(KMP) said yesterday that
the petition filed recently
by Hacienda Luisita farm
workers before the Supreme Court was “essentially to stop the conspiracy between the President’s family, the Cojuangcos of Tarlac, and the Department of Agrarian Reform in circumventing land
distribution in the hacienda.”
The KMP clarified this
in reaction to a statement
of Agrarian Reform Sec.
Virgilio Delos Reyes that

ANGELES CITY- The Balibago
Waterworks System, Inc.
(BWSI) Group of Companies
marks this month its 55th year,
with assurance of a continuing
efficient and safe water supply
for a growing number of consumers now spread out far beyond
the limits of this city’s commercial Barangay Balibago.
“When the new investment
group bought BWSI from the
original founders in 1998, they
didn’t realize that much of the
Philippines outside of Metro
Manila was in dire need of water. As the new management
team began to efficiently oper-
ate the one and only franchise
in Barangay Balibago, they were
approached by local government
officials from various municipalities in Luzon asking BWSI to
invest in water systems for their
constituents. We invested in a
franchise here and a franchise
there, and gradually we expanded
our
coverage,”
said BWSI Deputy Managing
Director Criselle Alejandro.
She noted BWSI now has
39 franchises spread in 12 provinces, including Pampanga,
Bulacan, Tarlac, Nueva Ecija,
Nueva Vizcaya, Pangasinan,
Aurora, Benguet, Laguna, Batangas, Iloilo and Bohol.
“The company, through its
seven subsidiaries, now provides
Level 3 water supply and distribution systems to more than
700,000 people in the Philippines. This expansion has also
translated into employment for
more than 600 Filipinos all over
the country,” Alejandro said.
In its franchise covering this
city and neighboring Mabalacat,
BSWI has noted 100 percent
coverage, with a customer base
that grew from 7,000 to over
15,000.
It has already established 14
wells in the area and has been
replacing asbestos cement
pipes and corroded galvanized
iron pipes with high density polyethelene (HDPE), on top of the

Rolen C. Paulino has forged a
joint project with Roberto V.
Garcia, chairman and administrator of the Subic Bay Metropolitan Authority (SBMA) to ensure a “wholesome” short visit
experience of US Navy and Marine servicemen allowed to
spend their liberty time in this
city and at the Subic Bay Freeport.
Aside from ensuring the safety and protection of the visitors,
Paulino vowed to seek the cooperation of local businessmen
not to take advantage of the influx these servicemen by overcharging them when they patronize their establishments.
Garcia for his part said he will
not oppose the granting of liberty area to include Olongapo
thereby allowing the foreign servicemen tourists to sample real
Filipino hospitality outside the
former US Naval base secured
area.

Recently Paulino ordered the
round-up of mendicants in the
city by the local DSWD unit and
warned parents of the minor children that they will held accountable if they will be found wondering at unholy hours.
Paulino also vowed to clear
the City of drug pushers and
assured that there will be a no
left up drug campaign to be
launched once the new police
director of his choice will be assigned to the city.
Olongapo must not fail in its
tourists in uniform project because of the economic benefits
it will contribute, since Olongapo is now facing serious economic and financial dilemma
due to the huge billions indebtedness left by the former city
leadership of Bong Gordon Jr.

THE PHILIPPINES’ largest national flag carrier, Cebu Pacific Air
(PSE: CEB) recently signed operating lease agreements on two
brand-new Airbus A330-300 aircraft with Intrepid Aviation, a USbased commercial aircraft lessor to passenger and freight airline operators worldwide.
CEB’s additional Airbus A330-300 aircraft will be delivered
from 2014 to 2015, and will be powered by Rolls-Royce Trent
772B engines. By 2015, CEB will operate a total of six brandnew Airbus A330-300 aircraft.
CEB earlier announced it will launch its long-haul operations
with direct daily Manila-Dubai services on October 7, 2013. The
Airbus A330-300 aircraft will allow it to fly to farther destinations,
beyond the range of CEB’s Airbus A320 fleet.
“With our A330 fleet strengthened by this lease agreement,
we will continue exploring other regions we can serve, such as
the Middle East, Australia, parts of Europe and the US. These
additional wide-body aircraft will allow us to offer Cebu Pacific’s
trademark lowest fares to even more passengers,” said CEB
General Manager for the Long-Haul Division Alex Reyes.
Since its inception in 1996, CEB has flown over 75 million
passengers. It also posted a good track record in stimulating
short-haul travel of passengers around Asia, with an 11% system-wide passenger growth in 2012.
CEB currently offers 22 international destinations, namely
Bali, Bangkok, Beijing, Brunei, Busan, Dubai, Guangzhou, Hanoi, Ho Chi Minh, Hong Kong, Incheon (Seoul), Jakarta, Kota

MALOLOS CITY—The Bureau
of Internal Revenue (BIR) on
Wednesday shut down a construction supply company in
Bocaue town for P10-Million
tax evasion case.

Bonamy, the Sun City Construction Supply and Smiley
Hardware located at Barangay
Wakas was padlocked by a
BIR special investigation division from Caloocan City.
Gerardo Florendo, BIR Region 5 director said that since
opening the establishment,
Bonamy has not paid taxes including the value added tax
estimated at P10 million and
income tax returns.
Florendo said that based on
their surveillance, Bonamy has
been using unregistered and
unauthorized receipts.
He also disclosed that
Bonamy’s establishment has
been operating only with a permit from the Department of
Trade and Industry (DTI) and
the mayor’s office of Bocaue
town.
The establishment was
shut down for violations of Sections 237 and 264 of the 1997
National Revenue Code that
require issuance of receipts or
sales commercial invoice; and
failure to issue receipts or
commercial invoice, respectively.
The BIR also warned other
businessmen who are not issuing receipts on their business transactions.
They stressed that BIR has
accredited a number of printing press who will print official
receipts of business establishments.

Call for justice mounts over
slay of Filipino nurse in US

Edgardo Pamintuan appealed yesterday to the
Philippine Embassy in the
US to coordinate with the
Memphis, Tennessee police to facilitate the probe
for the fatal shooting last
Saturday of a Kapampangan nurse by a still unidentified suspect in Cordova in the state.
Pamintuan said that
victim Erano Santos, 33,
was shot dead last Saturday afternoon by the suspect, apparently a car theft
who later fled in the victim’s car, a silver 2013
Honda Civic sedan. Santos was left lying in a pool
of his blood on the parking area where he lived
at Stonebridge Crossing
Apartments in Cordova.
Ian Flora Ocampo, a
friend of the victim, said
Santos was a total orphan
whose only sibling is a
minor who lives with an
aunt in Barangay Lourdes
Sur here. He said Santos
was a former “clinical instructor” at the Holy Angel University’s College of
Nursing in this city and
migrated to the US in May
last year.
ABC News quoted
Memphis police as saying
that the stolen vehicle still
had to be found, as it cited witnesses as telling in-
vestigators that “Santos
was seen fighting with an
unknown suspect before
he was shot and his vehicle was taken.”
Pamintuan also asked
the Philippine Embassy in
the US to extend help to the
distant relatives and friends
of Santos who reportedly
haven’t raised enough funds
to shoulder the victim’s funeral expenses.
The relatives and
friends also did not have
enough resources to bring
Santos’ body back to this
city for proper burial, the
mayor noted.
Pamintuan asked Philippine Embassy officials
and US police authorities
in Tennessee to ensure
that “the culprit is caught
and justice in served.”
The victim’s former stu-
dent Ralph Karlwin Gaspar
said he and his classmates were shocked by
the news of the death of their
former teacher. He
said friends and students of
Santos have been flooding
social networks with calls
for justice on the case.
Santos was a graduate
of Angeles University
Foundation’s College of
Nursing.

Bro rapes 3 sisters

GERONA, TARLAC –
“He could had been a devil
re-incarnate”.
So said a neighbor after learning the arrest of
Jonathan Manayan, 21 ,
of Barangay Apsayan who
was reported to have
raped his three sisters
recently, including his 8year old sibling Maria, not
her real name.
According to Supt
Ponciano Zafra, Gerona
Chief of Police, Maria was
accompanied by her
mother when they reported the alleged incident.
During the investigation, the mother told police that before Maria’s
sexual abuse, her two other children were also sexually molested by Manayan.
The mother, however,
refused to file a separate
complaint and “begged
not to include in her
sworn statement the alleged rape incident of her
two other children by her
son”.
Zafra immediately led
the arrest of Manayan
right after the investigation
and charged him for statutory rape in relation to
R.A. 7610.
Police officer incharge, PO3 Levy Santos, said Manayan is now
detained without right to
post bail.
Manayan’s neighbor
who requested anonymity said, “Demonyo ang taong ‘yan, di pa nakuntento sa dalawang kapatid
niyang babae. Pati kapatid niyang musmos pinag-parausan din niya”.
In the police-assisted
medico-legal examination
of Maria, the grade 3 pupil was found to have
multi-abrasions in her private part “proving sexual
abuse”.
In a separate interview,

ni-rape daw ni Jonathan
ang dalawa niyang kapatid, ‘yung isa 17 years

siyang pamarisan at baka
dumami pa ang kalahi
niya,” the neighbor lamented.
“Mukhang lahi ng pamilya nila ang pagiging rap-
ist dahil sa dami ng kaso
ng mga panghahalay sa
mga kapamilya nilang babae,” the neighbor commented.

rape. One is now serving
his 30-year sentence at
the National Bilibid Prisons.
Pedro Manayan, a paternal grandfather of
Jonathan, was apprehended in 2003 and was convicted in 2007 for raping a
relative.
In 2011, Allan Manayan Labasan was also arrested for rape complaints
filed by three kin. Labasan
reportedly died of “bangungot” while in prison.

Kung ang Kalakhang Maynila ay
may Camava na kinabibilangan
ng mga lungsod ng Caloocan,
Malabon, Navotas at Valenzuela na madalas sagasaan ng pagbaha, mayroon ding grupo ng
mga bayan at lungsod sa Bulacan na laging binabaha.
Ngunit hindi lang isang klase
ng pagbaha ang nananalasa sa
lalawigan, sa halip ay halos lahat ng klase.
Ang mga grupo ng mga bayan at lungsod na laging binabaha sa Bulacan ay tinatawag na
“O BuMaHa Ca Pa Pu Mame
BoMaBa GuiMi.”
Ito ay ang pinagsama-samang unang mga letra ng pangalan ng mga bayan ng Obando, Bulakan, Lungsod ng Malolos, Hagonoy, Calumpit, Pulilan,
Marilao, Lungsod ng Meycauayan, Bocaue, Sta. Maria, Balagtas, Guiguinto at San Miguel.
Sa kabuuan, umabot sa 12
bayan at dalawang lungsod sa
21 bayan at tatlong lungsod sa
lalawigan ang laging sinasagasaan ng baha.
Hindi pa kasama rito ang
mga bayan ng Plaridel at Bustos na sa dalawang nagdaang
taon ay nakaranas ng pagbaha
na isinisisi ng mga magsasaka
sa konstruksyon ng BalagtasBustos by-pass road.
Ang pinagsama-samang pangalan ng mga binabahang bayan sa lalawigan ay unang nabuo
ng mamamahayag na ito may
limang taon na ang nakakaraan.
Ngunit iyon ay limitado lamang sa “O Bumaha Ca Pa Pu”
o mga bayan ng Obando, Bulakan, Malolos, Hagonoy, Calumpit, Paombong at Pulilan.
Sa paglipas ng mga taon,
nagdagdagan ang bilang ng mga
bayan sa grupo na nagpapahiwatig na higit na lumalawak ang
bahagi ng lalawigan na apektado ng ibat-ibang uri ng pagbaha.
Kabilang sa mga uri ng baha
ng nagpapalubog sa mga barangay sa iba-ibang bayan at lungsod sa Bulacan ay ang bahang
HIGH TIDE LANG. Hindi baha na hatid ng bagyo at ulan ang nagpalubog sa bahay na
ito sa Barangay Pugad sa bayan ng Hagonoy, Bulacan. Sa halip ay high tide o pagtaas
ng tubig mula sa dagat na pinalulubha ng land subsidence of paglubog ng lupa.
Mapapansin na halos umabot na sa ikalawang palapag ng bahay ang tubig na hatid ng
high tide. Kuha ni Dino Balabo
hatid ng bagyo, flash flood o biglaang pagbaha, back flood, high
tide at bahang sanhi ng malakas na ulan at pinalulubha ng
mga baradong daluyan ng tubig tulad ng mga kanal.
Ang bahang hatid ng bagyo
ay karaniwang tinatampukan ng
unti-unting pag-apaw ng tubig sa
kailugan at pinalulubha ng pagpapatapon ng tubig mula sa mga
dam tulad ng Angat, Ipo, at Bustos Dam.
Apektado nito ang ilang
barangay sa bayan ng Bustos,
Baliwag, Pulilan at Plaridel na
matatagpuan sa gilid ng Ilog
Angat.
Ngunit mas apektado mga
bayan ng Calumpit at Hagonoy
na noong 2011 at 2012 at kapwa lumubog.
Sa mga biglaang pagbaha,
apektado ang mga bayan ng
San Miguel, Santa Maria,
Bocaue at Balagtas, maging ang
bahagi ng Marilao at Lungsod ng
Meycauayan.
Sa back flood na nagmumula sa mga lalawigan ng Aurora,
Tarlac, Nueva Ecija at Pampanga, apektado ang mga bayan ng
Hagonoy, Calumpit Pulilan at ilang bahagi ng Baliwag, San
Rafael, San Ildefonso at San
Miguel.
Ang back flood ay karaniwang nananalasa lima hanggang
pitong araw matapos ang may
isang linggong pag-ulan sa silangang bahagi ng Gitnang Luzon.
Sa high tide, ang karaniwang
apektado ay ang mga bayang
matatagpuan sa baybayin ng
Manila Bay tulad ng Obando,
Bulakan, Malolos, Hagonoy,
Paombong, Marilao, Lungsod ng
Meycauayan at ilang bahagi ng
Bocaue.
Ayon sa mga dalubhasa,
ang epekto ng high tide at pinalulubha pa ng land subsidence

lawigan ang pagbahang hatid ng
malakas na ulan ngunit pinalulubha ng mga baradong kanal at
iba pag daluyan ng tubig.
Kabilang sa mga bayang
apektado ay ang bayan ng
Guiguinto, Plaridel, Bustos,
Bocaye, Balagtas at iba pa.
Ang kalagayang ito higit na
natampok sa pananalasa ng
bahang hatid ng malakas na ulang hatid ng hanging habagat
noong nakaraang taon kung kailan, ang mga lugar na dati ay di
lumulubog at lumubog sa tubig
baha.
Ilan sa mga lugar na ito ay
ang bahagi ng Balagtas, Bustos
at Plaridel kung saan ay nasalanta ang mga pananim na palay.
Ayon kay Marangal Ruiz,
municipal agriculture officer ng
Balagtas, sinisisi ng kanyang
kababayang magsasaka ang
konstruksyon ng Balagtas-Plaridel-Bustos by-pass road.
Ito ay dahil sa napigil ng nasabing by-pass road ang daloy
ng tubig dahil sa kapos sa mga
box culvert ang by-pass road.
Ayon kay Ruiz, “pag-tagulan, sobra-sobra ang tubig sa
amin, pero wala naman kaming
mapagtapunan, pag tag-araw,
wala namang tubig.”
Binanggit din niya na ilang
bahagi ng bayan ng Balagtas ay
naaapektuhan na rin ng high
tide.
Bilang tugon naman sa epekto ng pagbaha, pinaplano ng
mga pamahalaang lokal sa lalawigan ang pagpapahukay sa
kailugan.
Ayon kay Mayor Ambrosio
Cruz ng Guiguinto, kailangang
muling mapalalim ang mga
kailugan upang may madaluyan
ang tubig ulan.
Inayunan din iyon ni Gob.
Wilhelmino Alvarado na una
nang nagpahayag ng panawagan
sa Department of Public Works
and Highways na buhayin ang
Pampanga River Control System
upang pangunahan angpamamahala sa kailugan at mga

“SAAN KAYO kumukuha ng kapal ng mukha?
(Where do you get your gall)).”
So asked President BS Aquino in his SONA,
referencing the Bureau of Customs for abetting the
smuggling of goods, drugs, guns, and anything of
value into the country’s ports.
“If you can’t do your job, you do not deserve to
remain in office.”
So the President lashed at the concerned officials.
Customs Commissioner Ruffy Biazon took not a
second more, after the SONA, immediately offering
Aquino his resignation. As immediately, Biazon said,
the President assured him of his continued
confidence in him.
“Ruffy, we both know the difficulties in the agency
you are trying to reform. My confidence in you remains
the same.” So Aquino reportedly texted Biazon.
A day after the SONA, it was the turn of Customs
Deputy Commissioner for Intelligence Danilo Lim to
resign from his post.
Said the former Army general in a statement: “I
congratulate the President on a well-received State
of the Nation Address. As a member of his official
family, I am privy to the truths that ring out in his speech
and am profoundly moved. It is in this spirit that I
tendered my resignation as Deputy Commissioner
for Intelligence of the Bureau of Customs.”
And then there is Customs Deputy Commissioner
for Internal Administration Group Juan Lorenzo Tañada
who said he submitted his resignation in the form of
a text message to Biazon on Tuesday afternoon.
“I was able to watch the SONA. And as a good
soldier, I deemed it best to follow what Commissioner
Biazon did as a courtesy to the President and to give
him a free reign to determine whether or not we still
enjoy his confidence and if he still believes that we
are fit [to carry] out our duties as deputy
commissioners,” Tañada said in a press briefing on
Wednesday.
Biazon proffered his resignation and the President
veritably backed off. Lim and Tañada tendered their
resignation and the President has not taken any action
on them.
So what is all that kapal ng mukha rant? Nothing
more than premature ejaculation?
And what is all there to all these resignations?
Nothing more than farcical moro-moro. Make them
irrevocable, guys. Then we will believe they’re for real.

ON WEDNESDAY was launched the Sapang Balen Rehabilitation
Project of the city government aimed to “promote broader publicprivate partnership to implement a sustained effort to free the
waterway from solid and wastewater pollution.”
I deemed it not only right and proper but even providential that
this latest environmental intervention took off from the Holy Rosary
Parish Hall. After all, it was here that the Sapang Balen initiative
was born. From – of all things – an imprecation. As I wrote here on
August 28, 2009:

SUSMARYOSEP, how could so religious a man, a bishop at that,
go down to the level of the street punk?
What do you mean, I asked Manang Uriang, our
laundrywoman.
There. She pointed to the banner headline of the Punto! I was
holding: Bishop: Curse polluters.No, San Fernando Auxiliary
Bishop Pablo Virgilio David, better known as Bishop Ambo, did not
spew any expletive – no damning hijo de pu__, not even a
harmless taksyapo could ever emanate from his holy lips, even as
he declared a curse on those who pollute the Sapang Balen creek
that runs through the heart of Angeles City.
This is a curse of a kind totally different from
your everyday ‘dana or ‘tang ‘na. This one is
an execration, a sumpa, righteous one at that
coming from a person of moral authority, inflicted
upon people in grave error, if not sin.
Consequent to this curse is the castigo…not
simply de obispo – coming as it does from a
bishop, but de dios, the bishop being a man of
God.
Says Bishop Ambo in his blog hrpsac.blogspot.com: “As a Filipino, I believe
in sumpa (which) are very much part of Filipino
culture and tradition. Usually pronounced by
someone in retribution for an extreme act of
disrespect or wrongdoing, a curse is believed
to be effective especially when pronounced by
a person of authority such as one’s elders or
by a priest.”
And “to Kapampangans who are well known
for their legendary love and respect for the clergy,
being the object of a priest’s sumpa is a
fearsome prospect.” Yes, our old folk still
shudder in remembering the sumpa cast by
Spanish friars on the pueblo of Masico prior to
their execution by the Filipino revolutionaries.
Or that cast by a dying priest on Mabalacat.
Bishop Ambo’s curse is totally removed too
from the spell, magic or witchcraft that is also
attributed to a curse.
Hence, there was no incantation, but matter
of fact statements with Bishop Ambo
saying: ”Magmula sa araw na ito, binibigyan ko
ng sumpa ang Sapang Balen. Sinuman ang
lalapastangan nito ay magiging malas sa
buhay. (From this day on, I am putting a curse
on Sapang Balen. Whoever dares to show
disrespect to it will be unlucky in life). This,
over a portable sound system as he walked
along the banks of the creek, his blog showed.
So how did the people take the bishop’s
curse?
“Gasps and whispers from onlookers and
passersby” were heard by the bishop, his blog
reported. “Then, a handful of residents living near
the river joined his group and hastily picked up
some trash lying in heaps along the riverbank.”
Posed the blog: “Why would a Bishop go to
this extent to help revive a waterway?”
Answered Bishop Ambo: “The river has life
and anyone who dumps garbage without
compunction is killing it slowly. Laws and
ordinances do not seem to work at all; people
just ignore these. Let us see how they will react
to a curse from a bishop.”
No eternal damnation though is carried in
Bishop Ambo’s curse. He himself provided “an
easy way out.”
“Kung gusto ninyong pagsisihan ang inyong
ginawang paglapastangan, mangumpisal kayo
at ang tanging parusang ibibigay ko sa inyo ay
magpulot kayo ng dalawang sako ng basura
mula sa ilog. (If you want to make amends for
the sin you committed, just confess to me. For
your penance I will ask you to collect two sacks
of trash from the river),” the blog quoted the
bishop as saying.
So Bishop Ambo cursed polluters of Sapang
Balen creek.
Ah, how the people of Barangays Sta. Cruz
and Manibaug-Paralaya in Porac and those of
Cutcut in Angeles City could only wish Bishop
Ambo would cast a malediction on the piggeries
and poultry farms that have long been the very
scourge of their existence.
Ah, how they could only wish Bishop Ambo’s
curse would provide no way out of eternal
perdition for their tormentors.
That is but their just desserts, our
beloved Among Ambo.
AND THEN on October 3, 2011, our front page
carried what could have been a follow-up, albeit
a distant one, of our column above – Bishop
Ambo hails EdPam for Sapang Balen clean-up
with the sub-head Curse on polluters of creeks
still on
ANGELES CITY – “A dream come true.”
Thus hailed the Most Rev. Pablo Virgilio S.
David, auxiliary bishop of San Fernando, of
Lingap ku king balen, Malinis a Sapang Balen,
the program to clean the city’s principal
waterway as well as other creeks and rivers
here.
Initiated by Mayor Edgardo Pamintuan, the
clean-up drive started last Saturday with scores
of students, city employees, civic groups and
individual volunteers clearing with their bare
hands, rakes, shovels and other implements the
Sapang Balen and Abacan creeks of wastes.
It will be undertaken every first Saturday of
the month “until the waterways are restored to
their pristine nature.”
“When we started cleaning Sapang Balen
some years back, we were told by the city
government (under then-Mayor Francis
Nepomuceno) that they would support us. No,
we told them, we are the one’s supporting you,”
David recalled in his inspirational message to
the group. “Now that has come to pass, the
city government of Mayor Pamintuan leading,
all of us supporting (the clean-up drive).”
The prelate likewise reminded the people
along the riverbanks of the curse he placed on
those who would continue to pollute the Sapang
Balen creek.
“The river is a creation of God, and like all
his creations is good and beautiful. To pollute it
is a desecration of God’s work,” David said.
“Misumpa la ding magdinat king Sapang Balen
(Cursed shall be those who shall dump wastes
on the creek).”
The clean-up campaign, David continued,
finds greater relevance amid the slew
of calamities besieging the country.
“The destructive flooding we are now
experiencing is caused, to a great part, by the
wastes we throw in rivers, making them
constricted,” the bishop said, at the same time
warning that there shall come a time when “we
cannot anymore dig wells for our water and will
have to drink from the rivers, hence the need to
clean them.”
The environmental advocacy of David
extends to the campaign against polluting
piggery and poultry farms in Barangays Sta.
Cruz and Manibaug in Porac town and in
Barangay Cutcut here.
Last year, David joined a massive marchrally initiated by the Pinoy Gumsiing Ka
Movement against the hog farms before the
Porac town hall and lashed at the local
government unit for reneging on their mandate
to serve the well-being of their constituents with
the continued operations of the polluting farms…
I have been working for a call center in Clarkfield for almost
six months. My work starts at 10:00 p.m. and ends at 6:00
a.m the following day. Lately, I have been experiencing dizzy
spells after two hours into my work schedule. I have also
lost weight since starting with my work. I have a gut feel that
these may be related to my night shift work schedule.
Can I demand from my employer that I be transferred to
a different work schedule?

Dear Gina,
Let us answer your question with R.A. 10151 or the Night
Workers Act in mind considering that your work schedule
fits the definition of a night worker under said law, that is,
working from the period of 10:00 p.m to 6:00 a.m. the following
day.
You have not mentioned in your letter that you have
sought any medical check-up regarding what you have been
experiencing. It is helpful for you to know that the Night
Workers Act gives you the right to request from your
employer a free health assessment and receive advice on
how to avoid health problems associated with your work.
You may request this health assessment a) before taking
up an assignment as a night worker, b) at regular intervals
during such an assignment c) and if you experience health
problems during such an assignment which are not caused
by factors other than the performance of night work.
Availing of this free health assessment is crucial in
determining your fitness to work on a night shift.
After you have availed of this free health assessment
and you are certified as unfit for night work, due to health
reasons, you shall be transferred, whenever practicable, to
a similar job for which you are fit to work and should be to a

similar or equivalent position and in good faith.

similar job is not practicable or the worker is unable to

authority, the worker shall be granted the same benefits as
other workers who are unable to work due to illness.
This simply means that your sickness will be treated as an authorized cause for your termination
but will require that you be given separation pay equivalent to one (1) month salary or one-half (1/2)
month salary for every year of service, whichever is higher.
If the findings of your health assessment is only temporary unfitness for night work for a period of
less than six (6) months you are given the same protection against dismissal or notice of dismissal
as other workers who are prevented from working for reasons of
health, meaning your employer shall not terminate you but shall
ask you to take a leave. You shall be reinstated to your former
position immediately upon the restoration of your normal health.
Your letter does not mention that your company also has a day
shift for its call center agents. If there is one in your company and
you are certified as not fit for night work, your employer must transfer
you to a similar job with a day schedule. However, if your company
has no day shift schedule and you are certified as not fit for night
work, this will be a ground for your termination subject to proper
separation pay which I previously mentioned.

ANGELES CITY – The second
Clark Business Forum conceptualized by 19 graduate school
students and their professor
from the Ateneo Graduate
School of Business (AGSB)Clark was held on Wednesday
at The Pavilion of the Mansfield
Residences here lending a relaxed and conducive atmosphere to the business seminar.
Two noted personalities in
the AGSB took turns in speaking before an audience of mostly young managers and entrepreneurs who came garbed in
the latest fashion flair.
With the program title: “Finding and Branding the Right
Business For You,” there was
no dull moment in the well-attended affair.
First to speak was Professor Enrique M. Soriano III who
was introduced by Winky Salvador as faculty chairman, Marketing Cluster AGSB ; turnaround advisor, Asia and Eastern Europe; adviser to Philippine taipans; and author of
countless books on managing
family businesses.
But many are familiar with
Soriano as the former CEO of
the Belo Medical Group, Inc.
which has at least seven clinics all over Metro Manila and
owned by celebrity doctor Vicky
Belo.
However, Soriano clarified
that he resigned to venture into
his present undertakings eight
months before the Vicky BeloHayden Kho-Kristina Halili sex
scandal broke out which elicited laughs from the mostly yuppie audience.
Soriano spoke on “Trending
Business In Asia.” During his
discourse, he stressed the need
for companies to be different in
order to stand out. He narrated
how Belo clinics treat their client-patients in a different way as
compared with other health and
wellness clinics. He said there
is no waiting time at Belo. The
moment the patient comes in
everything is calibrated.

The next speaker was Dean

Buenviaje, dean of the AGSB
and executive director of the
Ateneo-Regis MBA Program,
talked on “Branding.” He explained why branding is important citing how the McDonalds
and Starbucks became healthy
brands because they grew with
the changing times.
Brands that do not grow with
the changing times like
Wendy’s and Cindy’s are no
longer around, he said.
Professor Frankie Villanueva, who made the welcome remarks, is the professor of the
19 AGSB-Clark students who
conceptualized the forum.

ANGELES CITY - A cash
amount of P1 million was recently handed to Mayor Edgardo
Pamintuan by the PhilHealth Insurance Corporation (PHIC) in
payment for the primary care
benefit package offered by accredited health units in this city.
PhilHealth Region III Branch
Manager Arsenia Torres, said
that the payment is intended for
more than 4,000 enrollees in the
city which are identified under
the National Household Targeting System (NHTS) and are under the Pantawid Pamilyang Pilipino Program (4P’s) of the national government.
“Angeles City has a very
good track record as far as PhilHealth is concerned. It gives its
constituents the assurance that
they are well protected by the
program,” said Torres.
Torres added that, compared
to previous administrations, Pamintuan yielded the most number of enrollees covered by the
insurance benefit.
This is because, apart from
the families identified by the
NHTS, the mayor enrolled a total of 21,000 Angeleño families
during his first term.
For accredited health provid-
ers, particularly the Ospital ning
Angeles (ONA), a premium contribution of P36 million has already been paid by the PHIC for
the two-year effectivity of the
membership.
In the 2013 midyear report,
PHIC already recorded a P31
million premium contribution for
the hospital which, according to
Torres, could expand and increase as the year ends.
Pamintuan said that this is
a good manifestation of a city
which places the healthcare of
its constituents as an utmost
priority.
He then asked the PHIC to
expand the insurance coverage
to accommodate more Angeleños in the coming years,
further stating that “health is
necessary for economic growth”.
“We need to look into the
immediate needs of the Angeleños while we are still yearning for a stable and progressive
economy for our country,” said
Pamintuan.
“Nowadays, aside from education, health and social services should also be a focus for the
people to feel that they are being cared about by their government,” he added.

TREEVOLUTION to
save Mother Earth
CITY OF SAN FERNANDO – A
group of local musicians known
collectively as Musikerong Kapampangan (MK) held another
concert last weekend that
aimed to raise more awareness
for the environment.
Dubbed “TREEVOLUTION,”
the concert was the fourth held
at the Kalinangan Gallery in
Barangay Telabastagan here to
prevent what the organizers described as “a recurrence of the
massacre of trees along the
McArthur Highway in the city.”
MK’s Adik’s Band, Bagong
Tribo, Blitzkrieg, Grassroots,
Luid MK, Marcos Cronies Conspiracy, Organiks, Phompet’s
Band, Pulp Fiction, Ten Club,
Tibuan, Toxic Twins and Ysagani
Ybarra rocked the audience with
their hits.
The concert is organized by
the Save the Trees Coalition
(STC), a group of environmentalists, musicians, artists and students in Pampanga. The event
is held annually every third Saturday of July where the public is
enjoined to partake.
It can be recalled that the
Department of Public Works and
Highways (DPWH) cut down 34
decades-old trees in 2010 and
more than 100 in 2009 to give
way to its road expansion
project.
Environmentalists led by the
STC said most of the trees that
were cut were 50 to 100 years
old. The doomed tees have been
marked with ‘X’ but the coalition
repainted them with human figures to give them a “human
form.”
In another development, STC
front-liner Cecille Yumul said coalition lawyer Atty. Francisco
Yabut is now coordinating with
officials of the University of Sto.

asked for help on how to stop
the plan to cut down 400 trees
near the centuries-old university.
Meanwhile, mural paintings
depicting environmental sentiments continue to draw attention in a nearby art exhibit. The
paintings were designed by the

concerned citizens.
In that order, the Department of the Interior
and Local Government
was enjoined to direct all
local government units in
Metro Manila, Rizal, Laguna, Cavite, Bulacan,
Pampanga and Bataan to
inspect all factories, commercial establishments,
and private homes along
the banks of the major river systems in their respective areas of jurisdiction. Rivers in the mentioned areas flow to Manila Bay.
More than a response
to that directive, Mayor
Edgardo Pamintuan said
the SBRP intends “to promote broader public-private partnership to implement a sustained effort to
free the Sapang Balen
Creek from solid and
wastewater pollution.”
Sapang Balen runs
through the heart of the
city down to San Fernando and the southern
towns of Pampanga all
the way to Manila Bay.
Initiatives from the local parish to clean the
creek were taken up by
the city government with
the assumption to office
of Pamintuan. (See related article in Zona Libre on
page 4).
River revival
It was David, in May
2009, that served as convenor to the organization
of the parish-based Sagip
Sapang Balen Movement
(SSBM) intended “to revive
the dying river which used
to be a haven for aquatic
creatures and a beautiful
sight to behold for many
Angeles folk of old.”
The SSBM thereafter
initiated clean-up of the
creek mostly undertaken
by parish volunteers led by
the bishop himself who
even cast a curse on the
polluters of Sapang Balen.
David said they also
engaged the services of
private firms to check on
the waters of the creek
which showed “heavy pollution” with both domestic and industrial wastes.
The bishop pointed to
the city slaughterhouse
and a meat processing
plant as “heavy contributors” to the pollution of
Sapang Balen.
In 2010, then new Mayor Edgardo Pamintuan initiated the revitalization of
city government efforts to
clean Sapang Balen.
Partnering with the
SSBM,
Pamintuan
launched in October 2010
clean-up activities undertaken by volunteers from
different sectors on the
creek as well as in other
city waterways every first
Saturday of the month.
The bishop though admitted that the clean-up
drive failed for being a
“janitorial approach.”
“So, we, who are not
from these barangays,
cleaned the creek while
the residents there merely watched us, even ridiculed and taunted us,”
David lamented. “And
they went on with their
polluting ways.”
He cited as “most significant” the objective of
the SBRP to “promote the
spirit of environmental
stewardship and shared
responsibility in protecting our waterway.”
“It is the member of the
community that must be
at the spearhead of the
project,” David said. “Their
participation is not a matter of them helping us, but
us helping them.”
Village chiefs dared
The bishop cited the
pivotal role of barangay
chairmen in mobilizing
their constituents to the
“stewardship mindset.”
“The problem is that
many barangay chairmen
don’t lead but are rather
led,” David said, “afraid of
losing votes.”
With the barangay
elections coming, “magkakasubukan na (you will
be tried and tested),” he
declared, even as he
warned that the parish
has already registered itself with the Securities
and Exchange Commission as Curia Sancti Rosarii, and therefore can
institute legal proceedings against erring barangay leaders.
“There are barangay
chairmen who, in exasperation, asked to be sued.
This is so they can tell
their constituents that they
are forced to do what is
unpalatable to them,” David said. “Now, if you want
to be sued, just tell us.”
“A strong political will”
was Pamintuan’s response to the challenge
of the bishop.
“Kahit batang magtatapon ng basura ay dadamputin at papanagutin
ang kanyang mga magulang (Even children will be
apprehended and their
parents made to answer
for their violation of the
law),” the mayor vowed.
The launch was highlighted by a workshop
among the barangay chairmen, non-governmental
organizations, government
agencies, civic and business groups, and fraternities with an action plan for
Sapang Balen as output.

tice, deception, and oppression imposed by Aquino’s DAR and the Cojuangcos on Hacienda Luisita farmers.”
Flores accused the
DAR of “bastardizing and
sabotaging the process of
land distribution” of the
sugar plantation. “Since
Day One, the DAR has
corrupted the process of
Hacienda Luisita’s distribution,” he said.
“As instrument of the
Cojuangcos, the DAR itself bloated the number
of beneficiaries by including Cojuangco loyalists,
decreased the size of
lands to be distributed,
and intentionally disregarded the farm workers’
demand for collective
ownership. And worst,
after deceiving them with
a “tambiolo,” the farm
workers are being made
to swear, in the presence
of more than 200 state
security forces, to pay for
the lands that they already own. All these blatant maneuvers serve the
Cojuangcos’ interests,”
Flores said.
The KMP maintained
that “Hacienda Luisita
should be distributed for
free and beyond the
bounds of the sham Comprehensive Agrarian Reform Program (CARP)”, as
it insisted that “the farm
workers are already owners of the more than 6,000hectare lands that represents their 33.3 percent
share in Hacienda Luisita,
Inc. under the defunct
stock distribution option
scheme.”
Flores also said ”this
is also the reason why the
Supreme Court ordered
Hacienda Luisita, Inc. to
pay the farm workers a
total amount of P1.3 billion
because the Cojuangcos
illegally sold and profited
from the sale of the lands
owned by the farm workers.”
He also said that “the
outright disregard of the
farm workers’ demand for
collective ownership would
pave the way for the reconcentration of lands at
the hands of the Cojuangcos.”
“At the same time, in
parceling Hacienda Luisita into small lots, Delos
Reyes only preserved the
backward, disorganized,
and small-scale production that favors big landlords like the Cojuangcos,”
Flores also said.
He warned that “The
DAR’s actions in Hacienda Luisita are all designed
to fail. Just like what transpired in other plantations
in the country that were
allegedly distributed like
Hacienda Looc, Hacienda
Roxas, Hacienda Zobel,
all in Batangas; and the
vast of estates of Eduardo
‘Danding’ Cojuangco Jr. in
Negros Island, among others.”
This, even as the KMP
also assailed Delos
Reyes’s alleged arrogance for his statement
that he himself would argue against the KMP’s
petition before Supreme
Court.
“He is bragging about
defending their maneuvers
in court when he can’t
even face Hacienda Luisita farm workers in a dialogue or even coordinate
with them in the distribution process, and disregarded the farm workers’
demands,” Flores said.
Flores said that Delos
Reyes should also be held
accountable in the case of
Hacienda Luisita. “He will
definitely have a day in
court,” he added.

programs in parliamentary procedures.
Tapang also promised
to put a PCL website online to ensure transparency and accountability in
the activities of the league

Tapang reiterated his
vow of stepping down from

NOW it can be told kung sino ang biggest crush ng band soloist and now a most in demand performer on tv and
in the movies na si Kean Cipriano, si Solenn Heussaff daw.
Well, we wonder how Solenn would react sa pronouncement na ito ni Kean, considering that Solenn is a
Kapuso, while Kean is a Kapamilya na ngayon.
Once upon a time, if you recall, solid Kapatid si Kean. And over there, na-link naman siya kina Danita Paner,
isang Kapatid din, at Alex Gonzaga, dating Kapatid na ngayon ay Kapamilya na rin tulad ni Kean.
By the way, Kean, he is featured in a full-length role with Kim Chiu and Xian Lim in Star Cinema’s soon-to-bereleased flick, Bakit Hindi Ka Crush ng Crush Mo?
He plays the suitor (before Xian) of Kim, when she was still an “ugly duckling.”
Riot ang mga eksena nila, lalo pa nga when, in some scenes, Kim begged for Kean to take her back.
In Bakit Hindi… kasi, clinging vine si Kim at naïve.
Which is obviously not Kean’s type of girl in the movie.
In person, though, he describes Kim as the opposite of her role in Bakit Hindi … In fact, may pagka-sophisticated pa nga raw ito at frank to a certain extent.
But one thing daw which he cannot deny about Kim, she has evolved into a woman. Wala na nga namang
trace of the chinita Nini si Kim, na associated sa kanya during her Pinoy Big Brother(PBB) days.

isa niyang follower sa Instagram last Sunday.
Nagkomento kasi ito ng hindi maganda tungkol sa asawang si Ogie
Alcasid.
Ang mga nasabing komento ng follower na nakagalit kay Regine ay
ang mga sumusunod: “’Wag kang lilipat kung ayaw mong mawalan ka
ng fans!”; “@ogiealcasid, wag mong isama si Regine sa TV5. Malaos
kna, wag lang siya!”; “@ogiealcasid, kahit hindi ka namin gusto
