WELCOME FROM THE IFHP
PRESIDENT
Le 50e Congrès mondial de la FIHUAT s’articulera
autour de l’urbanité et des frontières en mutation.
The 50th world congress of IFHP will focus on changing frontiers in the urban system.
Les frontières sont de nature à éclaircir la pluralité et la différenciation de l’identité urbaine et à
en façonner ses modes d’expression. Les réseaux
qui s’en dégagent déterminent le comportement des
citoyens. Comme les frontières sont le reflet spatial
d’une différenciation sociale, elles sont à même de
nous guider à travers le labyrinthe de la diversité de
l’urbain. Mais dès que ces frontières expriment une
ségrégation, elles peuvent être extrêmement destructives.
They clarify the variety and differentiation of the urban identity and the form by which this is expressed.
The resulting networks determine behaviour of citizens.As the spatial reflection of social differentiation
frontiers can be a guide in the labyrinth of urban
variety. But where they represent segregation they
can be most deconstructive.
Il est évident que dans une ville il faut une base commune, partagée de tous les habitants. Mais comment la solidarité peut-elle résulter d’un système qui
tend à la fragmentation et à l’isolement ? La solution
réside de toute évidence en une identité commune
qui, malgré toutes les différences sur le plan du style
de vie et des cultures urbaines, existe.
Je vous invite tous à venir à Genève, pour partager
cette multiplicité de pensées et d’expériences que
réunit la FIHUAT.

Obviously the city needs a shared world for all its
inhabitants. But how can solidarity result from a system that is inclined to fragmentalise and isolate ? The
solution lies without any doubt in a common identity,
in spite of all the differences in life style and urban
culture.
I invite you all to Geneva, to share the many thoughts
and experiences that IFHP brings together.

Der 50. Weltkongress des IVWSR wird sich mit
den sich ändernden Grenzen in städtischen
Ballungszentren befassen.
Il 50° Congresso mondiale della FIHUAT è incentrato sulle frontiere nel sistema urbano.
Sono proprio queste frontiere a definire la varietà e
la differenziazione dell’identità urbana nonché la
forma in cui essa si esprime. Le reti che ne risultano
determinano il comportamento dei cittadini.
Die Grenzen verdeutlichen die Vielfalt und
Differenzierung der urbanen Identität und die
Form, in der diese zum Ausdruck kommt. Die sich
daraus ergebenden Netzwerke bestimmen das
Verhalten der Bürger. Grenzen vermögen, als
räumliche Widerspiegelung der gesellschaftlichen
Differenzierung, einen Führer im Labyrinth der städtischen Vielfalt darzustellen. Wo Grenzen jedoch
Segregation bedeuten, können sie höchst destruktiv
werden.
Come riflesso spaziale di distinzione sociale, le
frontiere ci guidano nel labirinto della varietà urbana. Là dove rappresentano la segregazione diventano però distruttive. La città richiede ovviamente un
mondo condiviso da tutti i suoi abitanti. Ma come
può nascere la solidarietà da un sistema incline
alla frammentazione e all’isolamento ? La soluzione
risiede senza dubbio in un’identità comune, nonostante tutte le differenze di stile di vita e di cultura
urbana.
Offensichtlich benötigt die Stadt eine gemeinsam
geteilte Welt für alle ihre Bewohner. Wie kann jedoch Solidarität in einem System zustandekommen,
das zu Fragmentierung und Isolation neigt ? Die
Lösung ist zweifellos in einer gemeinsamen Identität
zu suchen, bei allen Unterschieden in Lebensstil und
Stadtkultur.

dove avrà la possibilità di condividere riflessioni ed
esperienze accumulate in seno alla FIHUAT.

WELCOME TO GENEVA
BIENVENUE À GENÈVE
Genève est heureuse d’accueillir le 50e Congrès
de la FIHUAT. L’événement s’inscrit dans la longue
tradition d’hospitalité qui, depuis la Réforme, a fait
de Genève une cité du refuge et de la paix. Nous
espérons que les congressistes y trouveront un cadre
propice à leurs réflexions sur l’évolution des villes
dans le monde.
Geneva is happy to welcome the 50th IFHP World
Congress. The event extends a long tradition of
hospitality that, since the Reformation, has made
Geneva a city of sanctuary and of peace. We hope
that the congress participants will find here surroundings that are congenial to thinking about the
evolution of the cities of the world.
Le thème du Congrès, « Urbanité, frontières et mutations », n’a pas été choisi par hasard. Comme bien
d’autres villes, Genève, ville au rayonnement international, a grandi et continué son expansion, ce qui
l’amène aujourd’hui à franchir les frontières qui l’entourent. L’agglomération se développe sur un autre
canton suisse et sur la France voisine. Cette fragmentation politique et institutionnelle nous met au
défi d’inventer une nouvelle gouvernance urbaine.
The congress theme of “Urban Life, Boundaries and
Transformations” was not chosen at random. Like
many other cities, Geneva, with its international
aura, has grown and continued to expand so that
it is today crossing the boundaries that surround it.
The agglomeration is spreading into another Swiss
canton and into neighbouring France. This political
and institutional fragmentation is challenging us to
invent new approaches to urban governance.
C’est dire l’intérêt que nous accordons aux échanges de réflexions du prochain Congrès de la FIHUAT.
Nous nous réjouissons que notre agglomération
puisse inspirer la rencontre des villes du monde et
bénéficier de la confrontation de leurs expériences.
This emphasises the importance we attach to the
exchanges there will be at the next IFHP Congress.
We rejoice in the fact that our agglomeration can
inspire an encounter between the cities of the world
and help them to compare their experiences.

BENVENUTI A GINEVRA
Ginevra è lieta di accogliere il 50° Congresso
mondiale della FIHUAT. Questa manifestazione si
inserisce nella lunga tradizione di ospitalità, che, a
partire dalla Riforma, ha fatto di Ginevra una città
di rifugio e pace. Ci auguriamo che i congressisti
vi trovino un terreno fertile per le loro riflessioni sull’evoluzione delle città nel mondo.
Die Stadt Genf freut sich, den 50. Weltkongress des
IVWSR willkommen zu heissen. Diese Veranstaltung
fügt sich in eine lange Tradition der Gastfreundschaft,
die seit dem Zeitalter der Reformation aus Genf eine
Stadt des Refugiums und des Friedens gemacht hat.
Wir hoffen, dass die Kongressteilnehmer hier einen
fruchtbaren Rahmen für ihren Gedankenaustausch
über die Entwicklung der Städte dieser Welt finden
werden.
Il tema del Congresso, « Urbanità, frontiere e mutamenti », non è stato scelto per caso. Come molte
altre città, Ginevra si è sviluppata e ha continuato
la sua espansione grazie alla sua vocazione internazionale, che oggi la conduce a oltrepassare le
frontiere che la circondano. L’agglomerazione si
estende su un altro cantone svizzero e sulle zone
limitrofe francesi. Questa frammentazione politica e
istituzionale ci spinge a inventare un nuovo modello
di governo urbano.
Das Kongressthema „Urbanität, Grenzen und
Veränderungen“ wurde nicht rein zufällig gewählt.
Wie zahlreiche andere Städte hat sich Genf mit
seiner internationalen Ausstrahlung ständig erweitert, was heute zu einer Überschreitung der eigenen Grenzen führt. Der Grossraum entwickelt sich
in Richtung eines anderen Schweizer Kantons und
hin zum benachbarten Frankreich. Diese politische
und institutionelle Fragmentierung stellt uns vor die
Herausforderung, eine neue Art der städtischen
Verwaltung und Ordnung zu finden.
Di qui l’interesse che accordiamo allo scambio di
riflessioni nel prossimo Congresso della FIHUAT.
Siamo lieti che la nostra agglomerazione possa
ispirare l’incontro delle città di tutto il mondo e beneficiare del confronto delle loro esperienze.
Hier liegt nun die Bedeutung, die wir dem
Gedankenaustausch während dieses IVWSRKongresses zuerkennen. Es freut uns sehr, dass
unsere Stadt die Begegnungen der Weltstädte zu
inspirieren vermag und Nutzen aus dem Austausch
ihrer Erfahrungen ziehen kann.

Aujourd’hui, les frontières sont en mutation. Les
recompositions territoriales sont observables à différentes échelles. Les anciennes oppositions structurantes entre villes et campagnes, entre centres
et périphéries, entre naturel et artificiel, ont laissé
la place à des villes-territoires très étendues où les
campagnes ont épousé des modèles urbains, où les
centralités sont au centre aussi bien qu’en périphérie, où tout le monde partage le même mode de vie
et la même mobilité de formation, de travail et de
loisirs.
Today, boundaries are undergoing transformations.
Territorial shifts can be seen on different scales. The
old structural oppositions between town and country,
centre and periphery, nature and artifice have given
way to sprawling city territories where the country
has embraced urban models, where the centralities
are located in the centre as well as in the periphery,
where everybody shares the same lifestyle and the
same mobility in education, work and leisure.
Certaines frontières résistent à cette érosion, de nouvelles apparaissent. Outre les frontières nationales,
d’autres lignes de partage sociales, économiques,
culturelles, religieuses, linguistiques, psychologiques
traversent et structurent la réalité extérieure, mais
aussi l’intérieur de l’individu. Les frontières sont une
nécessité car, sans elles, en l’absence de distinction,
il n’y pas de forme, pas d’individualité puisque tout
se défait dans l’informe et dans l’indistinct. En tant
que constructions historiques, les frontières sont toujours susceptibles de muter et de revêtir des formes
inattendues.

Some boundaries resist this process of erosion ; new
ones emerge. In addition to national boundaries,
other social, economic, cultural, religious, linguistic and psychological dividing lines run through,
and structure, not only external reality but also individuals’ thoughts and emotions. Boundaries are a
necessity since, without them, there are no distinctions, and so no form and no individuality, because
everything collapses into amorphism and confusion.
As historical constructions, boundaries are always
susceptible to change and to the acquisition of unexpected forms.

Die heutigen Grenzen sind im Wandel begriffen.
Auf verschiedenen Ebenen lassen sich neue gebietsmässige Einteilungen beobachten. Alte, strukturierende Gegensätze zwischen Stadt und Land,
zwischen Zentrum und Peripherie, zwischen natürlich und künstlich haben ihren Platz an sehr ausgedehnte Ballungsräume abtreten müssen. Oder aber
die ländlichen Gebiete haben sich gewissermassen
mit urbanen Modellen verheiratet, wo die zentralen
Einrichtungen sich sowohl im Zentrum als auch an
der Peripherie befinden, wo jedermann den gleichen Lebensstil hat und in Bezug auf Bildung, Arbeit
und Freizeit von derselben Mobilität gekennzeichnet
wird.
Le frontiere sono oggi in piena trasformazione. Si
osservano ricomposizioni territoriali a vari livelli. Le
vecchie polarizzazioni strutturali tra città e campagna, centro e periferia, naturale e artificiale, hanno
lasciato il posto a territori urbani molto estesi, in
cui le campagne hanno sposato modelli urbani, le
centralità sono sia al centro che in periferia, tutti
condividono lo stesso modo di vita e la stessa mobilità nella formazione, nel lavoro e nel tempo libero.
Alcune frontiere resistono a questa erosione, altre
invece sorgono. Oltre alle frontiere nazionali, altre
linee di demarcazione sociali, economiche, culturali, religiose, linguistiche e psicologiche attraversano e strutturano la realtà non solo esteriore ma
anche interiore dell’individuo. Le frontiere sono una
necessità – senza di esse, senza distinzione, non vi
è forma, non vi è individualità, tutto è informe e indistinto. Quale costrutto storico, le frontiere sono destinate a cambiare e ad assumere forme inattese.
Gewisse Grenzen setzen jedoch dieser Erosion
Widerstände entgegen, und neue Grenzen treten
an den Tag. Über nationale Grenzen hinweg entstehen neue Linien gesellschaftlicher, wirtschaftlicher, kultureller, religiöser, sprachlicher und psychologischer Trennungen, die nicht nur die äussere
Realität durchkreuzen und strukturieren, sondern
auch das Innere des Individuums. Grenzen sind eine
Notwendigkeit, weil es ohne sie und bei fehlenden
Unterscheidungsmerkmalen keine Ausgestaltung
von Formen und keine Individualität gäbe, weil sich
alles dann sozusagen formlos und diffus darstellen
würde. Als historische Konstruktionen unterliegen
Grenzen immer wieder Veränderungen und bilden
sich in unerwarteten Formen aus.

Les villes d’hier, bien délimitées et entourées de
campagnes, ont laissé la place à des territoires
historiquement inédits. La mobilité facilitée par
l’automobile a livré de vastes territoires à une urbanisation dispersée, qui permet à des ménages
toujours plus nombreux de concilier les agréments
de la campagne et la vitalité des villes. Ce processus d’étalement urbain, réalisé sans projet, présente
des inconvénients graves sur le plan des transports,
de l’environnement, de la santé et des équilibres
économiques et sociaux. Comment évoluer vers
une forme d’occupation du sol plus équilibrée et
plus durable ?
The cities of yesterday were clearly demarcated and
surrounded by countryside ; they have given way to
territories of a kind unknown to history. The mobility provided by the car has opened up vast areas
to scattered urbanisation, allowing ever-increasing
numbers of households to combine the pleasures of
the countryside with the vitality of urban life. This
process of urban sprawl, a process without a design, presents severe difficulties in terms of transportation, the environment, health, and economic
and social equilibrium. How is it possible to evolve
towards a form of land use that is more balanced
and sustainable ?
L’éclatement des villes implique une fragmentation
des modes de vie, qui touche à la fois l’espace,
les groupes sociaux, les mobilités et les temporalités. La frontière entre travail et vie privée, entre
temps social et temps individuel devient poreuse.
Comment rapprocher les éclatements urbains en
proposant de nouvelles alternatives en matière de
mobilité ? Comment aménager les lieux et les temps
de la mobilité ?
The fragmentation of cities implies a corresponding
fragmentation of lifestyles that affects space, social
groups, mobility and temporality. The boundary between work and private life, between social time
and individual time, becomes porous. How can
urban fragments be brought together by means of
new alternatives in the field of mobility ? How can
we plan locations and times for mobility ?

Die Städte von gestern, genau umrissen und von
ländlichem Raum umgeben, haben ihren Platz
an bisher nie da gewesene Ausformungen abgetreten. Die durch das Automobil zustande gekommene Mobilität hat grosse Gebiete einer ausufernden Verstädterung unterworfen, was immer
mehr Haushalten die Möglichkeit bietet, sowohl die
Vorzüge des Landlebens als auch die Vitalität der
Städte zu geniessen. Dieser Vorgang des Ausuferns
von Städten, der ohne bewusste Planung zustande kam, kreiert ganz erhebliche Probleme in den
Bereichen Transport, Umwelt und Gesundheit sowie
in Bezug auf das wirtschaftliche und gesellschaftliche Gleichgewicht. Die Frage lautet nun, wie sich
eine ausgeglichenere und nachhaltigere Nutzung
des verfügbaren Raumes erzielen lässt.
Le città di ieri, ben delimitate e circondate dalla
campagna, hanno lasciato il posto a territori storicamente inediti. La mobilità facilitata dall’automobile ha lasciato vasti territori alla mercé di un’urbanizzazione dispersa, che permette a un crescente
numero di persone di conciliare i piaceri della campagna con la vitalità delle città. Questo processo di
dispersione urbana, realizzato senza un progetto,
presenta gravi inconvenienti a livello di trasporti,
ambiente, salute ed equilibri economici e sociali.
Come evolvere quindi verso una forma d’insediamento territoriale più equilibrata e sostenibile ?
L’esplosione delle città implica una frammentazione
dei modi di vita, che interessa lo spazio, i gruppi sociali, la mobilità e la temporalità. La frontiera
tra lavoro e vita privata, tra tempo sociale e tempo individuale diventa porosa. Come affrontare la
dispersione urbana proponendo nuove alternative
in materia di mobilità ? Come gestire gli spazi e i
tempi della mobilità ?
Das Ausufern der Städte hat eine Fragmentierung
der Lebensweisen zur Folge, welche sich gleichzeitig
auf den Raum, die gesellschaftlichen Gruppen, die
Mobilität und die Zeitlichkeit auswirkt. Die Grenzen
zwischen Arbeit und Privatleben, zwischen der Zeit
mit sozialen Kontakten und der individuellen Zeit verfliessen zusehends. Wie ist dieses urbane Ausufern
abzufedern, und welche neuen Alternativen in
Sachen Mobilität lassen sich erkennen ? Wie lassen
sich Ort und Zeit der Mobilität managen ?

Partout, les villes réelles débordent des villes politiques, s’étendant bien au-delà des frontières institutionnelles héritées du passé. Cette vague d’urbanisation suscite un grand nombre de réformes. Entre
les fusions de communes, souvent imposées par les
autorités d’échelon supérieur, et les organes de coopération à géométrie variable, plus souples, mais
aussi plus fragiles, bien des solutions sont testées
par les villes d’aujourd’hui. Quelles sont les issues
les plus efficaces et les plus adéquates ?
Everywhere we look, real cities are overflowing beyond their political boundaries, extending far past
the institutional boundaries inherited from the past.
This wave of urbanisation is resulting in a large
number of reforms. Today’s cities have tried out
many solutions : from the mergers of local authorities, often imposed by the higher authorities, to cooperative bodies with varying forms that are more
flexible but also more fragile. Which solutions are
the most effective and the most adequate ?
De même, les villes s’affirment de plus en plus en tant
qu’acteurs des scènes mondiales, où elles jouent un
rôle croissant par rapport aux Etats. Elles en subissent aussi les conséquences de plein fouet, comme

réparations physiques. Comment aider les populations à refonder leurs collectivités ?
Similarly, cities are asserting themselves more and
more as actors on global stages, where they play
an increasingly important role compared to nation
states. They are also suffering the full fury of the
consequences, as we can see in the wounds and
disruption in some cities afflicted by global conflicts
and natural catastrophes (New York, Banda Aceh,
Kobe, Sarajevo, Beirut). Caring for injured cities
should not be a question of mere physical repairs.

Überall überschreiten die realen Städte ihre politischen Grenzen, wachsen weit über die althergebrachten institutionellen Grenzen hinaus.
Diese Woge der Verstädterung löst eine Vielzahl
von Reformen aus. Zwischen den Fusionen von
Gemeinden, die vielfach von den übergeordneten
Stellen auferlegt werden, und den Organen einer
Zusammenarbeit mit variabler und flexibler, jedoch
auch viel anfälligerer Geometrie ist inzwischen von
den Städten eine ganze Reihe von Lösungen erprobt
worden. Welche davon sind die wirksamsten und
adäquatesten ?
Ovunque, le città reali oltrepassano le città politiche,
si estendono al di là delle frontiere istituzionali ereditate dal passato. Questa ondata di urbanizzazione provoca numerose riforme. Dalle fusioni di comuni, spesso imposte dalle autorità di livello superiore,
agli organi di cooperazione a geometria variabile,
più elastici ma spesso anche più fragili : numerose
sono le soluzioni testate dalle città di oggi. Quali
sono le formule più efficaci e adeguate ?
Al contempo, le città si affermano sempre più come
attori sulla scena mondiale e assumono un ruolo di
crescente importanza rispetto agli Stati. Ne subiscono però anche appieno le conseguenze, come
mostrano le ferite e le fratture che hanno colpito
diverse città vittime di conflitti mondiali o catastrofi
naturali (New York, Banda Aceh, Kobe, Saraievo,
Beirut). Curare le città ferite non deve limitarsi solo
a semplici riparazioni fisiche. Come aiutare le popolazioni a ricostituire le loro collettività ?
Überdies treten die Städte zusehends als Akteure von
Weltrang auf, wo sie dann gegenüber dem Staat
eine zusehends stärkere Rolle spielen. Sie erleiden
jedoch auch im vollen Umfang die Konsequenzen,
wie die Verletzungen und Brüche illustrieren, die
manche Städte erfahren haben, die Opfer weltweiter Konflikte und Katastrophen geworden sind
(New York, Banda Aceh, Kobe, Sarajevo, Beirut).
Die Heilung verwundeter Städte darf sich nicht auf
die blosse physische Reparatur beschränken. Wie
hilft man den entsprechenden Bevölkerungen, ihre
Lebensgemeinschaften auf eine neue Grundlage zu
stellen ?

Aujourd’hui plus que jamais, les villes ont une forte
tendance à la ségrégation sociale. Les habitants qui
ont les moyens de choisir tendent à se regrouper
pour vivre « entre soi ». Les autres n’ont pas le choix
et se concentrent dans des quartiers à bas loyers.
Comment déplacer les frontières entre propriétaires
et locataires, voire squatters ? Comment agir sur
le marché du logement, la fiscalité, la sécurité, la
qualité urbaine, de façon à éviter les confrontations
violentes entre opulence insolente et extrême pauvreté ?
Today, more than ever, there is a strong tendency
in cities towards social segregation. The inhabitants with the resources to choose where they live
and work tend to group together and stay “with
their own kind”. Others have no choice and group
together in low-rent areas. How can the boundaries be shifted between home-owners and tenants,
or even squatters ? What needs to be done in the
housing market, the tax system, and in the fields
of security and urban quality so as to avoid violent
confrontations between offensive opulence and extreme poverty ?
La solution n’est sans doute pas dans une idéale
« mixité », qui effacerait les frontières entre les classes sociales. En effet, les villes sont les lieux par
excellence du foisonnement des regroupements
communautaires, quartiers, groupes, associations
revendiquant une identité, une culture et un principe de cohésion spécifiques. Cette diversité fait la
richesse de la ville. Mais alors, comment faire pour
composer un monde commun en étant tous différents ? Comment gérer une « société d’individus » ?

The solution is certainly not to be found in an ideal
of “mixing” with the idea of eliminating boundaries
between social classes. Indeed, cities are the preeminent locations for the proliferation of community
groups, neighbourhoods, groups and associations
that lay claim to specific identities, cultures and unifying principles. This diversity is what constitutes the
richness of the city. But in that case, how can we
create a shared world while all remaining different ? How can one govern a “community of individuals” ?

Mehr als je zuvor zeigen die Städte eine starke
Tendenz zu gesellschaftlicher Segregation. Einwohner, die sich aufgrund ihrer finanziellen Lage
die Wohngegend aussuchen können, haben die
Neigung, sich zu einem Leben unter ihresgleichen
umzugruppieren. Die anderen haben diese Wahl
nicht und konzentrieren sich in Vierteln mit billigen
Wohnungen. Wie lassen sich nun die Grenzen zwischen Eigentümern einerseits und Mietern oder sogar
Hausbesetzern andererseits verschieben ? Wie hat
man auf dem Wohnungsmarkt, in der Besteuerungsund Sicherheitspolitik, in der urbanen Qualität
einzugreifen, um gewaltsame Konfrontationen zwischen unerhörtem Reichtum und extremer Armut zu
verhindern ?
Oggi più che mai, le città presentano una forte tendenza alla segregazione sociale. Gli abitanti che
hanno i mezzi per scegliere, tendono a raggrupparsi per vivere « tra di loro ». Gli altri non hanno possibilità di scelta e si concentrano nei quartieri a basso
costo. Come spostare le frontiere tra proprietari e inquilini, o addirittura squatter ? Come intervenire sul
mercato degli alloggi, sulla fiscalità, la sicurezza, la
qualità urbana, in modo da evitare scontri violenti
tra opulenza insolente e povertà estrema ?
La soluzione non risiede certamente in un « mix »
ideale, capace di abbattere le frontiere tra le classi
sociali. In effetti, le città sono il terreno fertile per eccellenza per comunità, quartieri, gruppi e associazioni che rivendicano identità, culture e principi di
coesione specifici. Questa diversità crea la ricchezza della città. Come fare, dunque, per comporre un
mondo comune restando diversi ? Come gestire una
« società di individui ».
Die Lösung liegt zweifellos nicht in einem Ideal der
Vermischung, die die Grenzen zwischen den gesellschaftlichen Gruppierungen auslöschen würde.
Städte sind nämlich hervorragend dazu geeignet,
Umgruppierungen von Gemeinschaften in Gang zu
setzen, wobei Stadtviertel, Gruppen und Verbände
eine eigene Identität und Kultur sowie spezifische
Kohäsionsprinzipien fordern. Gerade aus dieser
Vielfalt ergibt sich schliesslich die Reichhaltigkeit der
Stadt. Wie soll man jedoch vorgehen, um eine gemeinschaftliche Welt zu schaffen, in der alle so unterschiedlich sind ? Wie lässt sich eine „Gesellschaft
von Individuen“ lenken ?

ET L’AGGLOMÉRATION
L’agglomération urbaine de Genève vit en familiarité avec plusieurs frontières qui, schématiquement,
peuvent être décrites comme suit :
La première, la plus ancienne, est celle de la vieilleville. C’est là, à l’abri des anciennes murailles, que
Calvin fonda la Rome protestante où affluèrent les
réformés de toute l’Europe. Aujourd’hui, la cité aux
rues étroites est restée le siège des autorités politiques de la Ville et du Canton.
La deuxième frontière, un peu plus large, est la
ceinture des quartiers du 19e siècle. Ses rues et ses
places aérées abritent les grands équipements de
Genève : l’Université, le Grand Théâtre, les gares,
etc. C’est aussi à cette période que se construit le
paysage de la Rade de Genève avec les quais, les
façades régulières, le jet d’eau, le lac et les sommets enneigés des Alpes dans les lointains.
La troisième frontière délimite le territoire de la Ville
de Genève. La commune-centre compte 185 000
habitants, dont plus de 40% d’étrangers représentant près de 186 nationalités, et 140 000 emplois
(tertiaires à 94%). Elle accueille notamment quelques 200 organisations internationales, dont le
siège européen de l’ONU.

La quatrième frontière sépare les communes urbaines genevoises, qui se sont développées surtout
après 1950, d’une campagne agricole et naturelle
préservée, qui forme une véritable ceinture verte
autour de la partie la plus dense de l’agglomération.
La cinquième frontière est celle du Canton de
Genève. C’est en même temps, pour l’essentiel, une
frontière nationale avec la France, puisque Genève
n’est reliée à la Suisse que par 4,5 km de frontière
commune contre 103 kilomètres avec la France.
Le Canton compte 440 000 habitants (dont 39%
d’étrangers) et 260 000 emplois (tertiaires à 85%).
La sixième frontière est celle de l’agglomération
transfrontalière. Débordant sur le canton de Vaud et
deux départements français, elle compte 730 000
habitants et 340 000 emplois. Après la Ville de
Genève, les deux villes les plus importantes de l’agglomération sont Annemasse en France (28 000 habitants) et Nyon en Suisse (16 000 habitants).
Enfin, Genève s’inscrit dans une région urbaine,
ensemble de 1,5 million d’habitants, dont l’autre
grand pôle est Lausanne. Enfin, à un échelon encore supérieur, les rapprochements se multiplient
avec la région Rhône-Alpes de France voisine (5,6
millions d’habitants).
THE COUNTRY AND THE
CITY, THE CANTON AND THE
AGGLOMERATION
The urban agglomeration of Geneva rubs shoulders
with several boundaries which, in broad terms, can
be described as follows.
The fourth boundary is the dividing line between
the urban communes of Geneva, which mainly developed after 1950, and a protected countryside
where the emphasis is on nature and farming and
which makes up a genuine green belt around the
most densely built-up part of the agglomeration.
The first and the oldest is the boundary surrounding the old town. Here, under the shelter of the old
walls, Calvin founded Protestant Rome, the place
to which protestants flocked from everywhere in
Europe. Today, the old town and its narrow streets
are still home to the political authorities of the City
and the Canton.
The fifth boundary is that of the Canton of Geneva.
At the same time, it is essentially the national border separating Geneva from France, since Geneva
is only linked to Switzerland by a border four and
a half kilometres in length. By contrast, the border
with France is 103 kilometres long. The Canton has
a population of 440,000 (39% of whom are of foreign extraction) and 260,000 jobs (85% of which
are in the tertiary sector).
The second boundary, which is slightly longer, is
the belt containing the neighbourhoods built in the
nineteenth century. Its streets and its open squares
shelter Geneva’s major amenities : the University,
the Grand Theatre, the stations and so on. Geneva’s
lakefront was also constructed at this time, with its
quays, its rhythmic facades, the fountain, the lake
and the snowcapped summits of the Alps in the distance.
The sixth boundary surrounds the cross-border agglomeration, which spills over into the Vaud canton
and two French departments. It has a population
of 730,000 and 340,000 jobs. After the City of
Geneva, the two main towns in the agglomeration
are Annemasse in France (28,000 inhabitants) and
Nyon in Switzerland (16,000 inhabitants).
The third boundary demarcates the territory of the
City of Geneva. The centre of the municipality has
a population of 185,000, 40% of whom are of foreign extraction, representing almost 186 nationalities, and 140,000 jobs (94% of which are in the
tertiary sector). In particular, it is home to some 200
international organisations, including the European
headquarters of the United Nations.
Finally, Geneva is part of an urban region with 1.5
million inhabitants of which the other major centre is Lausanne. Moving to an even higher level,
more and more links are being established with the
Rhône-Alpes region in neighbouring France (5.6
million inhabitants).

Der Grossraum Genf lebt in familiärer Nachbarschaft
mit mehreren Grenzen, die sich wie folgt schematisch beschreiben lassen.
Die erste und älteste Grenze ist jene der Altstadt.
Hier hat Calvin, unter dem Schutz der alten Mauern,
sein „protestantisches Rom“ gegründet, zu dem
Reformierte aus ganz Europa strömten. Heute ist
der Stadtkern mit seinen engen Strassen der Sitz
politischer Behörden der Stadt und des Kantons geblieben.
Die zweite, etwas weiter gesteckte Grenze ist jene
des Gürtels der Stadtviertel aus dem 19. Jahrhundert.
Seine Strassen und luftigen Plätze beherbergen
die grossen Einrichtungen der Stadt Genf : die
Universität, das “Grand Théâtre“, die Bahnhöfe etc.
In dieser Periode wurde auch die Landschaft der
Rade von Genf mit ihren Kaianlagen, den regelmässigen Fassaden und der Fontäne geschaffen, der
See und die verschneiten Alpengipfel in der Ferne
ergänzen die Kulisse.
Die dritte Grenze umfasst das Gebiet der Stadt Genf.
Das Stadtzentrum zählt 185 000 Einwohner, davon
mehr als 40% Ausländer mit 186 Nationalitäten
und 140 000 Arbeitsplätzen (davon 94% im tertiären Sektor). Sie ist insbesondere Sitz von ca. 200
internationalen Organisationen, darunter dem europäischen Sitz der UNO.

Die sechste Grenze ist jene des grenzüberschreitenden Grossraums. Dieser Bereich reicht in den
Kanton Waadt, in zwei französische Departements
und umfasst 730 000 Einwohner und 340 000
Arbeitsplätze. Nach der Stadt Genf sind die beiden
wichtigsten Städte im Grossraum das französische
Annemasse mit 28 000 und Nyon in der Schweiz
mit 16 000 Einwohnern.
Und schliesslich fügt sich Genf in eine urbane Region
ein, die Heimat für 1,5 Millionen Einwohner ist und
deren anderer grosser Gegenpol von Lausanne gebildet wird. In einem noch grösseren Rahmen multiplizieren sich die Verbindungen mit der benachbarten französischen Region Rhône-Alpes mit ihren 5,6
Millionen Einwohnern.

L’agglomerato urbano di Ginevra convive con diverse frontiere che, schematicamente, possono essere
descritte nel modo seguente :
La quarta frontiera separa i comuni urbani ginevrini,
sviluppatisi soprattutto dopo il 1950, dalla campagna riservata all’agricoltura e dai parchi naturali,
che formano una vera cintura verde attorno alla
parte più densamente edificata dell’agglomerazione.
La prima, la più antica, è quella del centro storico.
Qui, al riparo delle vecchie mura, Calvino fondò
la Roma protestante dove affluirono i protestanti di
tutta Europa. Oggi il nucleo storico con i suoi stretti
vicoli rimane sede delle autorità politiche della Città
e del Cantone.
La quinta frontiera è quella del Cantone di Ginevra,
che essenzialmente è anche frontiera nazionale con
la Francia, visto che Ginevra confina con il resto della Svizzera su una lunghezza di soli 4,5 km, contro
i 103 chilometri con la Francia. Il Cantone conta
440 000 abitanti (di cui il 39% stranieri) e 260 000
posti di lavoro (85% nel terziario).
La seconda frontiera, un po’ più estesa, è rappresentata dai quartieri del XIX secolo. Le loro strade
e piazze spaziose ospitano le grandi strutture di
Ginevra : l’università, il Grand Théâtre, le stazioni,
ecc. A questo periodo risale anche il paesaggio
della Rada di Ginevra con il lungolago, le facciate
regolari, il getto d’acqua, il lago e, in lontananza,
le vette innevate delle Alpi.

posti di lavoro, quest’ultima sconfina sul cantone
del Vaud e su due dipartimenti francesi. Dopo la
Città di Ginevra, le due città più importanti sono
Annemasse in Francia (28 000 abitanti) e Nyon in
Svizzera (16 000 abitanti).
La terza frontiera delimita il territorio della Città di
Ginevra. Il Comune conta 185 000 abitanti, di cui

ATELIERS
L’appel à communications lancé en novembre 2005 a suscité un vif intérêt. En mars 2006, la FIHUAT a
reçu 101 propositions de contributions venues du monde entier. Les communications retenues feront l’objet
de présentations en fin de matinée. Chaque jour, il y aura 4 ateliers à choix, lors desquels une ou plusieurs
communications seront présentées. Les résumés des interventions seront rassemblés dans une brochure qui
sera remise à l’ouverture du Congrès, à chaque participant.
WSM – ATELIERS - POLITIQUES DE GESTION DE L’ÉTALEMENT URBAIN
Quelles forces puissantes ont conduit les villes à s’étaler sur les campagnes, et ce spontanément, sans projet
volontaire ? La mobilité facilitée par l’automobile, la vitesse, les infrastructures de transport, la fiscalité, les
marchés fonciers, le désir de campagne, etc. sont autant de facteurs convergents, dont il s’agit d’abord de
reconnaître les modes de fonctionnement. Cette analyse permet de repérer les leviers à disposition de l’action
publique pour gérer les nouveaux territoires urbains.
WST – ATELIERS - MUTATIONS INSTITUTIONNELLES : FUSIONS, ÉCHELONS ET FORMES DE
COOPÉRATION
La mondialisation et les mutations rapides des réalités locales provoquent un formidable mouvement de réformes et d’innovations institutionnelles. Entre les Etats et les communes, des échelons de gouvernance nouveaux
s’inventent. Leurs formes sont très diverses, allant des fusions créatrices de très grandes communes, aux agglomérations fédérant des groupes de communes ou aux métropoles, associant des agglomérations.
WSW – ATELIERS - VILLES ET SOCIÉTÉS TRANSFRONTALIÈRES : COMMENT VIVRE AVEC LA
FRONTIÈRE ?
Par opposition au village traditionnel, où tout le monde se connaît, le propre de la ville est la rencontre avec
« l’étranger ». Dans les villes transfrontalières, cette familiarité avec l’autre prend de multiples formes qu’illustre notamment la figure du « frontalier », habitant dans un pays et travaillant dans un autre. Maîtrise ou
ignorance des avantages comparatifs, sympathie ou hostilité sont autant de modalités différentes de vivre la
frontière.
DÉBAT DES JEUNES URBANISTES
Ce débat permettra à des étudiants confirmés d’Instituts d’urbanisme suisses, d’Universités et de Hautes écoles supérieures, d’échanger leurs expériences et leurs savoirs sur la recherche et la formation en urbanisme
et de confronter leurs visions sur l’avenir des villes dans le monde.

The call for papers in November 2005 generated a lively response. In March 2006, the IFHP received 101
submissions from throughout the world. The selected papers will be presented at the end of the morning. There
will be four workshops to choose from every day, during which one or more of these papers will be presented.
The abstracts of the papers will be put together in a brochure that will be handed out to every participant at
the opening of the congress.

What powerful forces have led cities to sprawl into the countryside spontaneously without any deliberate
intention ? The mobility provided by the car, speed, transport infrastructures, tax facilities, real-estate markets,
and love of the countryside are just some of the convergent factors which we must first learn to understand.
This analysis will allow us to identify the instruments that the community has to manage new urban territories.

FORMS OF COOPERATION
Globalisation and rapid changes in local realities are resulting in a formidable wave of reforms and institutional innovation. Between the states and local authorities, new levels of governance are being devised. They
take on very divergent forms, from the creative mergers of very large communes to federative agglomerations
of groups of communes, or metropolises bringing together agglomerations.

By contrast with traditional villages, where everybody knows each other, the essence of the city is the encounter with “the stranger”. In cross-border cities, this familiarity with the other takes multiple forms, as is shown in
particular by the concept of the “border inhabitant” who lives in one country and works in another. Mastery
of or ignorance about comparative advantages, sympathy or hostility are all possible ways of living with the
border.
YOUNG PLANNERS’ DEBATE
This debate will allow advanced students at Swiss urban planning institutions, universities and institutions of
higher education to exchange experiences and understanding about research and training in urban planning
and to compare their visions of the future of the world’s cities.

gestossen. Bis März 2006 waren beim IVWSR aus der ganzen Welt 101 Vorschläge für Beiträge eingegangen. Jeweils am Ende des Vormittags werden diese Beiträge Gegenstand von Präsentationen sein. Täglich
stehen vier Workshops zur Auswahl, während derer ein oder mehrere Beiträge präsentiert werden. Die
Zusammenfassungen der Referate werden in einer Broschüre gebündelt, die bei der Kongresseröffnung allen

Welche starken Kräfte haben dazu geführt, dass sich Städte in Richtung des ländlichen Umlands ausbreiten und
dass dies spontan und ohne vorgegebenen Plan geschieht ? Die durch das Automobil, die Geschwindigkeit,
die Infrastrukturen im Transportwesen, die Besteuerungspolitik, den Immobilienmarkt und den Hang zum
Landleben geförderte Mobilität sind zusammenwirkende Faktoren, bezüglich derer man insbesondere die
Funktionsweisen erkennen soll. Die hier vorgestellte Analyse gestattet es, die den Behörden zur Verfügung
stehenden Instrumente zur Verwaltung dieser neuen urbanen Gebiete aufzudecken.

SICH MIT DER GRENZE LEBEN ?
Im Gegensatz zum traditionellen Dorf, wo jeder jeden kennt, ist die charakteristische Eigenschaft der Stadt
das Zusammentreffen mit dem „Fremden“. In den grenzüberschreitenden Städten nimmt der Bekanntheitsgrad
mit dem Anderen vielgestaltige Formen an, was insbesondere die Figur des Grenzgängers illustriert, der im
einen Land wohnt und im anderen arbeitet. Beherrschung oder Unkenntnis der jeweiligen Vorteile, Sympathie
oder aber ablehnende Haltung sind ebensolche unterschiedliche Modalitäten bei einem Leben über Grenzen
hinweg.
DISKUSSION JUNGER STÄDTEPLANER
Diese Debatte wird es erfahrenen Studierenden von Schweizer Urbanistikinstituten, Universitäten und
Hochschulen gestatten, ihre Erfahrungen und ihr Wissen über die Forschung und die Ausgestaltung in der
Urbanistik auszutauschen, sowie ihre Ansichten in Bezug auf die Zukunft der Städte in der Welt einander
gegenüberzustellen.

Quali forze straordinarie hanno spinto le città a disperdersi nelle campagne, spontaneamente, senza progetti

immobiliare, la voglia di ruralità, ecc. sono diversi fattori convergenti di cui bisogna capire i meccanismi.
Quest’analisi consente il reperimento di strumenti d’intervento, di cui si possono avvalere le autorità pubbliche per gestire i nuovi territori urbani.

incarnata dal « frontaliere », che abita in un paese e lavora in un altro. La frontiera viene così vissuta in modi
diversi, nella conoscenza o ignoranza dei vantaggi comparativi, con simpatia o ostilità.
DIBATTITO FRA GIOVANI URBANISTI
Il dibattito offrirà una piattaforma a studenti avanzati di istituti di urbanismo svizzeri, di università e di scuole
universitarie superiori, per uno scambio di esperienze e conoscenze sulla ricerca e la formazione in campo
urbanistico nonché di visioni sul futuro delle città nel mondo.

ST1 – FRONTIÈRES POLITIQUES : TRAVERSER LA FRONTIÈRE, D’UNE RIVE À L’AUTRE
Une agglomération pratiquement continue s’est développée sur un axe est-ouest, reliant les communes urbaines de deux départements français à travers le Canton de Genève. Un des objectifs de la visite est de vous
présenter les principaux projets transfrontaliers en cours tels que l’Aéroport international et le projet territorial
avec le Pays-de-Gex, le projet d’Espace-Rue associant 5 communes françaises et suisses, le projet d’Etoile
d’Annemasse et le Projet d’agglomération franco-valdo-genevois.
Ce circuit franchissant la frontière nationale entre la Suisse et la France, les personnes intéressées sont priées de vérifier
qu’elles disposent des visas et autorisations nécessaires.
ST2 – FRONTIÈRES INSTITUTIONNELLES : LE JARDIN DES NATIONS
Genève est la ville internationale de la Suisse. Le quartier des organisations internationales (ONU, CroixRouge, OMS, OIT, etc.) est un ensemble d’édifices isolés dans des parcs. Lors de cette visite d’étude, le projet
de « Jardin des Nations », qui prévoit de renforcer ce caractère, en dégageant des capacités de développement et en augmentant les espaces verts publics, vous sera détaillé.
ST3 – FRONTIÈRE SOCIALE : MARGES DANS LA VILLE
La ville-centre de l’agglomération abrite une forte proportion de population aux revenus faibles à moyens. Le
parcours vous invite à visiter des quartiers d’habitat social anciens et nouveaux, spontanés et officiels. Aux
abords de la gare de Cornavin, vous découvrirez le quartier des Grottes, la couverture des voies ferrées à
Saint-Jean, le quartier des Ouches ainsi que le projet du couloir de verdure.
ST4 – FRONTIÈRES ET MARGES : PÉRIPHÉRIE ET GRANDS ENSEMBLES
Pendant les années 50-60, Genève fut le premier canton suisse à construire des « grands ensembles » pour
loger les ouvriers de la croissance économique. D’abord inspirée par des modèles français, cette tradition se
poursuit aujourd’hui avec des quartiers illustrant la « nouvelle architecture suisse ». Cette visite vous proposera
de découvrir quelques uns de ces quartiers populaires, tels que la Tourelle, le Pommier ou encore le Lignon.

ST5 – FRONTIÈRE GÉOGRAPHIQUE : FRONTIÈRE INVISIBLE
L’ascension du Salève vous permettra d’embrasser d’un seul regard le bassin genevois et le lac Léman. Dans
ce panorama, il est bien difficile de discerner les frontières. La visite vous emmènera à la « nouvelle Genève »,
au-delà de la frontière. Ensuite, vous traverserez la campagne genevoise, véritable ceinture verte de « l’ancienne Genève », dont les paysages et les panoramas sont magnifiques. Depuis ce point de vue, le lac peut
être perçu à la fois comme lien et comme frontière.

Au coeur de l’agglomération, le projet « Au fil du Rhône » vise à rendre à la promenade les abords du fleuve

Jonction, vous emprunterez les mouettes genevoises pour voguer jusqu’au débarcadère du Mont-Blanc et les
Bains des Pâquis, célèbre lieu genevois de détente et de loisirs.
ST7 – FRONTIÈRES HISTORIQUES : HISTOIRE ET DÉVELOPPEMENT DE GENÈVE
Lors de cette visite de Genève à travers le temps, vous partirez des plus vieux remparts (site archéologique du
parking Saint-Antoine) de la ville. La balade vous déclinera pas à pas les hauts lieux de l’histoire de la cité
(place du Bourg-de-Four, Cathédrale, Maison Tavel, rue de la Cité, rue des Granges) et vous emmènera, pour
conclure, dans la ville du 19ème siècle, au pied des murailles et des façades des demeures patriciennes.
ST8 – FRONTIÈRE TEMPORELLE : LAUSANNE ET LA VALLÉE DU FLON
Lausanne, siège du Comité international olympique, est la deuxième grande ville suisse de la région lémanique. Cette visite vous propose d’en découvrir un quartier : le Flon. Ancienne vallée industrielle aujourd’hui en
pleine reconversion tertiaire et culturelle, le Flon est desservi par une interface de transports publics en plein
développement (RER, chantier du métro). Grâce aux ascenseurs, ponts et passerelles, qui permettent un tour
rapide dans le centre de cette ville en forte pente, vous serez à même de saisir la particularité du lieu.

ST1 – POLITICAL BOUNDARIES : CROSSING THE BORDER FROM
ONE BANK TO THE OTHER
A totally uninterrupted agglomeration has developed on an East-West axis, linking the urban communes in
the two French departments via the Canton of Geneva. One of the aims of the tour is to show you the main
ongoing cross-border projects, such as the international airport and the Pays-de-Gex project, the Espace-Rue
project bringing together five French and Swiss communes, the Etoile d’Annemasse project and the FranceVaud-Geneva project.
This trip crosses the national border between Switzerland and France, and interested persons are asked to check that they
have the required visas and authorisation.
ST2 – INSTITUTIONAL BOUNDARIES : LE JARDIN DES NATIONS
Geneva is Switzerland’s international city. The district housing the international organisations (UN, Red Cross,
WHO, ILO, etc.) brings together buildings that are isolated in parks. This study visit will provide a description
of the “Jardin des Nations” project, the objective of which is to affirm the character of the district by identifying development opportunities and consolidating public green spaces.
ST3 – SOCIAL BOUNDARY : MARGINAL COMMUNITIES IN THE CITY
The city/centre of the agglomeration is home to a large population of people with low or moderate incomes.
The route takes us to new and old, spontaneous and official, social housing areas. In the vicinity of Cornavin
station, you will discover the Grottes district, the covered railway lines in the Saint-Jean area, the Ouches
district, and the greenway enhancement project.
ST4 – BOUNDARIES AND MARGINS : PERIPHERY AND TOWER BLOCKS
During the 1950s and 1960s, Geneva was the first Swiss canton to build “tower blocks” to house the workers
of the booming economy. Initially inspired by French models, this tradition continues today with areas that
exemplify the “new Swiss architecture”. This tour will allow you to discover some of these working-class areas
such as la Tourelle, le Pommier or le Lignon.

ST5 – GEOGRAPHICAL BOUNDARY : INVISIBLE BOUNDARY
From the Saleve, you have a view of the entire Lake Geneva basin and Lake Geneva itself. It is not easy to
see the borders in this view. The tour will take you to the “new Geneva” beyond the border. You will then pass
through the Geneva countryside, a genuine green belt around “old Geneva” with magnificent nature and
views. Seen from here, the lake can be perceived as both link and boundary.
ST6 – SPATIAL BOUNDARY : “ALONG THE RHONE”
At the heart of the agglomeration, the aim of the “Along the Rhone” project is to refurbish the bridges, squares
and quaysides, opening up the riverbanks as places to stroll. The project will be completed in stages, and
calls on younger architects, often in association with artists. This tour will give you the opportunity to learn
about this project, which earned for Geneva the Wakker 2000 award from the Swiss League for National
Heritage. Starting at the Jonction, you will take one of the “mouettes” ferries and sail as far as the Mont-Blanc
landing stage and the Bains des Pâquis, a famous Geneva location for leisure and relaxation.
ST7 - HISTORICAL BOUNDARIES : HISTORY AND DEVELOPMENT OF GENEVA
This trip around historical Geneva starts at the city’s old walls (archaeological site of the Saint Anthony car
park). The will take you step-by-step through the main historical locations of the old city (place du Bourg-deFour, the Cathedral, the Maison Tavel, rue de la Cité, rue des Granges) and will finally bring you to the 19th
century city at the foot of the walls and the facades of the patrician residences.
ST8 – TEMPORAL BOUNDARY : LAUSANNE AND THE FLON VALLEY
Lausanne, which is home to the International Olympic Committee, is the second largest Swiss city in the
Geneva region. This tour will show you one area : the Flon valley. Today, this former industrial valley is in the
full process of tertiary and cultural regeneration. It is served by a public transportation network that is also in
the full process of development (high-speed train service and construction of an underground line). Thanks to
the lifts and bridges, which allow you to move around quickly on the steep inclines of the city centre, you will
be given the opportunity to appreciate the individuality of the location.

ST1 – POLITISCHE GRENZEN : GRENZGÄNGE, VON UFER ZU UFER
Quer durch den Kanton Genf hat sich in Ost-West-Richtung eine praktisch ununterbrochene bebaute Zone
entwickelt, die städtische Gemeinden von zwei französischen Departements quer durch den Kanton Genf verbindet. Eines der Ziele des Besuchs ist es, Ihnen die wichtigsten, im Bau befindlichen grenzüberschreitenden
Projekte vorzustellen, wie etwa den internationalen Flughafen und das territoriale Projekt mit dem Pays-deGex, das Projekt Espace-Rue, in dem fünf französische und Schweizer Gemeinden verbunden werden, das
Projekt Etoile d’Annemasse und das Agglomerationsprojekt zwischen Frankreich, dem Kanton Waadt und
Genf.
Bei dieser Fahrt wird die Staatsgrenze zwischen der Schweiz und Frankreich überschritten ; interessierte Teilnehmer werden gebeten, sich vorher zu vergewissern, dass sie über die notwendigen Visa und Berechtigungen verfügen.

dieses Charakters vorgesehen ist, indem man die Entwicklungskapazitäten identifiziert und die öffentlichen
Grünanlagen stärker betont.
ST3 – SOZIALE GRENZE : RANDZONEN DER STADT
Das Stadtzentrum des Ballungsraumes weist einen grossen Bevölkerungsanteil mit niedrigen bis mittleren
Einkommen auf. Die Route lädt Sie dazu ein, alte und neue, sowohl spontan entstandene als auch von den
Behörden geplante Viertel mit Sozialwohnungen zu besuchen. Am Rande des Bahnhofs von Cornavin werden
Sie das Viertel der Grottes entdecken, die Bahnlinie nach Saint-Jean, das Stadtviertel der Ouches sowie das
Projekt des Grünen Korridors.

Die Fahrt auf den Salève wird es Ihnen ermöglichen, mit einem einzigen Blick das Genfer Becken und den
Genfer See zu überschauen. In diesem Panorama ist es durchaus schwierig, Grenzen zu erkennen. Der
Besuch wird Sie dann zum neuen Genf führen, jenseits dieser Grenze. Anschliessend durchqueren Sie das
Genfer Land, einen echten grünen Gürtel um das alte Genf, dessen Landschaften und Panoramen grossartig
sind. Von diesem Aussichtspunkt aus lässt sich der See sowohl als Verbindung als auch als Grenze erkennen.
Bei dieser Fahrt wird die Staatsgrenze zwischen der Schweiz und Frankreich überschritten ; interessierte Teilnehmer werden gebeten, sich vorher zu vergewissern, dass sie über die notwendigen Visa und Berechtigungen verfügen.
ST6 – RÄUMLICHE GRENZE : „DEM RHEIN ENTLANG“
Mitten im Stadtbereich zielt das Projekt „Dem Rhein entlang“ darauf ab, die Flussufer zu einer Promenade
umzufunktionieren und dabei die (Fussgänger)brücken, Plätze und Kaianlagen neu zu beleben. Die schrittweise Realisierung ist eine Herausforderung an junge Architekten, die vielfach mit Künstlern zusammenarbeiten. Dieser Besuch wird Ihnen die Gelegenheit bieten, das Projekt, mit dem die Stadt Genf den Preis Wakker
2000 des Schweizer Heimatschutzes errungen hat, näher kennenzulernen. Ausgehend von der Jonction werden Sie mit dem Boot bis zur Montblanc-Landungsbrücke und den Bains des Pâquis fahren, einem bekannten
Genfer Erholungs- und Ausflugsort.
ST7 – HISTORISCHE GRENZEN : GESCHICHTE UND ENTWICKLUNG VON GENF
Dieser Besuch an das Genf über die Zeitalter hinweg beginnt bei den ältesten Resten der Festungsmauern
der Stadt (Ausgrabungsstelle beim Parkplatz Saint-Antoine). Der Spaziergang führt Sie Schritt für Schritt
entlang den Höhepunkten der Stadtgeschichte (Place du Bourg-de-Four, Kathedrale, Maison Tavel, rue de
la Cité, rue des Granges) und bringt Sie abschliessend in die Stadt des 19. Jahrhunderts, an den Fuss von
Wandmalereien und Fassaden von Patrizierhäusern.
ST8 – ZEITLICHE GRENZE : LAUSANNE UND DAS FLON-TAL
Lausanne, Sitz des Internationalen Olympischen Komitees, ist die zweite grosse Schweizer Stadt in der
Region um den Genfer See. Dieser Besuch führt Sie in das Stadtviertel Flon. Einst ein von der Industrie geprägtes Tal, heute im vollen Wandel hin zu tertiären und kulturellen Einrichtungen, wird Flon zurzeit an ein
öffentliches Verkehrsnetz angebunden (Schienennahverkehr, Metrobaustelle). Mit Hilfe von Aufzügen und
(Fussgänger)brücken, die eine schnelle Besichtigungstour dieser an einem stark geneigten Hang angelegten
Stadt ermöglichen, werden Sie selbst das besondere Flair dieses Ortes erleben.

Lungo l’asse est-ovest si è sviluppata un’agglomerazione praticamente continua, che collega i comuni urbani
di due dipartimenti francesi attraverso il Cantone di Ginevra. Uno degli obiettivi della visita è di presentarvi
le principali iniziative transfrontaliere in cantiere, come l’aeroporto internazionale e il progetto territoriale
con il Pays-de-Gex, il progetto Espace-Rue che coinvolge 5 comuni francesi e svizzeri, il progetto Etoile d’Annemasse e quello di agglomerazione franco-valdo-ginevrino.
Poiché il circuito attraversa i confini fra Svizzera e Francia, gli interessati sono pregati di verificare di essere in possesso
dei visti e autorizzazioni necessarie.

La città-centro dell’agglomerazione ospita un numero elevato di cittadini dal reddito medio-basso. Il percorso
vi invita a visitare i quartieri dall’habitat sociale vecchio e nuovo, spontaneo e ufficiale. Nei pressi della
stazione Cornavin, scoprirete il quartiere delle Grottes, la copertura dei binari a Saint-Jean, il quartiere di
Ouches nonché il progetto di un corridoio verde.
ST4 – FRONTIERE E MARGINI : PERIFERIA E GRANDI COMPLESSI
Negli anni 50-60, Ginevra fu il primo cantone svizzero a costruire grandi complessi destinati agli operai, artefici della crescita economica. In un primo tempo d’ispirazione francese, questa tradizione prosegue ancora
oggi con i quartieri della « nuova architettura svizzera ». Questa visita vi propone di scoprire alcuni di questi
quartieri popolari, come la Tourelle, il Pommier o il Lignon.

ST5 – FRONTIERA GEOGRAFICA : FRONTIERA INVISIBILE
In cima al monte Salève potrete ammirare il magnifico colpo d’occhio del bacino ginevrino e del lago
Lemano. In questo panorama è difficile vedere le frontiere. La visita vi condurrà nella « nuova Ginevra », al di
là della frontiera. Attraverserete poi la campagna ginevrina, una vera e propria cintura verde della « vecchia
Ginevra », dove potrete ammirare paesaggi e panorami mozzafiato. In quest ottica, il lago può essere visto
sia come legame che come frontiera.
ST6 – FRONTIERA SPAZIALE : « LUNGO IL RODANO »
Nel cuore dell’agglomerazione, il progetto « Au fil du Rhône » è destinato a ricreare un lungofiume, grazie
alla riabilitazione di ponti, passerelle, piazze e banchine. La graduale realizzazione si avvale di due giovani
architetti, spesso affiancati da artisti. Questa visita sarà un’occasione per conoscere meglio questo progetto
che è valso alla Città di Ginevra il premio Wakker 2000 della Lega svizzera del patrimonio nazionale.
Partendo dalla Jonction, salirete sui battelli per navigare fino allo scalo del Mont-Blanc e ai Bains des Pâquis,
i celebri bagni di Ginevra, luogo di svago e relax.
ST7 – FRONTIERE STORICHE : STORIA E SVILUPPO DI GINEVRA
In questo viaggio nel tempo, partirete dai bastioni più antichi (sito archeologico del parcheggio SaintAntoine) della città. Lungo il percorso passerete nei luoghi più memorabili della storia cittadina (place du
Bourg-de-Four, Cattedrale, Maison Tavel, rue de la Cité, rue des Granges) per giungere nella città del XIX
secolo, ai piedi delle mura e delle facciate di case patrizie.
ST8 – FRONTIERA TEMPORALE : LOSANNA E LA VALLE DEL FLON
Losanna, sede del Comitato Internazionale Olimpico, è la seconda grande città svizzera della regione del
Lemano. La visita vi propone la scoperta di un quartiere : il Flon. In passato valle industriale, oggi in piena
riconversione terziaria e culturale, il Flon gode di un’infrastruttura di trasporti pubblici in rapido sviluppo
(passante, metro in costruzione). Grazie ad ascensori, ponti e passerelle, che consentono di visitare più velocemente questa città dalle forti pendenze, sarete in grado di conoscere nuovi luoghi.

Ce circuit s’effectuera dans l’un des anciens bateaux du Lac Léman, le plus grand d’Europe de l’Ouest. La
première halte se fera au port d’Evian (France), lieu où se conclurent les Accords d’Evian entre la France et
l’Algérie en 1962.
A Evian, vous pourrez vous imprégner de l’ambiance balnéaire, vous détendre à la buvette 1900 et admirer
les grands hôtels, le casino et le musée Lumière. Ensuite, un autre bateau vous conduira à Lausanne (Suisse),
la deuxième grande ville du bord du lac, siège du Comité international Olympique. Ici, vous aurez également
l’occasion de goûter à l’ambiance détendue du port d’Ouchy, de visiter le Musée olympique et de faire du
shopping au centre-ville.

Ce circuit vous offrira la chance de franchir deux fois les Alpes et de visiter trois pays en une journée. Quittant
Genève, l’autoroute vous conduira à Chamonix (France), au pied du Mont-Blanc, le plus haut sommet de l’Europe (4807 mètres). Place aux chalets, aux pentes enneigées et à la Mer de Glace ! Le tunnel du Mont-Blanc
(11,6 kilomètres) vous amènera ensuite en Italie, dans le pittoresque Val d’Aoste, aux maisons couvertes de
toits d’ardoises. Le retour en Suisse se fera par la route du Grand Saint-Bernard et ses lacets vertigineux, avec
des panoramas à vous couper le souffle.

d’Annecy vous accueillera dans ses rues moyenâgeuses aux nombreuses boutiques et au patrimoine historique prestigieux. Ses quais fleuris donnent sur un paysage de lac et de montagnes d’une grande beauté.
Le circuit vous conduira dans un deuxième temps autour du Lac du Bourget, région natale d’Alphonse de
Lamartine, puis rejoindra la vallée du Rhône et ses routes pittoresques pour le retour à Genève.

PC4 – ZERMATT ET LE GLACIER D’ALETSCH

Ce circuit vous emmènera pendant deux jours dans les plus hautes montagnes des Alpes suisses. L’élégante
station de Zermatt, entourée de 38 sommets de plus de 4000 mètres, dont le Cervin (ou Matterhorn), célèbre
montagne emblématique de la Suisse, saura sûrement vous séduire par son architecture alliant tradition et
modernité. Passant de l’autre côté du Rhône, vous grimperez alors jusqu’au glacier d’Aletsch, inscrit au patrimoine mondial de l’UNESCO depuis 2001, long de 24 km et entouré de pentes enneigées grimpant jusqu’à
3100 mètres d’altitude ainsi que de stations de sports d’hiver où les voitures sont interdites.

Le circuit de trois jours vous invite à remonter aux sources de la Suisse. Votre première visite vous conduira à
la Berne fédérale, capitale du pays. La vieille ville dominant l’Aar, ses fontaines et ses rues bordées d’arcades
forment un ensemble exceptionnel, inscrit au patrimoine mondial de l’Unesco depuis 1983 (Palais fédéral,
Fosse aux ours, nombreux musées, dont le récent Musée Paul Klee conçu par l’architecte Renzo Piano). De
là, vous rejoindrez Lucerne, ville festivalière au bord du Lac des Quatre-Cantons aux nombreux musées, dont
le Musée suisse des transports, avec son petit pont de bois couvert et ses paysages idylliques. Une excursion
autour du lac vous emmènera sur les traces de la Suisse primitive, célébrant les souvenirs de Guillaume Tell
et des gestes fondateurs du pays.
Tous ces circuits sont accompagnés par des guides anglophones. Les prix comprennent les déplacements, les
guides, les droits d’entrée et les repas. L’hébergement est compris dans les circuits PC4 et PC5.
En-dessous de 20 inscriptions, la visite post-Congrès est annulée. Dans tous les cas, les inscrits seront avertis

Geneva is located at the heart of Europe and so it is a meeting place for numerous cultures. From here, you
can extend your stay with visits to Swiss or French towns, or to the renowned alpine countryside on the border
between France, Italy and Switzerland.
ONE-DAY TOURS
PC1 – GENEVA - EVIAN - LAUSANNE
THURSDAY, 14 SEPTEMBER 2006 (8:30-18:30)
This tour will be conducted in one of the old boats on Lake Geneva, the largest lake in Western Europe. The
first stop will be at the port of Evian (France), where France and Algeria signed the Evian Accords in 1962.
In Evian, you will have the opportunity to soak up the atmosphere of the resort, relax at the 1900 bar and to
admire the grand hotels, the casino and the Lumière Museum. Another boat will then take you to Lausanne
(Switzerland), the second large city on the edge of the lake and home to the International Olympic Committee.
Here, you will also have the opportunity to enjoy the relaxed atmosphere of the port of Ouchy, to visit the
Olympic Museum and go shopping in the city centre.
PC2 – GENEVA - CHAMONIX - MONT-BLANC TUNNEL - SAINT-BERNARD PASS
This tour will give you the opportunity to cross the Alps twice and to visit three countries in a single day. You
leave Geneva on the motorway that takes you to Chamonix (France), to the foot of Mont-Blanc, Europe’s highest mountain at 4,807 metres. Time for chalets, snowy slopes and the Sea of Ice ! You will then pass through
the Mont-Blanc tunnel (11.6 kilometres) to Italy, emerging in the picturesque Val d’Aoste with its slate-roof
houses. You will return to Switzerland via the Saint-Bernard Pass and its dizzying hairpin bends and breathtaking views.
PC3 – GENEVA - ANNECY - BANKS OF THE RHONE
Lake Annecy (France) is smaller than Lake Geneva, but equally charming. During this tour, the old town of
Annecy will welcome you in its mediaeval streets, where you will find numerous shops and a dazzling historical heritage. The lakeside, with its floral displays, affords a wonderful view of the lake and the mountains.
The tour will then take you around Lake Bourget, the birthplace of the French writer Alphonse de Lamartine,
before returning to the Rhone valley and its picturesque roads on the way back to Geneva.

PC4 – ZERMATT AND THE ALETSCH GLACIER
THURSDAY, 14 SEPTEMBER (7:30) TO FRIDAY, 15 SEPTEMBER 2006 (19:30)
This two-day trip will take you to the highest mountains of the Swiss Alps. The elegant resort of Zermatt, which
is surrounded by 38 peaks higher than 4000 metres, including the Cervin (or Matterhorn), the famous mountain symbol of Switzerland, will charm you with its architecture, a combination of tradition and modernity.
Moving to the other banks of the Rhone, you will then climb to the Aletsch glacier, which has been listed as a
UNESCO World Heritage site since 2001. It is 24 kilometres long and surrounded by snowy slopes ascending to 3100 metres, as well as winter sports resorts where cars are forbidden.
THREE-DAY TOUR
PC5 – BERN, LUCERNE, LAKE OF THE FOUR CANTONS
THURSDAY, 14 SEPTEMBER (8:00) TO SATURDAY, 16 SEPTEMBER 2006 (18:00)
The three-day tour invites you to delve into the origins of Switzerland. Your first visit will be to federal Bern, the
capital of the country. The old town dominating the Aar, the fountains and its streets lined with arcades form
an exceptional whole which has been listed as a UNESCO World Heritage site since 1983 (Federal Palace,
the bear pits and numerous museums, including the new Paul Klee Museum designed by the architect Renzo
Piano). From here, you will go back to Lucerne, the festival city on the banks of the Lake of the Four Cantons
with its numerous museums, including the Swiss Transport Museum, and its small covered wooden bridge
and its idyllic scenery. An excursion around the lake will take you back to early Switzerland, celebrating the
memory of William Tell and the first steps in the establishment of the country.
All the trips will be conducted by English-speaking
guides. The fees include transport, guides, entrance
tickets and meals. Tours PC4 and PC5 include accommodation.
Post-congress tours will be cancelled if there are
fewer than 20 participants The visitors will be informed by e-mail whether the visit will take place or
not by July 15 2006 at the latest.

zwischen Frankreich, Italien und der Schweiz besuchen..
TAGESEXKURSIONEN
PC1 – GENF - EVIAN - LAUSANNE
DONNERSTAG, 14. SEPTEMBER 2006 (8.30-18.30 UHR)
Diese Exkursion erfolgt in einem der alten Schiffe auf dem Genfer See, dem grössten See Westeuropas. Die
erste Anlaufstelle wird der Hafen von Evian in Frankreich sein, wo 1962 zwischen Frankreich und Algerien
das Abkommen von Evian geschlossen wurde.
In Evian können Sie die Atmosphäre eines Badeortes erleben, sich bei der Trinkhalle aus dem Jahre 1900
entspannen und die grossen Hotels, das Casino und das Lumière-Museum bewundern. Danach führt Sie das
Schiff nach Lausanne in der Schweiz, der zweiten grossen Stadt am Ufer des Sees und Sitz des Internationalen
Olympischen Komitees. Hier werden Sie auch die Gelegenheit haben, die entspannte Atmosphäre am Hafen
von Ouchy zu erfahren, das Olympische Museum zu besuchen oder im Stadtzentrum Einkäufe zu tätigen.

PC2 – GENF - CHAMONIX - MONTBLANC-TUNNEL - SANKT-BERNHARD-PASS
Auf dieser Exkursion werden Sie an einem Tag die Alpen zweimal überqueren und drei Länder bereisen.
Nach dem Verlassen von Genf führt die Autobahn über Chamonix (Frankreich) zum Fusse des Montblanc, mit
4807 Metern dem höchsten Berg Europas. Es ist der Ort der Skihütten, der beschneiten Hänge und des Mer
de Glace. Durch den 11,6 km langen Montblanc-Tunnel gelangen Sie nach Italien in das malerische Aostatal
mit seinen schindelgedeckten Häusern. Die Rückfahrt in die Schweiz erfolgt über die Route des Grossen Sankt
Bernhard mit seinen steilen Serpentinen und atemberaubenden Panoramen.

PC3 – GENF - ANNECY - RHONE-UFER
Kleiner als der Genfer See hat der Lac d’Annecy in Frankreich durchaus auch seinen Charme. Auf dieser
Exkursion wird Sie die Altstadt von Annecy mit ihren mittelalterlichen Strässchen und zahlreichen kleinen
Läden und dem beeindruckenden historischen Erbe begrüssen. Die blumengeschmückten Kaianlagen geben
den Blick frei über eine See- und Berglandschaft von grosser Schönheit. Die Fahrt führt Sie dann ein zweites
Mal um den Lac du Bourget, der Geburtsregion von Alphonse de Lamartine, und führt anschliessend über das
Rhone-Tal und seine malerischen Strassen zurück nach Genf.

Auf dieser Fahrt werden Sie an zwei Tagen durch die höchsten Bergregionen der Schweizer Alpen geführt.
Der elegante Ort Zermatt, umgeben von 38 Viertausendern, von denen das Matterhorn der berühmteste Berg
der Schweiz ist, wird Sie gewiss mit seiner Architektur überzeugen, die Tradition mit Moderne vereint. Bei
der Fahrt entlang dem anderen Rhone-Ufer werden Sie bis zum Aletschgletscher geführt, der seit 2001 zum
Welterbe der UNESCO gehört. Er weist eine Länge von 24 km auf und ist umgeben von beschneiten Flanken
bis in eine Höhe von 3100 m sowie von Wintersportorten, in denen Autos tabu sind.

PC5 – BERN, LUZERN, VIERWALDSTÄTTERSEE

Diese dreitägige Exkursion bezweckt, Sie zu den Ursprüngen der Schweiz zu führen. Die erste Station wird
das eidgenössische Bern sein, die Hauptstadt des Landes. Die Altstadt, die den Fluss Aare beherrscht, ihre
Brunnen und ihre von Laubengängen gesäumten Strassen bilden ein aussergewöhnliches Ganzes, seit 1983
Teil des Weltkulturerbes der UNESCO (eidgenössischer Palast, Bärengraben, zahlreiche Museen, darunter
das vom Architekten Renzo Piano geschaffene Paul-Klee-Museum). Von dort führt die Fahrt weiter nach Luzern,
der Festivalstadt am Ufer des Vierwaldstättersees mit ihren zahlreichen Museen, darunter dem Schweizer
Verkehrsmuseum, der Kapellbrücke, einer kleinen überdachten Holzbrücke, und idyllischen Landschaften.
Eine Exkursion rund um den See führt Sie zu den Ursprüngen der Schweiz, wo die Erinnerungen an Wilhelm
Tell und die Ereignisse bei der Gründung des Landes lebendig erhalten werden.
Alle Exkursionen werden von englischsprachigen
Führern begleitet. Im Preis sind die Beförderung, die
Führer, die Eintrittspreise und die Mahlzeiten enthalten. Bei den Exkursionen PC4 und PC5 ist/sind
auch die Übernachtung(en) enthalten.
Bei weniger als 20 Anmeldungen finden die
Exkursionen nicht statt. Die Teilnehmer werden bis
spätestens am 15. Juli 2006 schriftlich darüber informiert, ob die jeweilige Exkursion stattfindet oder

Nel cuore dell’Europa, Ginevra è un crocevia di diverse culture. Da qui potrete prolungare il vostro soggiorno visitando città svizzere e francesi, o famose località alpine alla frontiera fra la Francia, la Svizzera e
l’Italia.
CIRCUITI DI UNA GIORNATA
PC1 – GINEVRA - EVIAN - LOSANNA
GIOVEDÌ 14 SETTEMBRE 2006 (8:30-8:30)
L’escursione avverrà con uno dei battelli storici del lago Lemano, il più grande dell’Europa occidentale. Il
primo scalo sarà nel porto di Evian (Francia), cittadina in cui fu siglato il celebre Accordo di Evian fra la
Francia e l’Algeria nel 1962.
A Evian, potrete respirare l’atmosfera di questa località termale, rilassarvi alla buvette 1900 e ammirare i
grandi alberghi, il casinò e il museo Lumière. Un altro battello vi condurrà poi a Losanna (Svizzera), la seconda grande città in riva al lago, sede del Comitato Internazionale Olimpico. Qui potrete svagarvi e godervi
la calma del porto di Ouchy, visitare il Museo olimpico e fare un po’ di shopping in centro.
PC2 – GINEVRA - CHAMONIX - GALLERIA DEL MONTE BIANCO – PASSO DEL SAN BERNARDO
Durante questa escursione avrete l’occasione di attraversare due volte le Alpi e visitare tre paesi in un solo
giorno. Partendo da Ginevra, l’autostrada vi condurrà a Chamonix (Francia), ai piedi del Monte Bianco, la
cima più alta d’Europa (4807 metri). Via libera a chalet, a pendii innevati e al Mare di Ghiaccio ! La galleria del Monte Bianco (11,6 chilometri) vi porterà poi in Italia, nella pittoresca Val d’Aosta, dai tetti ricoperti
d’ardesia. Il ritorno in Svizzera avverrà sulla strada del Gran San Bernardo, con le sue curve vertiginose e
un panorama mozzafiato.
Poiché il circuito attraversa i confini fra Italia, Svizzera e Francia, gli interessati sono pregati di verificare di essere in
possesso dei visti e autorizzazioni necessarie.
PC3 – GINEVRA - ANNECY – RIVE DEL RODANO
Più piccolo del lago Lemano, il lago di Annecy (Francia) è altrettanto ameno. In questa escursione visiterete il
centro storico di Annecy, con le sue stradine medioevali, i suoi negozietti e il prestigioso patrimonio storico. Il
lungolago in fiore e lo sfondo montagnoso offrono una splendida cornice alla città. Il circuito vi condurrà poi
nei pressi del lago di Bourget, regione natale di Alphonse de Lamartine, per raggiungere la valle del Rodano
e le sue strade pittoresche per ritornare a Ginevra.

Questa escursione vi condurrà per due giorni verso le più alte montagne delle Alpi svizzere. L’elegante località di Zermatt, circondata da 38 cime di oltre 4000 metri, fra cui il Cervino (o Matterhorn), celebre montagna
emblematica della Svizzera, riuscirà a sedurvi anche per la sua architettura, riuscito connubio di tradizione e
modernità. Sull’altro lato del Rodano, salirete fino al ghiacciaio dell’Aletsch, iscritto nel patrimonio mondiale
dell’UNESCO dal 2001, lungo 24 km e costellato di vette che arrivano fino a 3100 metri di altitudine e di
stazioni sciistiche dove le auto sono messe al bando.

Questa escursione di tre giorni vi invita a scoprire le origini della Svizzera. La prima tappa vi condurrà a
Berna, capitale elvetica. Il centro storico che domina il fiume Aar, le sue fontane e i portici sono un gioiello di
straordinaria unità stilistica, iscritto nella lista del patrimonio mondiale dell’Unesco dal 1983 (Palazzo federale, Fossa degli orsi, diversi musei, fra cui il recente Museo Paul Klee realizzato dall’architetto Renzo Piano).
Da qui ripartirete per Lucerna, città di festival, situata sulle rive del lago dei quattro Cantoni : vi attendono
numerosi musei, fra cui il Museo svizzero dei trasporti, il ponte coperto in legno e gli splendidi paesaggi.
Una gita attorno al lago vi porterà sulle tracce della Svizzera primitiva, alla scoperta di Guglielmo Tell e delle
gesta dei fondatori del paese.
Tutte le gite sono accompagnate da guide di lingua inglese. Il prezzo comprende i tragitti, le guide, i biglietti
d’ingresso e i pasti. Il pernottamento è incluso nei circuiti
PC4 e PC5.
Al di sotto delle 20 iscrizioni, la visita dopo congresso è
annullata. In ogni caso, le personne iscritte saranno informate per e-mail, entro il 15 luglio 2006, in merito allo
svolgimento o all’annullamento della visita.

ANNULATION
Les annulations mentionnant le nom et le numéro
d’inscription du congressiste doivent être effectuées
par écrit et adressées au bureau de la FIHUAT à
La Haye. Pour les annulations reçues avant le 31
juillet 2006, les congressistes recevront une restitution de 75 % des droits payés. Pour les annulations
reçues après le 31 juillet, aucune restitution ne sera
effectuée. Le remboursement aura lieu entre 30 et
60 jours après réception de l’annulation. La nonparticipation au Congrès ne constitue pas une annulation.

CANCELLATION
Cancellations should be made in writing, stating
the name and the registration number for the congress participant, and sent to the IFHP office in The
Hague. 75% of the fee will be returned to participants if cancellations are received before 31 July
2006. No reimbursements will be made for cancellations received after 31 July. Reimbursements will
take place between 30 and 60 days after receipt of
cancellation. Failure to attend the congress will not
constitute cancellation.

English-speaking guides. Persons interested in tours
that cross national borders (between Switzerland,

STORNIERUNG
Stornierungen haben, unter Nennung des Namens
und der Anmeldenummer des Kongressteilnehmers,
schriftlich an die Adresse des IVWSR-Büros
in Den Haag (Niederlande) zu erfolgen. Für
Stornierungen vor dem 31. Juli 2006 erhalten die
Kongressteilnehmer eine Rückerstattung von 75%
der bezahlten Teilnahmekosten. Die Rückerstattung
geschieht zwischen 30 und 60 Tagen nach Eingang

ANMELDUNG UND BEZAHLUNG FÜR
NACHKONGRESS-EXKURSIONEN
Sie werden gebeten, für Nachkongress-Exkursionen
das anliegende Anmeldeformular (auf englisch)
zu verwenden. Die fünf Exkursionen werden von
englischsprachigen Führern begleitet. Teilnehmer,
die sich für Exkursionen interessieren, bei denen
Staatsgrenzen zwischen der Schweiz, Frankreich
oder Italien überschritten werden, werden gebeten sicherzustellen, dass sie über die notwendigen
Papiere zum Grenzübertritt verfügen. Die Preise
enthalten die Beförderung, die Führer, die Eintritte
und die Mahlzeiten sowie für die Exkursion PC4 die
Übernachtung für eine Nacht und für die Exkursion
PC5 die Übernachtung für zwei Nächte.
Den Teilnehmern wird spätestens am 15. Juli 2006
eine Anmeldebestätigung zugesandt.

ANNULLAMENTI
LE TASSE D’ISCRIZIONE INCLUDONO LE
SEGUENTI PRESTAZIONI :
Congressisti : partecipazione a tutte le sessioni plenarie e parallele, colazioni e rinfreschi durante le
pause, visita della città la domenica, ricevimento
inaugurale la domenica e documentazione del congresso.
Non sono comprese : le visite di studio, le serate e
le gite dopo il congresso.
Gli annullamenti, corredati di nome e numero
d’iscrizione del congressista, dovranno essere effettuati per iscritto e inviati all’Ufficio della FIHUAT
all’Aia : per gli annullamenti ricevuti prima del 31
luglio 2006, i congressisti riceveranno un rimborso del 75% delle tasse pagate. Per quelli pervenuti
dopo il 31 luglio, non vi saranno rimborsi. Il rimborso avverrà dai 30 ai 60 giorni dopo il ricevimento
dell’annullamento. La mancata partecipazione al
congresso non costituisce un annullamento.
L’iscrizione non è trasferibile.
Persone accompagnanti : visita della città, partecipazione al ricevimento inaugurale della domenica
e alle tre visite del programma per persone accompagnanti nonché le colazioni consumate nei locali
del congresso.
ISCRIZIONE ALLE GITE DOPO IL CONGRESSO
E PAGAMENTO
Utilizzare l’apposito tagliando d’iscrizione (in inglese) qui allegato. I cinque circuiti saranno accompagnati da guide di lingua inglese. Gli interessati
a una gita che attraversa una frontiera nazionale
(fra Svizzera, Francia o Italia) sono pregati di verificare di essere in possesso delle autorizzazioni
necessarie. Il prezzo comprende i trasferimenti, le
guide, gli ingressi e i pasti nonché, per la gita PC4,
il pernottamento per una notte e, per la gita PC5, il
pernottamento per due notti.
Una conferma d’iscrizione sarà inviata ai partecipanti entro il 15 iuglio 2006.
MODALITÀ DI PAGAMENTO
Dopo il ricevimento del tagliando d’iscrizione all’Ufficio congressuale, la FIHUAT emetterà una fattura
a vostro nome. Siete pregati di versare l’importo
dovuto DOPO il ricevimento della fattura. I pagamenti devono essere effettuati in EURO, con carta
di credito, bonifico bancario o assegno.

Par avion
L’aéroport international de Genève (GVA) est desservi par de nombreuses lignes directes mondiales
et européennes. Il est relié par le rail à l’aéroport

Il se situe à 10 minutes du centre de Congrès (bus

Par le train

THE WAY TO GENEVA
By plane
There are numerous direct flights to Geneva international airport (GVA) from international locations.
There is a rail link to Zurich airport and a motorway
link to Lyon (Saint-Exupéry).
The airport is 10 minutes away from the congress
centre (bus 28) and 15 minutes from the city centre
(bus 10 or 28, full fare CHF 3.00).
By train
Geneva is a part of the European high-speed network. Cornavin station is three and a half hours
from Paris and Marseille (French TGV) and three
and three quarter hours from Milan (Cisalpino).

The IFHP, the local organisers and the Congress bureau accept no liability whatsoever for any bodily
harm suffered by the congress participants and/or

Mit dem Flugzeug

zu erreichen.

Die Simultanübersetzung erfolgt in deutscher,

Der IVWSR, die lokalen Veranstalter und das

IFHP FILM/VIDEO COMPETITION
Dans le cadre de son 50e Congrès mondial, la
FIHUAT organise le 12e concours international de
films et de productions vidéo sur des environnements
bâtis. Il peut s’agir de productions individuelles ou
collectives, émanant de professionnels expérimentés ou d’étudiants.
Les films et les productions vidéo reçues seront jugés
par un jury international.
As part of its 50th World Congress, the IFHP is organising the 12th international film and video competition on the built environment. Entries may be individual or collective productions from experienced
professionals or students.
The films and videos received in Geneva by 25
August 2006 at the latest will be judged by an international jury.
Les trois meilleures productions recevront les récompenses suivantes :
• Premier prix :
4000 €
• Deuxième prix : 3000 €
• Troisième prix : 2000 €
The three best productions will receive the following
prizes :
• First prize :
4000 €
• Second prize : 3000 €
• Third prize :
2000 €
En outre, trois à huit productions se verront attribuer
des mentions honorables.
In addition, between three and eight entries will be
granted honourable mentions.
Le film ou production vidéo gagnante fera l’objet
d’une présentation lors de la cérémonie officielle
de remise des prix, dimanche 10 septembre 2006.
Deux autres réalisations primées et une sélection du
jury sont également présentées lors du congrès.

Le thème général du concours 2006 est La vie urbaine, ses frontieres et ses transformations.
Ce thème se décline en trois sous-thèmes :
a) la vie au-delà des frontières
b) repenser les banlieues
c) la ville invisible.
The general theme of the 2006 competition is Urban
Life : Boundaries And Transformations.
This theme can be broken down into three subthemes :

E PRODUZIONI VIDEO
Im Rahmen seines 50. Weltkongresses veranstaltet der IVWSR zum 12. Mal einen internationalen Film- und Video-Wettbewerb über die gebaute
Umgebung. Dabei kann es sich um individuelle
oder Gemeinschaftsproduktionen handeln, die von
erfahrenen Fachkräften oder aber von Studenten
hergestellt werden.
Film- und Video-Produktionen, die bis spätestens 25.
August 2006 in Genf eintreffen, werden von einer
internationalen Jury beurteilt.
Nell’ambito del suo 50° Congresso mondiale, la
FIHUAT organizza il 12° concorso internazionale
per filmati e produzioni video sugli ambienti edificati. Sono ammesse produzioni individuali o collettive, effettuate sia da professionisti di lunga data sia
da studenti.
I filmati e le produzioni video, pervenute a Ginevra
entro il 25 agosto 2006, saranno valutate da una
giuria di esperti internazionali.
Für die drei besten Produktionen werden folgende
Preise verliehen :
• Erster Preis :
4 000 €
• Zweiter Preis : 3 000 €
• Dritter Preis :
2 000 €
Darüber hinaus erhalten drei bis acht Produktionen
ehrenvolle Erwähnungen.
Der siegreiche Film- bzw. Video-Produktion wird im
Zuge der offiziellen Preisverleihung am Sonntag,
den 10. September 2006 vorgeführt. Die beiden
anderen preisgekrönten Produktionen und eine
Auswahl der Jury werden ebenfalls im Verlauf des
Kongresses präsentiert.
Das allgemeine Thema des Wettbewerbs 2006 lautet : Leben in der stadt – eingrenzungen und transformationen.
Dieses Thema gliedert sich in drei Unterthemen :
a) Leben in Ausgrenzungen
b) Überwindung der Vorstadt-Abschottung
c) Die unsichtbare Stadt
Die Filme und Videos sind bis spätestens 25. August
