The Medienboard Berlin-Brandenburg
is responsible for film funding and
media development of both federal
states - Berlin and Brandenburg. It
funds all forms of film, TV event
movies and series, innovative audiovisual content as well as film and media-related projects. It is a gateway
between the media industry, politics
and business and a key networker in
the regional scene. It represents the
film and media region of Berlin-Brandenburg at home and abroad.

Mit einem jährlichen Budget von
rund 26 Mio. Euro unterstützt das
Medienboard Film- und Serienprojekte in den Kategorien Produktion,
Stoff- und Projektentwicklung,
Verleih/Vertrieb und Festivalpräsentationen. Die Förderentscheidungen
werden nach dem Intendantenprinzip getroffen, der Fokus der
Förderung liegt dabei auf Kinoproduktionen sowie herausragenden TVMovies und Serien. Gefördert werden
grundsätzlich alle Genres und fast
alle Formate: Spiel-, Animations- und
Dokumentarfilme, Kinderfilme, Kurzfilme, Serielles, Arthouse und Mainstream. Besonderes Gewicht bei den
Förderentscheidungen liegt auf der
Qualität des Drehbuchs, auf der
Nachwuchsförderung und auf der
Förderung internationaler Koproduktionen.

Der FilmFernsehFonds Bayern (FFF
Bayern) ist die zentrale Anlaufstelle
für die Film- und Fernsehförderung in
Bayern. Durch die Einbindung der
wichtigsten öffentlich-rechtlichen
sowie privaten Fernsehsender hat
sich der FFF Bayern seit seiner Gründung 1996 als leistungsfähiger und
verlässlicher Partner der Filmbranche
bewährt. Gesellschafter des FFF
Bayern sind der Freistaat Bayern, der
Bayerische Rundfunk, die Bayerische
Landeszentrale für neue Medien
(BLM), Zweites Deutsches Fernsehen
(ZDF), ProSiebenSat.1 und RTL. Das

The FilmFernsehFonds Bayern (FFF
Bayern) is the top address for film and
television funding in Bavaria. Since its
creation in 1996 the FFF Bayern has,
through the integration of the most
important public as well as private
broadcasters, proven itself to be a
competent and reliable partner of the

The Film Commission Bavaria supports domestic and international production companies in obtaining filming permits and advises
on location scouting. The consulting and
information service activities are provided
via an excellent network incorporating all
Bavarian regions, which promote their
locations more and more as tourist destinations. Additionally, the Film Commission
Bavaria also organizes campaigns and promotes Bavaria as a centre of film production
at international fairs and festivals. Moreover,
it organizes visits to as yet undiscovered
locations all over Bavaria. The Film Commission Bavaria is a member of AFCI, EUFCN
and German Film Commissions Network.

Die Filmförderung Hamburg
Schleswig-Holstein (FFHSH) ist die
nördlichste der regionalen Länderförderungen in Deutschland. Sie
unterstützt Filmkultur und Filmwirtschaft in den Bundesländern
Hamburg, der Hafenmetropole an der
Elbe, und Schleswig-Holstein, dem
Land zwischen Nord- und Ostsee.
Hierbei ergänzen sich der etablierte
Film- und Fernsehproduktionsstandort der zweitgrößten Stadt
Deutschlands und das nördlichste
Bundesland als attraktive Motivgeber.
Filmförderung Hamburg SchleswigHolstein (FFHSH) is the northernmost
of the regional state funding bodies
in Germany. It supports film culture
and the film industry in the states
of Hamburg, the port metropolis on
the Elbe, and Schleswig-Holstein,
the German state between the North
Sea coast and the Baltic Sea. The
long established film and television
location that is Germany’s second
largest city, and the picturesque
motifs provided by the scenery in
the northernmost state complement
each other perfectly.

Funding
Die FFHSH fördert auf Antrag Kinofilme, internationale Koproduktionen
und außergewöhnliche Fernsehproduktionen aller Genres und Längen.
Vom ersten Drehbuchentwurf über
die Produktion bis hin zum Verleih
und Vertrieb werden Filmprojekte
finanziell unterstützt. Besondere
Beachtung erfahren Nachwuchstalente.
Entscheidungskriterien für eine
Förderung sind u.a. die inhaltliche
Qualität des jeweiligen Projektes
sowie ein wirtschaftlicher Effekt für
die Region. Das können Hamburg
und Schleswig-Holstein als Drehorte
sein oder die Beschäftigung
hier angesiedelter Fachkräfte und
filmtechnischer Betriebe.

Förderung
The FFHSH funds movies, international
co-productions, and extraordinary
television productions of all genres
and lengths. Film projects are funded
from the first screenplay draft, via
production right through to sales and
distribution. Special attention is given
to up and coming talent. Decision
criteria for funding are, amongst
others, the quality of the content of
the individual projects as well as the
economic spinoffs for the region.
This can mean using Hamburg and
Schleswig-Holstein as locations or else
employing professionals resident
in the region and making use of the
local infrastructure.

Zwei Gremien treffen zurzeit sechsmal pro Jahr Förderentscheidungen:
Gremium 1 vergibt Fördermittel für
Filme mit Herstellungskosten über
800.000 Euro, Gremium 2 für Projekte
mit einem Budget bis zu dieser
Summe. Die Fördergelder der FFHSH
(2015: 11,1 Mio. Euro) stammen aus
Mitteln der Freien und Hansestadt
Hamburg, des Medienstaatsvertrags
der Länder Hamburg und SchleswigHolstein und der Partner NDR und
ZDF. Gesellschafter der FFHSH sind
die Freie und Hansestadt Hamburg
und das Land Schleswig-Holstein.

Die FFHSH verfolgt die Entwicklungen
auf dem Film- und Fernsehmarkt und
bietet Produzenten und Filmschaffenden Veranstaltungen und Seminare
zu wichtigen Themen wie Filmfinanzierung, Film und Recht und Digitalisierung an. International verfügt die
FFHSH über ein breites Netzwerk zu
ausländischen Produzenten und
Institutionen. Sie ist u.a. Mitglied
im europäischen Netzwerk regionaler
Länderförderer „Cine-Regio“.
Two committees take funding decisions six times per year: committee
1 distributes funding for films with
production costs of over 800,000
Euro, committee 2 for projects with a
budget of up to that sum. The funding
of the FFHSH (2015: € 11,1 million)

The Film Commission (FCHSH) operates its offices in Kiel and Hamburg
under the umbrella of the FFHSH. It is
the central point of information for
domestic and international producers,
advises on location scouting, mediates contacts to permit-issuing authorities and service providers, organises location visits as well as events,
and hence facilitates the preparation
and implementation of location
shooting in the region. On a national
level the FCHSH is engaged in the
association of German Film Commissions (www.location-germany.de), is
a member of the network of European
Film Commissions EuFCN and of the
international association AFCI, and
represents the location Hamburg
Schleswig-Holstein at exhibitions and
festivals internationally. The FFHSH
furthermore encompasses the
Filmwerkstatt Kiel with its focus on
the promotion of young talent in the
region. Additionally, the FFHSH is
shareholder of the Filmfests Hamburg, an annual public festival taking
place in autumn, and the Creative
Europe Desk Hamburg, an advisory
centre for the EU funding programme
Creative Europe.

funding budget of 35
million Euros, the Filmund Medienstiftung NRW
is Germany's financially
strongest regional funder
and a partner for all those
producers wanting to shoot
their stories in NRW.
The focus here is primarily
on the funding of cinema
and feature-length films,
documentaries, children's
and animation films, international co-productions,
low-budget productions or
shorts. And this is done at
all stages of production:
from screenplay through
preparation and development, from postproduction
to support for distribution.

Förderung sind mindestens 1,50 Euro

GmbH (MDM) supports economically
promising film and media productions
in the states of Saxony, Saxony-Anhalt, and Thuringia. All project phases
may be funded, ranging from pre-production, via production through to the
distribution and presentation of
movie, television, video, and other audiovisual media productions in the areas of content and project development, production funding, sales and
distribution, and projection/presentation. Furthermore, innovative new media products and festivals, workshops,
seminars, and training initiatives may
also receive grants and loans from the
MDM.

Bedingung für eine erfolgreiche
Antragstellung ist der Nachweis
kultureller und vor allem wirtschaftlicher Effekte in den Ländern Sachsen,
Sachsen-Anhalt oder Thüringen. Bei

mindestens die bewilligte Fördersumme in Mitteldeutschland film-,
fernseh- und medienspezifisch ausgegeben werden. Antragsteller sind in

die Herstellung bis hin zur Verbreitung und Präsentation von Film-,

audiovisuellen Medienproduktionen in
den Bereichen Stoff- und Projektentwicklung, Produktionsförderung,
Verleih/Vertrieb und Abspiel/Präsentation gefördert werden. Auch für
innovative Produkte neuer Medien und
für Festivals, Workshops, Seminare und
Trainingsinitiativen stellt die MDM
Zuschüsse und Darlehen zur Verfügung.
Condition for successful application is
the proof of cultural and in particular
economic effects in the states of Saxony, Saxony-Anhalt, or Thuringia. All
the monies allocated to projects
should be spent within the context of
film, television, and media in Central
Germany. Applicants are generally authors, producers, multimedia developers, distributors, organisers with their
registered offices in Germany.
Applications for funding will only be
processed following an advisory meeting with a member of staff. This has to
take place at least 14 days prior to the
submission deadline. The application
deadlines in all areas of funding can be
seen at www.mdm-online.de. Consultancies for EU funding schemes are
provided by the Creative Europe Desk
in Potsdam.

Fund Baden-Württemberg ranges
from screenplay via pre-production,
production, post-production, sales
and distribution, and cinema promotion right through to numerous
structural measures such as incentive
funding. With its line producer subsidy, MFG has established an innovative programme within Germany’s
funding system, since previously – as
is customary throughout the country only producers had been able to apply
for funding for film production. By
offering special funding opportunities
to line producers and through its
Animation Media Cluster Region
Stuttgart, MFG has contributed
enormously to making Baden-Wuerttemberg Germany’s leading location
for visual effects and animation.
Democracy – Im Rausch der Daten
Das Förderspektrum der MFG Filmförderung Baden-Württemberg setzt
beim Drehbuch an und reicht
über die Bereiche produktionsvorbereitende Maßnahmen, Produktion
und Postproduktion, Verleih und
Vertrieb, Kinoförderung bis hin zu
zahlreichen Strukturmaßnahmen wie
dem Incentive Funding. Mit der
sogenannten Line Producer-Förderung sorgte die MFG für ein Novum
in der deutschen Förderlandschaft,
denn bislang waren, wie bundesweit
üblich, allein Produzenten berechtigt,
Fördermittel für die Filmherstellung
zu beantragen. Damit, und mit ihrem
Animation Media Cluster Region
Stuttgart, hat die MFG maßgeblich
dazu beigetragen, dass sich BadenWürttemberg zum TOP-Standort in
Deutschland für Visuelle Effekte und
Animation entwickeln konnte.

Die MFG Filmförderung verfügt
über ein Jahresbudget von rund
15 Millionen Euro und fördert –
neben abendfüllenden Kino- und
TV-Spielfilmen – Dokumentarfilme
und Kurzfilme sowie Animationsfilme
und Filme für das Kinderprogramm.
Aufgrund der geographischen Lage
des Landes unterstützt die MFG
darüber hinaus zahlreiche europäische und internationale Koproduktionen und die Zusammenarbeit
deutscher Produzenten mit ausländischen Partnern. Ein bundesweit
einmaliges, nahezu flächendeckendes
Netzwerk aus sechs regionalen,
von der MFG mitfinanzierten Film
Commissions unterstützt die Filmschaffenden mit einem kostenfreien
Service vor Ort und vermittelt
Produzenten fachkundige Dienstleister, Kontakt zu den Behörden
und Experten aus allen Bereichen
der Filmproduktion.

The MFG Film Fund has an annual
budget of approximately 15 million
euros and – in addition to full-length
television and feature films – funds
documentaries and short films as well
as animated films and children’s
films. Due to the state’s geographical
location, MFG also supports numerous
European and international co-productions and collaborations between
German producers and international
partners. The unique network of six
regional film commissions, which are
co-funded by MFG, provides free
on-site services to film producers and
connects producers with administrative bodies and experts from all areas
of film production.

Zudem unterstützt die MFG Filmförderung auch Kooperationen wie
die „4 Motoren Europas“, in denen
die Regionen Baden-Württemberg,
Rhônes-Alpes, die Lombardei und
Katalonien auf wirtschaftlicher Ebene
zusammenarbeiten. Die regelmäßige,
zusammen mit der Zürcher Filmstiftung durchgeführte deutschschweizerische Branchenveranstaltung „First Pitch“ bringt Autoren
mit Finanziers schon in frühen
Entwicklungsphasen von Filmplänen
zusammen, beim alljährlichen
Rheinischen Koproduktionstreffen in
Game of Thrones
Straßburg tauschen Film- und Fernsehproduzenten mit Sendervertretern
und potenziellen
Finanzierungspartnern ihre Projektideen aus. Bei

Fördern – Vernetzen – Entwickeln!
Diese Begriffe bilden in Kurzform den
Kern der Aktivitäten der nordmedia.
Seit 2001 gestaltet nordmedia als
zentrale Medien-Fördereinrichtung
für Niedersachsen und Bremen den
Ausbau und die Entwicklung der Medienbranche in den beiden norddeutschen Bundesländern – gemeinsam
mit starken Gesellschaftern und Partnern. Zum Fördermittelaufkommen
tragen neben den beiden Ländern die
Sender NDR, Radio Bremen sowie das
ZDF bei. Jährlich werden über die
nordmedia Fördermittel mit einem
Volumen von rund 10 Mio. Euro
vergeben. Förderungen können für
verschiedene Phasen eines Film-,
TV- oder interaktiven Medienprojekts,
aber auch für Investitionen, Weiterbildungen, Veranstaltungen oder
Beratung beantragt werden.

These terms sum up the core activities
of nordmedia. In its role as the central media funding organization for
Lower Saxony and Bremen, nordmedia has shaped the consolidation and
development of the media branch in
both of these North German states
since 2001. nordmedia structures its
funding together with strong shareholders and partners: the funding is
financed by the two states, the broadcasters NDR, Radio Bremen and ZDF.
With an annual grant of approximately 10 million euro nordmedia provides
funds for different phases of production addressing film, TV and interactive media projects. Furthermore the
funding spectrum also includes
investments, training and advisory
offers as well as festivals.

Die FörderreferentInnen der nordmedia entwickeln gemeinsam mit
den Antragstellenden die optimale
Finanzierung und Betreuung der zu
realisierenden Projekte. Bedingung
für die Vergabe der Fördermittel ist,
dass mindestens 100% (Regionaleffekt) der nordmedia-Förderung in
Niedersachsen und Bremen für die
Realisierung des Projektes ausgegeben werden.

The Film Commission is the central
point of call for national and international applicants and project leaders.
nordmedia helps film and media
makers in all matters, offering free
services such as support in motif
search, procurement of technology
and service providers, advice on obtaining shooting permits and advice
on all other organizational matters.
nordmedia initiates and operates
networks for branch players and
organizes regional and supra-regional
events in cooperation with partners.
This especially concerns innovative
fields of development driven by technology. The industry players are
brought together at networking
events and the advantages of the
locations are promoted at film fairs
and festivals such as those in Berlin
or Cannes. In this context nordmedias
extensive web presence serves as
an important platform for communication and information exchange.
With its funding and accompanying
service offers as well as networking
and branch events, nordmedia
creates important incentives and
promotes the performance capabilities of branch players and the
special opportunities offered by the
two states at a supra-regional level.
