Vice Admiral James E. Amerault
Deputy Chief of Naval Operations (Logistics)
Vice Admiral Amerault graduated from the U.S. Naval Academy and was commissioned
as Ensign in the Navy on June 9,1965.
Vice Admiral Amerault served at-sea as Gunnery Officer and First Lieutenant in MASSEY
(DD 778) and later as Officer in Charge, Patrol Craft Fast 52. He then served as Engineer
Officer in TAYLOR (DO 468) and BENNER ((DO 801), and as Executive Officer in
DUPONT (DD 941) and SIERRA (AD 18). He served as commissioning Commanding
Officer in NICHOLAS (FFG 47) and later as Commanding Officer in SAMUEL GOMPERS
(AD 37). Vice Admiral Amerault has also served as Staff Combat Information Center
Officer for Commander, Cruiser Destroyer Group TWO. He commanded Destroyer
Squadron SIX, Amphibious Group FOUR, and the Western Hemisphere Group. His shore
assignments have included Deputy/Acting Director, Program Resource Appraisal Division
(OP-81); Executive Assistant to the Director, Surface Warfare Division (N86); Director
Operations Division, Office of the Budget in the office of the Assistant Secretary of the
Navy (Financial Management & Comptroller) and Director, Fiscal Management Division
(N82)in the office of the Chief of Naval Operations. He is currently serving as the Deputy
Chief of Naval Operations (Logistics).
He is a graduate of the U. S. Naval Postgraduate School (MS Operations Research) and
the University of Utah (MA Middle East Affairs and Arabic), and was Navy’s 1986-87
Federal Executive Fellow at the RAND Corporation, Santa Monica, California.

Rear Admiral Wells enlisted in the Naval Reserve in 1966 and served in both a surface
division and security group unit. He was commissioned as ensign (unrestricted line) in
1967. Following commissioning, he was assigned as Officer in Charge of ARFCOSTA
Atsugi and to work with NAVSECGRUACT Kamiseya. In 1969 he attended Naval School,
Diving and Salvage, where he was qualified as a deep sea diving and salvage officer. He
then served on the USS Amphion (AR-13) as division officer, gunnery officer,
diving/salvage officer, Public Affairs Officer, CDO, and OOD underway.
Rear Admiral Wells was released from active duty in 1971. He helped start up the Naval
Reserve diving and salvage program and served as training officer, executive officer, and
commanding officer of Harbor Clearance Unit One DET 110 (now mobile diving and
salvage unit), which had extensive work with the Joint Services Enewetok Atollo cleanup
project over a three-year period. He changed designator in 1980 to Public Affairs Officer
and served with Navy Office of Information Southwest and Officer of Information
Detachment 411. He has been commanding officer of public affairs units for three tours
and has served as Naval Reserve Readiness Command Public Affairs Officer for two
tours.
He twice served as acting Public Affairs Officer at Commander Naval Reserve Force in
New Orleans and as acting Deputy Chief of Information.
Rear Admiral Wells has also served as Professor and Chairman of the Department of
Journalism at the University of North Texas in Denton, Texas. He has worked as a public
relations professional in both profit and non-profit organizations and has worked on
weekly and daily newspapers, including metropolitan dailies, as a reporter and editor. In
May 2000, Admiral Wells became the Superintendent of the Naval Postgraduate School.
He has bachelor’s and master’s degrees from North Texas and a Ph.D. from Texas MM.
Rear Admiral Wells lives in Denton, Texas, with his wife, Marilyn Wells, and his two
daughters, Garland and Caitlin.

Provost
Naval Postgraduate School
Richard Elster was born on 3 December 1939. He attended the University of
Minnesota in Minneapolis where he received the degrees of Bachelor of Arts, Master
of Arts, and Doctor of Philosophy in Industrial Organizational Psychology.
In January of 1969, he joined the faculty of the Naval Postgraduate School. His
teaching focused on DoD manpower, personnel and training policies. From 1 July
1975 to 1 July 1978, he was on leave from the Naval Postgraduate School. During
that period, he worked in the Office of the Assistant Secretary of Defense (Manpower
and Reserve Affairs), and as Senior Scientific Advisor to the Deputy Chief of Naval
Operations (Manpower)/Chief of Naval Personnel, Admiral James D. Watkins.
On 1 October 1979, he was promoted to professor in the Department of Administrative
Sciences at the Naval Postgraduate School. In July of 1983, he became Chairman of
the Department of Administrative Sciences.
During the period of 1984-1988, he served as Deputy Assistant Secretary of the Navy
for Manpower. Additionally, he was Acting Assistant Secretary of the Navy (Manpower
& Reserve Affairs) during the period 7 April 28 June 1988.

In 1989, he filled the Chief of Naval Operation’s manpower chair at the Naval
Postgraduate School. During January-September 1990, he was Deputy Assistant
Secretary of Defense for Resource Management and Support. He was named Dean
of Instruction at the Naval Postgraduate School in September 1990, where he served
in this role until June 1995. On July 1, 1995 he was named Provost/Academic Dean of
the Naval Postgraduate School.

The cap and gown and colorful hood so prominent in commencement ceremonies
resemble, to some extent, articles of dress worn by church and university dignitaries
in the Middle Ages. The cap and gown indicate that the wearer is a member of a
university or college. The hood shows the degree the wearer holds.
The gown for the bachelor’s degree has pointed sleeves and is designed to be worn
open or closed. The doctor’s gown has bell-shaped sleeves and may be worn open
or closed. Down the front, the doctor’s gown has a facing of velvet and three bars
of the same material on each sleeve. The facing and bars may be either black or the
color distinctive of the subject to which the degree pertains. The cap is worn for all
degrees; the doctor may wear a golden tassel.
Hoods are normally black with a colorful lining rolled outward. Bachelor’s hoods are
three feet long, master’s three and one half feet, and doctor’s four feet.
For all academic purposes, including trimmings for the doctor’s gown, edging of
hoods, and tassels of caps, the colors associated with the different subjects are as

THE NAVAL POSTGRADUATE SCHOOL
The Naval Postgraduate School opened in Annapolis in 1909 and transferred to the
Monterey Peninsula in 1952. Since its beginning, the School has conferred over 22,000
degrees. The typical student is an unrestricted line U.S. Naval Officer who has
completed an operational tour. Students are engaged in intensive studies leading to a
master’s degree in one of 46 different curricula split between 11 academic departments
and 7 academic groups.
Each curriculum is tailored to provide the academic
requirements for accredited advanced degree and meet the additional educational skill
requirements necessary for subsequent assignments. Officers are obliged to remain
in service for about four years after they complete their schooling. Students arrive every
quarter, with the heaviest influx entering in January and July. Of the approximately
1300 students now enrolled, about 70 percent are in the United States Navy and Marine
Corps, 10 percent are from other United States services, and the remaining 20 percent
are from allied countries. Many internationally recognized in their respective fields. In
order to keep abreast in their areas of expertise, faculty members conduct research
beneficial to many- governmental agencies. Over 27 million dollars of research is
conducted or administered annually at the School. Guests are invited to tour the school
grounds and to visit historic Herrmann Hall.
