AKTUELLE TWINNING-AUSSCHREIBUNGEN DER EU
In der untenstehenden Liste finden Sie die aktuell von der EU ausgeschriebenen Twinning-Projekte.
EU Twinning-Ausschreibungen richten sich ausschließlich an öffentliche Verwaltungen der EU-Mitgliedsstaaten. Das sind die Ministerien des Bundes
und der Länder sowie deren nachgeordnete Behörden und Einrichtungen. Neben aktiven Beamten und Angestellten des öffentlichen Dienstes
können auch Experten bis max. zwei Jahre nach ihrem Ausscheiden aus dem aktiven Dienst eingesetzt werden.
Bei Interesse für ein konkretes Projekt wenden Sie sich bitte an den in der vorletzten Spalte genannten Kontakt im jeweils federführenden
Bundesressort. Hier erfahren Sie u.a., ob eine deutsche Bewerbung auf das Projekt erfolgt und welche Experten ggf. benötigt werden.
Mit einem Klick auf den Projekttitel erhalten Sie als Download das vollständige Ausschreibungsdokument der EU. Hier finden Sie u.a. eine
umfangreiche Darstellung der Ziele, Ergebnisse und Aktivitäten des geplanten Projekts sowie unter dem Kapitel „Means/ Input from the MS Partner
Administration“ die Profile für die gesuchten Experten und Langzeitberater.

Land: Name des Landes, in dem das Projekt umgesetzt werden soll, der so genannte beneficiary partner.
Eine Übersicht über die Länder, in denen Twinning-Projekte von der EU finanziert werden, finden Sie auf der Homepage des NCP.
EU Code: Da es viele Projekte gibt, deren Titel nur gering von einander abweichen, ordnet die EU jedem Projekt einen Code zu, um eine einfache
Kommunikation zu ermöglichen und Verwechslungen zu vermeiden.
Budget: In Twinning-Projekten werden Ziele, Ergebnisse und Aktivitäten festgelegt (diese finden Sie im Projekt-Fiche), die mit einem festgelegten
Budget erreicht werden müssen. Nähere Informationen darüber, was aus diesem Budget im Rahmen des Projektes finanziert werden kann, finden Sie
im Twinning-Handbuch.
Laufzeit: Die Laufzeit der Twinning-Projekte ist ebenfalls vorher festgelegt. Die erste Zahl in der Klammer ist der Zeitraum, in dem der Langzeitberater
vor Ort ist und die Projektaktivitäten umgesetzt werden (implementation period). Dazu kommen weitere 3 Monate, die der Vorbereitung und
insbesondere dem Abschluss des Projektes dienen. Aus beiden Zahlen ergibt sich die Gesamtlaufzeit (execution period). Der Beginn des Projektes lässt
sich zum Zeitpunkt der Ausschreibung nicht genau bestimmen, i.d.R. beginnen die Projekte jedoch 6-9 Monate nach Ablauf der Abgabefrist (3-6
Monate Twinning Light).
Projekttitel: Der Projekttitel informiert über das Thema bzw. das Hauptziel des Projektes. Da einige der Titel den gesamten Umfang des Projektes nur
unzureichend und z.T. missverständlich wiedergeben, empfiehlt es sich, Ziele, Ergebnisse und Aktivitäten und ggf. weitere Informationen dem ProjektFiche zu entnehmen.
Abgabefrist beim NCP: Falls eine deutsche Bewerbung erfolgt, muss diese bis zum genannten Datum bei der Nationalen Koordinierungsstelle (NCP)
eingereicht werden. Hier erfolgt eine Vorabprüfung des Angebotes und die Weiterleitung. Wenn Sie sich für ein Projekt interessieren, sollten Sie
möglichst frühzeitig Kontakt mit dem federführenden Bundesressort aufnehmen, um ggf. als Experte in das Angebot aufgenommen zu werden. Ein
gutes Expertenteam erhöht maßgeblich die Erfolgsaussichten einer deutschen Bewerbung.
Federführendes Bundesressort: Jede Twinning-Ausschreibung, die der NCP von der EU erhält, wird einem Bundesressort zugeordnet, das den
deutschen Bewerbungsprozess koordiniert und sicherstellt, dass nur eine deutsche Bewerbung eingereicht wird. Für diese Aufgabe gibt es in jedem
Ressort einen oder mehrere Twinning-Koordinatoren, die Sie über den jeweils genannten Kontakt erreichen.
