherstellungen
ermessen.
After participating in 2010 this year was the second
time that the meeting was attended by participants from
Albania. In addition to the possibility of making personal contacts, which many participants were eager to
establish, they attended to introduce a very interesting
case. Mr. Artan Shkembi from the Albanian Police held
a presentation about a crackdown that was launched
on the entire village of Lazarat.
Only 30 km from the European Union
According to Wikipedia, Lazarat is the “cannabis capital of Albania”. Greece, and thus the territory of the
European Union, can be reached by travelling less than
30 km on the European route E 853.
300 hectares used for cannabis
The area had been monitored from the air by the Italian
“Guardia di Finanza” in 2013. Cannabis plantations
covering an area of 3 km2 were found around the village of Lazarat. An area that size produces more than
900 metric tonnes of marijuana annually.
Gunfire
The Albanian Police raided the village in a major operation in June 2014. A total of 900 police were deployed
to the village. They were met with strong resistance and
came under gunfire from marijuana growers using machine guns, anti-tank weapons and grenades.
After the operation, which lasted several days, the police managed to take the village under governmental
control again. More than 800 homes had been subjected to searches. The dimension of this major operation
can be understood better when looking at the amount of
the seized items:

Die, im Oktober 1972 gegründete AG Südost, hatte den
Kernauftrag gemeinsame Bekämpfungsstrategien gegen
den internationalen Drogenhandel zu entwickeln.
42 Jahre später, bei der 153. Tagung, wurde in einem
Workshop im Sinne des Leitspruchs „zurück zu den Wurzeln“ dieser Kernauftrag neu belebt und die Schwierigkeiten und Hemmnisse im Rahmen der internationalen
Zusammenarbeit erörtert.
Einigkeit in den Expertengruppen
Eine deutsch- und eine englischsprachige Expertengruppe diskutierten das Thema jeweils kontrovers. In beiden
Gruppen wurden weitgehend die gleichen Probleme
erkannt, welche sich wie folgt zusammenfassen lassen:
- Notwendigkeit eines vertrauensvollen, persönlichen
Netzwerkes, um dieses für eine zeitnahe Initiierung
einer internationalen Operation nutzen zu können;
direkter persönlicher Austausch sorgt für zusätzliche
Transparenz im Verfahren und Verständnis für regionale
Hemmnisse
- Der notwendige personelle und logistische Aufwand ist
für die Erfordernisse größerer Ermittlungsverfahren nicht
in allen Ländern realisierbar
- Unterschiedliche Rechtsnormen der Länder (z.B. Innenraumüberwachung, GPS-Peilung, Telekommunikationsüberwachung, kooperierender Täter oder Einbindung
der Justiz)
Founded in October 1972, the Working Group South
East for Combating Drug Trafficking (AG Suedost) has
the core task of developing joint strategies for fighting
international drug crime.
Fourty-two years later, in a workshop under the motto
“back to the roots” offered at the Working Group's
153rd conference, this task was reviewed and difficulties and obstacles encountered in international cooperation were brought on the table.
Consensus in the expert groups
A German and an English-speaking group of experts
engaged in lively discussions on the issue. The two
groups identified nearly the same problems, which can
be summarised as follows:
- A trusting network of personal relationships is needed
to ensure the timely implementation of international operations. Direct contacts provide transparency in investigations and contribute to raising awareness for regional
constraints.
- Some of the countries are unable to carry the costs
of staffing and logistics needed for conducting major
investigations.
- The legal situation varies among the countries (e.g.
eavesdropping in private homes, GPS tracking, telecommunications interception, cooperating offenders or
involvement of the judiciary).

auf die Staatsanwaltschaften.
Das Interesse an internationalen Einsätzen könnte durch
die Vorstellung von Ermittlungserfolgen, zum Beispiel im
Rahmen der AG Südost, gefördert werden.
Die erarbeiteten Ergebnisse der beiden Workshopgruppen wurden dem gesamten Gremium der AG Südost
vorgestellt.

- It is considered necessary to conduct a joint operational debriefing with the participating countries in order
to give constructive feedback and promote transparency
and awareness.
Initial solutions
The participants developed some initial ideas for future
approaches such as a joint Internet-based GPS concept,
transparent legal regulations and integrating public
prosecutor's offices into the network of the Working
Group South East.
The interest in international operations could be further
promoted by presenting successful investigations, eg.
within the framework of the Working Group South East.
The results of the two groups from the workshop were
presented to the entire group of participants.

High Potential
Die intensive Teilnahme an den Workshops zeigt, dass
länderübergreifende Einsätze von allen Beteiligten als
ein wichtiges Instrument der internationalen Rauschgiftbekämpfung gesehen wird und es auf diesem Gebiet
noch erhebliche Verbesserungsmöglichkeiten gibt.
The large number of participants in the workshops
shows that transnational operations are considered a
vital instrument in the fight against international drug
crime and that there is still room for significant improvement in this regard.

Die Idee für eine Neuausrichtung der AG Südost wurde
zu Beginn des Jahres 2014, während des Kick-Off Meetings, zwischen den CSDR-Projektpartnern Österreich,
Tschechien und Bayern geboren. Schnell konnte Einigkeit erzielt werden, dass die Konferenzreihe inhaltlich
attraktiver gestaltet werden muss.
Welche Änderungen im Einzelfall wünschenswert sind,
sollten die Teilnehmer der AG Südost – im Rahmen eines
Workshops – selbst erarbeiten.
Unter der Überschrift „Quo Vadis, AG Südost?“ bekamen eine deutsch- und eine englischsprachige Arbeitsgruppe den Auftrag, einen Feedbackbogen auszufüllen
und im Anschluss daran die Vorzüge und den Optimierungsbedarf der AG Südost aufzuzeigen.
Die „lebendigen“ Diskussionsrunden wurden auf
Wunsch der Teilnehmer über das offizielle Dienstende
hinaus und am Folgetag weitergeführt. Die Ergebnisse
trugen schließlich zwei Arbeitsgruppenmitglieder dem
Plenum vor.
Einbindung der Teilnehmer
Die Workshops machten sich Gedanken zum Inhalt und
zur Organisation der AG Südost. Inhaltlich sollte die
Veranstaltung vor allem operativer ausgerichtet werden
und mehr Beteiligungsmöglichkeiten für die Teilnehmer
bieten.
Das Organisationsteam wird daher künftig im Vorfeld
die aktuellen Interessensschwerpunkte abfragen.
The idea of making changes to the conferences of the
Working Group Southeast was born at the beginning
of the year 2014 during the CSDR kick-off meeting between the project partners Austria, the Czech Republic
and Bavaria. It was quickly agreed that the contents
of the series of conferences need to be organised in a
more attractive manner.
The participants of the Working Group Southeast were
to decide themselves within the framework of a workshop what specific changes are desired.
Under the heading “Working Group Southeast, quo
vadis?” a German and an English-speaking working
group received the task of filling in a feedback form
and then identifying the preferences and need for optimisation of the Working Group Southeast.
Upon request of the participants, the lively discussions
were continued past the official end of the working day
and into the next day. Finally, two members of the working groups presented the results to the entire group of
participants.
Involvement of participants
The participants of the workshops gave thought to the
contents and organisation of the Working Group Southeast conferences. As far as the contents are concerned, the conferences are first and foremost to be held
with more of an operational focus and offer the participants more possibilities for participation.
Thus in the future, the organising team will enquire in
advance what the current areas of interest are.

Die Finanzierung der Konferenz durch EU-Fördermittel
wurde ausdrücklich als wichtige Voraussetzung für eine
erfolgreiche Fortsetzung der Veranstaltungsreihe bezeichnet. Nur durch entsprechende Fördermittel können
Vertreter aus Ländern mit angespannter Haushaltssituation teilnehmen.
Financing the conference with EU funding was explicitly
identified as an important prerequisite for the successful
continuation of the conference series. Representatives
from countries with budgetary constraints can only participate if appropriate funding is available.
Konferenzsprache
Conference Language
Zahlreiche deutschsprachige Teilnehmer sahen als weiteren Vorteil der Finanzierung die Möglichkeit der Zweisprachigkeit der Veranstaltung durch den Einsatz von
Simultandolmetschern (Deutsch/Englisch). Das CSDRProjektteam plant in der kommenden 154. AG Südost
eine diesbezügliche Umfrage, ob die Zweisprachigkeit
erhalten werden muss oder eine Umstellung auf die Konferenzsprache Englisch möglich ist.
Many German-speaking participants considered the fact
that the conferences are held bilingually using simultaneous interpreters (German/English) to be an additional
advantage of the EU funding. The CSDR project team is
planning to carry out a survey at the upcoming 154th
meeting of the Working Group Southeast regarding the
question of whether it is necessary for the meetings to
remain bilingual in the future or whether it is possible to
change the conference language to English.
Staatsanwaltschaften einbinden
Integrate public prosecutors
Als Alleinstellungsmerkmal der AG Südost wurde die
Beteiligung von Polizei- und Zollvertretern gelobt. Dennoch stößt man in diesem Gremium immer wieder an
Grenzen, welche Fragen der Justiz berühren.
Insoweit wurde die Einbindung von Vertretern der Staatsanwaltschaften befürwortet. Das Projektteam beabsichtigt bei der kommenden AG Südost Staatsanwälte aus
den Ländern der im Mai 2015 geplanten Übung (MD,
RO, HU, AT, CZ und DE) einzuladen.
The participation of representatives from both the police and customs was praised to be a unique feature of
the Working Group Southeast. However, when it comes
to justice-related issues, the Working Group's limits are
continuously reached. In this respect, it was recommended that representatives from public prosecutor’s offices
be involved. The CSDR project team intends to invite
public prosecutors from the countries participating in
the exercise planned for May 2015 (MD, RO, HU, AT,
CZ and DE) to the upcoming Working Group Southeast
conference.
Fazit
Summary
Es wurde noch eine ganze Liste weiterer Verbesserungsvorschläge ausgearbeitet, die hier nicht abschließend
dargestellt werden können. Soweit sich diese als sinnvoll
und realisierbar erweisen, wird das Organisationsteam
versuchen sie möglichst umfassend bis zur nächsten
AG Südost umzusetzen.
A list of additional suggestions for improvement was
also worked out; however, they will not be described
here. Should they prove to be sensible and feasible,
the organising team will try to implement them as much
as possible before the next Working Group Southeast
conference.

Die Richtlinien der EU zur Förderung von Projekten
verlangen von den Zahlungsempfängern eine "Verbreitungsstrategie". Dabei soll über die Arbeit und die Ergebnisse des jeweiligen Projekts berichtet werden. Ein
Teil davon ist die vorliegende Broschüre.
Getreu dem Motto, „ein Bild sagt mehr als tausend Worte“, hat sich das Projektteam entschlossen zusätzlich einen Film produzieren zu lassen.
Für die Produktion konnte das Filmteam des Polizeipräsidiums Oberbayern Nord gewonnen werden.
EU guidelines for the funding of projects stipulate that
the recipients of funds submit a dissemination strategy
providing for the effective distribution of information
about the activities and outcome of the project to those
concerned. Our brochure is part of this strategy.
Another part will be a film which will be shot true to the
motto “A picture is worth a thousand words”.
The CSDR project team managed to recruit the film crew
of the Police Headquarters of Northern Upper Bavaria
for this purpose.

In dem Film wird neben der AG Südost vor allem die
Übung „Operation Perseus“ dargestellt werden. Mit diesen Aufnahmen werden die Inhalte des Projekts allen
Teilnehmern im Nachgang anschaulich präsentiert.
Bereits im Vorlauf zum Preparation Meeting im Frühjahr
2014 erstellte das Filmteam einen Trailer für die Großübung, um den teilnehmenden Ländern die Rahmenbedingungen darstellen zu können.
The film will cover the Working Group Southeast for
Combating Drug Trafficking and, above all, “Operation
Perseus”. This vivid presentation of the project will be
shown to all participants as a follow-up to the operation.
Prior to the Preparation Meeting in the spring of 2014,
the team had already made a trailer about “Operation

Auch während der Übung im Mai 2015 werden die
Kameras die Übung live begleiten. Das Material wird
dann zur Dokumentation, aber auch zur späteren Evaluation verwendet.
The cameras will also be present at the May 2015 exercise. The footage will be used for documentation and
evaluation purposes.
Zielgruppenorientierte Versionen
Dabei werden zwei verschiedene Versionen, intern für
Fachdienststellen und extern für die Öffentlichkeit, erstellt.
Bei der 153. AG Südost in Bad Erlach war das Filmteam mit professionellem Equipment vor Ort. Wichtige
Augenblicke, wie der Empfang der Gäste und die Eröffnungsreden, wurden in Bild und Ton eingefangen.
An dieser Stelle nochmals ein herzliches Dankeschön an
die Kollegen des Filmteams.
Targeted versions
The film team will create two versions: one for internal
use by law enforcement agencies, the other for public
use.
The crew was also present at the 153rd meeting of the
Working Group Southeast in Bad Erlach, capturing key
moments of the event such as the reception of guests
and the welcoming speeches with their professional
equipment.

Bedeutung des Grafikdesigns
The importance of graphic design

Im Rahmen der Verbreitungsstrategie des Projektes
CSDR wurde festgelegt, dass insgesamt drei Broschüren produziert werden. Für das dafür notwendige Designkonzept konnte Frau Layla Helou, Grafikdesignerin
beim Bayerischen Landeskriminalamt (BLKA), gewonnen
werden.
Als prägendes Designmerkmal des Projekts wurde von
ihr ein auffallender blauer Schwung, der die Donau
symbolisiert, gewählt. Zugleich entspricht er in der Farbgebung auch dem Logo des BLKA und somit der „Corporate Identity“.
Durch den gebogenen aufstrebenden Schwung, von
links nach rechts oben, zeigt sich eine positive Wirkung
auf den Betrachter und führt ihn in eine dynamische,
zukunftsweisende Blickrichtung, erläutert Frau Helou.
Auf Grundlage des Donau-Designs entwarf Frau Helou
ein CSDR-Logo. Zur Wiedererkennbarkeit prägt das
Logo seither den internationalen Schriftverkehr und findet sich auch auf eigens produzierten Ansteck-Pins und
Lanyards wieder. Diese stärkten während der AG Südost neben der besseren Erkennbarkeit der Teilnehmer
auch das „Wir-Gefühl“ der Gruppe.
Das Layout der Broschüren wird ebenfalls von Frau
Helou erstellt. Dies ist nicht nur eine erhebliche Arbeitserleichterung für das CSDR-Projektteam, sondern auch
Grundvoraussetzung für eine professionelle Präsentation.
Aus diesem Grund würden wir bei zukünftigen Projekten
immer einen Grafiker fest im Projektteam einplanen, da
nur so ein optimales Ergebnis in der Verbreitungsstrategie erzielt werden kann.

Three brochures covering the project are to be published as part of the CSDR dissemination strategy. We are
pleased that Ms. Layla Helou, graphic designer at the
Bayerisches Landeskriminalamt, undertook the task of
creating the design con-cept.
Ms. Helou chose as the characterising feature of her
graphic concept an eye-catching blue brush stroke whose sweeping shape symbolises the Danube river. The
blue colour is also contained in the BLKA logo and,
hence, part of the "corporate identity".
The upwardly curved stroke from left to right has a positive, dynamic effect on the observer and reflects the
future-oriented approach of the project, explains Ms.
Helou.
Based on the Danube design, Ms. Helou created a
CSDR logo. As part of the corporate visual identity the
logo provides recognisability and is used in all international correspondence and on specially produced pins
and lanyards. At the meeting of the Working Group
South East for Combating Drug Trafficking, these items
not only enhanced the recognisability of participants but
also strengthened the team spirit.
In addition, Ms. Helou agreed to design the layout of
the brochures, which does not only considerably facilitate the work of the CSDR project team but is also a prerequisite for the professional presentation of the project.
We therefore intend to include a graphic designer in
any future project team so as to make sure that optimal
results are achieved under the dissemination strategy.
We would like to thank Ms. Helou for her commitment
and uncomplicated support.

Internationale Großübung
Derzeit sind die Vorbereitungen für die im Mai 2015 geplante Großübung „Operation Perseus“ mit etwa 180
eingesetzten Beamten voll im Gange. Bei einer Gesamtstreckenlänge von rund 4000 km hat das Planungsteam
um Manfred Rauscher eine Mammutaufgabe zu bewältigen.
Das „Drehbuch“ der Übung muss unmissverständlich
formuliert und sehr detailliert sein. Es darf gleichzeitig
jedoch den Entscheidungsspielraum der jeweiligen Polizeiführer nicht mehr als notwendig beschneiden.
Um die kontrollierte Lieferung (CD) für die eingesetzten
Kräfte so realitätsnah wie möglich zu gestalten, sind alle
an der Übung beteiligten Länder in die Planungen mit
eingebunden. Dadurch wird dem europäischen Gedanken des Miteinanders besonders Rechnung getragen.
Major international exercise
The preparations for the major exercise “Operation
Perseus”, which will be carried out in May 2015 with
approximately 180 officers, are currently in full swing.
In view of the total distance of approximately 4000 km
that the exercise will cover, Manfred Rauscher's planning team is facing a mammoth task.
The “script” of the exercise must be therefore precisely
worded and include all details. At the same time, however, the senior police chiefs responsible in each country
should be given sufficient leeway in decision-making.
In order to make the controlled delivery as close to reality as possible for the operational units, the countries
participating in the exercise have been involved in the
planning. This is a special contribution to the European
idea of cooperation.
Nachbesprechung
Die bei der Übung gesammelten Erfahrungen werden
im Rahmen einer Nachbesprechung im Juni 2015 in
Ungarn ausgewertet. Dort treffen sich die Übungs- und
Einsatzleiter aus allen beteiligten Ländern.
Debriefing
The knowledge gained from the exercise will be evaluated in a debriefing meeting held in Hungary in June
2015 for the organisers and the heads of operation
from the participating countries.

South East (AG Suedost)
Den Abschluss des Projekts CSDR bildet die im September 2015 stattfindende 154. AG Südost in Mikulov
(CZ). Inhaltlich wird die Konferenz ganz im Zeichen
der Großübung stehen. Rund um dieses Thema werden
Impulsreferate, Diskussionen und Workshops die Tagesordnung maßgeblich bestimmen.
The last activity of the CSDR project will be the 154th
meeting of the Working Group South East for Combating Drug Trafficking, which will take place in Mikulov
(Czech Republic) in September 2015. The central focus
of the conference will be on the major exercise with keynote speeches, discussions and workshops on the topic
forming the main part of the agenda.
Insgesamt wird die AG Südost wesentlich dynamischer
ablaufen, als dies bisher der Fall war. Damit soll dem
Wunsch der Teilnehmer nach mehr Beteiligung Rechnung getragen werden.
All in all, the procedure of the conference will be much
more dynamic than in previous years in order to comply
with the participants' call for more active participation.
