rund 25 Mio. Euro unterstützt das
Medienboard Filmprojekte in den
Kategorien Produktion, Stoff- und
Projektentwicklung, Verleih/Vertrieb
und Sonstige Vorhaben. Die Förderentscheidungen werden nach dem
Intendantenprinzip getroffen, der
Fokus der Förderung liegt dabei auf
Kinoproduktionen sowie herausragenden TV-Movies. Gefördert werden
grundsätzlich alle Genres und fast
alle Formate: Spiel-, Animations und
Dokumentarfilme, Kinderfilme,
Arthouse und Mainstream. Besonderes Gewicht bei den Förderentscheidungen liegt auf der Qualität des
Drehbuchs, auf der Nachwuchsförderung und auf der Förderung internationaler Koproduktionen.

Bavaria and Munich have always been
sought after filming locations – for
television series and films, motion
picture productions and productions
by young talent, as well as for international co-productions. The unique
locations and the excellent filmmaking infrastructure with renowned
companies like Arri, Sachtler, Panther,
or the VFX-specialists Scanline and
Trixter are the reasons why many filmmakers, producers and creative types
are at home here and provide for a
large production volume. A strong
promotion of film in general and the
services provided by the Film Commission Bavaria also contribute to the
desirability of Bavaria as a filming

The FilmFernsehFonds Bayern (FFF
Bayern) is the top address for film and
television funding in Bavaria. Since its
creation in 1996 the FFF Bayern has,
through the integration of the most
important public as well as private
broadcasters, proven itself to be a
competent and reliable partner of the
film industry. The shareholders of FFF
Bayern are the Free State of Bavaria, the Bayerische Rundfunk,
the Bayerische Landeszentrale
für neue Medien (BLM), Zweites

Die Filmförderung Hamburg Schleswig-Holstein (FFHSH) ist die nördlichste der regionalen Länderförderungen in Deutschland. Sie unterstützt Filmkultur und Filmwirtschaft
in den Bundesländern Hamburg, der
Hafenmetropole an der Elbe, und
Schleswig-Holstein, dem Land
zwischen Nord- und Ostsee. Hierbei
ergänzen sich der etablierte Filmund Fernsehproduktionsstandort
der zweitgrößten Stadt Deutschlands
und das nördlichste Bundesland als
attraktive Motivgeber.
Filmförderung Hamburg SchleswigHolstein (FFHSH) is the northernmost
of the regional state funding bodies
in Germany. It supports film culture
and the film industry in the states
of Hamburg, the port metropolis on
the Elbe, and Schleswig-Holstein,
the German state between the North
Sea coast and the Baltic Sea. The
long established film and television
location that is Germany’s second
largest city, and the picturesque
motifs provided by the scenery in
the northernmost state complement
each other perfectly.

Funding
Die FFHSH fördert auf Antrag Kinofilme, internationale Koproduktionen
und außergewöhnliche Fernsehproduktionen aller Genres und Längen.
Vom ersten Drehbuchentwurf über
die Produktion bis hin zum Verleih
und Vertrieb werden Filmprojekte
finanziell unterstützt. Besondere
Beachtung erfahren Nachwuchstalente. Entscheidungskriterien für eine
Förderung sind u.a. die inhaltliche
Qualität des jeweiligen Projektes
sowie ein wirtschaftlicher Effekt für
die Region. Das können Hamburg und
Schleswig-Holstein als Drehorte sein
oder die Beschäftigung hier angesiedelter Fachkräfte und filmtechnischer Betriebe.

Förderung
The FFHSH funds movies, international co-productions, and extraordinary
television productions of all genres
and lengths. Film projects are funded
from the first screenplay draft, via
production right through to sales and
distribution. Special attention is given
to up and coming talent. Decision
criteria for funding are, amongst
others, the quality of the content of
the individual projects as well as the
economic spinoffs for the region.
This can mean using Hamburg and
Schleswig-Holstein as locations or else
employing professionals resident
in the region and making use of the
local infrastructure.

Zwei Gremien treffen zurzeit fünfmal
pro Jahr Förderentscheidungen:
Gremium 1 vergibt Fördermittel für
Filme mit Herstellungskosten über
800.000 Euro, Gremium 2 für Projekte mit einem Budget bis zu dieser
Summe. Die Fördergelder der FFHSH
(2013: 11,1 Mio. Euro) stammen aus
Mitteln der Freien und Hansestadt
Hamburg, des Medienstaatsvertrags
der Länder Hamburg und SchleswigHolstein und der Partner NDR und
ZDF. Gesellschafter der FFHSH sind

Services
The Film Commission (FCHSH) operates its offices in Kiel and Hamburg
under the umbrella of the FFHSH. It is
the central point of information for
domestic and international producers,
advises on location scouting, mediates contacts to permit-issuing authorities and service providers, organises location visits as well as events,
and hence facilitates the preparation
and implementation of location
shooting in the region. On a national
level the FCHSH is engaged in the
association of German Film Commissions (www.location -germany.de), is
a member of the network of European
Film Commissions EuFCN and of the
international association AFCI, and
represents the location Hamburg
Schleswig-Holstein at exhibitions and
festivals internationally. The FFHSH
furthermore encompasses the Filmwerkstatt Kiel with its focus on the
promotion of young talent in the region. Additionally, the FFHSH is shareholder of the Filmfests Hamburg, an
annual public festival taking place in
autumn, and the MEDIA Desk Deutschland, an advisory centre for the EU
funding programme MEDIA.

North Rhine-Westphalia (NRW) offers
a creative, lively production environment as well as film and television
studios equipped with the very best:
For instance, parts of Ron Howard's
"Rush" and Jim Jarmusch's "Only
Lovers Left Alive" were shot in the
MMC studios. The medieval buildings
for "The Physician" were constructed
here and the apartment of "Amelie"
or the house of the "Buddenbrooks"
were conjured up on these stages.
Furthermore, highly specialised postproduction companies and top-class
film schools are also situated in NRW.

largest regional film funding
institution has supported more than
1,700 productions with approximately

34 Mio. Euro fördert die Filmstiftung
NRW vor allem die Herstellung von
Filmen. Diese Förderung steht auch
Produzenten offen, die ihren Firmensitz nicht in NRW haben. Bedingung
für eine Förderung ist die Erfüllung
des so genannten NRW-Effekts: Der
NRW-Effekt fordert, dass ein Produzent für jeden Euro Förderung mindestens 1,50 Euro in NRW ausgibt.
Außerdem fördert die Filmstiftung
NRW nahezu alle Phasen der Filmproduktion: vom Drehbuch über die Vorbereitungs- und Entwicklungsförderung bis hin zur Verleihförderung. Mit
ihrer Kinoförderung sorgt sie für den
Erhalt einer vielfältigen Kino- und
Programmlandschaft in NordrheinWestfalen.

2. How does the
Film- and Medienstiftung
NRW work?
With its annual budget of
approximately 34 million
Euros, the Filmstiftung
NRW focuses primarily on
supporting on film production. Such funding is also
available to producers
whose registered company
address is not in NRW. The
prerequisite to funding is
fulfilment of the so-called
NRW effect: the NRW-effect requires that for every
Euro a producer receives in
funding from the Filmstiftung, at least 1.50 Euros
have to be spent in NRW.

in the states of Saxony, Saxony-Anhalt, and Thuringia. All project phases
may be funded, ranging from pre-production, via production through to the
distribution and presentation of
movie, television, video, and other audiovisual media productions in the areas of content and project development, production funding, sales and
distribution, and projection/presentation. Furthermore, innovative new media products and festivals, workshops,
seminars, and training initiatives may
also receive grants and loans from the
MDM.

Autoren, Produzenten, Multimediaentwickler, Verleiher und Veranstalter
mit deutschem Firmensitz.

Herstellung bis hin zur Verbreitung
und Präsentation von Film-, Fernseh-,
Video- und weiteren audiovisuellen
Medienproduktionen in den Bereichen
Stoff- und Projektentwicklung, Produktionsförderung, Verleih/Vertrieb und
Abspiel/Präsentation gefördert werden. Auch für innovative Produkte neuer Medien und für Festivals, Workshops,
Seminare und Trainingsinitiativen
stellt die MDM Zuschüsse und Darlehen zur Verfügung.
Condition for successful application is
the proof of cultural and in particular
economic effects in the states of Saxony, Saxony-Anhalt, or Thuringia. All
the monies allocated to projects
should be spent within the context of
film, television, and media in Central
Germany. Applicants are generally authors, producers, multimedia developers, distributors, organisers with their
registered offices in Germany.
Applications for funding will only be
processed following an advisory meeting with a member of staff. This has to
take place at least 14 days prior to the
submission deadline. The application
deadlines in all areas of funding can be
seen at www.mdm-online.de.

The funding spectrum of MFG Filmförderung Baden-Württemberg extends from screenplay, via pre-production, production, and post-production, sales and distribution, cinema
promotion all the way to numerous
structural measures such as incentive
funding. In 2011 MFG Film Funding
is re-launching its “Digital Content
Funding” (DCF) programme, the funding of high quality media applications
with film-relevant interactive content
(including high quality, pedagogically
and culturally valuable computer
games and/or videogames and/or
other interactive products). With help
of the animation media cluster in the
Stuttgart region, the field of animation, which is already excellently established in the South-West, is enabled to acquire large-scale national
and international commissions
through cooperation projects.

On nordmedia
nordmedia is the central funding
organisation for media projects in the
northern German states of Niedersachsen and Bremen. Its goals are to
strengthen the region as a film location and to further develop the multimedia cultural scene in Niedersachsen
and Bremen.
nordmedia structures its funding
together with its strong shareholders
and partners: the funding is financed
by the two states, the broadcasters
NDR, Radio Bremen, and ZDF. Every
year, grants totalling approximately
€ 10 million are distributed through
the nordmedia Fonds GmbH. Applicants may apply for the funding of all
project phases.
Über nordmedia
nordmedia ist die zentrale MedienFördereinrichtung der norddeutschen
Bundesländer Niedersachsen und Bremen. Ziel ist die Stärkung der Standorte sowie die Weiterentwicklung der
multimedial geprägten Kultur- und
Kreativwirtschaft der beiden Bundesländer. nordmedia gestaltet die
Förderung gemeinsam mit starken
Gesellschaftern und Partnern. Zum
Fördermittelaufkommen tragen
neben den beiden Ländern die Sender NDR, Radio Bremen sowie das
ZDF bei. Jährlich werden so über die
nordmedia Fonds GmbH Fördermittel
mit einem Volumen von rund 10 Mio.
Euro vergeben.
Förderungen können für verschiedene
Phasen eines Film-, TV- oder interaktivem Medienprojekts, aber auch für Investitionen, Weiterbildung, Veranstaltungen oder Beratung beantragt werden. In den letzten 10 Jahren wurden
insgesamt 1430 Projekte realisiert,

sind in dem Zeitraum in den Bundesländern enstanden mit insgesamt
4.637 Dreh- und Animationstagen.
