rocked parts of Luzon, including Pampanga, yesterday morning.

station in Sta. Lucia Resettlement, this
town worth P5 million funded by the
provincial government.
During the inauguration, the governor reiterated her advocacy that “no
mother shall die in giving birth.”
She said this is the reason why she
pushed for the construction of more
birthing stations and renovation of district hospitals.

Drug peddler falls
in resettlement area

CAMP OLIVAS, Pampanga--A notorious drug peddler was arrested after he
sold shabu to a police officer in a drug buybust operation in Angeles City on Tuesday.
Police identified the suspect as Cyrold
Pingul, 35 years old, single and resident of
Lot 6 Block 10, EPZA Resettlement, Barangay Cacutud, Angeles City.
Police said Pingul’s companion and
cohort was identified as Allan Balilo of the
same resettlement area.
Reports said that Pingul and Balilo
were on board a black Honda TMX motorcycle without licence plate number when
they arrived to sell shabu to a police poseur buyer at 3:30 p.m. at District 2 in the
resettlement site.

CITY OF SAN FERNANDO--As part of the Heritage
and Cultural preservation in
the 8-point agenda of the present administration, the city
government here will spearhead the 71st Death March
commemoration on April 9.
A “salubong” will be held
at the San Guillermo Church
in Bacolor town, led by the San
Fernando Runners Association,
Mayor Oscar S. Rodriguez, Vice
Mayor Edwin D. Santiago and
the city council at 7:30 a.m.
The program will include
a heroes walk from the Heroes
Hall to the former San Fernando Train Station to be participated by the SAFER Run
Inc., city contingents, city hall
employees and selected students.
A symbolic lighting of the
torch and a wreath-laying ceremony at the marker will take
place at the former San Fernando Train Station.

CITY OF SAN FERNANDO--A Hold Departure Order
(HDO) has been issued against
Globe Asiatique Realty Holdings Corp. (GA) owner Delfin
Lee and four others involved
in the GA housing scam, Vice
President Jejomar C. Binay announced yesterday.
The Vice President said the
HDO against Lee was issued by
Judge Amifaith Fider-Reyes of
Branch 42 of the Pampanga Regional Trial Court in an order
dated March 25 and released
on April 3, the same court trying the syndicated estafa case
against Lee.
Aside from Lee, also included in the HDO were his son
Dexter, GA officers Christina
Sagun and Cristina Salagan,
and Home Development Mutual Fund (Pag-IBIG Fund or
HDMF) official Alex Alvarez.
The housing czar hailed the
issuance of the HDO as “another victory for our kababayans
who were defrauded of their
hard-earned money.”
“This is a very welcome development. We are very hopeful
that this will advance our demand for Delfin Lee to pay for
his crimes,” Binay said.
“We just hope that the hold
departure order would aid our
law enforcement authorities.
We do not want to think that
Delfin Lee has evaded justice.
Despite the P2 million reward
offered by the President for
his capture, Lee and his coaccused remain at large,” he
added.
The Vice President is the
chairman of the Housing and
Urban Development Coordinating Council (HUDCC) and
chairman of the board of PagIBIG Fund.

Capitol’s infrastructure project in the Fourth District
P222-M in 30 months

CITY OF SAN FERNANDO
– For the past 30 months of Gov.
Lilia Pineda’s administration, the
provincial government had spent
P222,073,702 for infrastructure
projects in eight towns of the
Fourth District.
Based on the data obtained
from the provincial engineering
office (PEO) since 2010 the present administration constructed
roads, bridges, hospitals, buildings, classrooms, covered courts,
barangay halls, drainage and
slope protections.
There are 136 total projects
built in the said district. Candaba
got 44 infrastructures amounting to P44 million; Apalit had 22
projects (P23.7 million); 18 constructed in Macabebe (P37.4 mil-
lion), Sto.Tomas cornered 14 projects (P51.9 million); Minalin was
given 13 infrastructures (P22.6
million); San Luis had 10 (P26.4
million); San Simon was awarded
10 projects (P11.9 million); and,
seven projects were constructed
in Masantol (P4.1 million).
Fourth District Board Member Nestor Tolentino said the
Sangguniang Bayan approved
the budget for the construction
of these infrastructure projects
after Gov. Pineda personally visited the areas and had seen the
need for the projects.
“Before asking for budget,
Gov. Pineda makes sure that the
board members will personally
see the necessity of the project.
She always consults us before the
execution,” Tolentino said.

Barangay San Joaquin here.

said “it’s a dream come true for the people
particularly the youth who engaged in sports
development and the women and senior citizens who used to hold physical fitness.”

Zubiri reiterates stronger support to biofuels law
CITY OF SAN FERNANDO--United
Nationalist Alliance (UNA) senatorial
candidate Migz Zubiri yesterday reiterated
his call to give the country’s biofuels sector
serious attention by increasing the current
coco-biodiesel blend of 2 percent to 5 percent in all diesel fuel requirements.
“It has been more than five years since
Republic Act 9367 or the Biofuels Act was
passed in January 2007 yet the Department of Energy (DOE) has not progress
substantially in terms of implementing
the law particularly in further increasing the blend for biodiesel,” Zubiri said.
“What has happened to this government’s Daang Matuwid? It is supposed to
lead us to prosperity, more employment
and better future for our people. But, our
current leaders seem to be not moving forward, most especially in helping both our
energy and agricultural sectors,” Zubiri,
principal author of the Biofuels Act, said.
Zubiri noted that the Philippines has
an abundant supply of coconut to meet
the higher blend of 5 percent. Based on the
data gathered, of the 12 million hectares of
farmlands in the country, 3.1 milion hectares are devoted to coconut plantations.
The Philippine Coconut Authority (PCA)
has even developed 15 hybrids and one
open pollinated variety, which can yield
4-6 tons per hectare per year enough to
meet more than 5 percent blend requirements,” the former senator stressed.
Zubiri also noted that today’s world
copra prices dropped significantly from
P61 a kilo in April 2011 to just about P25 a
kilo as of December 2012.
“The government should give its serious attention in helping our coconut farmers, who constitute not only the largest
land-based agricultural sector but also the
poorest by increasing the local demand of
biofuel for the country’s energy require-

Angeles City hailed for women empowerment program

ANGELES CITY--Mayor Edgardo Pamintuan lauded the city’s Gender and Development (GAD) Office here for being recognized for its excellent implementation of
programs for the empowerment of women.
The GAD, led by its head Purita David,
acquired the Gintong Dangal ng Huwarang
Kababaihan award in the field of Women
Empowerment thru Efficient Service from
the People’s Experimental and Environmental Research Society (PEERS).
David received this distinction last
March 16, 2013 at the Jade Vine Executive
Hotel in Ermita, Manila.
According to Pamintuan, this is yet another feather in the cap of Angeleños and the
local government unit of Angeles City for its
practices in good governance, especially in
providing equal rights to women and allowing them to play their roles in society freely.
“Added to the fact that we have women
leaders such as our very own Vice Mayor
Vicky Vega-Cabigting and Councilor Maricel
Marang Morales, this award is yet another
recognition of the city government’s efforts
to uphold equality within society by making
the sector’s voice heard,” the mayor said.
For her part, David was very proud of
the fact that they are now part of a “chosen
few” who have been hailed by the project.
“This only goes to show that Angeles City
is truly on its way to becoming one of the most
gender sensitive cities in the country and one
of the most progressive ones at that,” she said.

Under the Biofuels Act, the DOE is empowered to increase the biodiesel blend to
all diesel fuel sold and distributed across
the country by all oil company. In January
19, 2009, the DOE through the National
Biofuels Board (NBB) implemented an increase of 2 percent blend from 1 percent.
RA 9367 states that the blend maybe increased taking into account domestic supply and availability of locally-sourced biodiesel component.
The NBB was mandated by the law
to recommend to the DOE within two
years upon the effectivity of the law the
maximum blending targets to promote the
wider utilization of biodiesel and allow a
meaningful contribution of this alternative
fuel to the country’s energy consumption. ●

HLURB and that should have

projects,” Fider-Reyes ruled in her
decision.
“As for any constitutional right
to travel that [the five accused]
may have been entitled to, this
should now give way to the public
interest and public welfare that is
vested in the instant proceedings,”
the judge further ruled.
The Court of Appeals (CA) also
recently stopped a Makati City
judge from implementing its earlier rulings favoring Lee.
The case against the GA owner
stemmed from the purported
anomalous loans amounting to
more than P7 billion granted by
Pag-ibig Fund to “ghost borrowers” who had allegedly bought
homes in GA’s Xevera Housing
project in Mabalacat, Pampanga.
Both Delfin and Dexter Lee
remain at large despite the outstanding warrants for their arrest
issued by the Pampanga court. ●

Planting knowledge
For the longest time, our farmers remain
stagnated with the same knowledge they
have in planting crops. They have been using the same techniques for decades now
and they only let nature take its course to
either give them a good yield or leave them
with bigger debts to their financiers.
The provincial government of Pampanga
has recognized this predicament of the
sector that serves food to every Filipino
table that’s why it had partnered with agriculture-related agencies of the government
to change the way our farmers have been
tilling their lands.
The farmers, like any sectors in this realm
of life, need to cope up with the needs of
the times. They also require retooling to
weather the challenges of their changing
environment.
What was effective in increasing the yield
of a hectare in the past may not be as effective today considering the transformation in
the topography, climate change and the
style of farming many have been following.
The schooling of farmers is a timely venture to ensure that what little sector in the
food production industry is left will be made
sustainable if not consistently growing to,
eventually, ensure sustainable food supply
for the country.
Gone are the days when farmers would
plant their crops, let it grow by itself and
pray to whatever deity to deliver them from
plagues and floods. The new technologies
available to increase the probability of higher yields should be inculcated to the farmers, who would transfer these to the next
generations of land-tillers.
Farmers should jump out of the stereotype that they are hunchbacked, sunburnt
and mud-covered that had become a longenduring stigma shooing away the youth
from wanting to become farmers.
It is high-time a new set of ideas are
planted in the minds of the farmers, who
would soon be considered among the sectors that earn bigger incomes and not saddled with debts.

I had a small chat with my best
friends over the weekend. It was a rare
opportunity to us since all of us were
busy with each other’s chosen life and

detail there was to know in our lives.
From our simple needs to our multitude of wants. We talked about our

P2.1 million from Lazatin’s
Priority Development Assistance Fund (PDAF) will
be allocated to CCA for the
benefit of some 372 scholars of the college.
Providing aid to financially-incapable students is
a long-standing program of
Lazatin and, since assuming office as First District
Representative in 2007, he
has allocated portions of his
PDAF to different schools
in the First District of Pampanga, including Pampanga
Agricultural College, Jose C.
Feliciano College, New Era
University, AMA Computer
Learning Center, Holy Angel University, University of
the Philippines Pampanga,
Republic Central Colleges,
and Angeles University
Foundation.
Since June 2012, Lazatin
asked the Department of
Budget and Management
(DBM) to allocate funds for
CCA. The request, however,
was denied since the college is not yet accredited by
the Commission on Higher
Education (CHED).
Currently running for
city mayor, Lazatin said that
once elected into office, one
of his programs will be freeing the tuition fee of indigent
students of CCA and providing tuition fee subsidy to
other deserving students.
During his nine-year
term as City Mayor from
1998 to 2007, Lazatin allocated about P4 million a
year for 500 scholars taking up four-year courses. ●

barangay chairman Aymer Alvarado
of Sto. Cristo said that Lazatin’s donation to the city college scholarship
fund will not erase the culpability of
Lazatin in the illegal disposition of
the latter’s PDAF funds as he alleged
in a case he filed against the congressman.
“Dapat lang natin siya pasalamatan. Pero di mabubura ng kanyang
donasyon ang mga naunang iligal na
donasyon niya sa institusyong pagaari ng kanyang pamilya,” he said.

formally
charged Lazatin before the Ombudsman for graft because he allegedly
channelled part of his PDAF to the
Republic Central Colleges, a school
owned by the congressman’s family.
Alvarado insisted Lazatin “violated the law” in making a familyowned institution as beneficiary to

That working attitude of the former president is just enough to belie
Dabu’s claim that CGMA was not felt,

The lawyer should fire her researchers or speech writers all at once.
Dabu also alleged that CGMA
never delivered her Priority Development Assistance Fund (PDAF)
worth P70 million per year.
A check with Arroyo’s district
office also belies Dabu’s accusation.
The congresswoman, though her
allocations were delayed by the national government, was able to provide the services to almost every
barangay in the district.
It is no wonder that all the local
officials in the district have been
thanking Arroyo for the assistance
that the congressional district has
been giving to the towns and barangays. With the former president
failing to personally deliver the projects as she is kept under arrest, her
son, partylist congressman Mikey
Arroyo serves as her messenger to
implement the congresswoman’s
programs and projects.
Scholarship grants, waiting
sheds, financial assistance to the
poor, school-buildings and roads
are only some of those projects
funded by CGMA’s congressional
office. These are not included in Dabu’s list when talking to the people.

If Dabu, like Panlilio, cannot
focus their campaign on their
