Definitely, the P2.1 million will be of great assistance to our students and the city college itself,” Pamintuan said. “But I remember that during the elections in 2010, as I was campaign manager of the Team Agyu Tamu which he supported, he actually promised P10 million a year from his PDAF for the city college, which we have pamintuan pagE 9 ISANG Distrito. (GA) owner Delfin Lee and four others involved in the GA housing scam, Vice President Jejomar C. Binay announced yesterday. The Vice President said the HDO against Lee was issued by Judge Amifaith Fider-Reyes of Branch 42 of the Pampanga Regional Trial Court in an order dated March 25 and released on April 3, the same court trying the syndicated estafa case against Lee. Aside from Lee, also included in the HDO were his son Dexter, GA officers Christina Sagun and Cristina Salagan, and Home Development Mutual Fund (Pag-IBIG Fund or HDMF) official Alex Alvarez. The housing czar hailed the issuance of the HDO as “another victory for our kababayans who were defrauded of their hard-earned money.” “This is a very welcome development. We are very hopeful that this will advance our demand for Delfin Lee to pay for his crimes,” Binay said. “We just hope that the hold departure order would aid our law enforcement authorities. We do not want to think that Delfin Lee has evaded justice. Despite the P2 million reward offered by the President for his capture, Lee and his coaccused remain at large,” he added. The Vice President is the chairman of the Housing and Urban Development Coordinating Council (HUDCC) and chairman of the board of PagIBIG Fund. Lilia Pineda’s administration, the provincial government had spent P222,073,702 for infrastructure projects in eight towns of the Fourth District. Based on the data obtained from the provincial engineering office (PEO) since 2010 the present administration constructed roads, bridges, hospitals, buildings, classrooms, covered courts, barangay halls, drainage and slope protections. There are 136 total projects built in the said district. Candaba got 44 infrastructures amounting to P44 million; Apalit had 22 projects (P23.7 million); 18 constructed in Macabebe (P37.4 mil- lion), Sto.Tomas cornered 14 projects (P51.9 million); Minalin was given 13 infrastructures (P22.6 million); San Luis had 10 (P26.4 million); San Simon was awarded 10 projects (P11.9 million); and, seven projects were constructed in Masantol (P4.1 million). Fourth District Board Member Nestor Tolentino said the Sangguniang Bayan approved the budget for the construction of these infrastructure projects after Gov. Pineda personally visited the areas and had seen the need for the projects. “Before asking for budget, Gov. Pineda makes sure that the board members will personally see the necessity of the project. She always consults us before the execution,” Tolentino said. Rafael “Pie” Pascual, village chief here, said “it’s a dream come true for the people particularly the youth who engaged in sports development and the women and senior citizens who used to hold physical fitness.” “Maragul pu ing kapasalamatan mi kang Nanay Gob, kang Vice Governor Joseller ‘Yeng’ Guiao, Senior Board Member Cris Garbo, ampo kang BM Win-Win Garbo king pangatalakad ning covered court. Sasanting ya ing barangay pauli da ning saup da (We thank the governor, vice governor, board members for this covered court. Their assistance helps improve our place),” Pascual said. During the inauguration, Governor Pineda announced that she will work for the total renovation of the stage and the two function rooms, elevation of the covered court and its fence. She added that the provincial engineering office is now studying the reconstruction of the four classrooms razed by fire. ● that the good working relationship between the executive and legislative body played the pivotal role in the success of the programs and projects implemented by the provincial government. “The relationship between the provincial board and the governor is harmonious and professional at the same time,” he said. Barangay Captain Lazaro Delos Santos of Lanang, Candaba said they are fortunate to receive huge amount of projects in less than three years. “Gov. Pineda has listened to our predicaments and acted on them. Our district and the whole province benefitted much from her administration and we believe we will receive more if she will stay as the governor,” he said. ● UNFINISHED. It is supposed to lead us to prosperity, more employment and better future for our people. But, our current leaders seem to be not moving forward, most especially in helping both our energy and agricultural sectors,” Zubiri, principal author of the Biofuels Act, said. Zubiri noted that the Philippines has an abundant supply of coconut to meet the higher blend of 5 percent. Based on the data gathered, of the 12 million hectares of farmlands in the country, 3.1 milion hectares are devoted to coconut plantations. The Philippine Coconut Authority (PCA) has even developed 15 hybrids and one open pollinated variety, which can yield 4-6 tons per hectare per year enough to meet more than 5 percent blend requirements,” the former senator stressed. Zubiri also noted that today’s world copra prices dropped significantly from P61 a kilo in April 2011 to just about P25 a kilo as of December 2012. “The government should give its serious attention in helping our coconut farmers, who constitute not only the largest land-based agricultural sector but also the poorest by increasing the local demand of biofuel for the country’s energy require- SAFETY SEMINAR. (ABL) Angeles City hailed for women empowerment program By Charlene A. Cayabyab ANGELES CITY--Mayor Edgardo Pamintuan lauded the city’s Gender and Development (GAD) Office here for being recognized for its excellent implementation of programs for the empowerment of women. The GAD, led by its head Purita David, acquired the Gintong Dangal ng Huwarang Kababaihan award in the field of Women Empowerment thru Efficient Service from the People’s Experimental and Environmental Research Society (PEERS). David received this distinction last March 16, 2013 at the Jade Vine Executive Hotel in Ermita, Manila. According to Pamintuan, this is yet another feather in the cap of Angeleños and the local government unit of Angeles City for its practices in good governance, especially in providing equal rights to women and allowing them to play their roles in society freely. “Added to the fact that we have women leaders such as our very own Vice Mayor Vicky Vega-Cabigting and Councilor Maricel Marang Morales, this award is yet another recognition of the city government’s efforts to uphold equality within society by making the sector’s voice heard,” the mayor said. For her part, David was very proud of the fact that they are now part of a “chosen few” who have been hailed by the project. “This only goes to show that Angeles City is truly on its way to becoming one of the most gender sensitive cities in the country and one of the most progressive ones at that,” she said. According to PEERS Project Director Joven L. Catriz, their private organization aims to recognize Filipino greatness and honors those deserving through their works and efforts which have brought pride and honor to the country and the Filipinos. “By enabling global Filipino achievers, we allow our country to grow and preserve our commitment in keeping it free. These awards pay tribute to the men and women who utilize their skills and talents for the benefit of their fellowmen,” Catriz said. This is yet another achievement under the administration of Mayor Ed Pamintuan who has been chosen as one of the Top 8 mayors of the world by the City Mayors Foundation in London, one of the most outstanding mayors of the country by Superbrands Marketing Inc,. and a consistent recipient of the Seal of Good Housekeeping from the Department of Interior and Local Government thanks to its active participatory governance and good practices in transparency and accountability. ● ment,” Zubiri said. Under the Biofuels Act, the DOE is empowered to increase the biodiesel blend to all diesel fuel sold and distributed across the country by all oil company. In January 19, 2009, the DOE through the National Biofuels Board (NBB) implemented an increase of 2 percent blend from 1 percent. RA 9367 states that the blend maybe increased taking into account domestic supply and availability of locally-sourced biodiesel component. The NBB was mandated by the law to recommend to the DOE within two years upon the effectivity of the law the maximum blending targets to promote the wider utilization of biodiesel and allow a meaningful contribution of this alternative fuel to the country’s energy consumption. ● LEE from Page 2 co-accused was a non-bailable offense. It also noted that the Supreme Court has ruled that “the activity of subdivision and condominium development which is under the HLURB (Housing and Land Use Regulatory Board) involves ‘public interest and welfare.’” “Thus, it is public interest and public welfare that is served when the Hold Departure Order is issued against those who have to account for the alleged misuse of funds that were availed from the HLURB and that should have been dedicated to the real beneficiaries of the low-cost housing projects,” Fider-Reyes ruled in her decision. “As for any constitutional right to travel that [the five accused] may have been entitled to, this should now give way to the public interest and public welfare that is vested in the instant proceedings,” the judge further ruled. The Court of Appeals (CA) also recently stopped a Makati City judge from implementing its earlier rulings favoring Lee. The case against the GA owner stemmed from the purported anomalous loans amounting to more than P7 billion granted by Pag-ibig Fund to “ghost borrowers” who had allegedly bought homes in GA’s Xevera Housing project in Mabalacat, Pampanga. Both Delfin and Dexter Lee remain at large despite the outstanding warrants for their arrest issued by the Pampanga court. ● 4 Headline Gitnang Luzon APRIL 5-7, 2013 EDITORIAL Planting knowledge For the longest time, our farmers remain stagnated with the same knowledge they have in planting crops. They have been using the same techniques for decades now and they only let nature take its course to either give them a good yield or leave them with bigger debts to their financiers. The provincial government of Pampanga has recognized this predicament of the sector that serves food to every Filipino table that’s why it had partnered with agriculture-related agencies of the government to change the way our farmers have been tilling their lands. The farmers, like any sectors in this realm of life, need to cope up with the needs of the times. They also require retooling to weather the challenges of their changing environment. What was effective in increasing the yield of a hectare in the past may not be as effective today considering the transformation in the topography, climate change and the style of farming many have been following. The schooling of farmers is a timely venture to ensure that what little sector in the food production industry is left will be made sustainable if not consistently growing to, eventually, ensure sustainable food supply for the country. Gone are the days when farmers would plant their crops, let it grow by itself and pray to whatever deity to deliver them from plagues and floods. The new technologies available to increase the probability of higher yields should be inculcated to the farmers, who would transfer these to the next generations of land-tillers. Farmers should jump out of the stereotype that they are hunchbacked, sunburnt and mud-covered that had become a longenduring stigma shooing away the youth from wanting to become farmers. It is high-time a new set of ideas are planted in the minds of the farmers, who would soon be considered among the sectors that earn bigger incomes and not saddled with debts. It was a rare opportunity to us since all of us were busy with each other’s chosen life and career. We discussed every minute detail there was to know in our lives. From our simple needs to our multitude of wants. We talked about our personal hang ups, our fantasies, the unfulfilled dreams, our husbands and ex boyfriends. We gossiped the latest showbiz scoops of the Kris Aquino and James Yap saga. We all agreed that you could not have everything good in your hands. Regardless how much wealth you have, still life is not a complete happiness. A part is still missing. Contentment is underrated. As we listened to each other’s crisis, we could not subsume our irritation on how some of our friends abuse the power of social media. They use the social network as their own personal diaries. Everything is well documented in the social media. Imagine them posting the food they cooked, their newly painted nails, the famous places they went to and even to the extent of informing their exact whereabouts on a certain day just to be known. Sid Lucero denies affair with Heart Evangelista At least, nilinaw na ni Sid Lucero yung mga blind items involving him and Heart Evangelista. “No! No! 1 2 3 4 5 6 17 9 10 21 28 24 26 30 31 33 38 43 34 40 39 52 41 45 44 48 13 22 25 29 32 12 19 18 23 11 16 20 51 8 Puzzle ID: #I361PH 15 14 27 7 Sudoku Puzzle 35 36 37 42 46 49 47 50 54 53 55 56 57 58 64 59 62 63 66 67 68 69 70 71 60 61 65 U082VF Across 52. GEMINI (MAY 21-JUN 21) You do not mind performing those menial tasks that others despise. Your attitude today is cool, controlled and inventive. It is difficult to relax and enjoy others but once you are away from interruptions you can concentrate and accomplish much. After work you can become quite outgoing and you easily communicate and share your stories. Bargain hunting with friends later today is certainly a change of pace from the working world--but fun as well. This may be a flea market or the beginning of a charity drive done as a garage sale. Further, you may strengthen ties with an older member of your family by chatting over a few antiques that you might have seen at this garage sale. This is a time in which you may see the family circle increase in numbers. CANCER (JUN 22- JUL 22) Your desire to succeed is strong. This is a great time to be with others and to work as a team. A spur of the moment caucus may not be where you want to be . . . you may feel like the powers that be could send out a memo and that they are slowing your progress. The people that are above you know your work and you will benefit from stopping your work to attend this meeting. You will be able to add some insight to the discussion group and can assuage any panic that may be waiting to materialize. This afternoon you are able to continue with your work and complete the goal you made for the day. At home this afternoon you may express your inventive side. For now, you will be wise to reassess and regroup when it comes to expenses. LEO (JUL 23 - AUG. 23) Cooking classes have always sounded like fun and when a co-worker asks if you would like to join up this weekend on an adventure of cooking, you may decide that is just where you would like to be. In the workplace today you have several opportunities to show off your skills. Solving technical problems are easy tasks and several people may come to you for advice. You might increase your income if you wanted to teach your skill to others within your company and have interns under you. You are in control and able to guide yourself with ease. Your ambition is intensified now and you can express yourself well through your improved vocabulary. A social setting this evening will surprisingly improve your professional standing via networking. LIBRA (SEP. 23 - OCT. 23) You may have ideas for improving work efficiency and health practices. You tend to communicate more with co-workers this week and you may engage in a study for employment that is more lucrative. You can trade, sell, close a deal or negotiate an agreement. If you have been considering signing a contract or entering into a partnership, it’s a good time now to pull in the professionals for a little professional advice. Entertainment and play activities with children increase during this weekend. You will find this a perfect time to teach them to think in logical ways to make solving tasks fun. Appreciation of art and music increases. It is a good time to be more active socially. Go to a party or reception with your mate. SCORPIO (OCT. 24- NOV. 21) Do not worry too much about what others think about your work or abilities just now. You will be able to achieve quite a lot today. An emphasis on close relationships and a preoccupation with ideas of fairness and harmony are part of the mental cycle you have just begun. The need to enjoy your work and have others respect your working space so that you can be productive may take on a great deal of importance to you now. Later this afternoon you may decide to ride your bicycle with the neighbors and get a little exercise. You may be considering a membership to a club so that you can exercise in an indoor pool. After the evening meal you may agree to help a friend or young adult with some research or perhaps some type of calculations. SAGITTARIUS (NOV. 22 - DEC. 21) You will work better with, than without, a partner today. Group participation may be cut short this morning in order to hurry along some project. You will be rewarded for your efforts and your helpful attitude will not go unnoticed. On the financial level you could lose money as fast as you accumulate it, so be frugal in your expenses. Be cautious as well in any enterprise that would cause you to increase your debts. This is a time when it is best to listen to all those around you before making a decision. Do not become preoccupied with one idea and accept it as gospel. Consider all sides of an issue. Teaching, learning, communicating and social contact have a way of outlining new directions in your life. Work at keeping domestic harmony. CAPRICORN (DEC. 22 - JAN 19) You are extremely talkative today and when you give a report or a presentation you look forward to the question-answer time because you have done your homework. This is a most favorable time to exchange ideas and seek out new ventures. Ambition is intensified. You have a list of item for your shopping list and considering the weather or the itinerary for this weekend, you may decide to get the shopping done this evening. Hard to find items just seem to fall into your hands . . . now . . . if products were on sale it would really be your day. They are not, but it gives you fresh ideas on new projects at your own workplace that you are sure will pull in some good money. You may have to do some planning before you mention your idea. AQUARIUS (JAN. 20 - FEB. 18) You visualize the end result of some project today and find just the right things to do in order to create this ending. Others could learn from your technique of working. A last-minute deadline could foil plans to get away early, but with concentration you can accomplish your goal and still leave work on time. This afternoon you have the opportunity to be working with young people, possibly in a volunteer situation. Some planetary positions may encourage you to become more sensitive to the needs of others. You will be successful in finding a positive activity or outlet for a young person that is very active. By tonight, your attitude and the matters of the day will have calmed considerably. There are good indications finances will have an upward turn. PISCES (FEB. 19 - MAR. 20) There is a tendency to be too strict with yourself today, to insist that whatever does not contribute to security and other long-term goals is trivial. Your ambition is intensified. Don’t be afraid to speak up for what you want. You are usually the peacemaker and can overextend yourself in helping others, but today is for you. It is time to speak up for yourself--you will be most persuasive. This could mean a raise, receiving a new piece of equipment, or purchasing a new chair, etc. You may want to break up your usual routine and try something different after work today. Be careful not to spend excessively--you will be pleased with the results of your decision. A loved one wants some time with you later. You are playful and fun to be with this evening. Headline Gitnang Luzon APRIL 5-7, 2013 LAZATIN from Page 1 Lazatin personally delivered to the City College of Angeles (CCA) the check to be used as advance payment for the tuition fees of 300 scholars. CCA President Averell Laquindanum met Lazatin and told him about the presentandincomingnumberof students in the city’s college. Laquindanum, however, said the check can only be received by the city treasurer. Lazatin later brought the check to City Treasurer Juliet Quinsaat at the city 9 TOWARDS THE LIGHT from Page 4 hall compound in Barangay Pulung Maragul. As stipulated in Special Allotment Release Order No. SARO-2013-GO1289T, dated February 27, 2013, P2.1 million from Lazatin’s Priority Development Assistance Fund (PDAF) will be allocated to CCA for the benefit of some 372 scholars of the college. Providing aid to financially-incapable students is a long-standing program of Lazatin and, since assuming office as First District Representative in 2007, he has allocated portions of his PDAF to different schools in the First District of Pampanga, including Pampanga Agricultural College, Jose C. Feliciano College, New Era University, AMA Computer Learning Center, Holy Angel University, University of the Philippines Pampanga, Republic Central Colleges, and Angeles University Foundation. Since June 2012, Lazatin asked the Department of Budget and Management (DBM) to allocate funds for CCA. The request, however, was denied since the college is not yet accredited by the Commission on Higher Education (CHED). Currently running for city mayor, Lazatin said that once elected into office, one of his programs will be freeing the tuition fee of indigent students of CCA and providing tuition fee subsidy to other deserving students. During his nine-year term as City Mayor from 1998 to 2007, Lazatin allocated about P4 million a year for 500 scholars taking up four-year courses. ● PAMINTUAN from Page 1 yet to build at that time. But just the same, we express our appreciation,” he added. “From 2010, Lazatin would have already channelled P30 million from his PDAF to the city college as he promised,” the city administrator said. Pamintuan also recalled that Lazatin, who was an ally of Mayor Pamintuan, also promised P10 million for the Ospital Ning Angeles (ONA) but only actually gave P500,000 so far after three years from 2010. Lazatin, accompanied by his chief of staff IC Calaguas and a slew of photographers and mediamen, personally delivered the P2.1-million check to the Angeles City treasurer’s office yesterday morning. Also reacting to the Lazatin contribution to the city college, former barangay chairman Aymer Alvarado of Sto. Cristo said that Lazatin’s donation to the city college scholarship fund will not erase the culpability of Lazatin in the illegal disposition of the latter’s PDAF funds as he alleged in a case he filed against the congressman. “Dapat lang natin siya pasalamatan. Pero di mabubura ng kanyang donasyon ang mga naunang iligal na donasyon niya sa institusyong pagaari ng kanyang pamilya,” he said. Earlier, Alvarado formally charged Lazatin before the Ombudsman for graft because he allegedly channelled part of his PDAF to the Republic Central Colleges, a school owned by the congressman’s family. Alvarado insisted Lazatin “violated the law” in making a familyowned institution as beneficiary to his pork barrel funds. ● BIRTHING STATION from Page 1 birth station),” the governor said. The provincial government has also provided for the medical equipment and supplies of the birthing station with the assistance of Department of Health (DOH). The governor has also brought with her the department heads of the provincial government who discussed the programs on livelihood, employment and social welfare. Geline Regala, a mother and small entrepreneur here, said she thanked the governor for giving the resettlement a taste of her health service and community improvement and development project. “Maragul yang saup ing birthing station karing manganak keti. We really appreciate this project),” Regala added. ● CL FARMERS from Page 1 members of the Armed Forces of the Philippines (AFP) and the United States of America Army. In Central Luzon, military exercises are to be held April 5 to 17 in Subic Bay in Zambales, Camp O’ Donnell and Crow Valley in Tarlac province and Fort Magsaysay Military Reservation in Laur town, Nueva Ecija. Aside from AMGL, Anakpawis Partylist, Central Luzon Ayta Association (CLAA), Timpuyog Katutubo – Nueva Ecija and Katribu Partylist – Central Luzon have also expressed opposition to Balikatan. Farmers groups said that military exercises launched by the US and AFP continue to affect the livelihood of farmers, indigenous peoples and fish- erfolk, and threaten the safety of their communities. “During these exercises, farmers, indigenous peoples and fisherfolk are prohibited to attend their farms or go fishing. Subic Bay is a source of livelihood for fisherfolk communities in Zambales towns, Camp O’ Donnell and Crow Valley are lands cultivated by Aeta communities, Fort Magsaysay are cultivated by low-land and Igorot farmers. Their livelihood and safety are always threatened during these military exercises as they use liveround ammunitions and ordnance,” Canlas said. ‘Staging Ground’ Aside from threatening the liveli- hood of local farmers, Canlas said the upcoming Balikatan exercises pose risk of allowing the United States armed forces to practically use the region and the country as a military base or a staging ground of its war of aggression against China or North Korea. The farmer groups said that the exercises are also intended to secure US interests in the region and the whole country. They said that Central Luzon is aimed to be a “growth corridor,” where networks of super-highways are to be constructed to accelerate the plunder of the country’s natural resources, while converting productive agricultural lands mainly to adapt to the needs of foreign and local big businesses. ● QUAKE from Page 1 DRUG PEDDLER from Page 2 PHILVOLCS said Baler felt the strongest tremor at intensity 5.4 magnitude. Even when Arroyo finally got temporary liberty when she was allowed to go out on bail, she was in Pampanga to visit her constituents. Maybe Dabu was not watching the television nor was reading the newspapers that she failed to see GMA wearing her spinal brace in the visitations. Her illness notwithstanding, Arroyo was also active during the calamities. She busied herself giving out relief goods with Governor Lilia Pineda to the flood-affected Kapampangans. When she was still President, looking after the whole country, Arroyo was in the province, particularly in the Second District almost every week. That working attitude of the former president is just enough to belie Dabu’s claim that CGMA was not felt, much less seen, by her constituents. The lawyer should fire her researchers or speech writers all at once. Dabu also alleged that CGMA never delivered her Priority Development Assistance Fund (PDAF) worth P70 million per year. A check with Arroyo’s district office also belies Dabu’s accusation. The congresswoman, though her allocations were delayed by the national government, was able to provide the services to almost every barangay in the district. It is no wonder that all the local officials in the district have been thanking Arroyo for the assistance that the congressional district has been giving to the towns and barangays. With the former president failing to personally deliver the projects as she is kept under arrest, her son, partylist congressman Mikey Arroyo serves as her messenger to implement the congresswoman’s programs and projects. Scholarship grants, waiting sheds, financial assistance to the poor, school-buildings and roads are only some of those projects funded by CGMA’s congressional office. These are not included in Dabu’s list when talking to the people. “That’s very politics,” a former mayor friend of columnist Bong Lacson might say. If Dabu, like Panlilio, cannot focus their campaign on their own accomplishments--if any-they should refrain from spreading lies to advance their interests. That’s traditional politics that they claimed to be fighting against. ● paquisabi cung a’ini a minuna cu nang asulat caring metung cung articulu.
